ArticleII:
NationalCouncil
Section1.
ChaptersoftheNationalKASAwillfollowtherulesandregulationsprovidedbythe
10MinistersoftheNationalCouncil
Section2.
TheNationalCouncilshallconsistoftenmembers.Eachmemberwillbeselectedby
theexistingNationalCouncilwhowillapproveorrejecteachcandidate'sapplication.Amember
willonlybeselectedwithatwothirdsvotebytheexistingcouncilandanapprovalbythe
DirectoroftheNationalCouncil.
Section3.
ThenumberofNationalCouncilmemberscanchangebasedonthenumberof
membersoflocalKASAchaptermembers.However,oncetheNationalCouncilisabletohave
tenmembers,thisportionoftheconstitutionshallbecomevoid.
Section4.
Membersshallbeappointedforatermofnomorethantwoyears.Ifanymemberis
deemedtobeunqualifiedtobeamember,heorshewillbesubjectforimpeachment.Please
refertoArticle7section7.Thisappliestoallofthe10MinistersoftheNationalCouncil,
includingtheDirectoroftheCouncil.
Section5.
TheDirectoroftheNationalCouncilwillbeselectedbytheParentGroupin
coordinationwiththeexistingDirector,andincasetheexistingDirectorwishestobereelected,
selectionwillbedonebytheParentGrouponly.
Section6.
TheDirectoroftheNationalCouncilshallbeappointedforatermofnomorethana
year,twoterms.Furthermore,theDirectoroftheNationalCouncilcannotbeapresidentina
localchapter.IfonewouldliketobetheDirector,thenheorshemustgiveuphisorherseatas
thepresidentofthatlocalchapter.

ArticleIII:
StateCouncil
Section1.
TheSoledutyoftheStateCouncilshallbetorelaytherules,events,andlawstothe
localchapters.TheStateCouncilshallserveasarepresentativeoftheNationalCouncilinthe
eventofwhenlocalchapterswishtoreportaproblemandorasuggestion.
Section2.
IntheeventthattheStateCouncilapprovesofasuggestionorcannotaddressa
problemtheyshallcontacttheNationalCouncilforeitherapprovalorassistancetoaddressthe
problem.
Section3.
TheStateCouncilshallconsistof5memberswhichwhichshallincludeaPresident,
Treasurer,Historian,PublicRelations,andaSecretary.
Section4.
Thepositionsshallbeelectedbythemembersoflocalchaptersattheirannual
conventionheldattheirownstate.PleaserefertoArticleXIforreferenceforAnnual
ConventionsandElections.
Section5.
MembersofStatecouncilsshallbecandidatesforfutureNationalCouncilmembers.
PleasereferbacktoArticleIIforreferenceastotheselectionofNationalCouncilmembers.
Section6.
TheSelectionofStatecouncilmembersshallbedeterminedbyapartvotebythe
existingnationalcouncilandbyapartvotebythelocalchaptermembers.Pleasereferbackto
Section4onhowlocalchaptermembersshouldvotefortheirnewstateofficers.
Section7.
Everynewterm,therecanonlybeatotalof10applicantsforstatecouncilpositions.
Inthecase(s)thattherearemorethan10applicantsforacertainposition,thenaspecialvoting
sessionwillbeheldtonarrowthenumberofapplicants.Thisspecialsessionshallbeconducted
bytheexistingstatecouncilinthespecificstate,wherethepredicamentisat.

ArticleIV:
Membership
Section1.
Membersoflocalchaptersmustmaintaina3.0GPA
Section2.
Membersmustmeetthe10hoursand25pointsquotaperyear
Section3.
Ifmembersdonotmeettheyearlyquota,theindividualmustatoneforthelossinthe
followingyear,inordertoreceiveacordbyhisorhersenioryear
Section4.
Eachmembermustattend75%ofallthemeetingsattendance(3/4ofthemeetings)
thisexcludesevents.Eachmembershouldalsoattendatleastofallevents,certain
circumstanceswillbeexcused,thesewillbeincompliancewiththeschoolspolicyofabsences.
Section5.
Membersmustpayhisorherduesbeforetheirlocalchaptersinduction(september).
AnnualinductionswillbeheldinSeptember.
Section6.
Memberswhohavepaidtheirdues,completedtherequiredgivennumberofhours/
points,andhavemettheGPArequirementshallbeawardedacordfortheireffortsathisorher
senioryearforgraduation.LocalchaptersaretocontacttheNationalCouncilforarequestform
fororderingcords,therewillbeasetdeadline.
Section7.
AnymemberwhofailstomeettherequirementslistedinSection4willnotbe
allowedtoreceiveacordinhisorhersenioryearfortheirgraduation.Ifthereareanyissues,
pleasecontacttheNationalCouncil.
Section8.
Ifanylocalchapterhashadissues,withsettingupaKASAlocalchapter,athisorher
institute,thenSeniorsmayreceive,acord,certificate,orawardathisorhergraduation,onlyif
heorshehasachieved50pointsand15hoursofcommunityservice,aswellasbeingin
concordancewiththepreviousrequirementsstatedinArticleIV.Juniorswillhavetomeetatotal
quotaof,75pointsand20hoursbyhisorherSeniorYear.SophomoresandFreshmanmust
meetthestandardrequirements.
*OnlyJuniorsandSeniorsarequalifiedforthispartofthearticle,ifthelocal
chapterhashadsomeissueswithsettinguptheirlocalchapter.*

