Dual citizenship deadline looms for transnational
generation
The 2006 Citizenship
Law has enabled
transnational couples
to apply for dual
citizenship for their
children.
Before the law was
introduced, children of
Indonesian mothers and
foreign fathers were
automatically registered as
citizens of their father's
country. As a result, parents
were forced to extend
temporary residence permits for
their children, a time-consuming
and problematic process.
According to the 2006
Citizenship Law, children of
transnational marriages born after
2006 automatically receive dual
citizenship. For children of mixed
marriages born before 2006,
parents need to apply for dual
citizenship for their children.
Children from mixed
marriages may only hold dual
citizenship up until the age of 18.
When they turn 18, they must then
choose to either remain
Indonesian citizens or take up their
foreign citizenship. The window of
opportunity for children to make
this decision closes three years
after their 18th birthday.
The law orders
transnational couples to apply for
dual citizenship for children born
before 2006 within four years of its
enactment. The upcoming
application deadline is Aug. 1,
2010.
“Many couples are still
unaware there is a deadline,” says
Rulita Anggraini, chairwoman of
PerCa Indonesia, an organization
for transnational couples.
“Some couples also just

don't know how to apply or
what they need to do.”
According to the latest
official data from the Justice and
Human Rights Ministry, up to 8,000
transnational couples had
completed the application process
for their children's dual citizenship
up until the middle of last year.
“We feel there are still
couples that haven't applied yet,
mostly because they don't know
about the deadline,” Rulita says. “If
you miss the deadline, your family
will lose the benefit of dual
citizenship [for the children].”
If a couple misses the
deadline, their children will keep
their foreign citizenship.
“If the child later wants the
Indonesian citizenship, they will be
required to go through the
naturalization process like all other
foreigners who want to become
Indonesian,” Rulita says.
The child will thus be
required to reside in Indonesia for
five consecutive years or ten years if
the period of residence was not
continuous.
Juliani W. Luthan, head of
the PerCa Indonesia development
program, outlines what documents
are needed to apply for the dual
citizenship.

child's birth certificate.
“If they were born in Justice

father's passport and the parent's

legalized by a civil office.
“[If] the couple was
married abroad, the marriage
needs to be registered through a
civil office in Indonesia,” Juliani
says.
The completed application
form must then be submitted to
the Justice and Human Rights
Ministry. If the paperwork is
complete, the family will receive a
letter from the ministry confirming
the child has been granted dual
citizenship.
“You need to go to some
offices to get the registration
done,” Juliani says.
“But all in all, the
application process is easy.”
The ministry says the
process takes a maximum of 90
days. However, Juliani warns that
it may take longer if documents
are missing. PerCa Indonesia
urges transnational couples that
have not yet applied for dual
citizenship for their child to get the
ball rolling now.

G'day again Readers, I hope you
are all enjoying your holiday or
lifestyle in Bali this week.
Let me tell you, I have been
coming to this magnificent little
island for over 20 years now, and
I've met a heap of cool and
interesting people. I've also met
some absolute drongos, and you
know I think I've worked out what
type of people are here at any one
time, other than the Indonesians or
Balinese local folk. My
observations are maybe a little
tainted from the excess bintang
and occasional arak nights but I
really do believe I have worked it
out. You decide??
There are three types of people
that are here in Bali with us, the
first being the 10 day tourist. These
people maybe come here for 5, 10,
14 days or maybe even a month or
two. They come usually once and
maybe twice a year, with some
making more than 5 trips a year
here. How many times have you
heard a tourist say “I've been here

57 times” or “This is my 4 visit this
year” Most tourists save up
enough coin over a period and
then come to Bali to party, swim,
buy shirts and things and generally
have a great time. They usually
spend like crazy and don't mind
paying that little bit more for things
as they are on holidays. They
usually stay in hotels and have
breakfast and transfers included in
their holiday package deal. Some
check there bags in at the airport
and check their brains out before
leaving

Bali The Right way
home. Mostly they are polite and
try to learn a few Indonesian
words and at any rate they are
what has made Bali the great
place it is now, for without them
the island would be a sleepy
hollow. They come, they play,
they swim and then they go
home. They are great!!
Then you have the second type of
person here in Bali, what I will
call”The Expat Tourist” There are a
lot of people that fit this category on
the island. These people usually
stay for an extended period maybe
3 to 6 months and longer before
returning home briefly and then
returning to the island. They rent a
small room called a “kost” which is
usually what an Indonesian would
stay in, however some will rent a
villa or a house. They usually hire a
motorbike instead of a car and
brave the wet season, again some
will buy a bike instead of hiring one.
They are very careful with their
money and don't spend like a 10 day
tourist would. These people could
usually tell you where to buy the
cheapest bread, milk and beer on
the island and know where the best
happy hours are. They usually don't
have any type of legal investment,
financially speaking, on the island.
These people generally learn the
Indonesian language to a certain
extent. Some people retire in Bali
like this. Should they decide they
have had enough they could simply
walk away without any great loss,
maybe a couple of bucks in furniture
and a few dollars on rent for their
accommodation as rent must be
paid mostly “yearly in advance”.
These people generally are quick to
tell you that they live in Bali, but from
my perspective, and I have some
very good friends in Bali that live like
this, they are tourists at the end of
the day.

