man Nathan Ractliffe has won the
Mayors Award in Moorabools
Australia Day honours.
Nominated for his contributions
to the Country Fire Authority, Mr
Ractliffe is currently Captain of the
Bacchus Marsh Fire Brigade; he is
also the Deputy Group Officer of
the Bacchus Marsh Fire Brigades
Group.
Mr Ractliffe said he was quite
taken aback when he was told of
the win.
I certainly didnt expect it, but Im
thrilled that someone saw me in
that light and its a bit of a thankyou for all the work and effort, Mr
Ractliffe said.
Also an active member of the
Victoria Police Force, currently
serving as a Detective, he has
been instrumental in working
with Victoria Police and other
stakeholders to create a zero
tolerance policy in fire danger
periods, resulting in reductions of
illegal burn-off in fire restriction
periods.
Mr Ractliffe has also participated
in a range of major fire brigade
projects
and
in
multiple
community
fundraisers,
also
being instrumental in the process
of developing the core values of
the Bacchus Marsh Fire Brigade
that are integrity, family, respect,
safety, mateship, development and
community.
In short, Mr Ractliffe is a busy
man.
Sometimes I have to be very
good at time management and try
and juggle everything from work,
family, fire brigade.
I love what I do, and I get a lot of
enjoyment out of being involved.
Its worthwhile, and thats why I do
it.

Motoring heaven

More than 750 hot-rods,
classic and vintage cars,
trucks and bikes will be on
display at this years David
Calleja Memorial Car Show.
Now in its 11th year, the annual show, held in Bacchus
Marsh, is the biggest fundraiser of the year for Djerriwarrh Health Services.

car show will be bigger than
ever, featuring more than
the vehicles.
There will be jumping castles, amusement rides, slides,
face painting, live music,
food and market stalls and
raffle prizes, she said.
All funds raised from the
event will be used for the

purchase of new medical


equipment which will in
turn benefit patients and
the local community. We
encourage everyone to come
together and be a part of this
superb community event.
The show is expected to attract more than 4,000 people.

From refugee to ambassador

Being Australian is something truly special to the


CEO of one of the countrys
largest philanthropic trusts,
and Moorabools Australia
Day Ambassador, Vedran
Drakulic.
Swapping his day job of
overseeing the donations of
millions of dollars for the
ambassador role, on January 26 Mr Drakulic will join
Moorabool residents in celebrating Australia Day in
Ballan.
Thats the beauty of the
role, we get to go to large
towns and small towns, and
we get to meet all the local
people and have a chance to
talk to them, to share in the
celebration and commemoration and to share in what it
means to be Australian - because that is very different to
different people, Mr Drakulic explained.
A refugee himself, its an
important day for Mr Drakulic to celebrate.
To me, its a very special
meaning because I came to
this country as a refugee,
20 years ago now, and it
was as a result of the war
in my home country of
Bosnia-Herzegovina.
In a way, Australia as a
country gave me and my
wife a new chance in life, a
new chance to start all over

again, and we took up the


opportunity to become citizens pretty much as soon as
we could - and today we call
Australia home.
To be able to do what I do
now, share my story and tell
people how we came here,
with pretty much nothing
and built a life here and
have a family is something
that no-one should take for
granted; I believe that I can
tell others that people coming from different parts
of the world, our different
cultures and religions and
ethnic backgrounds, enrich

this country and we all have


something to give, and also
something to receive as
Australians.
Mr Drakulic also has a connection with Ballan during
his time working with the
Red Cross, he conducted
media training at Fiskville.
Part of the reason Im
pleased to be coming to Ballan is I used to provide training for our Red Cross overseas aid work, and they used
to come to Fiskville for their
basic training course every
year, and I would come there
to provide their media train-

ing - so Ive been in Ballan


on many occasions, but for a
very different purpose.
A humanitarian committed to promoting social justice and social cohesion, Mr
Drakulic is also involved
with Oxfam Australia and
Scope, and is a Director of
International Social Service
Australia.
Moorabool Mayor Allan
Comrie said Mr Drakulic
will play an important role
in local celebrations.
This year we are proud to
welcome Mr Vedran Drakulic to be part of the community on this special occasion, which recognises us
as Australians and part of a
wonderful community and
nation, Mayor Comrie said.
Gandel Philanthropy, of
which Mr Drakulic is CEO,
is one of Australias largest
independent family philanthropic funds and for decades has provided charitable
giving to both Jewish and
general charitable causes
providing grants to arts and
culture, education, health
and medical research, Jewish identity and leadership,
and indigenous programs.
The Australia Day celebrations will be held at the
Mechanics Institute, Inglis
Street, Ballan on 26 January,
2016 from 8am for breakfast
with celebrations beginning
at 9am.

