Practical Training inside or outside Iraq
Instead of setting high quotas for employing local staff, Iraq has
established a mandatory annual investment through a Training,
Technology Transfer and Scholarship Fund (TTTSF) as a condition of
awarding oil and gas contracts.
The Fund shall also be used for supporting Petroleum Operations
related technology and Establishment or Upgrading research institutes
inside Iraq
Until 5,000,000 USD annually not considered as petroleum costs

India PSC:
ARTICLE-22 EMPLOYMENT, TRAINING AND TRANSFER OF TECHNOLOGY:
Use of local content preference with equal technological level
Not later than 6 months after effective date of related Petroleum
Operation Phase
including positions, with a view to ensuring employment of nationals
of India and gradual and progressive reduction of foreign personnel.
At the request of the Government, the Foreign Companies shall
separately endeavor to negotiate, in good faith, technical assistance
agreements with the Government or a company nominated by
Government for this purpose setting forth the terms by which each
Foreign Company constituting the Contractor may render technical
assistance and make available commercially proven technical
information of a proprietary nature for use in India by the Government
or the company nominated by Government.
The issues to be addressed in negotiating such technical assistance
agreements shall include, but not be limited to, licensing issues, royalty
conditions, confidentiality restrictions, liabilities, costs and method of 4

Pakistan Concession and PSC:
ARTICLE 17 TRAINING AND EMPLOYMENT :
Not later than 3 months after effective date of related Petroleum

Operation Phase as a part of AW&B

employ qualified nationals of Pakistan in its Joint Operations and, to
undertake their schooling and training for staff positions, including
administrative and executive management positions.
The Operator will require its contractors and subcontractors, operating
in Pakistan, to do the same.
The Operator shall also be required to establish a program, satisfactory
to THE PRESIDENT to train personnel of the Directorate General of
Petroleum Concessions
