Lakes Town Council Meeting
August 8th, 2015

Mission Statement: We are


committed to pursue the creation of
a park system for the Lakes area. We
are specifically interested in
providing our children and future
generations the best in active and
passive recreation close to home.

LCPC History

Established on January 29th, 2015 after a community


meeting of 40+ residence who overwhelming showed
an interest in the creation of park in the Lakes area
using Los Angeles County funds noted in the Antelope
Valley Press article titled "$162 million available for
L.A. parks" on January 2, 2015.

First meeting February 2, 2015, meet approx bi-weekly.

Report to every Lakes Town Council meeting to give


current updates to the park progress starting March 7,
2015.

Established that our #1 priority at this time is to assist


in the creation of a joint venture park between HELUS
and Los Angeles County Parks and Recreation.

No additional fees or taxes to residence

Maintained by LA County Parks & Recreation:


including but not limited to power, water, security, etc.

History/Progress of HELUS Park


Project

Previous rendering of plans to improve HELUS was shown to Norm Hickling at initial community
meeting on January 29th, 2015
LCPC was interested in the option to resurrect the 2002 concept of using property adjoining HELUS

May 12th, 2015 Norm Hickling and Jon Gargan (Deputy Director County of Los Angeles Dept. of Parks &
Rec. North Community Service Agency) attend HELUS school board meeting and toured vacant property
and existing school site

Mr. Hickling advised that the district and LCPC get together and agree on one site

At meeting #10 on June 23th, 2015 LCPC agreed that HELUS was our #1 priority and prepared a letter to
Supervisor Antonivich stating stating such with an adjoining resolution signed by HELUS board members
stating their support in the project.

Jon Gargan was asked to develop a conceptual design for the project, which he has done

Next steps will have to be approval of project from the Supervisor, a development agreement created and
approved and then official funding provided by the Supervisor.

Park Bond Act

Jon Gargan stated that "One asset to this process will be the
upcoming community meetings that are going to be held regarding
the creation of a new Park Bond Act, to replace Prop "A", that just
expired on June 30th. This will allow the community to express not
only their desire for a park but also for the amenities they would
like to see in the park. Once the meetings are held, development
and maintenance cost will be assigned, so an actual $ amount can
be totaled throughout the county and then put on the ballot for
voter approval."

will occur to notify everyone."
