Satterberg, Prosecuting Attomey CRIMINAL DIVISION ‘W554 King County Courthouse 516 Thea Avenue Seatte, WA 98104-2385 (206) 477-3742 FAX (206) 205-61042” 28 Cause Number 10-C-CONWWA-S S EA- Certification For Determination of Probable Cause I, Luke HILLMAN, am a Detective with the King County Sheriff's Office and have reviewed the investigation conducted in the King County Sheriff's Office Case Number 15- 139525, ‘There is probable cause to believe that S-Stephen JR JENKINS III DOB: 02/21/1971, has! committed the crime of Promoting Prostitution in the Second Degree in violation of RCW 9A,88.080, and Patronizing A Prostitute in violation of RCW 9A.88.110. ‘This belief is based on the following facts and circumstances: In the spring of 2015, the King County Sheriff's Office and the Bellevue Police Department began a joint investigation into the on-line sex trade and trafficking of prostituted persons in the greater Bellevue-Seattle area. ‘The investigation focused on how individuals and organizations use the internet and social media to promote and facilitate acts of prostitution and human trafficking, ‘The individual prostituted persons are often controlled by an “agency”; seven agencies ‘were the focus of this investigation, These agencies provide everything for the prostituted persons including apartments, advestising, customers and condoms, Aside from being shuttled to and from the airport, the prostituted persons rarely leave the apartment in which they are set up ‘by the agencies to preform acts of prostitution, The women are advertised as available twelve to fourteen hours a day, seven days a week, The prostituted people are typically foreign nationals ‘who are trafficked from major city to major city so that there are always new workers and new “experiences” for the agencies to advertise in order to meet the ever-growing online demand for commercial sex, Agencies use “bookers” to set up appointments with their prostituted persons. The bookers typically employ a standard “screening” process in which new buyers are required to provide references or photo identification before an appointment is scheduled. This rigid ssereening process is an effort (o thwart Jaw enforcement investigations of the agencies. ‘TheReviewBoard Much of the local on-line promoting zctivity flows through the website ‘TheReviewBoard.net, which is dedicated to the promotion and facilitation of prostitution aotivities in the King County, WA region, TheReviewBoard.net is informally known as TRB. A main feature of TRB is that it allows buyers of sex to share information about how to access specific prostituted persons and to review their sexual encounters with the prostituted people. Certification For Determination of Probable Cause Page 1 of 11» 2» 2 2 2 24 6 21 28 ‘These acts directly affect the popularity and amount of business for an individual prostituted person and her “agency” ‘A reviewer typically uses a standard form created and maintained by the website ‘moderator. Information in the review includes date and location of the “appointment”, a detailed} physical description of the prostituted person, the types of sexual activity in which the prostituted! person will engage, the general location of the prostituted person, and the screening process that is required, Reviewers also verify for other potential customers the accuracy of the prostituted person's photos used in her on-line advertisements, ‘The reviewer also includes the amount charged by the prostituted person, her contact information, and links to the agency’s and ‘worker's personal websites. A review also typically includes whether the reviewer recommends the sex-worker to other members of TRB (and with what level of enthusiasm), ‘The reviews typically end with a narrative section in which the reviewer describes, in varying degrees of detail, the entire sexual session they had with the prostituted person. “The self-described purpose of TRB, and its reviews and posts, is to increase the business to the “good” agencies and prostituted people, with the goal of keeping popular or favorite prostituted persons in the area longer. Or, es one member of TRB put it, the goal is “to keep ther} busy.” This purpose is invatiably acknowledged by the members of the website who enthusiastically thank reviewers for providing new information or access to a specific prostituted! person of whom the members of the site were not previously aware. Another stated purpose is to keep the prostituted person and buyers protected from law enforcement. The TRB website is known to provide very detailed and accurate information on the service providers yet allows the reviewers and posters to remain anonymous through