The principles of my life and the words that I use to motivate myself are God helps those who help
themselves and Dissatisfaction with knowledge, possession and achievement is one of the requisites
to further achievement.
Even though I have good educational backgrounds, adequate and brilliant work experiences to live
well enough for myself, I wish to learn more and upgrade my knowledge and experiences from highly
developed countries, to be able to do the kindness to other people, especially the children in the world,
who are living under the violence of human right, having no possibility to study like others, and who
are suffering due to violence, drug abuse, and poverty; that I feel so close to them due to my past
childhood life. With these reasons, in spite of my late age for study, and the responsibilities for my
family to bring up my little kids, I stimulate and encourage myself to study at the International

Development and Management postgraduate course at the University of Westminster in the UK for a
year thanks to my educational accomplishment, more than 10 years valuable work experiences at
many national and international organizations, the achievements, many advantages and skills as well
as the future intentions. I am convinced that this is the right place and course to achieve my ambitions,
and from the course, I am mostly expected and excited to learn all necessary and important knowledge
and skills in both development studies and management, which could make me to discover myself as
a highly experienced and substantially productive expert at the Development sector for children.
I am a mature and well prepared fellow in accordance with my following advantageous qualifications.
Neither the challenges in my childhood, the unemployment and crisis in my family due to democratic
changes in Mongolia from 1990s, nor the inability to pay for my education never stopped me to study
hard, and ever discouraged my spirits to become highly educated and capable person.
Due to economical and political transaction shocks in 1990, and the dysfunctional home as a result of
violations of alcoholism and stresses in my family at my childhood, I was near to go to street like
other street children. However, I tried to see these challenges as a leverage to achieve my goals to be
successful in the future, so that almost every nights of suffering the drug abuse was expensive for me
and I had many days to study and work hard till dawn. Instead of falling into despondence, I was
taking the energy and momentum from every dawn light, sunrise, the new things that I studies and
learnt full night; nevertheless I was sleepless, anxious and tired, which is one of my many advantages
to achieve my career goals from the UK.
Although I was not top ranking student at schools because of so much stress in my little brain, I was
the most energetic, independent, consistent, and an ambitious student, who desires to work at UN or
other humanitarian international organizations to help, influence and change the poor life and fortunes
of many people. In order to do that, around my lessons, I did many jobs such as waitress, janitor,
cookie, teacher and volunteer to pay for my study, graduated from my secondary school and
university successfully, and started living independently as gaining life and work experiences apart
from my parents however I had no penny to live alone in other city. During my study at the university,
I was the only student who comes hours before to the class, and writes the new words, vocabularies
and lessons on the board. Even, the board was too small for me to write everything that I studied and
practiced full night. After a lot of efforts, persistence, and sacrifices, luckily, I have had a good
opportunity to work at the UNDP project and other international organizations and projects such as
Ministry of Health project funded by JICWEL, Japan and Gold Mining company at various sectors
including the natural disaster, health, mining and administration. I am proud of myself who is the first
to work at UN organization from my schools.
At most of those organizations, I was required and supposed to work overtime till midnight and dawn,
without rests at weekends, annual vacations and extra payment, and even the required taxes for my
better future. However, the knowledge and experiences such as the personal, intellectual,
interpersonal qualities for leadership, project management and implementation skills, multinational
communication and team player skills and many other capacities that I have learnt and gained from
those organizations are very precious and invaluable in order to achieve my eagerness for knowledge
from abroad, and anxiety for contribution to the humanitarian activities and assistances to the children
in the future. One of the unforgettable and lifetime experiences, skills and abilities that I learnt from
above organizations, especially UNDP project are the accountability for assigned jobs, managerial
skills on organizing various kinds of tasks, meetings, conferences, and seminars, communication
skills with multinational people with different personality types, and organizational and troubleshooting skills.

Several time I was nominated and encouraged to managerial positions at my previous organizations,
but I preferred the administration and assistant jobs to learn more about the finance, accountings,
documentations, computer and other technical literacy, communications, arrangements, coordination,
and management while brightening and developing my characters, viewpoints and other capabilities,
which could be the benefits to successfully and effectively study in the UK, and contribute to the
development of my home country.
With reference to my future career intentions and concerns, there are numerous challenges and
problems with childrens right in Mongolia. There are no appropriate and effective laws and acts to
properly and significantly protect the children and their right, no safe, secure places and environment
around their homes, kindergartens and schools, no safe and qualified food and toys, no suitable and
safe places for children to develop their skills, abilities such as playgrounds, sport complexes and
entertainment centers. Even there are no guarantees for children to be healthy in Mongolia, where the
smoke, dust and air pollution are getting worse year by year. In some other countries, children are
dying due to starvation, war attacks, and poverty.
Therefore, after all, I believe that the Masters of International Development and Management course
in the UK will not only strengthen my understanding and knowledge of development, but also will
sharpen my leadership and managerial skills, which will increase my career prospects in the
development sector especially toward the children more effectively and significantly. (1014 words)

Academic Proposal:

If you are seeking to undertake research please also give details of your Academic Proposals in not
more than 2,000 words in the space provided below(Pleases note this should be in addition to your
personal statement):

