Reports of increased loitering on premises

Dear Mr. Dorsey:

This letter is intended to inform you that this office has been advised by the Oakland
Police Department of increased nuisance loitering occurring in and around your
property. As you know, you signed an agreement with this office on May 12, 2005,
which included a condition requiring you to take steps to prevent loitering. These steps
include but are not limited to: asking the loiterers to leave, calling the Oakland Police
Department to request their assistance, and maintaining a loitering log.
At this juncture we have only been advised of an increase in calls. We urge you to take
steps to address the increased activity. As a reminder should the increased loitering
lead to the arrest of an individual for a narcotics related offense with a nexus to your
property, it can be deemed a material breach of the agreement.