Broiler farm has


new neighbour

A permit to build a house


next to a broiler farm has
been passed after debate.
The December council
meeting heard that a dwelling on the Woolpack Road,
property would be located
within the separation area
from the existing chicken
farm.
An objection lodged against
the proposal cited that it is
a dwelling on a small land
parcel in a farm zone.
East Ward Councillor Tonia
Dudzik pointed out that it
only falls 20 metres short
of the required 418 metre
buffer zone.
A report prepared by council officers recommended
that the permit be refused
because it does not comply
with the required buffer
zone set out in the Victorian
Code for Broiler Farms.
The report pointed out that
problems could arise in the
future if owners were not
happy living that close to a
broiler farm.
Implementing an Agreement 173, which an owner
would have to agree to before buying the house and
which would set out that it
is next door to a farming operation, which would have
all rights to continue and
could not be constrained by

residential concerns, was


also considered.
The risk to Council would
be that they would be responsible for the implementation of such an agreement
even with the change of
ownership of both parties,
the report read.
However, an alternate motion moved by Woodlands
Ward Cr. Pat Toohey to
approve the permit was
passed.
The owner said no problem if an Agreement 173 is
in. It is why I added present
owner, not any owner if it
sells, Cr Toohey told the
meeting.
Cr Dudzik said that the
permit should be approved
but objected to the inclusion
of the Agreement 173.
I object to the inclusion of
the clause that would take
away the applicants right.
This clause would allow him
not to raise any concerns.
Say the chicken farm doubled its stock, did something
exceptionally wrong, this
clause takes away his right.
You cannot take away a
persons right; if something
happened he/she can do
nothing about it, Cr Dudzik
argued.
The motion to approve the
permit with the Agreement
173 was passed 5:1.

This man has talent

Tandy is a rising star.

Not only has Mr Tandy, 24,


been awarded the Young
Citizen of the Year award
in Moorabools Australia
Day honours, but he is also
making his mark on the film
industry.

Hes no stranger to winning


awards for his film making and script writing, Mr
Tandy has already accrued
quite a list of accolades as
well as having made a short
documentary focusing on
the history of the Bacchus
Marsh Avenue of Honour,
a documentary on the need
for, and ease of blood donating and has interviewed
descendants of those named
on the trees at the Bacchus
Marsh Avenue of Honour,
creating a permanent record
of their recollections.

was a surprise.

Tandy said.

I got a phone call from the

a bit surprised Im assuming it was my mum that did
it, shes my biggest fan.

which deals with depression, anxiety and the murky
world of dog fighting, drugs

Stamp of approval

Trading the long commute to
Melbourne for the good life at the
Ballan Post Office was a no-brainer for Gordon couple Andrew
and Nicole Smith.
Taking over the business from
early January was a big step but
former owners Ivor and Jenny
were on-hand for a couple of
weeks to show the couple the
ropes, before being farewelled
with a free sausage-sizzle community celebration complete with
a cake replica of the post office.
We just thought it was a nice
way to send them off, Andrew
explained. Everyones so welcoming, and its exceeded our
expectations the friendliness and
the good will.
Its a wonderful bright red post
office its still going, the girls
get a smidgeon each day - it has
the peaked roof and the wall of
post office boxes out the front,
and the big mail box, Nicole said
of the cake made by local Clare
McMahon.
The decision to buy the business
was made when Andrew came
across it on the internet.
I was doing a three-hour commute back and forth each day into

the CBD, and I never thought Id


run a post office but I just stumbled across it on the internet and
I thought why not? Andrew
explained.
With Andrew and Nicole having lived in Gordon for the past
four-and-a-half years, the daily
commute has now been cut down
to ten minutes, leaving Andrew
more time to be involved with the
couples two girls Madison, 7,
and Alanah, 5.
They love being behind the
counter, and they help me sort
the mail under a very watchful
eye, I have to double and triple
check it.
Nicole is also enjoying the new
job.
Im starting to get the hang of
it, I had to quite quickly I was
right into it, she said.
I think itll be great settling in
here. Were just really really enjoying it.
The girls have certainly settled in
to having their parents as the new
postmaster and postmistress.
If I pick them up early theyll
come in and they love it, they love
being able to say to their friends
my mummy and daddy own the
post office, Nicole said.

