CITY OF WILLIAMS LAKE COUNCIL REPORT DATE OF REPORT: February 25, 2016 DATE & TYPE OF MEETING: March 1, 2016 Committee of Whole Council Meeting William Wallace, Chief Financial Officer AGLG POLICING AUDIT ~ CITY ACTION PLAN NEW FILE SECTION 1: EXECUTIVE SUMMARY ‘The purpose ofthis reports to facilitate implementation of the City’s Action Plan published in the Auditor General for Local Government's “AGLG”) Policing Audit on February 10, 2016, and specifically to consider the formation of a Police Committee. SECTION 2: BACKGROUND ‘The City’s Action Plan is attached to this report and in summary includes: The City will act to exercise its authority under the Municipal Policing Unit Agreement. ‘The City will consider forming a separate Police Committee. ‘A Police Committee could encourage expanded community and reglonat input. ‘A Police Committee's terms of reference would ist its responsibilities (see Action Plan). ‘A Police Committee would consider the results of Police Resourcing Model assessments, ‘A Police Committee would follow standard City Council operating procedures. ‘The City will assess the needs of protective services in annual reserve funding reviews. “The City will substitute lower cost “resources” for RCMP staff where appropriate. SECTION 3: DISCUSSION ‘The City and community at large is determined to reduce crime in this region, ideally to BC or Canadian averages or lower over 2016-2018. Working towards 2 clear goal is very important for the region and its residents’ immediate and long term well-being. The proposed goal should be achievable within the ‘community's financial means, as according to the AGLG’s report, the City snow spending near to average ‘amounts per person on policing services. The City understands that similar per person amounts are being spent by Canada and British Columbia on RCMP services for the rural areas and reserves in the region. RCMP billings to the City include information on costs and resources available across the Wiliams Lake detachments regional service area, ‘A Police Committee would serve as the focal point between the City and the region (CRD, First Nations) ‘which are responsible for the communitys protection, and the RCMP and volunteer community policing Organizations, all of whom are substantially Funded by the City and regional residents through Canada and British Columbia. The proposed terms of reference for the Police Committee (see City’s Action Plan) are sound in terms of the scope of responsibilities. However, the terms of reference should emphasize the Committee's responsibilty for furthering achievement of the crime rate reduction goal by actively seeking to maximize the value of protective services delivered given the funding and partnerships available. AGLG POLICING AUDIT ~ CITY ACTION PLAN Page 2 ‘SECTION 4: DETAILED ANALYSIS a. Financial Considerations ~ Cost and Resource Allocations: ‘The cost of a Police Committee is expected to be minimal in terms of out of pocket expenditures. The City’s existing administrative structure and staff positions (CAO, CFO, Manager Community Safety) ‘and RCMP Detachment Head would serve the Committee. '. Legislative Considerations (Applicable Policies and/or Bylaws): Standard procedures for creation of a Committee of Council would be followed. However, this would need to consider that membership of a Police Committee would also include individuals other than City Councillors. “The Committee would be chaired by the Mayor and likely include two Councillors appointed by Council. Given the regional nature of the crime reduction effort and the RCMP Detachment’s operations area, 2 Cariboo Regional District Director and a First Nations Chief would be asked to serve as members. In addition, an individual respected for their leadership of a community policing organization operating in the region, would be invited as a community-at-large member. «. This project most closely supports the following ICSP Priority Areas: Lively Downtown Affordable Housing and Liveable Neighborhoods 4d. This project potentially conflicts with the following ICSP Priority Areas (also list mitigation measures) Partnering with First Nations Mitigation measure: laclude First Nations as a member of the Police Committee, €. Environmental Considerations: N/A {Social Considerations: ‘Along term community economic transition strategy for Williams Lake and Area, including retention of current residents, wil be much more dificult to achieve ifthe crime reduction goal is not achieved as quickly as feasible. ‘6. The implementation of the City's Action Plan as published in the AGLG Policing Report. 2. The formation of a Police Committee including the Mayor as Chair, two Councillors appointed by Council, 3 Cariboo Regional District Director, a First Nations Chief, and the leader of 2 community policing organization in the region as a member-at-arge. ‘The Police Committee's terms of reference be as listed in the City’s Action Plan. “Terms of reference to include Counel’s crime reduction goal and value maximization. 5, Crime reduction goal is for the City to be below the BC or Canadian average.
