ES.4.14.0012 Specification for Subsea Umbilicals Revision A Page 3 of 21 Foreword This Engineering Standard is based on API Specification 17E 2003 which itself is identical to English version of ISO 13628-5:2002. This has been developed as supplement no.1 to API Specification 17E to address specific requirements and recommendations for subsea umbilical based on Qatar Petroleum’s experience. This Engineering Standard specifies the minimum requirements for design, manufacture, inspection, testing, storage, load out, transportation, installation, operation/survey and supply of subsea umbilicals and accessories for use in Qatar Petroleum’s offshore fields. Custodian The Custodian of this Engineering Standard is EE, who is responsible for the accuracy and quality of its content and for its future revisions, which are required to reflect industry trends ‘or changes to QP business practices. Application Project teams, business units and Contractors or Consultants employed by QP, shall use this Engineering Standard. This Engineering Standard shall form part of the project specification for the new projects. Guidelines to interpret this Specification API 17E-July 2003 shall be utilized in conjunction with the amendments suggested in this supplement no.1 to API 17E-July2003 along with QP’s additional requirements and the appendices for the purpose of this engineering standard. ‘The amendments are based on the specific requirements of QP. ‘The supplement section refers to only those sections of API 17E where amendments are made and contains only the amendments specific to related section. The remaining sections/paragraphs of API Specification 17E 2003 which are not amended by this Supplement shall remain valid and applicable as they are. The electric supply is mainly for powering Instrumentation and Telemetry equipment on generally unmanned remote jackets/platforms. ‘The omission from this specification of any requirement likely to affect the performance of the subsea umbilical shall be brought to the attention of QP in writing. Failure to do this shall not absolve the Supplier from supplying the subsea umbilical complete in every respect and suitable for the services specified. Strict compliance with this standard specification is required. Deviations, if any, from the requirements of this specification shall be separately listed in the quotation. In the absence of such a lis, it shall be understood that all requirements of this specification are fulfilled without exception, Vendor must obtain QP’s acceptance for all deviations in writing. Where any of the documents are revised and the revision affects the scope of supply, the manufacturer shall notify QP in writing immediately. "QP" or "QGPC” refer, herein, and in documents associated herewith, variously, and with equal standing, to Qatar Petroleum. "Vendor/Seller" - The supplier of material or equipment — not necessarily the Manufacturer "Manufacturer" - The company responsible for the manufacture - not necessarily the Vendor. "Contractor" - The QP appointed main Contractor for a defined work. "Sub-contractor" - A company who has been awarded a contract by a Contractor to do part of the work awarded to the Contractor by QP. The work of the Sub-contractor is carried out under the direction and control of the Contractor. Under its model contracts QP has the right to review all proposed Sub-contractors, and sub-contracts. "Consultant" - A company awarded a contract by QP for the company to advise or give guidance on specific subjects. The Scope of Work may include instructions to act as an Agent for QP. Design life shall be minimum 25 years unless otherwise specified. API clause 7.0 Component design, manufacture and test 7.2.3.3 Refer 2™ Paragraph 1* line. Clarification ‘The chosen insulation material for the conductor shall be polyethylene or cross linked polyethylene (XLPE) and insulation shall be rated for minimum 600/1000V. 7.2.3.4 Refer 1" paragraph 1* line. Clarification Cables shall have screened conductors. Refer 2™ Paragraph 1" line Clarification ‘The chosen insulation material for the conductor shall be polyethylene or cross linked polyethylene (XLPE) and insulation shall be rated for minimum 600/1000V. 7.2.3.8 Referlst paragraph I" line Clarification Electrical signal cables shall have screening. Fibre type shall be either single mode or multimode design as indicated in data sheet. 