LOW-EMISSION CAPACITY BUILDING (LECB) PROJECT- EGYPT
NAMA DEVELOPMENT - NATIONAL EXPERT(S)
BIO-ENERGY
I. BACKGROUND
In accordance with the commitment of all parties to the UNFCCC to support climate change efforts at the national level,
the ongoing LECB project is in the process of enabling Egypt to strengthen national capacities to do the following: 1)
Design a low-emission development strategy (LEDS); 2) Identify opportunities for Nationally Appropriate Mitigation
Actions (NAMAs) in the context of national development; 3) Facilitate the design and adoption of mitigation actions by
selected industries; and 4) Design systems for Measuring, Reporting, and Verifying (MRV) mitigation actions. The Project
targets the Public and Private Sectors.
The LECB project also develops the capacity of experts and institutions in Egypt to respond to opportunities that have
been identified for engaging Public Sector and Industry support and participation in addressing the issue of climate
change. The LECB Project seeks to build on various initiatives already developed by UNDP and partners.
Objectives:
Working under the direct supervision of the LECB Coordinator, the National Expert(s) (also known as National
Consultant(s)) will provide technical knowhow for the development of NAMA Information Notes (NINOs) to be
submitted to the UNFCCC Secretariat NAMA Registry. There are openings for National Experts to develop 11 NINOs in
the sectors identified in Section IV. Relevant project activities that will involve the services of the NAMA Expert(s) are
under Outcome: NAMAs (and/or LEDS) have been formulated within the context of national development priorities.
It is anticipated that the work conducted will be coordinated closely with national experts working on mitigation analysis
for the National Communication and the LECB experts working on development of LEDS, MRV systems, the national GHG
inventory reports, Biennial Update Report and Intended Nationally Determined Contributions.

Undertake policy review of national development plans & vision statements, climate change strategy/policy,
low emission development strategy(ies), sectoral strategies, national communications, etc., for the
corresponding sector of each mitigation action.

Determine historic GHG emission trajectories for each of the corresponding mitigation actions.
Select and apply appropriate methods and tools to conduct mitigation analysis (i.e., development of businessas-usual and mitigation scenarios for selected mitigation action) and identify emissions reduction potential and
abatement costs of selected NAMAs.
Analysis of co-benefits for selected NAMAs, including gender/poverty reduction impacts.
Provide recommendations on the design of reporting structure for monitoring the implementation of NAMAs
and evaluating their effectiveness, including the design of indicators to measure progress.
Provide technical inputs including financial analysis and MRV plans for mitigation action.
Recommend mechanisms at the national and institutional levels to link NAMA implementation process with
MRV-related activities on a sustained basis.
Provide technical inputs for the roadmap on short-, mid- and long-term NAMAs development.

III. ASSUMPTIONS
The above tasks to be conducted take into account the following assumptions for each mitigation actions:
a. The base year is 2005
b. The target year is 2020
c. Estimation of emissions annually and through the target year using methodology/modeling including, but not
limited to the following:
i. MARKAL: MARKet Allocation
ii. MESSAGE: Model for Energy Supply Strategy Alternatives and their General Environmental Impact
iii. LEAP: Long-range Energy Alternatives Planning
d. The baseline emissions for BAU 2020 had been estimated on the basis of optimization modeling
e. The GHG emission reduction in Egypts NAMAs 2020 are aligned with the official national policies & plans, if any
(e.g., Renewable Energy Strategy, Energy Efficiency Strategy, Sustainable Development Strategy, etc.)
f. GHG countermeasures will be ranked according to their Marginal Abatement Costs (MACs)

DELIVERABLES

NAMA Information Note (NINO) of the selected mitigation action


Technical inputs including financial analysis and MRV plans for the mitigation action
Technical report of each mitigation actions will include, but not be limited to, the following:
a. Identification of base year and target year
b. GHG emissions estimation in the base year and target year
c. Business-as-usual and mitigation scenarios for selected mitigation actions
d. Assessment of abatement coast, and technical analysis of marginal abatement cost (MAC)
e. Technical description of applied methodology/models
f. Analysis of co-benefits for the selected NAMA, including gender/poverty reduction impacts
g. Technical assessment of historic GHG emission trajectories
h. Recommendations on the design of a reporting structure for monitoring the implementation of the
NAMA and evaluating its effectiveness, including the design of indicators to measure progress
i. Provide technical inputs for the roadmap on short-, mid- and long-term NAMA development

V. QUALIFICATIONS

Advanced degree or higher (Masters or higher) in areas relevant to climate change, environment and national
development
Good knowledge of global and national climate change issues
A minimum of 5 years of professional experience in the area relevant to the Project and demonstrating ability
in development of policy measures and implementation plans that can also be applied to NAMAs development
Substantial involvement in the preparation of emission scenarios; knowledge of at least one modeling tool is a
prerequisite
Demonstrated team working spirit
Good interpersonal/communication skills
Good oral and written communication skills
No project staff can be simultaneously employed by government, in line with UNDP rules and regulations.

SCOPE OF BID PRICE AND SCHEDULE OF PAYMENTS

The contract price is a fixed output-based price of the herein specific duration and not subject to any extension
or delay in the duration of engagement after the approval of implementing agency (UNDP Egypt).
Proposer(s) should indicate price components whether it is a pure professional fees or inclusive of travel
expenses or any other allowances.
