BOY SCOUTS OF THE PHILIPPINES National Office Manila 07 September 2006 NATIONAL OFFICE MEMORANDUM Number 47 s. 2006 To : Regional Scout Directors, Council Scout Executives and Officers-In-Charge SUBJECT + ACCEPTANCE OF GIRLS AGE 13 TO 17 YEARS OLD IN THE BSP SENIOR SCOUT SECTION 1. The National Executive Board in its meeting last 26 August 2006 approved the acceptance of girls age 13 to 17 years old in the Senior Scout Section with the following reasons: © The World Organization of Scout Movement (WOSM) has actively encouraged giris/female membership in the youth program as stated in the policy on Girls and Boys, Women and Men within the Scout Movement and the World Scout Conference resolutions on the strategy of Scouting. © Inorder to contribute greatly to the development of the Filipino youth; helping to build a better world where people are self-fulfilled as individuals and play a constructive role in Philippine society. + To provide opportunities to help young people to develop their potential, respecting individual cifferences and not being limited by traditional gender roles. + To provide equal opportunities and equal partnership among young people, both within Scouting and in local, national and international community. 2. Girls who wish to join the Boy Scouts of the Philippines will only be allowed after registering with the Girl Scouts of the Philippines and securing parental or guardian consent to join BSP, 3, Attached are the implementing guidelines, organizational set-up and parents/guardian permit. 4. Boy Scouts of the Philippines National Office Manila Implementing Guidelines Introduction: The Mission of Scouting is to educate the youth through a value system based on the Scout Promise and Law that is designed to create a society of responsible citizens. It is defined as, ®... a voluntary, non-political, educational movement for young people ~ ‘open to all without distinction of origin, race, or creed, in accordance with the purpose, principles and method conceived by the founder...” Objectives: «To provide opportunities to help girls and boys to develop their full potential, respecting individual differences and not being limited by traditional gender roles. + To contribute to the education of young people (male and female) as equals on the basis of the needs and aspirations of each individual. Age Requirements: © From 13 years old to 17 years old or High Schoo! Level can join the Senior Scouting Program, Nomenclature: + Senior Scouts Membership Requirements: «Must register first in the Girl Scouts of the Philippines and pay the designated GSP fees and only after that, she may register in the Boy Scouts of the Philippines and pay the designated BSP fees. «When completing the registration forms, Outfit Advisor should indicate the GSP membership card No. of GSP-AUR No. when registering girls in the BSP. © Must have @ parental or guardian's consent allowing their daughter to register in the Boy Scouts of the Philippines. © Local Councils should check the validity of the membership registration of git! with the Giri Scouts of the Phillppines before accepting the AUR. Program of Activities: + The present program of activities for Senior Scouting will apply. + Please see the attached Organizational Set-up chart. Outfit Set-up: © Co-educationai Outfit. © Anall girls Outfit or all boys Outfit. Advancement: ‘+ The present advancement requirements in Senior Scouting will also apply to the girls. Uniform: © Girls in the Senior Scouting program can wear the same uniform used by current Lady Scouters. Long pants or activity shorts during outdoor activities and skirts for formal ceremonies/activities. + The girls may also use the same polo shirt (“type A”), patches, neckerchief, and T-shirt currently used by male Senior Scouts. Female Adult Leader: «Subscribes to the Scout Oath and Law and adheres to the Principles and Policies of the Boy Scouts of the Philippines. Registered with the Boy Scouts of the Philippines. Must be a femaie, of at least 21 years of age and of good moral character. Graduate of at least a 2-yeer college course. Preferably a graduate of the Basic Training Course for Outfit Advisors. Possesses commitment, availability, willingness, interest and time. Restrictions: + Femaie Scouts are not allowed to sleep in the same tent, room with male Scouts during any activity. © Separate tent/ billeting during indoor or outdoor activity should be emphasized. They should also have a separate totlet/comfort room and shower room. ‘There must always be a qualified female leader in any Outfit that has at least one girl as a member.