7.9.1 Add at the end of the sentence following and shall be resistant to hydrolysis and microbiological attack. ‘Add at the end another sentence as follows. ‘The hose design shall take into consideration the gas permeation through the wall of hose liners. The Manufacturer shall also submit details and documented evidence of pressure drop due to gas permeability 7.9.3.2. Add at the end the following Liner material shall be Nylon 11 but Manufacturer may propose alternative hose liner ‘material that has been fully qualified for the intended service and for which full in service experience can be demonstrated and detailed. Hose liner material proposed by the Manufacturer shall be approved by QP. 7.9.3.3 Add at the end the following Reinforcement layers shall be of Kevlar or equivalent braided type. 7.9.3.5 Add at the end of clause a new clause “g” as follows. g. Date of manufacture. 7.9.3.6 Add at the end the following. The hoses shall be terminated with female plugged straight couplings. The thread size for each fitting shall conform to SAE 516. The couplings shall be fitted using a crimping machine; this shall be a portable unit allowing the operation to be performed in the field. The coupling intemal diameter shall not be reduced by more than 15% by the crimping process. Al hose couplings shall be manufactured from fully traceable AISI 316 stainless steel bar stock. Fitting of hose terminations in factory and for the purpose of re-termination after installation shall be performed by the Manufacturer's personnel only. The coupling designs selected for incorporation into the umbilical by the Manufacturer shall be submitted for review and/or approval by QP prior to fabrication. The Manufacturer shall demonstrate to QP’s satisfaction that the couplings are of a proven design suitable for the intended purpose and capable of ‘maintaining an effective seal throughout the design life of the umbilical. Where coupling designs are new or previously untested, the Manufacturer shall perform hydraulic testing on the proposed couplings fitted to representative samples of the hose type(s) in accordance with the latest edition of SAE J343 standard. The extent of such tests (including burst, leakage and impulse) shall be agreed with QP. ES.4.14.0012 Specification for Subsea Umbilicals Revision A Page 10 of 21 Manufacturer shall also supply adaptors with hose end fittings to match female connections provided on pump piping which will be connected during post installation hydrotesting. Details of such adaptors shall be as per data sheet. 7.9.8.2 Contents of clause a) shall be replaced with following, Specified system control fluid shall be filtered to 5 microns absolute and clean to ISO 4406, Class 15/12 for all lines. ‘Add the following at the end of the clause. The test fluid shall be new and unused and the introduction of contamination during fluid transfer and pressure/flow rate testing shall be avoided, The test fluid shall remain in the hoses throughout umbilical manufacture, loadout, shipping and installation. 7.9.8. Add new clause 7.9.8.8 at the end as following. 7.9.8.8 Flow rate test This test shall determine whether the hose has collapsed or twisted during ‘manufacturing and shall comprise testing of turbulent and streamlined flow conditions as follows. The flow rate test on the hose shall be performed with the umbilical wound on to a factory carousel. One end of the hose being tested shall be attached to a hydraulic power unit delivering the specified control fluid with the other end of the hose being vented to atmosphere, the fluid draining into clean drums. The hydraulic power unit shall deliver a known constant flow rate such that the Reynolds Number of the flow can be calculated, The test shall involve recording the hydraulic inlet pressure achieved. The test shall cease when a steady inlet pressure has been recorded. Test results shall be recorded using a hydraulic pressure chart recorder. For practical purposes, the Reynolds number of the flow is defined as: Re=21221 dv where Q= flow rates in liters/min d= hose bore in mm inematic viscosity of fluid. ‘The Reynolds number of the flow during the test shall be constant and less than 2000 and hence the flow is considered laminar (or streamline). The test shall be considered passed if the value of K, does not exceed 0.00035 for any of the hoses. 7.10 Unless otherwise specified in data sheet this clause shall be not applicable since only hoses shall be used for carrying fluids. API clause 8.0 Termination and ancillary equipment design 8.2 Add new clause. 8.2.8 at the end of the clause. 