Beach, hers is a name and
face with which you will likely
become extremely familiar.
Maria Hernandez grew up in
Miami, but recalls spending a
great deal of time with family
and friends visiting Miami
Maria Hernandez
Beach as a child. Her interest in
Project Director
architecture led to a degree from
Convention Center District
the University of Miami, which
evolved into a graduate degree
from New Yorks Columbia University and overseas studies
in Europe. Yet, it was her love of all things South Florida
that brought this home-grown talent back to our shores.
Hernandez is about to leave an indelible mark on Miami
Beach as she serves as project director for the new Miami
Beach Convention Center.*
Proudest Moment
I think its yet to come. My proudest career moment may very
well be the day I deliver the new Miami Beach Convention
Center to the city. Its the largest public capital project in the
history of the city; it is something very high profile, not just
here, but throughout the country. Its a convention center
everyone is looking at. It will be the highlight of my career
and we have a great team in place that will help me make
it happen.
Female Leadership
I am the project director of the 52- acre convention center
district overseeing all projects within the district and reporting
directly to the city manager. The fact that women can be in
positions of leadership in construction management to bring
an important project such as this to Miami Beach also speaks
to the citys diversity and the opportunities granted to women.
When I started at the citys Office of Capital Improvement
Projects department, it was wonderfully eye-opening to see so
many women managing construction projects for the city.
Miami Beach Favorite
I love the restaurants. The beach drew me in as a child and
now that Ive gotten older, I love to dine here especially
at Ice Box. Theyre dear to my heart because Robert [owner]
made my wedding cake when I got married. At the time
he was just starting with the restaurant and it was mostly a
bakery that would serve coffee and pastries and make great
cakes. Today its the go to place for lunch and Sunday brunch
in Sunset Harbor. Its a success story and thats just part of
whats been great about Miami Beach.

y contamos con un equipo maravilloso que me ayudar a
convertirlo en realidad.
Liderazgo femenino
Soy la directora de proyectos del distrito del centro de
convenciones con un rea de 52 acres que supervisa todos
los proyectos dentro del distrito, reportndole directamente
al administrador de la ciudad. El hecho de que las mujeres
puedan ocupar cargos de liderazgo en gerencia de la
construccin para lograr este importante proyecto en Miami
Beach tambin es indicio de la diversidad que ofrece la
ciudad y de las oportunidades que se les otorgan a las
mujeres. Cuando me inici en el departamento de mejoras
de inversiones de capital, fue realmente revelador encontrar
tantas mujeres involucradas en el rea de gerencia de la
construccin de la ciudad.
Favorito de Miami Beach
Me encantan los restaurantes. La playa me atraa cuando era
nia y ahora que soy adulta, me encanta salir a comer aqu,
sobre todo en Ice Box. Son muy especiales para m porque
Robert [el dueo] hizo mi pastel de bodas cuando me cas.
En aquel entonces l estaba empezando con su restaurante,
que era bsicamente una pastelera que serva caf y
repostera y haca pasteles maravillosos. Hoy en da es el
lugar perfecto en Sunset Harbor para almorzar y para brunch
los domingos. Es una historia de xito y es apenas una parte
de lo que ha sido fenomenal de Miami Beach.

CULTURAL CORNER

A LEADER IN THE PACK

llustrating the persuasive power of art and design through


objects in a variety of media, The Wolfsonian-FIU boasts a
collection of over 180,000 articles from the period of 1885 to
1945 the height of the Industrial Revolution to the end of the
Second World War.
This museum, library and research center, nestled in the heart
of Miami Beachs Art Deco District, conveys the story of social,
historical and technological changes that have transformed
our world. Their collection encompasses furniture; industrialdesign objects; works in glass, ceramics and metal; rare books;
periodicals; ephemera; works on paper; paintings; textiles;
and medals.
The Wolfsonian-FIU hopes to expand the museum physically and
digitally, making most of its permanent collection available online
under the leadership of Timothy Rodgers, the museums
new director.

Rodgers relationship with The WolfsonianFIU dates back


to 1989 when The Wolfsonians Journal of Decorative and
Propaganda Arts published his first scholarly article. Prior to
coming to Miami Beach, Rodgers served as the director of the
Scottsdale Museum of Contemporary Art (SMoCA) for six years.
It was there that his reputation for creating synergies between art
and education was solidified.
It is my hope for the Wolfsonian to deliver programs connecting
the museums collection with a community of supporters, students,
scholars and researchers from around the world, said Rodgers.
We will aim to be at the forefront of all conversations about
the future of museums, visual studies, modernist scholarship and
audience engagement.
This fall, the museum will debut two major exhibitions,
Philodendron: From Pan-Latin Exotic to American Modern and
Margin of Error.

We are excited to present this exhibition in Miami Beach, a


gateway to Latin America where these plants originate, said
Wolfsonian curator Christian Larsen. Philodendrons now grow in
the U.S. like weeds and decorate every home. They are so common
that they go unnoticed. By focusing our attention on the way they
have inspired artists and designers, we tell a story of Pan-American
exchange and American notions, including stereotypes of
the tropics.
The Margin of Error exhibition is slated to open November, and
it will explore cultural responses to mechanical mastery and
engineered catastrophes of the modern age: the shipwrecks,
crashes, explosions, collapses and novel types of workplace injury
that interrupt the path of progress.
I want to ensure that more people recognize the fact that The
WolfsonianFIU is a world-class museum, one that intelligently and
creatively engages with a vast array of cultural artifacts to help all
of us understand our history, our present and our future,
added Rodgers.