the use of nicknames and “handles” rather than true names to protect their identity and distance them ffoni their illegal activities. ‘The positive reviews and posts on TRB increase business for the prostituted persons who ‘are reviewed. They also serve to elevate the reviewer's standing in the TRB community which increases the poster's access to other prostituted persons. Gaining notoriety in this fashion allows a TRB member to bypass soreening processes for the agency involved, as well as other agencies who traffic and promote prostitutes, It also ineteases the ability of the poster to act as a reference for others and thus facilitate acts of prostitution, TRB has an estimated 18,000-20,000 members and the community of members uses the information posted on TRB to access the underground world of illegal commercial sex. In short, these acts broadly advance the illegal commercial sex industry in the region. To post on TRB, one has to have an account with TRB, This is a free service and is accomplished by registering a “handle” (user ID), email account, and password, Once this, information is provided the user will have access to the TRB website, In addition to advancing prostitution by rating, recommending, and reviewing prostituted persons, TRB allows members to network and share additional information about the prostituted persons and other topics. TRB members arrange references for individuals so new clients can have access to the prostituted persons. They discuss reviews, good and bad, end compare them to their own experiences. They discuss the arrival and departures of prostituted persons, Certification For Determination of Probable Cause Page 2 of 110 n Jamenting when their favorites depart and responding with enthusiasm when a favorite returns. ‘They will also provide information and references for prostituted persons in other cities around the country for members who seek information when they are traveling, “The suspects eommunivate through “posts’ as well as private communications and emails maintaining their anonymity. The web site is maintained by a moderator who makes an effort to Iceep the posts valtiable and relevant fo the web site users in order to provide accurete information and access to the prostituted persons. The moderator also has the authority to remove posts that are deemed inappropriate, which might include posts with ident information about a prostituted person or member. The role of moderator is sometimes shared swith a very limited group of senior members of the site THE LEAGUE ‘A select group of TRB members have been recruited to participate in an exclusive group called “The League”. Membership to The League is invite only and requites a face-to-face meeting with The League organizer, The League is made up of members from all over the Unites States, The League has two websites they also use for promoting and advancing prostitution. One site, www theloeg.net, is password protected and only available to approved members, The other, www kgirldelights.com, is open to the public. The wwrw.theloeg.net is similar to TRB in that members are able to post reviews of prostitutes and experiences, (predominantly Korean prostituted persons), but due to the private setting, enables the members to share additional, more detailed information that they would not normally share on @ public website, This information includes the precise locations of brothels, names of the bookers, names of ageney owners, and intelligence on law enforcement activities. Members of The Teague also use the site to make arrangements for face-to-face meetings with other members. |ocal members of The League host fairly regular meetings. These mectings are usually held in public locations; a local pub or restaurant. At the meetings the members network and discuss a variety of topies, nearly all of which ate prostitution related, The purpose of the informal discussions is to continue the advancing and promoting of prostituted persons in the King County area, as well as the broader US market, Discussions typically surround specific prostituted persons and the web site discussions (posts) of the prostitution industry. For ‘example, one topic of conversation during a monthly meeting was how to help an agency find a new apartment in the area, Another topic was debating the merits of promoting additional Korean prostituted persons and agencies on TRB. Members have also discussed law enforcement ectivities and attempts to infiltrate the prostitution subculture and TRB.net. KGIRLDELIGHTS.COM Kgirldelights.com is a website created, designed and maintained by known members of the League, It is a website open to the publie that contains