Article 139(3) of the Constitution of Islamic Republic of
Pakistan, 1973 empowers the Governor of the province to make rules
for the allocation and transaction of the business of Provincial
Government.
The Punjab Government Rules of Business were
accordingly framed in 1974. The Rules ibid have been amended at
different times in accordance with the exigencies of circumstances.
These Rules were last updated in May 2002, and now the current
edition of the Rules is printed, which are updated up to July, 2006.
The Rules of Business have a statutory importance. These
Rules lay down the procedure for disposal of work of the Provincial
Government and shall be followed by all concerned in order to ensure
smooth, proper and expeditious disposal of the government business.
The new edition is comprehensive and would obviate the
need for cross references. Nevertheless, proposals for further
improvements are always welcome.