KEEPING IT

CLEAN

rushed plastic bottles, perforated Styrofoam, chip


bags, liquor bottles and a red flip-flop. These
are just some of the hundreds of remnants that
have washed up inside of one of the storm water pump
stations on 10 Street and West Avenue.
It is a quiet morning, and while tourists and denizens
of this tropical city able towards their destinations,
municipal workers have been busy underfoot, piecing
together a robust system of pumps to keep streets dry.
These new structures also deliver an understated
environmental perk: cleaner water into the bay.
For the past 80 years, the City of Miami Beach had
relied on an antiquated storm water gravity system that
did a subpar job of blocking entering debris into the

Dishearteningly, the majority of refuse being cleaned
up is not naturally occurring. It is generated by you

Residents, visitors and businesses are all contributors to
the pervasive problem of litter, noted Lily Furst, long-time
member of the citys Sustainability Committee. Each
of us can do our part by minding our manners and not
being part of the problem. This is our home.
In the 2014 community satisfaction survey, cleanliness is
cited by residents and businesses as the most important
city service to retain.

ecosystem. Basically, anything caught in a storm drain
trickled into Biscayne Bay or clogged the system.
Todays new pump stations provide more ecological
sophistication. Sifting the water entering the pump, they
remove harmful pollutants before they have a chance to
surf down into the bay.
If not for the extensive environmental measures taken
by the city when installing our new storm water pumps,
people would be swimming with this trash, said City
Engineer Bruce Mowry. Our pumps successfully prevent
several tons of debris from ending up in our waterways.

For the past ten years, the city has been conducting a
public area sanitation assessment program to objectively
rate the cleanliness of Miami Beach.
The cleanliness index measures against four factors:
litter and trash, organic materials, fecal matter, and
garbage cans and dumpsters, said Dr. Leslie Rosenfeld,
chief learning and development officer, City of Miami
Beach. It does so on a scale from one being extremely
clean to six being extremely dirty. Areas assessed
include: streets, sidewalks and alleys, parks, surface
parking lots, waterways, and beach areas.
Miami Beachs cleanliness has steadily progressed as
evidenced by the index and the results of the most recent

survey in 2014: 87.2 percent of public areas citywide were


rated as clean or very clean as compared to 65.2 percent in
fiscal year 2006.

Legislation has also been a key component in promoting


recycling and curtailing trash. In 2013, the city required all
residential buildings and businesses to have a recycling program.

Land on the island comes at a premium, as does refuse space.


Still, that is not deterring the citys Sanitation Department.

Styrofoam was banned from the beaches in 2012. Two years


later, prohibition expanded to include parks, city-owned
facilities, sidewalk cafes and special events serving as the
first municipality in Florida to ban polystyrene in public areas
and setting the example for others to follow. This September,
the commission also passed an ordinance to ban food service
providers and stores to sell or use Styrofoam.

We added 160 new trash cans last fiscal year and have 100
more slated in our budget for this year, noted Sanitation Director
Al Zamora. It is our hope to get one trash can on every street
corner in the commercial and entertainment districts.
The city will also be launching a pilot program by adding 20
Bigbelly waste and recycling stations along Washington Avenue,
Ocean Drive, Lincoln Road and 41 Street. These solar powered,
rubbish-compacting bins have a capacity of compacting 567
liters of trash, increasing the bins effective capacity by five. They
are also wireless technology-enabled, which allows these units to
report their status into a dashboard that gives sanitation workers
insights for monitoring and route optimization.

These seem the kind of new age prohibitions that most residents
want to get behind.
Laws are what change behavior, added Furst.
Preserving the quality of waterways and vital marine resources
by keeping trash out of the bay is paramount in Miami Beachs
fight against the rising tide. No one wants a trashy reputation.

We are all familiar with the routine of separating our clothes into
corresponding colors and fabric types. But do you apply that same
thought process and action to your recycling habits?

According to Duke Universitys Center for Sustainability and Commerce, the


average person generates 1,569 pounds of waste per year. Multiply that
number by the nearly 100,000 residents in the City of Miami Beach and we
have approximately 78,450 tons of waste that is created within the city alone.

