Whatcom Homeless Service Center
This program provides eviction prevention, rental assistance and other services to
prevent and end homelessness using housing-first strategies. The Whatcom
Homeless Service Center is housed at the Opportunity Council and supported with
funds made available through the Department of Commerce; State of Washington;
Whatcom County; City of Bellingham and other public and private sources.

Energy Assistance Program
Helps pay home energy costs for eligible households.

Fresh Bucks offers SNAP (food stamps) matching incentives to purchase fresh fruits
and vegetables. Participating vendors include the Bellingham Farmers Market and
both Community Food Co-op locations. This project is supported by a grant from
the USDAs National Institute of Food and Agriculture.

Transportation resources
Needs-Based Ferry Passes: Discounted ferry tickets for current Lummi Island
residents. Current discounted fares: $92 for 25 roundtrips for passenger/ pedestrian
and $66 for 10 round trips for vehicle and driver.
There are two ways to qualify for the needs-based ferry tickets: Property
tax exemption reduced fare passes (through the Whatcom County Assessors Office)
and income based reduced fare passes. All applications for needs-based passes
based on income are obtained and processed by Opportunity Council. Call (360)
734-5121 ext. 218 to schedule an appointment.
A limited number of bus tickets are distributed on a monthly basis at our
Community Resource Center and East Whatcom Regional Resource Center.