8.2.8 Topside termination unit (TTU). This unit shall have necessary entry provision for umbilical and exit provision for all component items (hoses, electrical cables and optical fibre cables) and subsequent exit provisions with the use of junction boxes for cables, patch panels for optical fibre cables and flanged connection for fluid hoses. The unit shall have stanchion legs for the unit to be self standing. Cable glands and flanged connections shall be provided as, required. The unit shall also be provided with vent and drain ports for instrument air and chemical injection fluids respectively, when necessary. Unless otherwise specified the termination details shall be as follows, Hose termination: On junction box, all hoses shall be terminated into bulkhead fitting/ anchor plate in junction box with WNRF stainless stec! flanged connection for further hook-up with a rigid pipe. ‘The size and rating of flanges for each service shall be as given in data sheet, 100% spares shall be supplied for the SS flanges. Isolation valve shall be provided inside junction box on each tubing. Electrical power/Signal cable termination: Cables shall be terminated into a junction box (JB) of material 316 SS with IP 65 weather protection as per IEC 60529. Separate JB shall be used for electrical power cable and signal cable. The JB shall be supplied with glands, with appropriate rated IP washers, clamps and terminals for cable and shall have threaded ISO 25 entry. The JBs shall have earthing provision. If topside termination unit is located in hazardous area, the JB and cable glands shall ‘be certified as EEx(e) and EExd respectively. Optical fibre cable termination: Patch panel shall be provided to terminate all optical fibre cables with a better than 0.1 4B loss/splice. Patch panel shall be complete with all accessories such as connectors/patch cords and cable glands for single/multi incoming /outgoing optical fibre cables. ‘Add new clause 8.2.9 after new clause 8.2.8 as follows. 8.2.9 Accessories ES.4.14.0012 Specification for Subsea Umbilicals Revision A Page 12 of 21 8.2.9.1 J- TUBE SEAL The Supplier shall design and supply a J-tube seal to be fitted by diver. It shall be Positioned such that after the J-tube pull, the seal shall block the annulus between the J-tube and umbilical close to the J-tube bell mouth, Full details of the design and ‘materials of the scaling unit shall be submitted to QP for review and/or approval. The J-tube seal shall form a permanent seal between the inside and outside of the steel J- ‘ube just inside the bell mouth. The seal will permanently be in contact with sea water at local seabed temperature. The sea water inside the J- tube will be treated with a chemical corrosion inhibitor and/or oxygen scavenger. The J-tube seal shall prevent the dilution of inhibited sea water inside the J-tube by sea water from outside. The unit shall seal against the J-tube by means of two or more sets of flexible circular seals, 8.2.9.2 BEND RESTRICTOR A bend restrictor shall be fitted to the umbilical at both ends, in the region of the umbilical outside the J-tube, between the J-tube seal and the anticipated touch down point on the seabed. The bend restrictor shall be fitted in the factory but shall be adjustable by diver. 8.2.9.3 REPAIR LENGTH ‘The repair length of umbilical shall be functionally and structurally identical to the ‘main umbilical, and shall be subjected to the same testing and acceptance criteria, The repair umbilical shall have a nominal length as given in Umbilical Data Sheet and shall be suitably protected at both ends, during both storage and in offshore conditions. Terminations shall be suitable for the preparation of splices for repair. The Supplier shall submit storage method requirements. The repair length shall be supplied on a wooden drum suitably protected for shipping. 8.2.3. Add in the end following. ‘The pull-in head shall be designed for installing a pressure gauge to monitor the hose pressure during load out, transportation, and storage. Also rapid dismantling of pull-in hhead shall be possible to allow pressure monitoring during the installation of umbilical. 8.2.4 Add in the end following. Hang off arrangement shall have a port to allow for the dosing of the chemical inhibitors, biocides, and oxygen scavengers to provide protection to I or J tube material. 