advertisements for prostitution related activities in over a dozen states. The advertisements are predominately for workers of Korean descent. Over 300 workers have been promated on the website in 2015 and over 1 million pages have been viewed in the month of November 2015 alone, The following email Certification For Determination of Probable Cause Page 3 of 1121 2 2 % 2s 26 a 28 excerpt from a League member (members often refer to themselves as “hobbyists”) to one local prostitution agency (Golden Blossom) provides a description and purpose of the website: “Greetings from your local Seattle hobbyist. : You are probably aware of the www.kgirldelights.com website, This is a free website that has been put together by a group of hobbyists to allow us fo write reviews on TER (as TER does not accept CV ads). As a byproduct the site has also been effective in increasing advertising for |providers. ‘To give you a sense there were over 4 million hits in the month of June. We were reaching out to you to see if we can get your assistance in keeping the information up tc date and current with regards to Golden Blossom providers, specifically if you can send us an email with any updates you have for the following: + New Providers arriving (start date, links (0 ples, ad content ) + Providers going on vacation or coming back from vacation * dates. «Providers who have left and the ads are not valid anymore. Hopefully this will not take more than 15-20m of your time on a weekly basis. We will take care of keep the information current and updated on the website. ‘Let us know ifyou have any questions and thanks for your support...” ‘SUSPECT INFORMATION: ¥rom this investigation I, King County Sheriff's Office Detective HILLMAN, acting in an undercover capacity infiltrated “THE LEAGUE” by participating in on-line discussions with TRB members since 2013, and more recently with League members, Based on my on-line participation, [ was invited by PETERS (AKA PETERRABBI!) to attend a “meet and greet”. PETERS was known to me by the TRB usemame of “PETERRABITTT.” PETERS displayed his, leadership role by informing me that he would have to meet me “Face to Pace” prior to allowing ‘me to participate in The League. After an initial meet with PETERS, I would be allowed to participate in the League online discussions, web site and meet and greets. The meetings were ‘well attended by other members to include BASH, later identified as Stephen JENKINS, Other participants ineluded TRB owner/operator “Tahoe Ted”, All participants would remain, antonymous and use theit TRB handles when identifying themselves. Over the course of this investigation I attended a total of five meet and grects on the following dates: June18th, 2015, July 28", 2015, September 1*, 2015, October 6%, 2015, and October 29", 2015. ‘After the first meet and greet on 06/18/15 Detective GARSKE obtained a court order to record the conversations, The court order was obtained by authority of King County superior ‘court Judge Bems. Within the four recorded conversations between JENKINS and other [members of the League, JENKINS was recorded discussing at length his participation with advancing specific prostituted persons and methods of advancing prostitution through the League] and TRB. During the subsequent meet and greets, members of the League continued to openly discuss various topics relating to their involvement in prostitution and promoting prostitution. ‘Some of the other topics that were discussed included what methods/exeuses they used to hide Certification For Determination of Probable Cause Page 4 of 1120 a 2 B 2 as 26 n 28 their activities from their wives and girlfriends, whether or not members were comfortable knowing a prostituted person was having “bareback (unprotected) sex with other clients, iscussing other “boards” that they were active in and what the members of those boards were iscussing, and whether or not to include reviews on kgirldelights.com and if that would draw undue attention to the website, , Many times the discussions were so graphic that pattons sitting at tables next to us would get up and leave or move to another table. Many League members spoke about the dates with prostitutes that they had arranged before or after these meet and greets. Members also spoke bout the things they would bring to the dates, including when and how much they tipped the ‘bookers and prostitutes, what kind of food to bring to the prostitutes, and which locations were more, (or less), disereet. July 28", 2015 was the first meet and greet that JENKINS attended. JENKINS arrived and introduced himself with his handle of “BASH” and then said he goes by “Jayce”. PETERS asked JENKINS about