Now we get to the third type of
person on the island. I will call this
lot “The True Expats” These
people are usually well invested
on the island, some with houses or
a villa and some with businesses.
Some have both. A true expat has
put their hand in their pocket and
has made a life style decision to
stay here and create a life for
themselves. They cannot walk
away easily as some have built
their entire lives here. They are
usually married to an Indonesian
(not always) hold a full Kitas and
function as if this is their home, as
in many cases it is. They very
rarely leave the island and when
they do it's not for a long period,
mostly only for visa or family
purpose. These people raise
children here, have jobs, and pay
tax. Some are retired. They buy
cars and or motorbikes, and
generally employ people. These
people usually have an almost
complete understanding of the
Indonesian language. These
people generally look after their
money and don't over spend most
of the time.
They seem to work in the day and
enjoy their home time with their
families, unless they are fully
retired, and let's face it readers
what a great place to retire.
So there you go, that's my take on
the people we all meet in Bali. I do

Green Watch: Can the United Nations environmental
summit in Bali succeed?
The largest global
environmental gathering
since the Copenhagen climate
change summit last year is
now being held in Bali, where
ministers from over 100
countries are convening
together with scientists and
ecology experts, business and
non-governmental
organizations.
Arranged by the United
Nations Environment Program
(UNEP), participants are coming from
all over the world for a wide range of
different meetings taking place at the
Bali International Conference Center
all week.
In addition to the so-called
11th Special Session of the Governing
Council/Global Ministerial
Environment Forum, there will be
meetings of the parties to three
important conventions about
safeguarding the adverse impacts of
chemicals and waste on the health of
people and our the planet.
As is the usual practice for UN
meetings, the proceedings will be
highly complex, constrained by
international governance protocols
and overwhelmed with jargon and
acronyms that are guaranteed to
make the gathering of little interest the
general public.
Perhaps some of the
gobbledygook will be dispelled thanks
to a workshop being staged to "bring
journalists into an active dialogue with
experts, politicians and civil society
leaders on current key environmental
issues such as biodiversity loss,
opportunities of the green economy
and the future of environmental
governance".
Forgive my cynicism, but the
recent failure of the Copenhagen
summit to deliver a legally-binding
climate change treaty has left me
wondering whether environmental
protection is safe in the hands of the
UN.

There is no doubt that these
are all vitally important issues, but the
big question is whether any of the
meetings in the beautiful resort of Nusa
Dua will achieve anything more than
just hot air.
In spite of the disappointing
outcome in Copenhagen, perhaps
member states should be blamed,
rather than the UN itself, which has
many laudable specialist agencies
doing much good in the world.
The brainchild of the United
Nations Environmental Program, the
International Year of Biodiversity, is a
celebration of biological diversity and
its value for life on Earth, and is meant
to help raise awareness of the
importance of biodiversity through
activities and events in many countries,
including Indonesia.
Biodiversity is the scientific
term for variety of life on Earth. It is
essential to sustaining the living
networks and systems that provide us
all with health, wealth, food, fuel and
the vital services our lives depend on.
Humans are a part of nature,
but some of our activities are
threatening the diversity of life on Earth,
which is diminishing at a rapidly
accelerating rate.
Loss of biodiversity can be
irreversible and damage the life
support systems on which we depend
for our very survival
Indonesia is extraordinarily
rich in biodiversity and may well be
home to more species than any other
country on Earth.
This country among the top five
on plant diversity with an estimated
38,000 higher plant species; leading
the world list in palm diversity with 477
species; and has over half of the 350
species of dipterocarp trees.
Indonesia also ranks behind
only Brazil and possibly Columbia in
freshwater fish diversity, with around

He got down on one knee, inspected the elephants foot,
and found a large piece of wood deeply embedded in it.
As carefully and as gently as he could, Peter worked the
wood out with his knife,

The elephant turned to face the man, and with a rather
curious look on its face, stared at him for several tense
moments.
Peter stood frozen, thinking of nothing else but being
trampled.
Eventually the elephant trumpeted loudly, turned, and
walked away.
Peter never ever forgot that elephant- or the events of
that day.
Ten years later, Peter was walking through the Chicago
Zoo with his young son.
As they approached the elephant enclosure, one of the
creatures turned and ambled over to near where Peter
and his son Cameron were standing.
The large bull elephant stared at Peter, lifted its front
foot off the ground, then put it down.
The elephant did that several times then trumpeted
loudly, all the while staring intently at Peter.
Remembering the encounter in 1999, Peter could not
help wondering if this was the same elephant.
Peter summoned up his courage, climbed over the
railing, and made his way into the enclosure.
He walked right up to the elephant and stared back in
wonder.
The elephant trumpeted again, wrapped its trunk around
one of Peter legs
and slammed him against the concrete wall, killing him

Naked truth is Tunick's tunics are lost in transit
Spencer Tunick - the man famed
for taking photographs of naked
people - has lost his clothes.
Tunick arrived in Australia
from Hawaii last night ahead of next
week's Sydney Opera House
installation, but his luggage has
gone missing.
The photographer says he is
devastated.
"I am truly the emperor with
no clothes," Tunick said.
"I am so depressed."

that his camera equipment will not

AIG posts $10 billion loss for quarter
AMERICAN International Group
Inc. has reported an $US8.9
billion ($9.94 billion) net loss for
the fourth quarter as the insurer
boosted reserves in its general
insurance division and
accounted for the impact of a
reduction in the billions of
dollars it owes the government.
AIG's shares dropped
nearly 8 per cent to $25.36 in
immediate reaction to the
announcement.
AIG said fourth-quarter net
loss was $US8.87 billion, or
$US65.51 a share, versus a net
loss of $US61.66 billion ($68.88
billion), or $458.99 a share, in the
fourth quarter of 2008.
The fourth-quarter 2009
adjusted net loss was $US7.21
billion, or $53.23 a share,
compared to an adjusted net loss of
$US38.5 billion, $287.69 a