While studying the main functional areas of international development and management, blending
both the theoretical and practical elements at Master of International Development and Management
course at the University of Westminster for a year, I am needed to complete a project or a dissertation,
which will give me an opportunity to undertake a serious and specific research dissertation on the area
of international development and management pertaining to the violation of childs right and its
development and solutions for my further career plans and contribution to the development of
Childrens right, which is the challenge not only in my country but also around the world.
The children and our future generations are the invaluable treasures and riches for every country. They
should be loved, cared, protected and well educated for the better development of countries and the
safe world. The damage to childrens health and education is often irreversible and the result is fewer
healthy, educated and skilled workers. The countries with weak human capital and weak development
for children are countries that are less competitive in the globalization.
Protecting the Vulnerable is covered in the Millennium Declaration. According to the UN Convention
on the Rights of the Child, all children below the age of 18 have a right to be protected against all
forms of discrimination and punishment. Unfortunately, in many countries, especially in Mongolia,
the childrens rights and interests are violated and discriminated almost everywhere and everyday in
spite of many laws and legislations to protect them as well as the UN Convention of the rights of the
children, which was ratified in 1990 in Mongolia-the year democratic transitions began to free market
economy.
Since the social and economic transformations initiated in the 1990s in Mongolia, the poverty and
unemployment, unequal economic and social opportunities between poor and non-poor families and
between urban and rural areas, and disruptions in the social fabric caused by transition shocks are
cumulatively leading to violations of child rights and the physical and psychological traumatization of
children.
Because of the Mongolian Government adjustment policies, the structural unemployment and
reductions in health, education, social services and infrastructure investment had left Mongolia with a
large and persistent poverty problems and a marked decline in key social development indicators. The
collapse of day-care, child-care and school services made gainful employment for many mothers

impossible, and place severe constraints on family life. The incidence of poverty and unemployment,
virtually non-existing prior to 1990 have lead up hundreds of unexpected and unknown phenomenon
such as the orphans, abandoned children, street children, drop out of schools, underground sewers,
child labors, trafficking of women and children, crime and sexual exploitation against children and
many others, which are still existing with less improvements during the last two decades.
While poverty deprives children of opportunity to receive adequate food, education and health
services, malnutrition impedes their physical and mental growth. The child labor remains a serious
issue in Mongolia, negatively impacting on child health, education and impairing their opportunities
for normal growth and development. Herding and artisanal mining are common form of child labor,
while working in informal markets, at construction sites and manufacturing enterprises with poor
work conditions make up common forms of child labor in urban areas.
The persistent exploitation of children in slave-like and bonded conditions, hazardous and arduous
work, prostitution, pornography and other unspeakable situations are getting worse. According to the
latest National Statistics, the 11.5% or 71.330 of the children between the ages of 5-17 are necessarily
required to work under many kinds of circumstances and reasons. Approximately 11.400 of them are
doing the legislatively prohibited labors with overtimes in dangerous conditions. As a result of poor
living conditions, drug abuse, unemployment and divorce, the children are mostly suffered.
Corporal punishment is prohibited in schools, but according to the Research on Violence against
Children at Schools and Kindergarten Environment confirms that 80 percent of older kindergarten
children, 77.5 percent of students in primary schools and 98.6 percent of students in secondary
schools have been subjected to violence.
Children living on the street, who run away from dysfunctional homes as a result of violations
alcoholism and poverty or who were abandoned and orphan are the consequences of the social and
economical transition shocks.
Children with disabilities who aged 0 to 16 years are in most vulnerable conditions. The key causes
are diseases and accidents including riding horses without protective equipment, herding during
natural disasters, traffic accidents and obstetric complications during delivery and which have been
increased year by year. Not all children have access to rehabilitative care services, and of the total
number of the children with disabilities over 1000 had no access to service.
The trafficking of women and children is a new phenomenon that emerged during the transition
period, and still has no proper actions to protect them.
At the todays circumstances, childrens rights are started to be violated when they are in their
mothers womb, and there are no guarantees those mothers to have healthy babies because of the air
pollutions and dust throughout four seasons, poverty, unemployment, uncertificated food and nutrition
supply, bureaucracies either at maternity and childrens hospitals, unsafe environment and many other
factors, which pose a major challenge not only for the Government but also all development partners
towards achieving the Millennium Development Goals at sub-national level. In addition to that, the