One historically significant
chimney will be retained
but other items demolished
or relocated as part of the
redevelopment of the old
Darley Brickworks site.
A Development Assessment
Committee meeting held by
Moorabool Shire Council in
December heard the application to build a 144-bed residential aged care facility and
a 43-lot residential subdivision on the Grey St property.
The site is currently occupied by buildings and structures forming part of the
former Darley Refractories
operations, being the extant
large industrial sheds together with several smaller
structures and three chimney stacks.
Most existing buildings and
structures on the site will
be demolished or removed,
however the southernmost
chimney will be retained,
with repairs undertaken
to ensure its structural
integrity.
The residential aged care
facility will be located on
the eastern portion of the
site, occupying approximately 1.83ha, and will be
subdivided from the balance
of the site to the west and
north; it will be a single storey building with a footprint
of 8,100sq m and provide
144 beds with communal
dining, lounge and library
areas, and service areas
including kitchens, a laundry, office/meeting rooms,
therapy rooms and a chapel,
as well as seven courtyards.
The proposed residential
subdivision will be contained on the balance of the
land, approximately 3.95ha,
and comprise 43 lots ranging in size from 606sq m to
1265sq m.

A 996sq m area of open


space will be provided on
Grey Street, facilitating
the retention of the existing southernmost chimney
stack.
The application encountered community opposition
however, with objections
arguing that all items identified as of high or moderate
historical significance in the
Conservation Management
plan should be retained,
along with other concerns
about fencing, open space
and the development overlooking
neighbouring
residences.
An assessment of the sites
heritage significance was
conducted by an independent heritage expert, and
identified that the site is of
local historic, social and aesthetic significance to Moorabool Shire.
The site is of local historical significance as an example of the many works manufacturing bricks of various
kinds operated in Victoria
in the late 19th and early
20th centuries, and the only
remaining firebrick works
with any early structure
remaining in Victoria, the
report read.
The site has aesthetic significance in that the three
chimneys are a well-known
local landmark. It has local
significance as an important
industry and major employer in the Bacchus Marsh
area, especially during the
20th century. It has some
significance for its association with prominent builder,
contractor and businessman
David Mitchell.
Elements determined to be
of high significance were
the Southern chimney, the
Edge-runner (Chilean) mill,
and the kiln framework.

Elements judged to be of
moderate significance were
the site offices, the central
chimney, the processing
building, the Northern
chimney, and the No. 6 kiln.
The report stated that the
heritage experts recommendations were based only on
the heritage significance of
the site, and acknowledges
that they may not be able
to be followed due to other
considerations for the site,
such as opportunities for
redevelopment.
The
recommendations
included that all elements
rated as of high significance
be retained; that many of the
elements rated of moderate
significance be retained in
order to provide greater context for the elements of high
significance and further convey the nature of industrial
processes undertaken at the
site.
It is also likely that the
retention of at least some
other elements would lend
additional character to the
proposed development, the
report read.
A policy of preservation
by record was also recommended for all of the
elements that will not be
retained, as well as a ground
study to be undertaken accompanied by archaeological monitoring to ensure that
any sub-surface elements of
interest are recorded prior to
their destruction.
The report stated that the
land owner is willing to
preserve by record or incorporate a plaque to commemorate the sites history, possibly with the involvement
of the Bacchus Marsh and
District Historical Society.
Furthermore, the landowner and Historical Society have indicated a mutual

interest in working together


to remove items from the site
for preservation elsewhere,
the report reads.
With regard to the high
and moderate significance
items to be removed or demolished, the landowner advised that the Edge-runner
(Chilean) mill is large and
severely dilapidated and
would create OH&S risks if
retained on-site, requiring
high fencing to prevent it being climbed on.
The owner also stated that
the Kiln framework has been
stolen from the site, that the
site offices has been largely
destroyed by fire, and that
in terms of the central chimney, the cost of retaining
the chimney, including the
reduced lot yield of the proposed subdivision, would
be approximately $260,000
which is prohibitive.
The owner also stated that
the processing building is
part of the fire damaged
building and is considered
structurally unsafe, that the
Northern chimney, if retained, would need to be demolished and reconstructed
to ensure structural safety,
and that the No. 6 kiln is
dilapidated and is thought
to contain asbestos and
possibly not be structurally
sound.
Local residents spoke at the
meeting outlining their objections to the project.
However an amended motion to approve the permit
was passed, including tree
protection measures and
also that an annotated photographic study of archival
quality of all elements identified as being of high, moderate and low significance
be conducted by a suitably
qualified person before
demolition begins.

is also noted that the objection comes from the adjoining property to the East and
the development is to occur
on the western side of the
site, some 600 metres from
the eastern boundary.

