An effective system must first include:
– development of the necessary human
capacity -HIH-Monitors, ICT Guardians,
and ERP Coordinators
– proper local risk management
– public education to supplement the
deficiencies of an end-to-end fully-
automatic early warning system.
– simulated drills conducted regularly