LIGHT A CANDLE, NOT YOUR HOME

here is a special splendor when lighting a candle


from creating ambiance to religious customs and
aromatherapy to festivity dcor. Available in all sorts
of sizes, shapes and scents, this centuries-old article has
no signs of burning out. Yet, it is paramount to ensure that
burning candles do not spark a disaster.
This past spring, a Miami Beach couple left a burning
candle on a table and went downstairs to lay by their
buildings pool. When they came back up, they went
through their broken-down front door and were greeted
by Miami Beach firefighters who had doused their living
room successfully extinguishing the fire.
Fortunately no one was injured, but property damage is
always costly, said Investigator Claudio Navas, Miami
Beach Fire Department.
The Home Candle Fires report published by the National
Fire Protection Association (NFPA) in 2013 cites an
average of 115 civilian deaths, 903 civilian fire injuries
and $418 million in direct property damage related to

fires started by candles each year. On average, 29 home


candle fires are reported per day.
These alarming figures should serve as a warning to the
millions that light up candles or other incendiary devices.
We cannot stress the importance of never leaving a
burning candle unattended nor placing it near something
flammable that can catch fire, warned Navas.
More than half of all candle fires start when things that
can burn are too close to the candle. Make it a habit to
blow out all candles when you leave the room or go to
bed. And never leave a child unattended with a burning
candle. Matches and lighters should also be kept in a
locked cabinet, out of sight and reach from children.
If you can part with tradition, consider using flameless
candles in your home. Many look and even smell like the
real deal.

Multiply ingredients by two when feeding a fire house.


Ingredients:
2 lbs ground beef or lamb
1 large onion
1 tsp minced garlic
1 tbsp olive oil
Sprinkle of cayenne
1 cup peas
1 cup carrots
1 cup water (more or less to thicken)
2 tbsp Worcestershire sauce
3 tbsp Bisto (Irish gravy) or other brown gravy
3 cubes of Oxo (Irish seasoning) or beef bouillon
2 lbs mashed potatoes
3 tbsp milk (for brushing)
Cheese optional
Preheat oven to 350 degrees. In a frying pan, saut oil,
onions and garlic until soften. Sprinkle cayenne. Add
ground beef until browned (drain fat if needed). Add
Bisto, Oxo, Worcestershire sauce, peas, carrots and water.
Simmer for a few minutes until mixture thickens and add
more water, if needed.
Place mixture into baking pan, cover with mashed potatoes.
Coat potatoes with light brushing of milk, sprinkle with
cheese if desired. Make circle indentation and fill with
Bisto gravy.
Bake for 30 minutes.
Served best with White Mountain bread.

Precaliente el horno a 350 F. En una sartn, saltee el
aceite, cebolla y ajo hasta que se ablanden. Espolvoree la

PLANNED PROGRESS

TAKING THE

HIGH ROAD

unset Harbour is bustling with restaurants, shops and residents.


This waterfront neighborhood is also one of the lowest lying
areas in Miami Beach. For anyone who has recently run an
errand or gone out for a bite in the area, they have undoubtedly
noted an additional lively component: a cascade of construction.
As part of the City of Miami Beachs comprehensive approach to
dealing with the rising tide, major roadwork in the Sunset Harbor
district includes storm water drainage installation, replacing
underground pipes and utilities, and raising the roadway to an
impactful 3.7 feet center elevation.
Despite the unsightly debris, we welcome the tearing up of our
streets, said Sunset Harbour business owner Thierry Mas, Thierry
Mas Salon. We are excited to eventually have new streets that do
not flood.
On a recent visit to Sunset Harbour, Senior Advisor to the President
Obama Brian Deese noted, This issue of climate change is real and
its not going anywhere. The question for coastal communities across
the country is how can they prepare and how can they do something
about it.
The roadway elevations to be completed this fall include 20 Street
from Purdy Avenue to Sunset Drive and Bay Road from 20 Street
to the intersection of 18 Street. The next phase of the project will
be comprised of raising the end of 20 Street from Sunset Drive to
Alton Road, the rest of Bay Road from just south of the 18 Street
intersection to Dade Boulevard, and all the remaining streets in

The citys road-raise does not stop at Sunset Harbour. It continues


with the rebuilding of West Avenue raising it from 1.5 to 2 feet,
from Fifth to 17 streets. Five more storm water pump stations are
also slated for installation at sixth and 17 streets (City of Miami
Beach) and at Fifth, 10 and 14 streets (Florida Department of
Transportation). This work is being performed in phases and is
expected to be completed this fall.
As streets are fast-tracked to be elevated and pump stations
aggressively installed citywide, Miami Beach is undoubtedly a
national leader on the offense to adapting and mitigating Mother
Natures rise.

WHAT IS YOUR
EMERGENCY?

he 911 system has been an integral part of our daily lives


for nearly 50 years. For people experiencing an emergency
situation, these three numbers on a telephone are their lifeline
to urgent assistance.
The City of Miami Beach Public Safety Communications Unit
(PSCU) receives an average of 350,000 calls per year. Greater
than 85 percent of those calls are emergency calls that require
police and fire rescue response.
If you find yourself in a situation that requires emergency
assistance or witness illegal or dangerous activity, calling 911
is the right thing to do. On Miami Beach there are trained and
experienced call-takers and dispatchers who can assign the
appropriate response based on the severity of your emergency.
We know that if you are in an unfortunate situation and need to
call 911 for an emergency, you are probably not thinking clearly.
We are trained to think more clearly for you. And because of that,
we can help you, said PSCU Supervisor Nuria Diaz, a
16-year veteran.
Diaz cited cases of near drownings and childbirth, and noted that
because call-takers remain on the phone with callers, they send
vital information to the dispatchers who relay it to responders while
they are enroute.
911 has really evolved over the years, added Diaz. With the
way technology and even our procedures have progressed, I can
proudly say that we, the call-takers and dispatchers, really do
save lives.
When cellphones were first introduced, the majority of calls
came in from land lines. Today, 75 percent of calls come from
cellphones. Although determining the exact location of some
cellular calls continues to be a challenge, technology in use by
PSCU has resulted in greater accuracy and better results.
There is even better technology on the horizon. In the near
future you will be able to text your emergency to 911 and send
identifying photographs or video to the call center from
your smartphone.