8.3.4 Add the following new clause in the end. The umbilical between J tube exit and TTU shall be provided with fire proofing by suitable technique. All the materials for this purpose shall be provided by vendor along with procedure for fire proofing technique. API clause 9.0 Umbilical design 9.11 Refer sub clause “a”, Substitute 1* sentence by following, ES.4.14,0012 Specification for Subsea Umbilicals Revision A Page 13 of 21 The inner sheath material shall be HDPE (High Density Poly Ethylene) 9.13. Refer sub clause “a”. Substitute 1" sentence by following. ‘The outer sheath material shall be HDPE (High Density Poly Ethylene). The ‘minimum thickness of outer sheath shall be 5.0 mm. Minimum width of concurrently applied longitudinal strip for indicating twist shall be 6.0 mm. API clause 11.0 Umbilical Factory Acceptance Tests (FATS) 11.1 Add at the end of note 2 after annex B and before full stop as follows and additional requirements if indicated in project specification. API clause 12.0 Storage 12.1 Add the following at the end. If stored outside, the umbilical shall not be exposed to direct sunlight and shall be protected against sunlight. API clause 14.0 Load-out 145.42 1" sentence shall be replaced by following A proof pressure / decay test as specified in 11.5 a), but to 1.25 x design pressure, shall be carried out on each hose line in the umbilical. 14.5.4,3 The contents of the clause shall be replaced by following A proof pressure test as specified in 11.6 a), but to 1.25 x design pressure, shall be carried out on each tube that is in the umbilical. API clause 15.0 Installation operations 15.6 Add the following at the end. Laying tolerance: Umbilical laid independently on seabed shall maintain a tolerance of + 10 meters to designed umbilical alignment. But while approaching the J tubeljacket, within 100.0 meters from the J tubedjacket it shall be + 2 meters of the route specified in project specification, 15.23 Add the following in the beginning. If damage occurs to the umbilical in the course of installation or sometimes after installation, it may be necessary to effect a repair. The approach adopted depends on the stage at which the problem occurs and the length of umbilical which has suffered the damage. It is also possible that the repair might be required following an emergency abandonment (cutting) of the umbilical. Each repair shall be installation specific. ‘Add at the end the following Once it has been established that there is damage to the umbilical that would impair its function, the Contractor shall prepare a fully detailed written damage report and submit for QP review along with a suggested course of action for repair or recovery. ES.4.14.0012 Specification for Subsea Umbilicals Revision A Page 14 of 21 Umbilical recovery shall then be carried out, The operation will continue until the damaged portion of umbilical is on the deck of the vessel. 15.24 Add in the beginning following ‘Anas laid survey shall be carried out according to ROV spec ES-L-60 and submitted for QP review. New Clause added after last clause of API specification. 16.0 Documentation A\ll documentation shall be in English. Contractor shall meet the requirements of documentation as per project specifications. In the absence of the same, as a minimum, the following documents shall be developed by the Manufacturer and submitted for QP’s review/approval: (@) Cross-sectional arrangement of umbilical. (b) Material specifications and certification. (©) General arrangement for all terminations and ancillary equipment; Procedure/recommendation for other contractors to carry on with umbilical’s further connections from TTU to platform relevant facilities. (@) Umbilical reel design, scheme and calculation for lifting during transportation. (c) Performance data, (® Manufacturing procedure and QA/QC procedures. (g) Inspection, testing procedures and test reports for qualification and FAT. (h) Inspection and test reports (i) Mechanical and performance guarantees. (j) Recommended installation, testing and repair procedures. (W) Storage, handling, load out, sea fastening and shipping instructions. (V) Certificate of conformity (Hazardous area certification for junction box/cable glands), (mm) Manufacturer shall prepare all procedures for fabrication, testing, installation and repair of umbilical. (n) On-bottom stability calculations. (0) TTU layout drawing including the dimensional details. The design review cycle of 2 weeks is required by QP and in case of documents ‘outstanding, QP may depute its personnel to review/approve the documents at vendor's work place. Annex A: Information to be provided in a purchaser’s functional specification ‘This is deleted. Annex F: API Monogram information This is deleted. 5.2) QP’s additional requirements. 