LocalChapters
Section1.
Anysecondarypublicschoolandnonpublicsecondaryschoolsaccreditedbystate
departmentsofeducationiseligibletoapplyforacharterforalocalchapter.

Section2.
EachchaptershallpayacharteringfeedeterminedbytheNationalCouncilandparent
group.
Section3.
Theannualindividualmemberduespaidtoachapterorstateaffiliate,ifany,shallnot
exceedtwentyfivedollarsinclusively.Theexactamountshallbedeterminedbytheexecutive
committeeofthechapterandshallbesubjecttotheapprovalofthechaptermembership.
Section4.
DulycharteredlocalchaptersshallconformtothisConstitutionassetforthbythe
NationalCouncil.Failuretodosomayresultinthelossofthecharter.
Section5.
LocalChaptersaretoabidetonewrulesandmandates,setforthbytheNational
CouncilandortheParentGroupsponsor.

ArticleVI:
TheChapterAdviser
Section1.
TheChapterAdvisershallberesponsibleforthedirect,daytodaysupervisionofthe
chapterandactasliaisonbetweenfaculty,administration,students,andthecommunity.
Section2.
TheChapterAdvisershallmaintainfilesonmembership,chapterhistory,activities,
andfinancialtransactions.Thechapteradvisershallsendtheannualreporttothenational
council.(e.g:events,andmeetings)
Section3.
TheChapterAdvisershallregularlyrevieweachmemberforcompliancewithSociety
standardsandobligations.
Section4.
TheChapterAdvisershallhelpthechapterofficersunderstandandcarryouttheir
duties.
Section5.
TheChapterAdvisershallbeamemberoftheschoolfaculty,andmayvolunteertobe
thechapteradvisorandmayserveconsecutiveterms.Intheeventwhere,aChapterAdvisercan
notbefoundpleasecontacttheNationalCouncil,oryourlocalschoolsadministration.

ArticleVII:
DisciplineandDismissal
Section1.
Thelocalchaptersandexecutivememberswithrelationswiththerulesand
regulations,shalldecidewhetherornotthememberiseligibletostayasamember.Awritten
descriptionofthedismissalprocedureshallbeavailabletointerestedparties.
Section2.
Memberswhofallbelowthestandardsthatwerethebasisfortheirselectionshallbe
promptlywarnedinwritingbythechapteradviserandgivenareasonableamountoftimeto
correctthedeficiency,exceptthatinthecaseofflagrantviolationofschoolrulesorthelaw,a
memberdoesnothavetobewarned.
Section3.
TheLocalchaptercouncilshalldeterminewhenanindividualhasexceededa
reasonablenumberofwarnings.
Section4.
Inallcasesofpendingdismissal(s),amembershallhavearighttoquestion,the
reasonforhisorherdismissal.
Section5.
Forpurposesofdismissal,amajorityvoteofboththeLocalCouncil,andthe
advisor(s)arerequired.
Section6.
TheNationalCouncilshallhearnoappealsindismissalcases,exceptinitsown
councildismissals.
Section7.
ImpeachmentofanundeemedmemberoftheNationalCouncilshallbedonesowith
a2/3votebytheNationalCouncil.ImpeachmentofaStateCouncilmemberwillbereviewedby
theNationalCouncil,ParentGroup,andtheexistingStateCouncil.

ArticleVIII:
ChapterOfficers
Section1.
Officersofalocalchapter,mustfulfilltheirduties,andthemethodoftheirelection
shallbedeterminedbyapartvoteoftheexistingofficers(40%),andapartvotebythemembers
ofthelocalchapter(20%),aswellaswiththeapprovalofthechaptersadvisor/sponsor(40%).

Section2.

Newofficersshallbeinstalledandannouncedataeventorceremony,inwhichthe
localchapterisresponsiblefor.