Know your location. Provide the location of the


emergency you are reporting as the call-taker
will ask and verify the address. This is for your
safety and for confirmation of the location.
Stay calm. Try to be aware of the situation and
clearly and carefully convey the information
that is asked of you.
Let the call-taker guide the conversation.
All call-takers are trained to ask the proper
questions to get you the help you need.
They are entering information into fields on
a computer screen which can trigger the
dispatch of proper emergency response. While
you are giving the information, it is being sent
to the responding emergency services.
Follow directions. Listen carefully, call-takers
give you helpful instructions, they guide the
person who is experiencing an emergency
and/or the first responders.
Stay on the line. If possible, do not hang up
unless you are directed by the call-taker to do
so. You may be asked to provide additional
information or to give vital updates on the
status of the situation.

DID YOU KNOW?


Any cellular phone that has ever been
activated, even if the number has been
disconnected, can be used to dial 911. This
is the reason shelters and organizations that
work with domestic violence victims accept
cell phone donations. Old cell phones may
be dropped off at the Miami Beach Police
Stations Domestic Violence Unit at 1100
Washington Avenue.

few items and the cashier informs you your credit card
is declined. You try another and she regretfully gives a
discouraging nod. When you call your bank for help, they ask if
you have recently purchased $4,789 at Best Buy and $7,412 at
Macys in Omaha, Nebraska.
Once a thief has your personal information, they can max
out your credit cards, open new utility accounts and even get
medical treatment on your health insurance. An identity thief can
also file a tax refund in your name and obtain your refund. In
some extreme cases, a thief might even give your name to the
police during an arrest.
Identity theft is a serious crime that can wreak havoc on your
finances, credit history and reputation if you become a victim.
Thieves obtain personal information by a variety of creative
ways that include rummaging through garbage, coercing
individuals into providing private information or installing
malware on your computer.
In recent years, online identity theft has become a big business.
The number of malicious computer programs written to steal your
information has grown exponentially to an estimated 130 million
from about one million in 2007.
Shredding documents with sensitive information before you put
them in the trash are among the ways you can protect
your identity.
I never throw out my bank statements with the regular trash, but
keep a box with all of those papers securely hidden until I can
attend the citys paper shredding event, said Patricia Singleton,
Miami Beach resident.

The City of Miami Beach hosts a biannual hazardous waste


collection where complimentary paper shredding is offered in
November and April.
If youre banking or shopping online, stick to websites that use
encryption to protect your information as it travels from your
computer to their server. To determine if a website is encrypted,
look for https at the beginning of the web address (the s is
or secure). Some websites use encryption only on the sign-in
page, but if any part of your session is not encrypted, your entire
account could be vulnerable. Look for https on every page
you visit.
It is also vital to create strong passwords and keep them in a
secure place. The more complicated and longer the password,
the harder it is to figure out, noted Detective Vivian Thayer,
Miami Beach Police Department. I recommend using a mixture
of numbers, letters and special characters with a minimum of 12
characters in length.
You should also not have the same exact password for your
various online accounts. If one of your accounts becomes
compromised, it can be used to take over all of your
online accounts.
To help guard against identity theft, exercise your right for a free
copy of your credit report once every 12 months.

Betsy Mateu learned how to read and write Spanish in her early
30s in order to land a dream job that required her being both
bilingual and biliterate.

Miami Beach elementary schools and emphasizes the teaching


of language arts and curriculum content in both English
and Spanish.

Nearly a decade later, she is thrilled that her six-year-old twins


will have less of a struggle. Her kids are enrolled in the Extended
Foreign Language (EFL) program at North Beach Elementary
and spend up to 40 percent of their day immersed in Spanish
language daily.

The EFL program is challenging, but my daughter is learning,


noted Lisa Pearson, parent of first grader Tess Pearson at North
Beach Elementary. I am excited to see what more the program
will bring.