5.24 5.23 5.2.4 Manufacturer’s Product Range ‘The manufacturer shall offer only those equipments that are within his manufacturing range. Any equipment that is ‘bought-in’ from a third party shall also be from a standard ange of products from the third party, but subject to the approval of QP. The equipment shall not be prototype or from a new product line that is not proven and has not been sold earlier. Manufacturer’s Qualification Criteria ‘The manufacturer must be a regular manufacturer of offered equipment and must be ‘manufacturing them for at least last five years. The equipment supplied in the past must be in operation under similar applications without any major failures or breakdowns. ‘The supplier shall include in his bid documentation a list of end-users who have purchased similar equipment in the last five years. Origin of Equipment / Components The supplier shall offer the umbilical manufactured in one country, where the supplier will manage the purchase order. Type test certificates shall be in the name of the manufacturer of the umbilicals. ‘The components and bought-outs shall be of high quality and shall be sourced from reputed manufacturers. The manufacturer of umbilical, while using these components, must ensure that these are type tested and must be in possession of all test certificates, Guarantee and Warranty ‘The supplier shall guarantee all equipment and components against defective material, design and / or workmanship for the period described in the Project Specification. If any defects or mal-performance occur during the guarantee period, the supplier shall make necessary alterations, repairs and replacement immediately and free of charge. QA/QC requirements The manufacturer shall have a Quality Management System based on a minimum standard of ISO 9000, ISO 9001 and ISO 9004. The QA/QC documentation shall be reviewed and approved by QP. The documentation shall include the Quality plan and Quality Control ‘System including inspection and testing methods and reporting/ recording formats. 5.2.6 5.2.7 5.2.8 ES.4.14.0012 Specification for Subsea Umbilicals Revision A Page 16 of 21 Project management ‘The supplier shall nominate a single person to manage the project and this person shall be the single ‘focal point’ for all discussions, meetings, communications, correspondences between the supplier and QP. Drum marking ‘The supplier shall mark the drums with at least one indelible label. The label shall be secured inside a waterproof but transparent plastic pocket. The pocket shall be nailed or screwed to the face of the drum at a place where it can be easily seen, The language to be used on the label shall be English. At least the following information shall be printed on the lable. ‘Manufacturer's name, address, telephone number, fax number. Purchase order number and details Umbilical component (clectric/fibre optic cable and hydraulic hose) details. Date of manufacture Total length of umbilical Total weight of the cable Unique drum number. Inspection and testing QP or their nominated representative, called Inspector, shall inspect the umbilical and its associated equipment. The Manufacturer shall allow the Inspector all reasonable access to factory and documentation at any time during manufacturing. The Inspector shall be given no less than 15 working days notice for pre-planned inspection visits, Prior to inspection and testing, Manufacturer shall prepare and submit an Inspection and Test Plan for Purchaser's approval. ‘The Purchaser may request for Third Party Inspection Agency (T.P.1). The Manufacturer shall then appoint a reputable Third Party Inspection Agency at their cost to perform all inspection and testing as per the requirement of this specification and the relevant codes, at their works. ‘The Purchaser reserves the right to require additional testing at any time to confirm or further investigate a suspected fault. The cost incurred shall be to Manufacturer’s account. ‘The Purchaser may appoint a Third Party Inspection Agency to carry out inspection on behalf of or together with, the Purchaser’s Inspector. Inspection and tests performed/witnessed by the Purchaser's Inspector shall in no way relieve the Manufacturer’s obligation to perform the required inspection and tests. Inno case shall any action of the Purchaser or their Inspector shall relieve the Manufacturer of their responsibility for material, design, quality of umbilical and associated equipment and accessories. Approval by the Inspector shall not relieve the Manufacturer of their responsibilities.
