For Study of the Techno-Economic Feasibility and Incentive Programs
for accelerating penetration of energy-efficient appliances in Egypt
1- Background:
In 2014, the GEF/UNDP-funded project entitled Improving Energy Efficiency of Lighting and
Other Building Appliances (IEEL&A) issued an RFP for implementing an assessment of
electricity consumption patterns of household appliances in five governorates, namely: Cairo,
Giza, Alexandria, Ismailia, and Menia. The implementation of this project was accomplished in
2015. One of the outcomes was a detailed database of the electric energy consumption patterns
for a large number of household appliances.
The results show that the average per capita electricity consumption in Egypt lies slightly above
the world and that there is a strong electricity saving potential. Some appliances need to receive
more attention, since their share in the household electricity consumption is high, such as TV sets
with receivers, air conditioners, refrigerators and deep freezers, electric water heaters, lighting
appliances, washing machines, and electric fans.
Furthermore, the results show that average energy savings of about 40% could be achieved
through replacement of old appliances with new, more efficient, appliances.
The present proposal addresses the feasibility of replacing old household appliances with new,
energy efficient ones. Moreover, the impact of this replacement on CO2 savings and on the
electricity consumption, especially in summer shall be studied.

2- Scope of work:
Detailed data are available for the electric energy consumption patterns of most appliances in appliances in
5000 households in five Egyptian governorates. The data collected include information about the age,
size/capacity, and frequency of use of appliances. A preliminary energy saving potential analysis was
performed and documented in the final report of the study.
The present proposal includes a detailed analysis of the potential energy savings of appliances based on
their frequency of use, electricity consumption, and age. Thereupon, a detailed study of the feasibility of
replacing the major five appliances (sorted according to their contribution to the household monthly
energy consumption) with newer, more efficient appliances.

21.Data Analysis Model


The data analysis model includes the following activities:
1. Establishing an energy consumption model for each of the appliances under consideration, taking into
account the following factors:
a. Appliance size/capacity.
b. Appliance age.
c. Frequency of use expressed in hours per day, days per month, and months per year. This will
take into account the seasonal nature of use of some appliances, e.g. air conditioners, electric
fans, etc.
2. Obtaining the total monthly energy consumption for each appliance.
3. Sorting the appliances according to their total energy consumption for the five governorates.
4. Selecting the five major appliances for a detailed feasibility study to estimate how feasible a
replacement of an old appliance with a new one will be.
5. Using available data about the prices of the appliances to estimate the financial feasibility of
replacement.
6. Performing a detailed techno-economic feasibility study for the selected appliances.

22.Implementation Methodology
1. Extracting the total energy consumption of each of the appliances in the 2015 household appliance
database available at IEEE&L, which gives the consumption for five governorates. Inference on the
total population of the five governorates as well as a rough estimate for nationwide energy
consumption is also available.
2. Sorting appliances according to their total annual energy consumption.
3. Selecting the largest five electricity consumers.
4. Studying of the dominant prices of the selected appliances, both in the Egyptian market as well as
international prices and linking the prices to the capacity/size of appliances.
5. Classification of appliance age into age groups and obtaining data from international literature on the
effect of age on electricity consumption.
6. Evaluation of the techno-economic feasibility of replacement of old appliances with new ones. The
analysis will be conducted on sample level with inference on governorate level together with a rough
estimate of the nationwide feasibility.
7. Utilizing the results of the techno-economic feasibility study to formulate and evaluate design and
implementation procedures of Rabat Mechanism and Incentive Programs for accelerating penetration
of energy-efficient appliances in Egypt, taking into account the available prices of appliances and the
relatively low energy prices in Egypt.
8. Estimation of the CO2 savings associated with the replacement of old appliances.
9. Providing a framework for updating the Egyptian appliance energy labeling and energy efficiency
standards for the appliances under study.
10. Comparison of the current minimum energy performance standards of the appliances with both the
A+++ class European standards as well as the best available technology (BAT) data and obtaining the
energy saving potential for both cases.
11. Complete documentation of the data analysis model, both in softcopy and hardcopy formats.
12.Providing all necessary outputs of the analyses performed in the form of the computer outputs in PDF
of Excel formats

3- Deliverables:
Detailed techno-economic feasibility of replacement of old appliances with new ones. The analysis will be

conducted on sample level (5000 households; 5 governorates) with inference on governorate level together
with a rough estimate of the nationwide feasibility.
Based on the techno-economic feasibility study, design and implementation procedures of Rabat
Mechanism and Incentive Programs for accelerating penetration of energy-efficient appliances in Egypt
will be proposed and evaluated.
Estimation of the CO2 savings associated with the replacement of old appliances.
Providing a framework for updating the Egyptian appliance energy labeling and energy efficiency
standards for the appliances under study.
Detailed results of comparison of the current minimum energy performance standards of the appliances
with the A+++ class European standards as well as the best available technology (BAT) data and obtaining
the energy saving potential for both cases.
Complete documentation of the data analysis model, both in softcopy and hardcopy formats.
Providing all necessary outputs of the analyses performed in the form of the computer outputs in PDF of
Excel formats.

4- Qualifications:
First, a detailed project implementation document containing clearly defined objectives and targets and a
detailed implementation plan with clear objectives and targets will be formulated and communicated to
IEEE&L management in a formal meeting. The plan can be amended until approval by IEEE&L management.
A project implementation document will be formulated and shared with IEEE&L management. This
document will include details of data quality objectives, a clear definition of the data analysis processes, main
features of the techno-economic financial model(s), and how to document and report the results.
Data validation is effected through the proposer. Best practice values will be used whenever available to
validate the results.
All results will be electronically stored, checked and verified using standard procedures for data management,
data validation, and data verification.
Regular written reports will be issued by the proposer and reviewed by the IEEE&L project management
team.
An activity tracking system ensures the timely execution of the project phases.

5- Project Schedule/Time Frame:


The time required for implementing this project is four months from the date of signing the contract.