The program integrates Spanish in a way that is seamless, said


Mateu. My desire for my childrens future is that they ultimately
become bilingual. If I can give them the advantages of being
bilingual at the outset, they will avoid the challenges I faced in
trying to learn Spanish as an adult.
In Miami Beach, the programs level of rigor has made it highly
sought-after by parents, but still out of reach for some students
due to insufficient teachers having the training or language skills
to teach Spanish. The EFL program requires teachers to be able
to read and write in both English and Spanish.
In an effort to address parental demand for access to the districts
more robust Spanish EFL program, Miami Beach partnered with
Miami-Dade County Public Schools to fund the training of up to
45 Miami Beach public elementary school teachers to earn the
districts linguistic qualification to teach EFL. EFL is offered at all

in seasons and weather can affect the
overall structure of shorelines. This can mean
that the sand that you see today, may not be
there tomorrow. So aside from ending up in
our swimsuits, sand washes away through
erosion. A beach shoreline can lose width or
height over time as a consequence of sand
being washed away by waves, currents,
winds and tides.
This past summer, a progressive step was
taken towards ensuring that our beaches
are properly protected and restored. The
South Florida Mayors Beach Alliance
representing Miami-Dade Countys five coastal
municipalities (Miami Beach, Surfside, Sunny
Isles Beach, Key Biscayne and Bal Harbour)
signed a proclamation urging the county, state
and federal government to develop long-term

Our beautiful beaches promote the
recreational and tourism opportunities that
Miami Beach is best known for, as well as
the citys commitment toward a sustainable
community for our visitors and residents, said

Fortunately, beach renourishment and other
erosion control measures are underway.
Beach renourishment is critical in maintaining
the citys first line of defense against storms
and the environmental benefits provided by
our beaches, including habitat for threatened
and endangered species, added Environment
and Sustainability Director Elizabeth
Wheaton, City of Miami Beach.
The sand for these projects is normally taken
from what are known as borrow sites, such
as sand mines, coastal construction projects or
offshore sand banks. While sources of sand
can vary from project to project, all sources
are required to undergo testing to ensure they
are beach compatible and that they meet
necessary requirements in terms of safety,
quality and sand characteristics such as grain
size and color. The material must be approved
by the city, the county and the state before it
can be placed on the beach.

Fortunately, the U.S. Army Corps of Engineers


(USACE) has allocated $16.5 million for
fiscal year 2016/17 to be used for beach
nourishment projects in Miami-Dade County
alone. The USACE also held a public meeting
on Miami Beach to report on the future of
Miami-Dades beach replenishment project
to the community. Based on this report, the
next sand placement project will involve a
renourishment that will truck in sand from a
mine in Central Florida.
Sand is an essential ingredient to the future
of Miami Beach and its economy, noted
Beach Maintenance Director John Ripple,
City of Miami Beach. Whether its through
renourishment or reef structures, it is equally
important on both the beach and in the dune
where it serves as a recreational area and a
shoreline defense system for properties.
It is the citys goal to ensure that residents,
visitors and tourists alike experience a worldclass beach when visiting Miami Beach.
While beach renourishment is not the
end-all solution to coastal erosion, proper
planning over the short and long term will
allow the region to minimize its effects as
much as possible. The ongoing installation
and maintenance of the dune systems serve
as a buffer between storm surge and other
environmental factors. Other natural solutions
include preserving coral reefs. These marine
habitats are an important element in helping
to keep a great portion of beaches in
their place by fortifying the shorelines and
preventing erosion.
Miami Beach is also preparing for the impacts
of climate change and sea level rise. As a
member of the South Florida Climate Change
Compact, the city is looking at resiliency
on a regional scale and determining what
coordinated effort will be required from
stakeholders to protect, preserve and enhance
our natural systems into the future.

This proposal seeks to amend Section 1.03(b)(4) of the Citys Charter


by providing that the alienability of property owned by the Miami
Beach Redevelopment Agency (Agency) shall require approval by a
majority 4/7 vote of all members of the Planning Board and a 7/8
vote of the Agency. Prior to 2015, the Agency consisted of seven
members (the seven members of the City Commission). Effective in
2015, the Agency is comprised of eight members (the seven City
Commission members plus the Miami-Dade County Commission
member for District 5). The voting requirements for the alienability of
Agency-owned property would be comparable to voting requirements
for the alienability of City-owned property, except that the requisite
Agency vote would be 7/8, due to the fact that the Agency now has

1.0 Maximum FAR Increase for Residential and Hotel


Uses in the Ocean Terrace Overlay District
Shall the Floor Area Ratio (FAR), which regulates the overall
size of a building, for the Ocean Terrace Overlay District,
located between 73rd and 75th Streets, Collins Avenue, and
Ocean Terrace, and has underlying zoning designations of
Commercial District-2 (CD-2) and Mixed Use Entertainment
District (MXE), be increased from a maximum of 2.0 FAR to
a maximum of 3.0 FAR, which increased FAR shall be used only
for residential and hotel uses?