Dear Editor,

Cr Pat Toohey is to be congratulated for his genuine


voice for local concerns
about proposed changes to
the Moorabool Windfarm
planning permit. Cr Toohey
is accurately discharging his
obligation to be a real representative of his constituents.
There will be no fairness or
proper democratic process
from Mr Howard who will
rubber stamp any amendment that Westwind desires
as was the case before the
2010 election. This company
has demonstrated callous
disregard for local concerns

merely pushing to make


their
current
planning
permit more attractive for
private/foreign investment.
Westwind, I believe, is pursuing these changes purely
for its own commercial gain
at the expense of neighbouring property owners.

Given a recent murmur by


the Prime Minister about
wind technology, it seems
that the future for industrial
windfarms is likely to be
off shore development with
better returns from constant
wind resources. Hopefully
potential investors will realise that and new offshore

projects from either the


private sector or by public
private partnerships, will
flourish. Local council and
individuals stand to lose
substantially in terms of
property values and amenity. It would be a terrible tragedy to transform this beautiful place into an industrial
energy production zone.

Dear Editor,

I am prompted to write and


share some knowledge after
reading of the incident at
Spring Hill on 28th December. The driver of an SUV
had made an emergency
stop at the roadside because
the vehicle was overheating.
Unfortunately this caused
the long dry vegetation to
catch fire that also then engulfed the vehicle in flames.
The occupants quickly exited their vehicle to their safety. People need to be aware
of the danger in pulling off
the highway onto dry grass,
to answer a mobile call or

whatever, because modern


day cars run much hotter,
specifically because of the
catalytic converter. You only
need open your door while
the engine is running to feel
that strong blast of super
hot engine to realise this
danger. Its best to look for
short grass at the side of the
road, or at least try to stay on
the bitumen. I wonder how
many grass fires have been
started in this manner, as the
motorist drove off, blithely
unaware of the consequences and a fire starting later as
it slowly smouldered, before
catching alight.

More black
spots need
funding

An agricultural operation in
Bacchus Marsh will be allowed to
continue following a lengthy battle.
Watsons Bulk Logistics has
operated from its 18 Fisken St
site for approximately four years,
employing 15 people but without
proper permits.
In 2012, council received a
complaint that the site was being
used to store grain trucks; up to
10 B-double grain trucks were
routinely being stored at the site
overnight.
A 2013 hearing at the Victorian
Civil and Administrative Tribunal
heard that the land was also being
used for rural industry, and had
had silos constructed.

VCAT granted the permit for the


agricultural transport depot but
made an enforcement order after
finding that a planning permit was
needed to use the land for rural

industry and as a rural store.

There were 20 letters of support


from suppliers and employees
received in response to the
permit
applications,
however
five objections were received;
land adjoining the West of the
operations is earmarked for a 144lot housing development currently
being considered.
Applicant Joel Watson told
the meeting that he is trying to
progress in the town, trying to
grow and employ people.

There could have been better


avenues, but I was wrongfully
informed of my rights, Mr Watson
said.

We have proposed upgrades to


the site, and that will alleviate noise
on the site. We planted hedges
around the site, for the visual and
dust issues. We have operated on
the site for approximately four
years and not a lot of complaints.

It was anticipated that there might


be an increase in truck movements
if the permits were approved of a
maximum of 15 per day over and
above what is already approved.
In the context of the area this
is considered acceptable, read a
report prepared by council officers.
The report found that the main
amenity issues that may occur
through the proposed use will be
noise and dust, however it noted
that the applicant has indicated
that noise can be mitigated via the
installation of an electric auger to
fill the silos.
Dust has the potential to be
an issue through the delivery of
vehicles causing dust to be created
from the access roads and dust
escaping while grain is loaded or
unloaded into the silos.
In terms of road dust conditions
will be included on the permit to
require dust suppression to be in
place on the hard surface areas. A

condition also requires all internal


roads to be constructed with a
bitumen surface.

The report also found that the


granting of the permits would
support local employment.

The report stated that the operator


would have to comply with strict
permit conditions and operating
hours.
The conditions included that
the site be limited to handling
a maximum of 18,000 tonnes of
material per calendar year; that a
maximum of 600 tonnes of grain is
to be stored on the site at any time
and must be stored in silos with no
additional silos to be built - and an
electric auger to fill the silos must
be installed within 12 months.
Mayor Allan Comrie was not
present during the item as he
declared a conflict of interest
because the applicant is his
nephew.

