Introduction
The RNC outer loop power control (OLPC) has been detected to react too slowly. This happens especially when the nature of the traffic is bursty,
and low amount of data is transmitted. As a result, the SIR target adjustment does not reach the required optimal SIR target value. Instead, the
SIR target remains around the same as the initial SIR target value. Inaccurate SIR target value causes unnecessary retransmissions when it is
too low. When it is too high the quality is also too high. Too low SIR target can also make the maximum throughput lower than it is possible to
reach