Explanation Pursuant to City Charter Section 1.03(c),

the City is required to hold an election and obtain a majority


vote of the electorate in order to allow any increase in the Floor
Area Ratio (FAR) of any property. The Citys Land Development
Regulations define Floor Area Ratio as the floor area of the
building or buildings on any lot divided by the area of the lot.
FAR allows the City to determine the maximum allowable size of
a building.
The ballot question above asks you to decide whether the
existing maximum 2.0 FAR for properties in the proposed
Ocean Terrace Overlay District (the District) should be
increased by 1.0 FAR, to a maximum FAR of 3.0 only for the
residential and hotel uses in the District. Commercial or retail
uses in the District would remain at the 2.0 FAR maximum.
If this ballot question is approved by a majority of the voters,
the City Commission would be allowed to adopt an ordinance
to create the District and increase the FAR for residential and
hotel uses within the District up to a maximum FAR of 3.0. If such
ordinance were adopted, property owners within the District
would be able to construct buildings for residential or hotel uses
at a maximum FAR of 3.0. This could result in the construction
of buildings with increased floor area than currently allowed for
residential and hotel units.
The District is proposed to be located between 73 and 75
streets, from Collins Avenue on the west to Ocean Terrace on the
east. The zoning map on the next page depicts the proposed
boundaries of the Ocean Terrace Overlay District and the
various surrounding zoning districts. The following color coding
is provided to assist in understanding the map:
The pink area is the Commercial District-2
(CD-2) zoning district.
The purple area is the Mixed use Entertainment
(MXE) zoning district.
The brown area is the Multifamily Residential-1
(RM-1) low intensity zoning district.
The yellow area is the Single Family Residential-4
(RS-4) zoning district.
The blue area is the Government Use
(GU) zoning district.
The red cross-hatched area and line, encircling the
MXE zoning district and that portion of the CD-2 zoning
district east of Collins Avenue between 75 and 73 streets,
outlines the boundaries of the proposed District.

A MAINLAND EXPRESS
BUS CONNECTOR

Miami Beach is currently studying the


possibility of implementing a short-term
enhanced bus service in advance of a
modern streetcar. The project would consist
of a direct connection between Downtown
Miami and South Beach with a fleet of
premium buses equipped with Wi-Fi and
trackers with a frequency of 5-10 minutes.
The proposed route would also take
advantage of dedicated transit lanes along
Washington Avenue and Fifth Street as
well as signal prioritization, queue jumpers
and other mobility improvements that could
expedite transit over vehicular traffic, thus
promoting the service and building the
ridership of the forthcoming rail project.

BEACH CORRIDOR
TRANSIT CONNECTION

Miami Beach recently issued a request for


qualifications for the preparation of an
environmental analysis for Miami Beach
transit projects, including the South Beach
component of the Beach Corridor Transit
Connection project. Previously, the City
Commission had passed a resolution
expressing support for expediting the Miami
Beach component of the Beach Corridor
Transit Connection Project (modern streetcar)
and directed the administration to work with
local transportation partners (i.e. Miami-Dade
Metropolitan Planning Organization, Florida
Department of Transportation (FDOT), and
Miami-Dade Transit) to expedite the South
Beach component.

This is currently in the planning stage and


city officials are having conversations with
Miami-Dade Transit for support. If approved
by Miami-Dade County, the project could be
implemented as early as fall 2016.

The projected period for the entire modern


streetcar project connecting Miami Beach
with Downtown Miami is 10 years. The
Miami Beach portion could potentially be
expedited for implementation within six years.

The City Commission approved the


expansion of the existing trolley service.
Given the tremendous success of the North
Beach Trolley, a citywide transit network that
includes trolley routes in Middle Beach and
South Beach should be implemented by fall
2016. Two Middle Beach Trolley routes have
been approved by the Miami-Dade Board
of County Commissioners, while the South
Beach Trolley route is still in the workings
with Miami-Dade Transit.
The Alton-West Loop Trolley service will
eventually cease operations at the end of this
year as FDOTs construction comes to
a close.
The new trolley routes would provide local
residents, employees and tourists with an
opportunity to travel everywhere locally. The
ultimate goal of the system is to draw the
attention of non-transit users, promoting a
shift in mode from single occupancy vehicle
to trolleys, which is already happening in
North Beach where the existing trolley route
is carrying nearly 2,500 passengers per day.

ts a 90 degree, sunny, clear day in Miami Beach, and you are sitting
on a chair surrounded by lush vegetation and the salty ocean breeze.
For a moment, you forget that you are not at a park or in a backyard,
rather you are relishing in the scenery of a garden that sits atop a
building above the pavement, sidewalks and the crowds of people
milling through the streets.
This type of garden is best known as a green roof. It is a structure that
includes a layer of vegetation over the traditional roofing system. Green
roofs can serve as an alternative to the more common bare or blackpainted asphalt-type roofs. They are normally composed of layers of a
contemporary green roof system that can include plants, a landscape
or filter cloth to contain the roots. It can also contain a specialized
drainage layer, a waterproofing or roofing membrane, and then finally,
the roof structure.
Aside from the aesthetic and social components, green roofs provide
many benefits, noted Sustainability Specialist Flavia Tonioli, City
of Miami Beach. Air quality is significantly improved through the
reduction of carbon dioxide, pollutants and other greenhouse gases.
Just as important, storm water runoff is also reduced.

This green building practice helps mitigate the heat island effect at a
community level and reduces overall building temperatures by lowering
energy consumption. Additionally, green roofs aid with minimizing
urban noise pollution, and for those with green thumbs, they can also
serve as a great opportunity for urban agriculture.
The City of Miami Beach encourages all property owners to consider
implementing green roofs where possible. In addition to providing all of
the aforementioned benefits, green roofs can earn points toward LEED
(Leadership Energy and Environmental Design) certification. The amount
of credits that can be earned is based on different components as not
all green roof projects are created equal.
If you want to experience a green roof first-hand, we recommend
visiting the rooftop garden designed by Raymond Jungles at the
New World Center. Weekly tours of Frank Gehrys only Florida

verde. Es una estructura que incluye una capa de vegetacin sobre
un sistema de techo tradicional. Los techos verdes pueden servir
como una alternativa para los techos de asfalto ms comunes
sin acabado o pintados de negro. Normalmente se componen
de capas de un sistema contemporneo techo verde que puede
incluir plantas, paisajismo o tela filtrante que contiene las races.
Tambin puede contar con una capa de drenaje especializado, una
membrana impermeable y finalmente la estructura del techo.