Essay to British Chevening Scholarship

medical ethics, communication and professional skills of pediatricians for health services are not
satisfactory.
Due to shortages of kindergartens and schools, thousands of children are having no rights and
possibilities to be educated. There is statistics that more than 40% of the total 200 thousand children
between ages 2-5 are cant be participated to the kindergartens, pre-schools and most of them are
locked in their home full day in an unsafe environment. Because many children are locked at their
home due to lack of kindergartens, hundreds of them are affected and suffered into fire incidents, and
many of them are died every year. Nevertheless some are participated to the kindergartens, the
number of children in one classroom is overloaded, and there are poor training conditions as a result
of no adequate teachers and training materials.
In other words, within the last two decades since the economic and social transactions in 1990,
everything from past for children such as the care, high attentions for good educations, various sport
and entertainment services, clubs as well the other facilities like the childrens playland, green areas,
and playgrounds near buildings, childrens library and caf were all destroyed and robbed. There are
no guarantee for the children to be healthy and alive due to disordered constructions everywhere and
the terrified traffics.
Everybody acclaims to say YES to children, but indeed it is like Say well or be still in
Mongolia.
Nevertheless, we must be thankful to those international humanitarian organizations and funds such as
the Save the Children UK, UNICEF, Christina Noble Childrens Foundation, World Vision, Asian
Foundation, and many other NGOs who have been working and helping to Mongolian childrens
development and wellbeing with particular focus on the countrys most vulnerable and disadvantaged
children since early 90s. For example, Save the Children UK started its generous humanitarian
activities since 1994-the year of most challenging and difficult phase with crisis of Mongolian
development as a result of Democratic changes, and at that time, thousands of children were dropped
out of school, went to the street and underground sewages, and thousands of children were started
working to help their unemployed parents to survive. When Mongolian Government was not able to
help those forsaking children and solve those issues as trying to adapt with new and shocking political
and economical changes, the Save the Children UK helped thousands of vulnerable children
throughout Mongolia, provided hundreds of humanitarian and educational services to Mongolian
teachers, and donated millions of dollars for its development for over 15 years. It is never
unforgettable that the Save the Children had an important role in raising awareness of childrens
special vulnerability within the wider National Poverty Alleviation Program, and promoting
community participation and community development, which was new to Mongolia. With Save the
Childrens support, we were able to obtain year-long, in-country international advisory support, and to
learn from social work education development policies and practices in the USA, UK, Russia, India,
Japan and Hong Kong.
Save the Childrens role in introducing and training social work as a new profession in the country
and in building up the very foundations for its development to the current level is invaluable and

Essay to British Chevening Scholarship

unforgettable. These initial exposures not only enhanced our practical experiences but also
contributed to building public awareness about this newly emerging profession.
Unfortunately, as of today, because of the irresponsibility of the government policies and decisions,
insensibility of every business entities, organizations, parents and adults, the childrens rights are in a
tragedy not only in Mongolia, but also around the world, especially in the rural areas where there are
artisanal mining, and the poor countries where there are war attack. Despite the rapid economic
growth, poverty has remained virtually unchanged over the last two decades, which may even be
further aggravated by the current global economic crisis unless measures are taken to protect the most
vulnerable. The children from poor families have less chance of accessing adequate education and
nutrition, particularly in rural areas and urban peri-urban ger areas. They survive in difficult living
conditions characterized by poor hygiene and sanitation, domestic violence and low income despite of
the economic increase.
I think that if children are not cared, loved, educated, protected, and if they are violated, and
discriminated, then there should be no talk about the public safety, independence of the country and
nice future. Therefore, according to the above circumstances, my future career intentions as well as
for my childrens future, I have decided to fully dedicate myself and rest of my life for the
development of childrens issues through the International Development Studies from highly
developed countries. I expect the future, where we look forward to a world which respects and values
each child, which listens to children and learns, and where all children have hope and opportunity.
The platforms of Mongolian New Government for Changes, and the actions plans of National
Childrens Center for the coming years, there are lots of works to eliminate the developmental
damages to children as a result of violation of their rights, which would be definitely included in my
study and research plan. For example, the analysis and monitoring on the legal documents to protect
childrens right, monitoring and evaluation for the all projects, operations and activities carried out by
national and international organizations at this sector for childrens rights and wellbeing are one of the
priorities. The support to community organizations, enhancing strong, effective and efficient
Government and NGO partnership and improving transparency and accountability are key
components in instilling democratic values and participation for the development of childrens rights.
The other key challenges to develop the violation of childrens rights are, to improve coverage and
quality of preschool education, to reduce school drop-out rates in rural areas through better targeting
of social programmes, to improve the physical infrastructure of school and dormitories, to upgrade
teaching quality, especially in rural areas, to reduce school costs for poor families, to increase support
for non-formal education programmes for children who have dropped out of schools or were never
enrolled school etc. Among the remaining key challenges in achieving the MDGs are high levels of
stunting for children under five, poor access to safe water and sanitation, and the emerging problem of
child protection.
The implementation of the above tasks, plans and operations would require not a little money,
nevertheless if not, the consequences and harmfulness are ineffable. It is said like if you think the cost
of education is high, consider the cost of ignorance.
Finally, for my study and career goals and plans, the course contents of Master of International
Development and Management, which includes data management, development theory and practice,
human resource strategies for the international manager, international development finance, managing
development projects, research methods as well as the other optional related modules will enable me

Essay to British Chevening Scholarship

to professionally and intentionally study and do research on the above core topics to contribute to the
development of childrens right violation not only in Mongolia, but also other poor countries.
The concept of international development itself is actually new to Mongolia, and there are very few
experts or specialists at this sector and for the childrens issues. Exposure to and learning from various
countries experiences in developing social works for children will be definitely an eye-opening
effect, helping me to grasp the very real need to develop our own social works towards children,
relevant and responsive in the unique context of Mongolia.
