THE PLAN

The challenges at Reagan National are not onefold or twofold. They are many
from traffic congestion to limited parking to hangar space and there is no cheap
fix. But there are two in particular on which the Metropolitan Washington Airports
Authority has focused its billion-dollar gaze.

THE SOLUTION: NEW CONCOURSE

Gate 35X, in Terminal C, is every travelers worst


nightmare.
This gate used to handle US Airways Express
operations and its use has only expanded under US
Airways merger with American Airlines. Passengers
are hoarded into a crowded, dim waiting area
on the airports lowest level, where they file onto

shuttle buses to planes lined up outside of MWAAs


corporate office building and a pair of hangars.
The addition of 35X expanded Reagans capacity
by 55 percent. But on a bad weather day, the
experience is plainly awful. And this isnt a rarely
used part of the airport: 100 operations a day
from 14 outdoor boarding positions are handled

out of 35X. Roughly 5,000 people pass through


daily.
It is so busy that MWAA built an expanded blast
wall to protect buses from aircraft engines, so that
more shuttles can move more frequently.
Its probably the worst customer service piece I
can think of, airport Manager Paul Malandrino.

A new concourse, to extend from the existing


north pier in Terminal C to the site of the MWAA
administration building and two adjacent hangars,
will sit at the northern reaches of the airport.
More than 200 MWAA executives and staff will
be relocated to Reagans historic, original terminal,
between Terminals A and B, which is largely in use

today as event and museum space. The planes in


the demolished hangars will largely be relocated to
renovated hangars south of Terminal A.
In Terminal C, at airport rush hour, its a
madhouse. Shifting 100 flights a day to a new
terminal is expected to relieve crowding, improve
safety and generally make the movement of

passengers more efficient.


There are several times of the day when you can
barely walk here, Malandrino said while standing
in Terminal C on an early Friday afternoon, as the
foot traffic picked up. Weve got to build a north
concourse. You dont have to get on a bus. You
dont have to walk in the weather.

TERMINAL B/C

THE PROBLEM: SECURITY

A passenger arrives at

Terminal B.
In most airports, that walk
or tram from one gate to
another is uneventful. The
traveler endured the TSA
once-over at one airport;
theres no reason to go
through it again at stop two.
Not at Reagan. The three
piers that comprise Terminals
B, B/C and C each have
their own TSA checkpoint,

MWAA plans a pair of
screening mezzanines
between the top arrival
and lower departure
roads, allowing passenger
movement between terminals
B and C, through National
Hall, with no rescreening,
reducing congestion and
eliminating shuttle busing.
Passengers will filter down

unsecured National Hall.


Need to get from one pier
to another? Catch a shuttle,
or go through security again.
For those in a rush, missing
that shuttle may mean
missing the next flight out of
dodge.
Shopping or dining in
National Hall at Bens
Chili Bowl, Cibo Bistro, Cosi,
Qdoba, Brooks Brothers,
Fine Leather Works, Spanx,
Sunglass Hut, among
numerous others may
mean multiple runs through
the TSA. At airport rush hour?
Forget it.

This is what passengers
want, Malandrino said, the
freedom to move, to shop, to
dine, to relax.
Well have room for
people to actually move
around, he said.