how he came up_ the handle “EASH”, but JENKINS said there was no real good story about it. JENKINS said he chose an old girlfriend's name and picked random letters from her name. JENKINS said that someone should set up a k-girl agency in Salt Lake City, UT since there was a lack of good escorts there. JENKINS talked about the benefits of the area and why it would be a successful area for a k-girl. JENKINS suggested that we translate a book on entrepreneurship into Korean and provide it to the prostituted persons so they would be more successful in running their agencies. JENKINS said his hobbies were cars, guns and watches. IDENTITY During the “meet and greets” other KCSO and BPD detectives would observe the necting and follow participants of the “meet and greet” to their vehicles. The participants would ‘ultimately be identified through the ownership of their vehicles, through which detectives were ‘ible to obtain a driver's license photograph. Based on these photographs, I was able to positively identify the participants of the meet and greets and the TRB handles they used. Other methods of identification came from personal email accounts seized pursuant to search warrants. Within the personal email accounts, members would identify their true identity to providers and other coaline accounts. In the process of investigating the above noted prostitution/human trafficking organizations, numerous search warrants were served on emails accounts and advertising forums| used by the human trafficking organization. ‘These included email accounts used to sereen and book clients, IBNKTNS was observed leaving the meet and greet by detectives and driving away in a Mercedes Benz, WA license ABWS670. I checked this plate with the WA Dept of Licensing database and found it was registered to JENKINS. I requested a WA Dept of Licensing copy of JENKINS? driver’s license, and was able to positively identify “BASH” as JENKINS. Certification For Determination of Probable Cause Page 5 of 1118 19 20 au 2 a 4 25 6 2 28 EMAILS JENKINS used the TRB handle “Professor EASH” and “EASH”, and admitted this at the meetings, The email JENKINS used for this account is CharlesDwoolery@gmail.com, which 1 firmed by receiving emails from this accor ferenced topics that cussed at meetings. This account exchanged numerous emails to mnyself and other members of the League discussing the advancing of prostitution and sex workers. T would routinely receive emails from JENKINS and other members of the LEAGUE discussing prostituted persons and the advancing of prostituted persons. Representative samples of emails exchanged with JENKINS (CharlesDwoolery@gmail.com) over the course of the last several months consists of: . 724/15: JENKINS discussed a recent visit with prostituted persons working for Donald Mueller who I know operates the booking agency Asian-Haven, JENKINS noted that he did a “duo” with Star & Ayumi. 1 know through the course of the investigation and through my undercover operations that Donald was offering Star & Ayumi as a duo during this timeframe, 9/30/2015: JENKINS discussed in email correspondence his favorite Asian prostituted person, “As an observation, with the exception of Ayumi and Star, niy experiences on the provider-side have GENERALLY been the best with the AsianGFE, GoldenBlossom, and Fantasy-K ladies... so I probably see AH girts the least out of all those options. But if I had to rate them based on booker relationship (speed.of return texts, flexibility, and overall |jriendliness), Pd rate it GB, AH, AGFE, then FantasyK.” ‘Ve acronyms used by JENKINS are ‘known to law enforcement as booking agencies named “GoldenBlossom, Asian Haven, ‘AsianGFE and Fantasy-K ladies”. Three of these booking agencies have residential brothel's located in Bellevue, “GFE” refers to “girl friend experience” — a type of interaction between the ‘sex buyer and the prostituted person that purports to resemble a non-commercial relationship, JENKINS emails were captured for evidence of promoting prostitution. In analyzing JENKINS’ emails, investigators corroborated the information provided by JENKINS in the emails. We found the information contained in the emails to be very accurate, and corroborated the information obtained from these emails through physical surveillance of, and undercover operations at, the same brothels that were discussed. ‘TRB.NET Post and Reviews ‘This investigation located over 50 TRB posts by Eash dated back to May 2014. A review of the TRB.net posts/reviews submitted by Stephen JENKINS under the handle Eash or E-ash was conducted. To date JENKINS posted 26 reviews of prostituted persons that he has paid for sex, Certification For