Article Assignment

1. Why Cant We Say Handicapped?


a. Using words such as handicapped conveys images that affect our attitudes and
behaviors. We want to use words and phrases that avoid dehumanizing stereotypes and
ones that dont sound as if we are making judgements about the person with a disability.
2. Common Core Standards: What Special Educators Need To Know
a. The Common Core Standards provide states with common standards for all students in
English/language arts and mathematics. They are designed to be robust and relevant to
the real world, providing a consistent, clear understanding of what students are expected
to learn, so teacher and parents know what they need to do to help them.
b. The CCS have been an improvement on NCLB by putting more attention to the
individualized learning needs of students with disabilities.
c. The difficulties in ensuring that special education students meet these standards lies
within the teachers. All teachers must further develop their skills and knowledge. They
must have the skill to scaffold low enough for students to be able to access the
information, but high enough for the standards to be met. All teachers must be familiar
with efficient and frequent means of assessing progress, and they must be deeply
knowledgeable of strategies for teaching reading and math that have been shown to
produce results.
3. There are problems that threaten the full implementation of IDEA:
a. Funding- Paying for an appropriate education for each student with disabilities is the
leading challenge for districts. The money available has a dramatic impact on the
placement and types of services a student with disabilities receives. This funding issue
builds tensions between special education and other programs within the schools.
b. Teachers- There tends to be a shortage of special education teachers in the education
system today. This is because of the increased requirements for certifications. There are
also growing shortages of special education administration, paraprofessionals, and other
school staff as well as disability specialists such as speech/language pathologists.
c. Civil Rights vs. Education - Many argue that IDEA as a Civil Rights Law
overemphasized the process of providing educational services rather than the outcome of
those services.

d. Identification - It is a difficult process to determine whether a student is eligible for


special education services and this identification as special needs affects the student for
the rest of his/her life. With all the new identifying comes issues with misdiagnosis.
There is a higher number of students being identified as special education and experts
argue that many would not be classified if they had been taught appropriately and
received early intervention in the regular classroom. The increase in the amount of
students diagnosed causes increases and problems with funding.
e. Litigation - There is always a lack of agreement of what creates an appropriate education

for students with disabilities. This causes an increase in FAPE and lawsuits. These
disputes (lawsuits) cost money, time, and resources on each party's side.
