A.MandatoryConnectiontoPublicSewerSystem
1.Fornewlyplatteddevelopmentswithaccesstothepublicsewersystem,stubup
sewerlinesshallbelocatedateachlotandshallbeextended{asillustratedinthe
NoblesvilleStandards.}ORD.#551202
2.Ifapublicsanitarysewerisaccessibleandasanitarysewerisplacedinastreetor
alleyabuttinguponproperty,theownerofthepropertyshallberequiredtoconnectto
thesewerforthepurposeofdisposingofwaste,anditshallbeunlawfulforanysuch
owneroroccupanttomaintainuponanysuchpropertyanindividualsewagedisposal
system
B.IndividualDisposalSystems(SepticSystems)
Ifpublicsewerfacilitiesarenotavailableandindividualdisposalsystemsareproposed,
minimumlotareasshallconformtotherequirementsofthisUnifiedDevelopment
Ordinance(seeTables8B,8C,and8D).Percolationtestsandtestholesshallbemade
asdirectedbythePlanningDirectorandtheresultssubmittedtotheHealth
Department.Thereshallbeatleastone(1)percolationtestforeverythree(3)lots,and
thetestholesshallbedistributedthroughoutthedevelopmentandnotconcentratedin
anyonelocation.DistributionshouldbeapprovedbytheCountyHealthOfficer.Should
thetestindicatepoorpercolationinthedevelopment,percolationtestsmayberequired
oneachlotbytheCommission.Theindividualdisposalsystem,includingthesizeofthe
septictanksandsizeofthetilefieldsorothersecondarytreatmentdevice,shallalsobe
approvedbytheHamiltonCountyBoardofHealth.
C.SpecialConditions
ThePlanCommissionshallhavetherightanddiscretiontorequirebetterormore
stringentmethodsofsewagedisposalwhenitdeterminesthatsiteconditions,suchas
poorsoils,poordrainage,orotherwise,willnotadequatelyorsafelyhandlesewage
disposalmethodsotherwiseallowedbythisordinance.
Requirementsforabovegroundorbelowgroundinstallations
PublicStormSewers
A.Whereapublicstormsewerisaccessible,theapplicantshallinstallstormsewer
facilities.IftheCommissiondeterminesthataconnectiontoapublicstormsewerwill
eventuallybeprovidedasshowninexistinglocalplansandprograms,thedeveloper
shallmakearrangementsforfuturestormwaterdisposalinthedevelopmentbyapublic
seweragesystematthetimetheplatorplanreceivessecondaryapproval.Provisionfor
suchconnectionshallbeincorporatedbyinclusioninthePerformanceBondrequired
forthedevelopment.
B.Drainagefacilitiesshallbelocatedintheroadrightofwaywherefeasibleorin
perpetualunobstructedeasementsofappropriatewidth.Drainfacilitiesshallbe
providedunderdrivewayssothattheflowofwaterinditchesisnotimpeded.
C.Stormsewers,whererequired,shallbedesignedaccordingtothe{Noblesville
StormwaterTechnicalStandardsorother}methodsrequiredbytheEngineerof
appropriatejurisdiction,endorsedbytheTechnicalCommittee,andapprovedbythe
PlanCommission,andacopyofthedesigncomputationsshallbe{completedin
accordancewiththeStormwaterTechnicalStandardsandbe}submittedalongwith

Section1.
GeneralRequirementsNecessaryactionshallbetakenbytheapplicantforany
subdivisionplatordevelopmentplantoprovidewaterfordomesticuseandfire
protection.
A.Whereapublicwatermainisaccessible,thedevelopershallinstalladequatewater
linesandotherfacilities,includingfirehydrants,subjecttothespecificationsofState
andlocalauthorities.Uponcompletionoftheinstallationofthewaterlines,theyshallbe
purgedaswitnessedbytherepresentativeoftheCitytoassureproperinstallation.
B.Thelocationoffirehydrantsandallwatersupplyimprovementsshallbeconfirmed
withtheappropriatefireand/orengineeringdepartmentsandshallbeshownonthe
primaryplatordevelopmentplan.
