THE CHARTER OF ARCADIA

CODE OF CONDUCT

We the founders, do hereby establish this community charter for


the purpose of peace order and good governance to dedicate for
the preservation of our arcade, to our members and the many
generations of members to come.
ARTICLE I LEGISLATIVE GOVERNANCE

Section 1
The legislative power shall be vested within a board of directors
consisting of the highest ranking members of Arcadia.
Section 2
The board of directors shall be composed of several members
nominated and appointed by the chairman as confirmed by the
majority of the board.
No person shall be a board member who shall not have attained
to the age of eighteen, and is an affiliate with any other online
faction.
Board members shall be appointed to head their prime
responsibilities and duties.
When vacancies happen, an interim may be appointed to
represent the absence thereof and the board shall take care to
replace by appropriate action.
The board shall have sole power of impeachment of a member, an
act required before an official relief of that member and judgment
in cases of impeachment shall not extend further than to removal
from office, and disqualification to hold any position of corporate
office but the individual convicted shall nevertheless be liable and
subject to indictment, trial, judgment and punishment, according
to clan code of conduct.

The board shall appoint the chief executive officer as their


presiding officer of the board and when acting in legislative duties
is reserved the title of chairman and he shall have no vote.
Section 3
The chairman shall have sole power to convene and dismiss
sessions as well as scheduling them, determine the rules of its
proceedings and suspend members for disorderly conduct.
A quorum present shall be established by the chairman in order
to conduct the full business of the board.
The board shall keep record of its meetings and journal its actions
which they shall make accessible to the public, excepting such
parts as may in their judgment require secrecy and the chairman
shall mark the ayes and nays of the members.
Section 4
The board shall receive a compensation for their service which
shall neither be increased nor diminished during the year
determined, to be ascertained by code of conduct and paid out of
the expense of the Arcadian private sector.
Section 5
Every proposal, before it become a bylaw of the community, pass
by majority vote of the board then be presented to the chief
executive officer; If they approve they shall sign it but if not they
shall return it to the board with noted objections and proceed to
reconsider it. If after such reconsideration two thirds of the board
shall agree to pass the proposal, it shall become a bylaw. If any
proposal shall not be returned by the chief executive officer
within ten days after it shall have been presented to him, the
same shall become bylaw, in like manner as if they had signed it.
Section 6

The board shall have power to lay and collect monies, charities
and donations to pay the debts and provide for the general
welfare of Arcadia;
To innovate the productivity of recreation;
To borrow money on the credit of Arcadia;
To regulate commerce with other communities and clans;
To establish a uniform rule of membership;
To establish post;
To make treaties and forge alliances and partnerships;
To declare war;
To raise and support armies;
To make rules for corporate governance and the regulation of
community affairs;
To exercise exclusive legislation in all cases whatsoever;
To make all bylaws which shall be necessary and proper for
carrying into execution the foregoing powers;
The powers not exclusively listed shall be reserved a power to the
chief executive officer.
ARTICLE II EXECUTIVE GOVERNANCE

Section 1
The executive power shall be vested in a chief executive officer of
Arcadia.
Section 2
No person shall be chief executive officer who has not attained
the age of eighteen and an affiliate of any other online faction.

In the case of the absence of the chief executive officer from


officer, there shall be a predetermined list of which board
member shall take and assume the role of acting chief executive
officer, executing the powers and duties of the chief executive
officer on their behalf.
In the case of the removal of the chief executive officer from
office, or death, resignation, or inability to discharge the powers
and duties of the said office the board shall nominate and appoint
a replacement.
Section 3
The chief executive officer shall receive a compensation for their
service which shall neither be increased nor diminished during
the year determined, to be ascertained by code of conduct and
paid out of the expense of the Arcadian private sector.
Section 4
The chief executive officer shall be the highest ranking officer in
corporate. They may require and deem authority to any officers in
each of the executive departments and tiers upon any subject
relating to the duties of their respective offices, and he shall have
power to grant reprieves and pardons for offenses, except in
cases of impeachment.
2: The chief executive officer shall have power, by and with the
advice and consent of the senate, articulate treaties, provided the
board agrees; and he shall nominate and by and with the advice
if the board, shall appoint the community ambassador. They shall
appoint all other officers of Arcadia.
Section 5
The chief executive officer shall from time to time give to the
board information of the state of the community in a keynote
address, and recommend to their consideration such measures as
they shall judge necessary and expedient and he shall take care

that the bylaws be faithfully executed, and shall sponsor all crew
establishments.
ARTICLE III CREW GOVERNANCE

Section 1
All members not having any affiliation with corporate shall be
entitled to a crew where full faith and credit shall be given in each
crew to the public acts, records, and events of every other crew
and the board may by general laws prescribe the manner in
which such acts, orders and ordinances shall be executed thereof.
Section 2
Gold members of each crew shall be entitled to all privileges and
immunities of prescribed to them from the public sector, though
no community sponsored privileges and immunities from the
public sector may be received by silver members.
Section 3
New crews may be admitted into the arcade but no new crew
shall be sponsored unless they are captained, hold a name, carry
a logo and a motto and assigned an owner.
The board shall have power to dispose of and make all needful
rules and regulations respecting the territory or other property
belonging to the crews.
Each member may only be incorporated to one crew at a time.
Section 4
Each crew shall have certain enumerated powers of autonomy
and those powers be specifically taken care of by the owner and
executed by the captain.
ARTICLE IV ABSOLUTE RIGHTS OF AN ARCADIAN

Section 1

All Arcadians are entitled rights entitled to them as a member


and they may not be infringed upon.
Section 2
Right to bear arms: All Arcadian members have the right to
select, choose and mix their choice of weapons and
classifications.
Right to choice: No matter the predicament, every Arcadian
member is instructed, informed and strongly suggested to matter
concerning the Arcade but ultimately in the end have their
freedom to choose for themselves whether or not to serve that
purpose, subject to penalties of compliance.
Right to membership: No person, who seeks to become an
Arcadian member shall be denied due to their age, gender,
orientation, religion, race or their location in the world.
Right to media and the exercise of free speech: Any Arcadian
member may to their discretion post, upload and review or share
his remarks or records on any form of social media and in any
form of free speech.
Right to privacy: All Arcadian members are solely entitled privacy
to anything personal pertaining to their console, profile, account
or any otherwise element and shall not be infringed unless given
the consent to do so by their own accord.
Right to petition: All Arcadian members may for whatever reason
petition for a certain cause so long as it pertains to the arcade or
any subject matter among the several crews.
Right to justice: All Arcadian members who may be convicted of a
crime may appeal higher for further consideration of possible
innocence.
ARTICLE V RATIFICATION OF AMENDMENTS TO THE CHARTER

Section 1

The board, whenever two-thirds of its members deem it


necessary, shall propose amendments to this charter.
Section 2
Amendments that were ratified supersede all subject matter
there unto pertaining.