Following the Blackwood tower


now being operational, the next
priority towns in line for a mobile
phone tower under the black spot
program are being nominated.
Member for Ballarat Catherine
King said in a letter last week,
responding to the Department
of Infrastructures request to
nominate three more priority
locations for the programme, that
more areas in her region of high
bushfire risk should be included.
There are more areas of high
bushfire risk within my electorate
than I am allowed to nominate
and all should be high priority,
Ms King said.
Ms King noted that Ballan, Mt
Helen, Smeaton, Dales Creek,
Dean, Dereel, Elaine, Enfield,
Morrisons and Napoleons should
all be priorities for further Mobile
Black spot funding.
There can be no further delay.
The Government must recognise
that drip-feeding this funding
is not good enough and that all
mobile black spots across this fire
prone region need to be funded
now, Ms King said.
With areas of my electorate
having already been devastated
by fire this summer, local
communities
have
a
fair
expectation that resources be
allocated prioritising safety, and
I urge the Department and the
Minister to direct the programme
with that in mind.
Moorabool Shire Council Mayor
Allan Comrie outlined his top
priorities for mobile phone black
spot funding.
Darley, theres a few areas there
where its pretty bad and people
cant get reception, Mayor Comrie
said.
We should look at that firstly,
other areas I dont know about, but
I know Darley is quite bad at times.
We all knew Blackwood was bad,
but we havent had any feedback
to say this areas bad and needs
looking at.

Improving trots track

Ballans training track at the
Racecourse Recreation Reserve will be upgraded with
help from Harness Racing
Victoria.
HRV Planning and Development Manager Rob Pongho visited Ballan last week
as part of a push to bolster
grassroots harness racing
communities.
About 20 horses are trained
in the area with some of the
trainers that use the Ballan
venue including Jen Micallef, Eddie Conroy, Larry
Lynch and Tim McGuigan.
HRV plans to assist the club
to top-dress the track, put up

some fencing and day yards


as well as plant some trees
for shade.
Mr Pongho said the improvements would see trainers able to better utilise the
facility.
Lots of trainers say if they
had some day yards they
could leave a horse there as
opposed to having to bring
them to the venue each
week, so the track would
get more usage and it would
make life easier for the participants, he said.
We need to ensure grassroots participants are looked
after because all our horsemen and women play a vital
role in ensuring the horse

population and field sizes


remain strong.
Association of Victorian
Clubs CEO David Brick said
it is important grassroots
clubs and trainers are looked
after.
Its important from a grassroots point of view that assistance is provided to maintain these types of public
training facilities, Mr Brick
said.
There are about 20 horses
trained in the area that use
the facility. Theyve got access to not only the 800-metre harness track but also the
former grass gallops track,
which is no longer used for
thoroughbred racing.

Court in action

A trusted employee was


found guilty on three charges of theft in the Bacchus
Marsh Magistrates court last
Friday.
Melissa Pete, a 44-year-old
Darley resident, pleaded
guilty when it was found
over a 6-8 month period
hundreds of dollars was
stolen from the APCO petrol
station in Bacchus Marsh.
The shocking discovery
came after senior management found there were discrepancies when Ms Pete
was working at the local
business.

It was revealed in court the


accused would put through
purchases at the till, and
once the customer left void
the purchase, keeping a secret tally sheet inbetween
other paperwork.
Magistrate Cynthia Toose
who oversaw the case noted
in a business like this, small
actions such as these can
have catastrophic effects for
business and for the employees working there.
It was claimed by her defence that Ms Pete was a
woman of good nature,
backed up with character
statements, and that she felt
palpably ashamed for the
offences.

In her sentencing Magistrate Toose took into account


that she was a first time offender, and factors such as
raising three children including one autistic child at
the time contributed to her
out of character behavior.

The court heard other factors included a failing marriage that resulted in Ms Pete
becoming a single mother,
and a gambling problem
that has since been brought
under control.
Despite the crime committed the accused was found
guilty without conviction
and ordered to comply with
a Mental Health Plan.

