I. PROJECT OVERVIEW
The members of the Greater Bonney Lake Veterans Memorial Committee invites interested
consultants to submit a Statement of Qualifications and a proposal for Schematic Design
through Construction Services required for a proposed Veterans Memorial Project at the
intersection of State Route 410 & Main Street in Bonney Lake, WA.
Greater Bonney Lake Veterans Memorial Committee Information
The Greater Bonney Lake Veterans Memorial Committee (hereafter referred to as GBLVMC or
Committee) is a small non-profit group consisting of volunteers from the greater Bonney Lake
area. The goal of the Committee is to make possible a memorial in Bonney Lake to honor the
Veterans of this great Nation that have given so much to our Country. Please visit our website

Current Proposed Design Information
The memorial is proposed to be essentially a drive-by memorial, with area to allow for small
gatherings during events, such as on Veterans Day, Memorial Day, etc. but will not
accommodate a very large service or group due to area constraints. The current project is
proposed to be a monument-style memorial, with a few benches for seating, hardscape for
standing and only drought-tolerant low-maintenance vegetation. It is desired for most of the
site to be covered with hardscape and minimal landscaping or lawn to allow for standing during
events and to reduce required maintenance for the site. See proposed Schematic Designs
prepared by the group for design inspiration. It is not necessary to continue down the path of
the design inspiration for the final design of the memorial; the Committee welcomes any and all
additional designs.
Site Information
The Committee has secured an agreement with the City of Bonney Lake for permissive of this
proposal for a drive-by memorial at the triangle property located at the intersection of State
Route 410 and Main Street. The site currently has access to power and water. There are
overhead power lines and accessible access to the site from the sidewalk may prove difficult
due to the existing topography of the site. The Committee does not have an existing survey of
the site.
Future Projects
It is the intent for GLBVMC to pursue a larger memorial in the future, which will accommodate
large gatherings and events. The design of the memorial at 410 & Main Street (this project) will
influence the larger memorial design. The Committee does not currently have a site or design
for the future larger memorial and there is currently no set timeline for starting work on the
future larger memorial.
Anticipated Schedule
The project design process should begin as soon as possible following the selection of the
successful A/E Team. The RFP response should comment on ability to meet this schedule.
Within three weeks following notification of award, the successful A/E firm shall submit their
own Design/Permitting/Construction schedule (broken into the above mentioned two phases).
The goal is to complete Schematic Design and Design Development by end of 2016, with the
goal of having completed Design Development to assist with fundraising for Phase 2 and
Construction Costs. Construction is anticipated to begin in 2017, pending fundraising efforts.
Driving Directions
From State Route 410 West, continue up Elhi Hill to just past Veterans Memorial Drive East.
The project site will be on the LEFT, past the Sound Credit Union Building and right before Main
Street East.
Delivery of Proposals
To be considered, three (3) hard copies and one digital copy on CD/DVD of each submitted
proposal must be received at the City of Bonney Lake Justice Center at 9002 Main St E, Bonney
Lake, WA no later than 28 July 2016 by 4:00 PM in a sealed envelope labeled with
GBLVMC Proposal. Proposers are solely responsible for ensuring that proposals are delivered
on time. Proposals received after the due date and time will be discarded. Faxed or e-mailed
proposals will not be accepted.
Cost of Proposal
This RFP does not, under any circumstances, commit the Committee to pay any costs incurred
by any proposer in the submission of a proposal. The proposer is responsible for all costs
associated with its response to this RFP.
Rejection of Proposals
The Committee reserves the right to reject any or all proposals at any time with no penalty. The
Committee reserves the right to waive immaterial defects and minor irregularities in proposals.
Proposal Disposition
All materials submitted in response to this RFP will become the property of the Committee.
IV. PROPOSAL CONTENT
Proposals should include the following:
1. Proposing firm name, address, phone number and e-mail.
2. Identify the project manager and all team members including sub-consultants proposed
to be working on the project, and indicate the estimated total hours each will spend on
the project and whether their services will be part of Phase 1 and/or Phase 2.
3. Describe your approach to and understanding of the project, specifically addressing
each of the tasks included in this RFP. Include a brief explanation of how your team will
be organized, and indicate the estimated number of hours to be spent on each task.
4. Describe the relevant background and experience of the firm, including years in
business.
5. Describe the relevant experience of your team members and sub-consultants, including
years in business. Substitution of team members or sub-consultants is permitted only if
the change is approved in advance by the Committee.
6. Provide at least two (2) relevant references for your firm and each sub-consultant who
will be spending more than twenty (20) hours on this project (except administrative
support).
7. Provide a proposed timeline and a proposed budget for each task in this RFP, including
both Phase 1 and Phase 2, and including all relevant sub-consultants. The budget will
include information sufficient to allow the Committee to evaluate the elements that
contribute to the proposed total. Proposers may assume that the Committee will be
responsible for meeting room arrangements.
Proposals are to be a maximum of twenty (20) single-sided pages or ten (10) double-sided
pages, not including cover letter.
The Committee reserves the right to continue with the selected consultant or to select a new
consultant for follow-on phases of projects (including, but not limited to, Phase 2).