Determination of Probable Cause Page 6 of 1124 25 26 n 28 For example, on 12/7/15 JENKINS provides a lengthy review of sex worker “Lomi.” TENKINS gives instructions on what two websites “Lomi's” ads can be found and provides links, He provides the phone number for the booker as well as their email address. He includes that it will cost $300 an hour and when prompted for a recommendation, he writes “ell to the ‘yes! After providing an extremely graphic and detailed account of his sexual experiences with “Lomi” he writes near the end, “Ifyou like ordinary girls, Lomi is not for you. If you like ugly girls, Lomi is not for you. Ifyou tike tall girls, Lomi is not for you. If you like fake diva attitudes, Lomi is not for you. This ts fine with me... because I'd love to keep her all to myself. Don't just run to see her, sprint. I asked the booker how long she'd be here, and he said it depends on how busy she gets. Let's keep her here a LONG time.” On 9/9/15 JENKINS wrote a very long review for “Asuka” from the sex trade organization “Pink Island.” Investigators know “Asuka” to be @ local prostituted person currently via another yet related investigation. In JENKINS review he provides pictures of “Asuka,” the website and link where to find her ad, the pricing ($300/hour ($240/30 mins), the phone number to contact her and when prompted for a recommendation, he writes, “Oh yes.” He] starts his review by writing, “There is an embarrassment of K-Girl riches in Seattle currently. So ‘many of the "major players” have come home from vacation and settled in for Seattle's fall and winter "indoor sports" season. That can make life a little difficult for new fatent... unless that new talent brings something that truly stands out. And Asuka stands out. Asuka (pronounced AH -s'ka) uses a screener, who does avery thorough job (which I appreciate). If you P41 andlor a history of reviews on any of the "major" hobby boards, and at least two solid and recent references, screening will be a breeze, J couldn't determine whether Asuka is indy vs. agency”. ‘After a vety long and graphic description of the sex he paid for, he ends the review saying, “I you want a mindless energizer bunny PSE sex doll, she's not for you. But if-you want to be ‘mansported for an hour with the girl that you WISH all your ex girlfriends had actually been, T ‘can give no higher recommendation than to urge you fo call her now.” Tknow P41 is an online| service that provides rigorous sereening of prostituted persons and sex buyers to verify identity ‘and avoid law enforcement. On 4/19/15 JENKINS reviewed “Layla” having paid to have sex with her in Bellevue. In| his review he instructs others to find “Layla,” the email address to contact the Golden Blossom organization she is working for, the phone number to book her, notes the rate of $300 an hour and when prompted for a recommendation, he writes, “Yes”, JENKINS writes, “Wanted to see my ATF (“all time favorite”) Lacey again (for the third time this week), but nothing was ‘available that day, so Lagreed to see Layla. She's very new to this, Seattle is her first city, and this was her fourth day, and I get the sense she's not very busy because there aren't any reviews ‘yet. But WOW - she's awesome,” As he describes, she has not been busy due to a lack of proper promotion. JENKINS assists with this as he gives a detailed and graphic description of the sexual experience he paid to have with her. He then ends the review by writing, “To sum up, she's the kind of girl that I KNOW has some really pissed off ex-boyfriends who REALLY miss ther. This agency ALWAYS brings top-notch talent to the area. Ifyou like that “new fo the business" feeling (which really was great), go see her on this visit. Chances are some of that Cattification For Determination of Probable Cause Page 7 of 11» 21 2 Bb 4 2s 26 2 28 ‘newness will have worn off after she leaves and comes back... and trust me, you want the "new to] the business" experience with her.” Aside from the TRB reviews, JENKINS appears to participate in others’ online discussions of various sex worker topics. On 12/16/15, JENKINS replies to a discussion “! like all four of those ladies, but they are each very different from each other. Among those four, the “ost different” would be Emily, She's a total GE personality all the way, and it shows in her sessions. The others "lean" more PSE, but they're also not robots, so session style can vary from day to day, girl to girl. Looks wise, all four are total smoke shows”. “Ifyou tell us more about what kind of visit you're hoping fo have, perhaps a few of us can chime in with a more informed mudge in the right direction.” “PSE” refers to “por stat