Section3.
Ineachlocalchapter,theremustbeaChiefStateMinister,MinisterofTheLeft,
MinisterofTheRight,andaMinisterofFinance.OtherPositionsmaybeadded,bythelocal
chaptersChiefStateMinister,whendeemednecessary,howeverareportshouldbemade,when
doingso.
ArticleIX
:
Meetings
Section1.
Eachchaptershallhaveregularmeetingsduringtheschoolyearondaysdesignated
bytheexecutivecommitteeandinaccordancewithschoolpolicyandregulations.
Section2.
Theregularityofthemeetings(weekly,monthly,bimonthly,etc.)shallbedesignated
inthechapterbylaws.
Section3.
Thechapterpresidentorotherdesignatedstudentleadersmaycallspecialmeetings
approvedbytheexecutivecommittee.
ArticleX
:
Activities
Section1.

Eachchaptershalldetermineoneormoreserviceprojectsforeachyear.Howeverin
thecasewhenthereisaevent,inwhichtheNationalCouncil,incompliancewiththeparent

groupagreesupon,alllocalchaptersmustpartakeinthateventthatwasagreeduponbyboththe
NationalCouncilandParentGroup.
Section2.
Allmembersshallregularlyparticipateintheseprojects.referbacktoArticle4.If
thereareanyotherquestionsregardingthistopicoftheconstitution,pleasecontacttheNational
Councilforassistance.
Section3.
Projectsshallhavethefollowingcharacteristics:Fulfillaneedwithintheschoolor
communityhavethesupportoftheadministrationandthefacultybeappropriateand
educationallydefensiblebewellplanned,organized,andexecuted.

Section4.
Eachmembershallhavetheresponsibilityforchoosingandparticipatinginan
individualserviceprojectthatreflectshisorherparticulartalentsandinterests.Thisisin
additiontothechapterprojectstowhichallmemberscontribute.
Section5.
Eachchaptershallpublicizeitsprojectsinapositivemanner.

ArticleXI:
Conventions,StateandRegionalEvents.
Section1.
LocalChaptershavetheoptiontonotpartakeinState,Regional,NationalEvents,and
orConventions,howeverindoingsoitsmemberswillnotbeabletoelecttheirnextstate
council.
Section2.
IntheeventthatalocalChapterwishestopartakeinaconventionhostedbythe
NationalCouncil,orbyaStatecouncil,theymustpaya90dollarfeeforregistration.Thelocal
chaptermustmeetthedeadlinesetforthbytheNationalCouncilorStateCouncilinchargeof
theevent,andmustalsosendacompleterosteroftheparticipants,whowillbegoingtothe
event.
Section3.
Intheeventthatalocalchapterwishesnottoattendastate,regional,ornational
convention,andorevent,thenabrief,butdetailedexplanationwillberequired,astowhythe
localchaptercannotattend.Ifanyfalsereportsarefound,thenthelocalchapterwillbeinrisk
oflosingitsmembership.
Section4.
Anystatecouncilsthatwishestohostaconvention,oreventmustsendadetailed
reporttotheNationalCouncilforapproval.
Section5.
State,Regional,andorNationalConventionsmustincludeanintroductorysession,a
timeattheconvention,whereOfficersoftheHostgrouparetointroduce,andwelcomethe
participantswhohavecome.Inaddition,aClosingsessionisneededtogivefinalremarkstothe
attendees

Section6.
DuringtheclosingsessionforaStateorRegionalevent/convention,membersofthe
councilinchargearetoannouncetheresultsfromtheelection,donebythememberswhoattend.
ThisdoesnotapplytoeveryNationalEvent/Convention.
Section7.
IntheeventwhereastatehastoofewchaptersormemberstoholdaConvention/
Event,localchaptersinthatstatethatwishtoparticipatemayattendaStateConvention/Event
inanotherstate.AbriefbutdetailedreportmustbesenttotheNationalCouncil,andtotheState
Councilfornotification,andapproval.
ArticleXII
:
Bylaws
Section1.
EachchaptermaywritebylawstoamplifysectionsofthisConstitutionandtoclarify
operatingproceduresofthechapter.BylawsdonotneedtheapprovaloftheNationalCouncil,
butwillneedtheapprovalofthelocalchaptersadvisor.MoreoverBylawsmustbeconsistent
withthisconstitution.
Section2.
Thechapterbylawsshallcontaininformationconcerningtheelectionanddutiesof
officers,thescheduleofmeetings,memberobligations,dues,andetc.
Section3.
TheChaptershallhaveacopyofthisconstitutionforallmemberstoview.
Section4.
LocalChaptersmayusethisconstitutionasitsChapterBylaws.Butinthecasewhere
thechapterwishestocreateitsownChapterBylaws,itmustbeinconcordancewiththis
constitution.FailuretodososhallresultinaterminationoftheChaptersCharter.

Amendments
*ThisconstitutionmaybeamendedbytheNationalCouncil,BoardofDirectors,andorthe
ExecutiveBoardofTheKoreanAmericanAssociation.*
*Anyamendmentsmadetothisconstitution,shallbenotifiedtoallchaptersofits
modifications.*