Facility still
positive despite
funding cuts

Federal government funding cuts to aged care are
disappointing but talks
about big plans for Ballan
continue, according to Ballan District Health and Care
CEO Wayne Weaire.
Mr Weaire said he supports comments made by
the Chief Executive Officer
of Leading Age Services
Australia Victoria (LASA
Victoria) Trevor Carr, who
said he is disappointed by
a recent federal government
announcement to cut $472
million from aged care services and $595 million from
health workforce programs,
including aged care.
Mr Weaire, a member on
the LASA Victoria board,
said he shares Mr Carrs
concerns.
Mr Carr said regional and
remote aged care providers
are struggling to remain viable with a much awaited
Government report likely to
point to a need for a funding
increase for the services.
Further cuts to the operational budgets of Australias
remote and regional providers will have disastrous
consequences to the sustain-

ability of these services and


seniors in their care, Mr
Carr said.
Mr Carr said Australias
ageing population and increased demand for aged
care has been well documented by the Governments
own Intergenerational Report released earlier this
year.
It absolutely makes no
sense at a time of rapid
growth in aged care demand
that the Federal Government
severely reduces funding for
the provision of aged care
services to senior, sick and
vulnerable Australians Mr
Carr said.
Demographic data is projecting Victorias ageing
population will grow to 1.4
million, needing more than
35,000 additional residential
aged care places and 48,500
additional home care packages over the next 15 years.
He said that the announcement builds on the savage
cuts announced in previous
budgets.
The Turnbull Government
is clearly out of touch with
Australias seniors and is
shirking from its responsibility to provide the aged
care they deserve.

Treasurer Scott Morrison


is unfairly targeting Australias seniors in an effort
to repair his budget deficit,
seniors who have made long
standing contributions to
Australias economy during
their working lives.
The comments criticise the
government that BDHC is
in talks with to try and get
funding from for its proposed $11 million aged care
expansion.
In relation to our proposed aged care extension,
we are still having very productive conversations with
both State and Federal Government, advocating for our
local community and service
users, Mr Weaire said.
Part of an overall proposed
$16 million project, the aged
care stage would involve
adding an additional 50
places in an expansion to
double capacity within the
existing Aged Care facility
at Ballan.
LASA Victoria represents
approximately 75 per cent of
Victorias aged care industry,
with members from community, public, mission based,
not-for-profit and private
funding streams.

Bacchus Marsh has grown a lot over the last few years, and has become more diverse with people
from different nationalities moving here. I talked to people who now call The Marsh home.
Lakhvir (Lucky) and Shamsher are cousins
from Punjab, India, close to the border of
Pakistan, who came to Australia with their
wives Sandeep and Baljinder in 2009 on
student visas. Later that same year they
moved to Bacchus Marsh.
1. Why did you move to Australia?
Lucky We came to study, for
employment opportunities and for a
better life for ourselves and our children.

2. What brought you to Bacchus Marsh?


Lucky We both got jobs working at
local farms. Shamshers wife got a job at
Fruits Of Life and has been working there
ever since. My wife works in Ballarat as
a chef in an Indian restaurant. I got very
lucky. The farmer I work for is a very very
nice man. On our days off we like to go for
picnics and we often go to the farm and
have our picnics there.

3. What do you like most about this town?


Baljinder The town is very quiet and
peaceful. We love to be out in nature and
there are some wonderful places to go.
Great walks, rivers and picnic areas. The
people of Bacchus Marsh are very friendly
and have been very nice to us.
4. What do you miss about home?
Baljinder We miss our families. But at
home when you marry you move in with
your husbands family. So all the brothers
and everyone are living in the same house.
So its nice here, we have our own house.
Its quiet!

5. What do you think are the biggest


differences between your homeland and
Australia?
Sandeep It is very different here; there
are over a billion people in India and just

22 million in Australia. Its very busy


and hectic in India. We still have a very
strong caste system. We have arranged
marriages; I met Lucky three times before
our wedding day! We are religious and
so we still try to go to temple on the

weekends. In our religion Sikh, we never


cut our hair from the day we are born.
Everyone wears a steel bracelet so you
know they are from Punjab. The men wear
Turbans.

State steps in on
recovery effort

Recovery efforts following the Scotsburn fire are
continuing.
Minister for Agriculture
Jaala Pulford visited the area
last week, announcing funds
for the recovery effort.

Minister
Pulford
announced $340,000 for both
the Scotsburn and Barnawartha fires, with no detail
yet about how the money
will be split between the
areas.

A $100,000 fund will be


set up to support recovery
initiatives across the Barnawartha and Scotsburn communities. Local recovery
committees will make recommendations on the best
use of these funds, Minister
Pulford said.
Funding will also be provided to local Councils to
support community recovery. This includes $180,000
for a Community Recovery
Coordinator and Community Recovery Worker to support Moorabool Shire and
Ballarat City Councils.

