CONSTITUTION OF THE

JOHN TYLER COLLEGE REPUBLICANS


Ratified: 2/7/2015

A R T I C L E I . N A M E A N D A F F I L I AT I O N
Section 1. The name of this organization shall be the College Republicans
of John Tyler Community College , also shall be referred to as the JTCRs.
Section 2. The JTCRs shall be affiliated with the College Republican
National Committee and the College Republican Federation of Virginia. The
JTCRs shall also be affiliated with the Chesterfield County Republican
Committee.

A R T I C L E II. P U R P O S E
Section 1. To make known and promote the principles of and to better the
image of the Republican Party and conservative values among John Tyler
Community College students and the campus community.
Section 2. To aid in the election of Republican candidates to all levels of
government.
Section 3. To develop political skills, leadership, and network for future
service to the Republican Party and to their communities.
Section 4. To discourage any elitist, pretentious, or otherwise negative
connotations of the Republican Party or conservative values

A R T I C L E III. M E M B E R S H I P
Section 1. Any individual currently or previously enrolled in a course at
John Tyler Community College, who self-identifies with Republican values
is eligible to be a member of the JTCRs.
Section 2. Membership is obtained by signing up on an official sign-up
sheet. Members may participate in all the events of the club and are able to
participate in all votes.

A R T I C L E IV. O F F I C E R S
Section 1. The officers of the JTCRs shall be Chairman, Vice Chairman,
Secretary, Treasurer, and Outreach Coordinator. They rank in and shall be
elected in that order when there is interest to support a full board.
Section 2. All officers shall be elected by ballot when there is interest for a
vacant seat and at the first meeting each semester by a majority of
members present. Should no candidate win a majority on the first ballot,
there shall be a runoff between the two candidates with the most votes.
Notice of said meeting shall be made known to the members at least one
week in advance.
Section 3. Nominations of candidates for office shall be made from the
floor by any member in good standing including self-nomination.
Section 4. The Chairman shall direct and supervise the affairs of the JTCRs.
(S)he shall preside over all meetings of the JTCRs and the JTCR Executive
Board. Unless otherwise stated, the Chairman shall have the power to
appoint all committees and shall serve exofficio on all committees. If the
the Chairman chooses, (s)he shall also serve on the Executive Board of the
College Republican Federation of Virginia, as Delegate to the College
Republican Virginia State Convention, and as the representing member to
the John Tyler Student Council.
Section 5. The Vice Chairman shall preside in the absence of the Chairman
and perform all duties assigned to him or her by the Chairman. The Vice
Chairman shall also act as the official liaison to active Republican political
campaigns.
Section 7. The Secretary shall be responsible for keeping all records of the
JTCRs, excluding financial records that are required to be kept by the
Treasurer. The Secretary shall prepare the minutes of all Executive Board
meetings, general business meetings, and special meetings of the JTCRs.
The Secretary shall also be responsible for sending out the call in advance
for all meetings of the JTCRs. The Secretary shall maintain copies of all
official JTCR documents including the constitution, minutes, and committee
reports. The Secretary shall also maintain the official membership roster
and record changes in membership status.

Section 8. The Treasurer shall keep the official financial records of the
JTCRs. (S)he shall submit a financial report at every Executive Board
meeting and every general business meeting held by the club. The
Treasurer shall receive and distribute JTCR funds as authorized by the
Chairman.
Section 9. The Outreach Coordinator serves as the Chief Recruitment
Officer for the JTCRs and is responsible for planning and carrying out all
recruitment activities and for receiving and sending all official
correspondence of the JTCRs. The Outreach Coordinator shall produce a
monthly newsletter with a schedule of upcoming club meetings and
activities to be authorized by the Chairman.
Section 10. Any Officer who fails to attend two consecutive meetings
unexcused of the Executive Board shall have vacated his/her office.
Section 11. Vacancies occurring among the Officers shall be filled by a
special election when there is an interested candidate after such vacancy
occurs, provided however that upon a vacancy of any position that the next
ranking Officer shall have first right of refusal.

COMMITTEES
Section 1. The Chairman shall appoint, with the consent of a majority of the
Officers, Committee Chairman and other coordinators, such as project
directors, as may contribute to the successful operation of the JTCRs.
Section 2. The immediate past chairman of the JTCRs, shall be granted the
honorary position of Chairman Emeritus. The Chairman Emeritus shall serve
in an advisory capacity to the current JTCR Officers.
Section 3. The Committees of the JTCRs that shall be as follows: the
Campaign Committee, the Fundraising Committee, and the Membership
Committee. The Chairman shall appoint, with the consent of a majority of
the Officers, all other Committees that may contribute to the successful
operation of the JTCRs. These committees will be comprised of the entire
club membership unless otherwise decided.

Section 1. The government of the JTCRs shall be vested in an Executive
Board. The Executive Board shall consist of the Officers of the JTCRs. The
Chairman Emeritus shall enjoy nonvoting membership on the Executive
Board.
Section 2. The Executive Board shall have full power and authority over the
affairs of the JTCRs in cases not inconsistent with other provisions of this
constitution.
Section 3. Executive Board meetings shall be held at the call of the
Chairman or of any three Officers.
Section 4. A quorum for an Executive Board meeting shall be a majority of
the voting members.
Section 5. Nonmembers of the Executive Board may be invited to attend a
meeting of the Executive Board by the Chairman, though they have no
vote. A vote of a majority of the voting board members present may close
the Executive Board meeting to nonmembers.

A R T I C L E VII. M E E T I N G S
Section 1. The frequency with which JTCRs shall hold general business
meetings will be voted upon by the members at the start of every semester.
Section 2. General business meetings or special meetings may be held at
the call of the Chairman or any three Officers. Notice of general business
and special meetings shall be given to all members not less than three days
prior to the meeting.
Section 3. General business meetings shall be conducted in a
parliamentary procedure as set forth by the latest edition of Roberts Rules
of Order.

Section 1. Any Officer who has demonstrated gross party disloyalty, actions
contrary to politically conservative values, negligence, dereliction of duty,
or incompetence in performing his constitutional duties may be removed
from office by impeachment proceedings.
Section 2. Impeachment charges may be brought up by any Officer or by a
vote of a majority of full members present at any general business meeting.
No further action shall be taken until the next general business meeting
and the accused Officer shall execute all his duties as normal in the
meantime.
Section 3. At the following general business meeting, the accused Officer
will have the opportunity to present his defense. Upon a unanimous vote by
the remaining Officers or by a two-thirds majority of full members present,
the Officer shall be removed from office. The position shall remain vacant
until the next general business meeting when an election to fill the vacancy
shall be held.

S TAT E C O N V E N T I O N
Section 1. Every year, the Chairman shall have the first right of refusal to
serve as Delegate to the Annual College Republican Virginia State
Convention.
Section 2. The JTCRs shall elect by a majority of the full members present
at the general business meeting before the Annual Convention is to be
held the proper number of Convention Delegates and Alternates as Article
VIII, Section 5 of the College Republican Federation of Virginia Constitution
dictates, or first interested persons will be granted the position.

A R T I C L E X. A M E N D M E N T
This constitution may be amended at any general business meeting of the
JTCRs by a two-thirds vote of full members present, provided that the

amendment has been submitted in writing at the previous general business


meeting.

A R T I C L E XI. V A L I D I T Y
This Constitution supersedes and replaces the constitution of the JTCRs in
effect at the time of its ratification.