I went to remove a tree and my neighbor told
me that I needed a permit. Is this true?
A tree work permit is required for the removal or relocation of trees,
except for trees determined to be exempt per city code. In order to remove
or relocate trees, the removal must be justified, and either relocation or
replacement of trees must take place.
In June, the City of Miami Beach received an exemption from MiamiDade County to officially take over permit issuance for all tree and palm
removals within city limits. The Tree Preservation Program was subsequently
created to manage the permitting process, conduct tree related inspections,
designate heritage trees, issue tree removal and or relocation permits,
pursue enforcement action for tree related violations and respond to requests
pertaining to tree or palm removals.
A city tree permit form can be downloaded from the citys Greenspace
Management Division/Urban Forestry webpage or picked up in person at
the Public Works Department front desk counter (fourth floor of City Hall).
Completed tree permit should be mailed or hand delivered to the Public
Works Department front desk.
Plan review costs on voluntary applications range from $184 $228, and
site inspections are $88 plus $24 per tree. For after-the-fact tree removal/
relocation permits, the plan review costs, inspection costs and the per tree(s)
fee are doubled. If an application is denied, an appeal can be made to the
citys director of Public Works.

How can I find out what beach conditions are


on a particular day?
Miami Beach Ocean Rescue has a dedicated beach conditions weather
hotline. People can call the hotline at 305.673.7714 to hear a recorded
message that provides new weather and beach conditions daily.
The hotline provides information on tide conditions, water temperature,
high and low air temperature and details of the colored flag warnings. The
hotline is updated daily at 8 a.m. and a live representative is available
seven days a week from 9 a.m. to 5 p.m.
The message also reminds callers to enjoy the scene and keep our
beaches clean.

Iba a sacar un rbol y mi vecino me dijo que necesitaba un


permiso para hacerlo. Es cierto?
Se necesita un permiso de trabajo para la eliminacin o reubicacin de
rboles, salvo en caso de rboles considerados exentos segn el cdigo
municipal. A fin de eliminar o reubicar rboles, la extraccin debe estar
justificada, y los rboles deben ser reubicados o reemplazados.
En junio, la Ciudad de Miami Beach recibi una exencin del Condado
de Miami-Dade para asumir oficialmente la emisin de permisos para
la extraccin de rboles y palmeras dentro de los lmites de la ciudad.
Como consecuencia de esto, se cre el Programa de Preservacin de
rboles con la finalidad de administrar el proceso de permisos, realizar
inspecciones de los rboles relacionados, declarar rboles patrimoniales,
emitir permisos para la eliminacin o reubicacin de rboles, ejecutar
medidas de cumplimiento para violaciones de disposiciones relativas a
los rboles y responder las solicitudes concernientes a la extraccin de

n September 11, 2009, Sergeant Helman


Roman was injured in Afghanistan when a
bomb exploded under the armored vehicle he
was commanding shattering his legs from the knees
down. He spent nearly two years at Walter Reed Army
Medical Center and another two years learning how
to walk again. Roman, who admittedly suffers from
PTSD, was determined to make life normal again.
That determination was discovered on Miami Beachs
waterways with the help of the Shane Rowing Center
in North Beach.
Rowing gives us the opportunity to get out of our
house, especially veterans like me, said Roman. In a
way, it gives us purpose.
He is one of 10 regular rowers participating in the
Shanes para-rowing program.
This Miami Beach facility is one of the premiere
rowing centers in the nation, attracting people from
across the globe and filling nearly six thousand hotel
rooms every year. The center serves as a winter
training site for dozens of northeastern schools
including Harvard and the U.S. Naval Academy,
along with the U.S. National Rowing Team. It is also
home to the rowing teams at the universities of Miami
and Barry, the latter crew winning the Division II
national championship.
Additionally, the facility is the only sanctioned
rowing Paralympic Sport Club by the U.S. Olympics
Committee in the State of Florida.

Ive never sat in one of those boats. Ive never rowed,
said founder Dr. Ronald W. Shane. Our primary incentive
is to give back to the community.
Yet, it was Shanes foresight over two decades ago that has
so many people of all ages and abilities enjoying the sport
of rowing today.
This non-for-profit rowing center, conceived in 1992,
currently attracts 250 members yearly and 150 juniors,
mostly from Nautilus Middle School and Miami Beach
Senior High.
Its been a life-changing experience for me mentally and
physically, said wheelchair bound para-rower Luis Amaro.
It has also helped my son get involved in the junior
rowing program.
Before discovering rowing, neither imagined they would
share a sport due to Amaros disability. But this summer, he
and his son had their first double race.
We came in dead last, but thats not the point, joked
Amaro. Its about a shared experience.
Both Roman and Amaro have qualified to be on the U.S.
national para-rowing team and are contenders to represent
the United States in the 2016 Rio Di Janeiro Paralympics.
The guys at Shane have a military fervor to our practices,
says Roman. Its a short distance between now and the
April tryouts. Were in it to win.

