This document outlines the 36 step cold startup procedure for a 250 MW PFBC coal fired thermal power plant. The procedure involves starting pumps and fans to fill systems, establishing air flow in the furnace, lighting the boiler, warming up steam lines, synchronizing the generator, gradually increasing coal feeding and load, and bringing all systems online to reach full load.

SITUATION (INITIAL CONDITION): - AC POWER ON AND NO EQUIPMENT IS RUNNING 1. START ACW PUMP - BACK CHARGE CONDENSER & CW PUMP DISCHARGE LINES. (FILLING TIME 15-20 MIN FOR AIR REALEASE) 2. START CW PUMP. 3. START DMMU PUMP & FILL DMMU TANK 4. START DMCW PUMP AFTER TANK LVL OK 5. START COMPRESSOR AS INSTRUMENTS & ACTUATORS WILL NOT WORK. 6. START BOILER FILL PUMP. 7. START BOILER DRUM FILLING UPTO LIGHT UP LEVEL AND DEAERATOR STORAGE TANK & HOTWELL UPTO NORMAL LEVEL. 8. START CEP AND KEEP IT RUNNING ON RECIRCULATION. 9. START APH -->ID FAN >FD FAN. (GD 1 & 2 MUST OPEN, FLUE GAS LINE-UP BEFORE ID FAN START. OPEN DISCHARGE GATE (GUILLOTINE TYPE). START CLEANING BLOWER). 10. ESTABLISH 30% TO 40% AIR FLOW MAINTAINING FURNACE PRESS (-5 TO -10 MM WC) 11. KEEP LFO PUMP RUNNING ON RECIRCULATION 12. PURGE FURNACE. 13. KEEP ECO RECIRCULATION VALVE OPEN 14. ESTABLISH GENERATOR SEAL OIL SYSTEM & FEED GAS. 15. PUT TURBINE ON BARRING GEAR. 16. LIGHTUP BOILER WITH LDO 2 GUNS ( AB 1-3 ) 17. AFTER 15 - 30 MIN TAKE OTHER PAIR (AB 2- 4). 18. AT DRUM PRE @ 2 KSC CLOSE DRUM VENT. 19. START ONE BFP & KEEP IT RUNNING ON RECIRCULATION 20. AT DRUM PRESS AT 6 8 KSC CLOSE STEAM SIDE DRAINS & VENTS EXCEPT START UP VENT. 21. WARM UP MS LINE AND OPEN STOP VALVES. 22. AT MAIN STEAM PRESSURE 25 KG/CM2, PUT SELF APRDS INTO SERVICE. 23. DEAERATOR INITIAL HEATING STEAM FROM UNIT SIDE. 24. CLOSE REHEAT VENT & DRAIN 25. START VACUUM PULLING. 26. HP-LP BYPASS CHARGE & CLOSE START UP VENT. 27. START DEAERATOR PEGGING STEAM FROM APRDS AND STOP DEAERATOR INITIAL HEATING. PUT IN CD ELE, AND ACHIEVE MATCHING STEAM PARAMETER FOR TURBINE ROLLING (FOR JPL, STEAM PRESS = 35KSC, TEMP. 3500 C. APPROX.) 28. START ROLLING AT 600 RPM- SOAK. 29. SATRT PA FAN KEEP ONE MILL RUNNING WITHOUT FEEDER.
30. THEN GO FOR 3000 RPM AFTER COMPLETION OF SOAKING.
31. SYNCHRONISE GENERATOR LOAD WILL BE 5% 32. START FEEDER & INCREASE COAL FEEDING. MO*-NITOR STM PRE & TEMP. 33. CUT-IN 2ND MILL & RAISE FEEDING. MONITOR 72\M PRE & TEMP. 34. AT 20% LOAD IN MW: LPH SERVICE UNIT AUX TRANSFORMER SERVICE DEAERATER PEGGING FROM CRH STEAM CHECK HPLP BYPASS CLOSED. STOP ALL GUNS FCS FROM LOW TO HIGH RANGE VALVE 35. AT 40% OF LOAD IN MW: HPH IN SERVICE PUT EHG GOV LOAD TO PRE CONTROL ( TURBINE FOLLOW MODE ) CHARGE DEA PEGGING STEAM FROM CRH TO EXTRN. LINE CUT-IN 3RD MILL & RAISE FEEDING. MONITOR STM PRE & TEMP. 36. AT 50-55% LOAD IN MW: START 2ND BFP START 2ND. SET ID , FD & PA FAN TAKE 4TH MILL & GO FOR FULL LOAD OBSERVE TSE MARGINS CAREFULLY