experience” ~ a type of interaction between the sex buyer and the prostituted person that allows the buyer to engage in more extreme sexual acts, such as using sex toys, gagging or hair-pulling that would not be offered by a GFE provider. . On 12/4/15 JENKINS posts a reply to a review of “Destiny”, JENKINS writes, “Agree 190% that her physical conditioning is OFF THE CHARTS. Also agree with everything the reviewer has said about her. I had the pleasure of spending some quality time with Destiny today. Fl write up a full review when all of the blood returns to my brain, But if Thad to sum her up, it would be like this: She's hot as f*ck, and a hellcat in thessack RUN, do not walk, RUN and see her.” On 7/10/15, JENKINS posts a lengthy “negative” review of “Vicky.” On the same day PETERS applauds the “quality” of JENKINS’ negative review in his own posting. JENKINS ‘then thanks PETERS and expounds on how to properly write reviews, stating “For me, a ‘good review should just focus on the facts, and leave emotion out of it. That means one can do 2 “good negative? review.” He went on “She's the type of git] I'd love to have dinner with, or see a ‘movie, or hang out socially and talk to. But she’s a tertible liar, and lying to convince clients that ‘they are the center of the universe (and in the best cases, the ONLY thing in the universe) for 60 ‘minutes is what the best do.” He concluded with “[W]hile T release that the result of this review ‘ight be thet her phone rings less often, that’s not my intent. The best possible outcome is that she ups her game as a result of this feedback. And if intel comes buck thet indicates that, I'll be ccalling her number again too.” These reviews, submitted on TRB’s standard review form, provided information regarding the individual prostituted person and how others could have aecess to prostituted person. ‘The information provided included date and location of the “appointment”, a detailed physical description of the prostituted person, the types of sexual activity in which the prostitute person will engage, and the screening process that others must pass if they wish to engage in sex ‘with the prostituted person, JENKINS also verified the accuraoy of the prostituted persons pictures used inv her advertisements, The reviews also included the cost of the session, information on how others can contact the prostituted person, and links to the agencies’ and ‘workers? personal websites and/or other reviews of the prostituted person. JENKINS elso Certification For Determination of Probable Cause Page 8 of 1120 21 2 2 4 25 %6 28 recommends, or doesn’t recommend, depending on the experience, each of the sex-workers to other members of RB. JENKINS also included a narration of the prostituted person’s actions. allowing other potential customers to know what they could expect. JENKINS TRB posts and reviews were captured for evidence of promoting prostitution. In analyzing the reviews of the prostituted persons, investigators corroborated the information provided by JENKINS in the reviews of the known prostituted person, We found the reviews to be very accurate, and corroborated the information obtained from these reviews through physical surveillance of, and undercover operations at, the same brothels that were reviewed. THE LEAGUE.NET Pos t and Reviews I viewed numerous posts, reviews and online conversations JENKINS placed on The League web site, where he also used the handle of “EASH”. Within these post and reviews JENKINS would leave reviews of the prostituted persons similar to what he posted on 'TRB.NET. JENKINS would add additional comments (posts) to other League members on line conversations. Qn 12. ews “Miran: 5 JENKINS. We found the reviews to be very accurate, and corroborated the information obtained from these reviews through physical surveillance of, and undercover operations at, the same brothels that were reviewed. On 01/05/16 I attended another League meet and greet at the Pumphouse Bar located at 11802 NE 8" St in the City of Bellevue. Det. Mike Garske obtained judicial authorization to record the meet and greet. First, the defendant and his accomplices were engaged in a sophisticated enterprise to promote prostitution, ‘The circle of suspects maintained constant communication centered on their obsession with sexual exploitation. They engaged in rigorous security measures to protect the enterprise and much their online discussion was shaped by a concern for avoiding law enforcement. Many posts in the online discussions discussed the capacity of law enforcement to track or collect information, how to avoid leaving evidence, or how to get rid of evidence such as incriminating cell phones.