Pas casi dos aos internado en el Walter Reed Army
Medical Center y otros dos aos aprendiendo a caminar
otra vez. Roman, que indudablemente padece de sndrome
de estrs post-traumtico (PTSD, en ingls), estaba decidido
a recobrar la normalidad en su vida.
Esa determinacin qued al descubierto en las vas
acuticas de Miami Beach con la ayuda del centro de remo
Shane Rowing Center de North Beach.
El remo nos da la oportunidad de salir de la casa,
especialmente a los veteranos como yo, comenta Roman.
En cierto sentido, nos da un propsito.
Es uno de los 10 remeros regulares que participan en el
programa de remo adaptado de Shane.
Este centro de Miami Beach y sede de la Escuela para
Remo Adaptado (SOAR, por sus siglas en ingls), es uno
de los principales centros de remo del pas y atrae gente

de todo el mundo y genera ocupacin para casi seis mil


habitaciones de hotel cada ao. El centro funciona como
sede de entrenamiento en invierno para docenas de
escuelas del noreste, entre ellas Harvard y la Academia
Naval de EE.UU., adems de la seleccin estadounidense
de remo. Tambin es sede de equipos de remo de las
universidades de Miami y Barry, este ltimo equipo gan el
campeonato nacional de la Divisin 2.
Adicionalmente, el Shane Rowing Club es el nico club
deportivo con aprobacin paraolmpica del Comit
Olmpico de EE.UU. en el estado de Florida.
Nunca me he sentado en uno de esos botes. Nunca
he remado, expres su fundador, el Dr. Ronald W.
Shane. Nuestro incentivo primordial es retribuirle a la
comunidad.
Sin embargo, fue la visin de Shane hace ms de dos
dcadas lo que ha hecho posible que muchas personas de
todas las edades y habilidades disfruten el deporte de remo
hoy en da.
Este centro de remo sin fines de lucro, concebido en 1992,

la experiencia.
Tanto Roman como Amaro han calificado para integrar la
seleccin nacional estadounidense de remo adaptado y son
contrincantes para representar a los Estados Unidos en los
Juegos Paraolmpicos de Ro de Janeiro 2016.
Los amigos de Shane tienen un fervor militar con nuestras
prcticas, expresa Roman. Queda una distancia corta
entre el momento actual y las eliminatorias de abril. Nuestra
meta es ganar.

SHINE Liaison Kathy Sarmiento, Alliance for Aging. We also
assist those under 65 years old and disabled.
SHINE offers counseling over the telephone and in-person
guidance by appointment at the Miami Beach Office of
Community Services.
Their services were a God-send, said Miami Beach resident
Patricia Iglesias. I have spent most of my life with health care
plans that have been spoon-fed by my employers and it was
dizzying to understand my Medicare options when I turned 65.
The SHINE representative helped me choose a plan that meets
my needs without overpaying.

IMPROVEMENTS

aking Miami Beach a great place for


outdoor recreational activities is an important
component to better serve our community.
The city is committed to provide residents with quality
programs and well-maintained public parks.
This summer, Tatum Park playground was replaced
with new play equipment, a shade structure and safety
surfacing. The project was made possible thanks to the
Community Development Block Grant funding.
Stillwater Park playground also received a facelift.
The park was completely renovated with new play
equipment and surfacing. Other upgrades included
new picnic tables, water fountains and a fresh coat of
paint to the building.
In the South, Palm Island Park open greenspace had a
sod replacement. A drinking fountain was installed, the
picnic pavilion was painted, the basketball backboards
and rims were replaced and new landscaping was
added along with park sign refurbishment. Future
renovations are in place for the park.
Recent park improvements continue to improve the
quality of life of our children and provide families with
a safe playing environment.

un buen lugar para actividades de recreo al aire libre
es un componente importante para servir mejor a
nuestra comunidad. La ciudad se ha comprometido
a proporcionar a los residentes con programas de
calidad y parques pblicos en buen estado.
Este verano, el parque Tatum fue reemplazado con
un nuevo equipo de juegos, una estructura de sombra
y una superficie segura. El proyecto ha sido posible
gracias a los fondos por parte de la donacin del
Community Development Block Grant (CDBG).
El parque Stillwater tambin recibi un lavado de
cara. El parque fue completamente renovado con
nuevos equipos de juego y superficies. Otras mejoras
incluyen nuevas mesas de picnic, bebederos de agua
y una nueva mano de pintura para el edificio.
En el Sur, el area verde del parque Palm Island tuvo
un reemplazo del csped. Se instal una fuente de
agua potable, el pabelln de picnic fue pintado,
los tableros de baloncestos fueron reemplazados,
se aadi en nuevo jardn y se renov el letrero del
parque. Renovaciones futuras estn en planes para
este parque.
