A Proposal to Reduce the Police and Public Response to Rioting

Purpose
In the past, the police response to riots has varied based on, whether the riot is
peaceful or violent. In Baltimore, Maryland, the riot during April 27, 2015
demonstrated the exaggerated force that police agencies use.The purpose of this
memorandum is to give a different idea of riot control and to point out the level of
brutality the police use. The goal is to lower the level of extremity that riot control
can and may use in the presence of a riot or protesters.

Problem
Some of the existing challenges and obstacles that hinder the improvement of the
current riot/crowd control aren't only on the side of the law, some are due to the
individuals in the crowd. In the best of circumstances the law will aid a protest and
make sure it doesnt enhance to a full, fledged riot. Ideally, riots are ether dealt with
as peacefully as possible, but if it gets out of hand, there will be police officers in full
riot control gear using smoke bombs and riot shields.
These situations are determined by the actions of the rioters, the police
department, and the police on the scene. For example, the law went too far on riot
control during the riots of April 27, 2015 in Baltimore, Maryland. The riots were
between difficult to out of hand, the police were using military grade equipment.
They were using sub-machine guns, anti-vehicular auto-rifles with scopes and
accuracy of a range of 500 to 800 meters, Tear gas, Military tactical armored
vehicles with the auto-rifles mounted on top, rubber bullets (normally they would
use plastic pellets), and Army body equipment.
Should this situation be allowed to continue, the power that the police can use will
increase and the force that the police uses will be able to grow to an unnecessarily
large size. Implementing a restriction of the level of equipment that may be used in
a riot by law enforcement. This will benefit both the rioters and the police, because
the rioters won't be harassed and pushed around as much as before, but there will

be a higher chance to be arrested; for the police they will get a better reputation
amongst the people and a new policy they would get more respect among the
people.This will provide everyone a safer way to protest for all sides.

Solution
This police/rioter power reduction will engage in five action steps.

The first, and most important, step to achieving this goal, is to hold a press
conference with the head of police of every state and the president, the
questions and idea giving about the new bill to be passed will be public to the
press, and the people, online as well.
Next, the bill will be adjusted and tweaked according to the questions and
answers/ ideas that were given to the officials.
After that the new and enhanced bill will be made public and voted upon
whether to be placed into action by all three branches of the law.

If voted to be placed, then the following steps will be taken for the new law.

The police will be stripped of their high grade equipment, such as the ones
previously noted, except for special and necessary circumstances.
whenever during a riot/protest anyone with a weapon (homemade or not),
riot shield (homemade or not), and especially with a firearm (homemade or
not) will be arrested, anyone who may causes trouble beyond the newfound
law will be arrested.

These changes will be enforced in all states, if not followed there will be
consequences for either side.
The benefits of implementing this law will vary for each state, but in every state will
benefit in a similar way; there will be a safer riot/protest/public forceful idea
conveyment environment for both the law enforcers and the people.The end goal is
to have a more peaceful living area, more trust in law enforcement, and more public
ideas getting across to companies and the government.

Conclusion
By implementing this law our country would be better in so many ways. In reaching
this goal, our country would be a better place, our people may change for the

better, and our global interactions may change.the resulting changes will allow for a
more concrete foundation for the U.S.A. and any upcoming laws/bills. On a greater
scale it will hopefully change our international and global interactions.
