Dear Mr. Washington:
The California Department of Transportation (Caltrans) District 7 supports the Los Angeles
County Metropolitan Transportation Authority (Metro) Draft Potential Ballot Measure
Expenditure Plan (Plan) to be presented to voters in November 2016. The Plan is consistent with
the Caltrans mission to provide a safe, sustainable, integrated, and efficient transportation system
to enhance California’s economy and livability.
The Plan provides an excellent framework to leverage local funding that aligns with Caltrans’
soon to be released California Transportation Plan 2040 (CTP 2040), which provides more
choices in travel for all economic groups, ensures energy efficiency, and reduces greenhouse gas,
emissions. CTP 2040 improves multimodal mobility, supports a vibrant economy, enhances
public safety and security, fosters livable and healthy communities, promotes social equity, and
practices environmental stewardship.
‘We commend Metro for devoting funds to Active Transportation Projects, Complete Streets,
First and Last Mile Connections, which coincides with CTP 2040 to expand the use and safety of
bike and pedestrian facilities. Recognizing about 85 percent of commuters drive alone or
carpool, we ask the Metro Board of Directors consider a proportionate amount of funding for
state highway related needs since these multi-modal projects are the backbone for effective
regional sustainable mobility. Caltrans released the Draft California Sustainable Freight Action
Plan in late April 2016, which includes new federal, state, local and private investment for major
freight transport system improvements. Local funding is essential for leveraging dedicated
federal funding sources.
