Be it enacted by the Senate and House of Representatives of the United States of America in Congress
assembled,
SECTION 1. SHORT TITLE
This act may be cited as the Fire Act of 2015.
SECTION 2. FINDINGS
Congress hereby finds and declares that,
1) Marijuana is one of Americas biggest cash crops but, because it is illegal, it is not taxed.
2) Analysts suggest that taxing the drug could raise between 5 and 22 million dollars annually.
3) 24 states have legalized marijuana for medical use, and 4 states plus Washington D.C., are fully legal.
4) Users buying marijuana from a legal producer will not fear it being laced with any such chemicals.
5) Marijuana should be removed from the criminal justice system and regulated in a manner similar to alcohol and
tobacco.
6) The legalization of marijuana could help this country get rid of some of the debt we have accumulated.
7) The government spends 10.7 billion dollars on marijuana related arrests.
8) Legalizing recreational weed cuts off an important revenue stream for many in the illegal drug trade.
9) Smoking marijuana can relax a person and elevate their mood.
10) Colorado made 63 million dollars in tax revenue.

11) The U.S. spends 68 billion dollars a year on their inmates.


12) One-sixth of our countrys prisoners are in jail for marijuana-related charges.
13) Big crime organizations are funded by trafficking and selling drugs in America.
14) Components that make up marijuana like THC and CBD have been found to help decrease pain.
15) Marijuana laws went into effect in 1996 in California.
16) Marijuana is currently under Schedule I of the Controlled Substance Act.
17) Marijuana can help with inflammation, control epileptic seizures, and possibly treating mental illness
and addiction.
18) Marijuanas health benefits will attract buyers and raise millions of dollars for states yearly.
19) The most recent rescheduling petition filed by medical cannabis advocates was in 2002, but was denied by
the DEA in July 2011.
20) High quality pot ranges from 250 to 500 dollars per ounce depending on where you buy it.
21) Overall size of the domestic marijuana crop is 22 million pounds, which amounts to 65 million cannabis
plants.

SECTION 3. STATUTORY LANGUAGE


A) Marijuana will now be legal on a federal and state level. Marijuana will be taxed and sold like tobacco products.
Age restriction will be set at 21 years of age and there will be no penalty for possession of the drug. Marijuana can
be used for medical and recreational use. Section 812 allows for the drug to be moved from Schedule I to Schedule
IV by the Attorney General if marijuana doesnt meet the requirements of Schedule I. In this case marijuana does
not meet those standards and the Controlled Substance act will be amended under the following procedure of
subchapter II of chapter 5 of title 5.
B) This law shall be enforced by the federal and state government of the U.S. The revised schedules will be
published in the Code of Federal Regulations, Part 1308 of Title 21, Food and Drugs. Violators wont be
imprisoned but fined according to the amount of marijuana possessed.
C) Anyone being prosecuted or imprisoned with marijuana related crimes will be protected under the Fire Act. This
law shall go into effect October 9, 2015.
