How to answer?
The blogger posted this cartoon because he was trying to show
the people that the government was not admitting the flood was
due to their mismanagement but had instead undertaken various
methods to shrug off the blame. This includes pushing the
blame to the citizens, using figures to confuse people of the real
issue, hiding, pretending they did not hear anything and even
using someone of influence to scare the people off the topic. He
wanted to educate and raise awareness among Singaporeans on
what the government is really doing. So that Singaporeans will
pressure the government to take more action with regards to
managing drainage system, which was why he posted the
cartoon on his blog.

How to answer?
He was trying to show that the government was not
admitting the flood was due to their mismanagement but
had instead undertaken various methods to shrug off the
blame. This includes pushing the blame to the citizen,
using figures to confuse people of the real issue, hiding,
pretending they did not hear anything and even using
someone of influence to scare the people off the topic. He
wanted to raise awareness in other Singaporeans on what
the government is really doing. He wanted to push the
government into recognizing what they were doing wrong
in hope the government would make a change in the
government policy.