Meredith Music Festival has


celebrated its 25th anniversary, just one week prior to
the Scotsburn fires.
The 2015 event saw 12,500
punters set up camp and enjoy a number of eclectic artists over three days, including international stars Father
John Misty and Ratatat.

they asked to speak. In all,
it was an extraordinary experience and extremely sad
to realise that our elected
governments Minister saw
fit to preside and facilitate
over such a farce whose sole
objective was to denigrate
and overwhelm a delegation from a rural Tasmanian
community.
Stewarts daughter, Jessica a
mother and nurse in Hobart,
who grew up in this Lapoinya forest, was arrested and
charged the day after I visited this coupe. She will face
a hefty fine and possible imprisonment under the new
laws that exist nowhere else
in Australia.

A single vehicle accident is believed to have caused a


minor power disruption in the Maddingley area on Sunday
afternoon.
Bacchus Marsh SES volunteers attended a serious car crash
on the Balliang-Bacchus Marsh road at Balliang.
A spokesperson said emergency crews arrived to find a
utility vehicle had rolled onto its side.
Our SES rescue crews stabilised the vehicle and removed
the roof in order to extricate the sole occupant.
He was transferred to hospital via Ambulance helicopter.
Three SES Rescue vehicles attended along with local Police,
Ambulance and CFA emergency services.

Who cares for the Carer?


Every day, peoples lives
are changed forever when
they are faced with the lifelong challenge of caring for a
loved one through partial or
permanent disability.
Its easy to take for granted
the millions of Australians that forsake their own
dreams and aspirations in
providing a life-line for a
family member. Whilst these
selfless carers are loathed to
call their daily task a burden,
there is no denying the enormous commitment it takes
in providing basic needs for
those less fortunate.
For parents faced with
the challenge either from
a childs birth, or through
sickness or accident, there is
little time to adjust to their
role as permanent carer, and
probably less time to consider the gravity of a commitment that will shape their
life journey, where the destination will be determined
by the life of another.
A disabled child becomes a
disabled adult, and the natu-

ral ageing process throws up


a number of challenges for
an ageing carer. All too often
the carers own health takes
a back seat to the needs of
the adult child, usually with
disastrous results.
Speak to almost all ageing
carers and you will find a
common thread of fear; the
fear of who will look after
their child when they are no
longer physically capable of
attending to the task. Ageing
carers dont have the luxury
of retirement; the relationship between parent and
child doesnt have a use-by
date.
The statistics of people
faced with these challenges
are astounding and indicative of the getting on with
it approach these selfless
individuals and couples
have in providing quality of
life to those, where the word
quality, becomes as simple
as having good days and bad
days.
Whilst the data dates back
to 2012, it doesnt take a lot of

imagination to understand
the monumental challenge
aged carers face into the future. A survey of Disability,
Ageing and Carers {SDAC)
estimated that 4.2 million
Australians, or 18.5% of the
population, had a disability.
Not all of the 4.2 million
with a disability will require
24/7 care from their families,
but with 2.7 million unpaid
carers in this country, the
numbers speak for themselves. When you breakdown the age groups of
carers it is blatantly obvious
that age is the nemesis of the
adult carer; apart from the
inevitable physical conditions that come with age, the
threat of separation weighs
heavily should the disabled
be institutionalised.
About a year ago a local
resident came into my office
with a concept plan for a retirement village for elderly
carers, and disabled family
members. The model keeps
both the disabled family
member and the family carer on the one site in separate

accommodation, providing
permanent respite for the
carer without isolating or
separating.
When you consider that
most family carers continue
on in the family home until
they physically cant cope,
having the capacity to lighten their workload and have
some semblance of retirement would make a dramatic difference to the quality of
life for both the carer and the
family member; taking into
consideration that other residents with the similar issues
would form the community the potential health and
wellbeing benefits would be
enormous.
It is estimated that the replacement value of unpaid
care provided last year is
$60.3 billion; thats over $1
billion per week, or 3.8% of
Gross Domestic Product. Put
that into Perspective, and
if the system fell over tomorrow, so would the Government. Finding a solution is
not a nice to have, its an
economic necessity.

Currently, Primary carers are providing 1.9 billion hours of unpaid care,
and the National Disability
Scheme has a long way to go
before it makes any inroads
to the enormity of the problems. With around one in
three households containing
a person with a disability,
the issue is being clouded by
the selfless work being done
by Primary carers.
Government
concerns
about the health system being put under pressure by
people living longer is only
the tip of the ice-berg; the
disability sector is underfunded to the point of despair. It is unacceptable to
put young disabled people
into an aged care facility because the Primary carers are
in need of carers themselves.
Retirement villages that
cater for both aged and disabled members of our society
allow a balanced measure of
professional care and home
living, whilst at the same
time taking into consideration some form of normality

and quality retirement for


our ageing carers.
There are over 3.5 million
people over 65 and odds are
that during the retirement
phase of their lives they will
need to become carers for either a spouse or sibling. The
mixed use of professional
and home care in community orientated housing provides both function and purpose whilst at the same time
maintaining a semblance of
normality.
The retirement housing industry is booming, whilst
the specialised retirement
housing for carers is almost
non-existent for parents
with an adult disabled child;
purpose built housing with
functional respite allows for
independence over family
reliance.
Admiring the efforts of parents struggling with disabled children is one thing,
but taking them for granted
is another; this is an age old
problem, with an emphasis
on the ageing.

Results - Round 13
Premier Division v Sebastopol
It was a landmark first ever pennant game on a Friday night,
under cover and lights at Sebastopol, with WIN TV Ballarat
coverage.
Despite the landmark occasion and the publicity it received,
Avenue was unable to match their quality opponents, losing
all 4 rinks on the night.
For Avenue Bill Hawkens rink performed best, but went
down by 4 shots.
Final score Avenue 65 lost Sebastopol 122.
Division 2 v Sebastopol
Hosting third place Sebastopol with some confidence, after
a stunning win the week before over the second placed
Victoria, which slightly eased the threat of relegation.
Nonetheless there are still 5 games to go and it is important
that Avenue gets as many points as possible in the remaining
rounds. Good wins to Peter Glass rink (5 shots despite
dropping 5 shots on the penultimate end) and Grant Stirlings
rink (3 shots up) wasnt enough to get Avenue over the line.
Glenys Kays rink also battled hard, finishing with 7 shots in
the final 5 ends to go down by 3 shots.
Final score - Avenue 88 lost Sebastopol 101.
Division 5 v Buninyong
The bowling surface is always heavy and difficult at this
venue and Avenue was unable to adjust to the heavy green
and lost all 4 rinks on a difficult day. Joan Wilsons rink did
best with a 5 shot loss, after being in front after 20 ends, only
to drop 12 shots in the last 5 ends. Maurie Oppermanns rink
went down by 10 shots, despite being 18 shots down with 7
ends to go, in a commendable effort.
Final score - Avenue 72 lost Buninyong 118.
Division 7 v Sebastopol
Strongly led by Wally Van Looys rink (24 shots up), Brian
Bullens rink (9 shots up) and Dave McKendricks rink (3
shots up) Avenue was able to comfortably match it with their
opposition all day. Only Don Lemins rink failed to get over
the line, falling short by 3 shots after dropping 5 shots on the
last 3 ends.
Final score - Avenue 112 def Sebastopol 79.

Division 3 v North Ballarat
With only five games left in
the season, Ballan is in the
vulnerable position of relying on teams above them on
the ladder to lose in order to
qualify for finals.
They achieved the first stage
of the week-by-week task of
winning, as a thumping 33shot victory over North Ballarat was manufactured.
A large factor that lead
to this outcome was the
combined efforts of Dave
OHanlon and Brad Coffey
as they solidified 24 and 26shot victories.
A highlight of the day was
when Coffey had the chance
to seize the rare feat of scoring eight-shots on a single
end. Only needing to reach
the head with his last bowl he
fell considerably short to the
dismay of onlookers, leaving
a total of seven-shots.
The losing rinks in the contest was Dave Myers, by sixshots and Neville Smith who
was defeated by 11-shots.
On Saturday Ballan will
face Webbcona for the second time this season.
Division 9 v City Oval
A tight battle with City
Oval saw Ballan emerge victorious by 10-shots.

It was top versus bottom,


but the intensity was enough
to provide a great spectacle
as Ballan won 69-59.
A green surface that had
many levels of trickery to it
gave a strong home side advantage to City Oval as they
trailed by only seven-shots
at afternoon tea.
In the second half of the
match John Ellery took complete control of the game
flow as he captured an 18shot triumph.
Scot Nicholson was involved in the closest of margins, as a 20-20 draw was
the final result after 25 ends.
Paul McNaughton was defeated by eight-shots.
Pivotal Ballan bowler Steven Tingate said his team
was just starting to show
why they are destined for
great things.
We have a good group of
players here who do their job
to support each other on the
green.
Its not about individual
success, its about playing
united as a team and doing
it with pride, Tingate said.
The number one and two
ranked sides in Division
Nine will compete in Round
14 as Ballan plays Victoria on
Saturday.
