with the Agreement for the Sustainable Reform of the Puerto Rico Police Department, organizational structure,
resource allocation, performance measures, policies and procedures and federal funds management.
Conducted analysis to resolve severe shortfalls in human resource management to include accountability,
Agency personnel transfer process, lack of continued education, vehicle and equipment maintenance.

Led a team of 359 clinical and non-clinical military, civilian and contractor staff stationed in three different
locations in the National Capital Region in the healing, educating and transitioning of 800 U.S. Army Wounded, Ill
and Injured Soldiers back to the U.S. Army or as productive citizens back to the Nation.

regulatory compliance resulting in defined battle drills restoring confidence and proficiency to the workforce.

Led a team of over 2,000 military, DA civilian and contractor personnel providing academic and military
professional development for newly recruited and returning middle and senior grade officer and enlisted personnel
providing tactical, operational and strategic voice, data, video, computer network defense and network
engineering to the U.S. Army in CONUS and OCONUS during peace and war time.
Director, Capabilities, Development and Integration Directorate (CDID), focused on Signal Regiment
enabling the Armys Warfighting Functions (movement and maneuver, fires, sustainment, command and control,
protection and intelligence) through collaboration, innovation and integration of future force Doctrine,
Organization, Training, Materiel, Leadership, Personnel and Facilities (DOTMLPF) solutions.
CHIEF OF STAFF, NETWORK ENTERPRISE TECHNOLOGY COMMAND, Fort Huachuca, Arizona (2009-2011)

Directed, coordinated and supervised the HQ primary and special staff of 600 personnel while managing an
annual operating budget of more than $1.378B in support of 16,000 military, DA civilian, host nation, and
contractor personnel worldwide providing information technology, telecommunications and computer network
defense to Army Service Component and Combatant Commanders.
Resource analysis lead, team-builder and mentor; reviewed 100% of contracts to eliminate non-core
functions, realign inherently governmental functions, and generate efficiencies and effectiveness in the command.
DEPUTY DIRECTOR, ARMY CENTRAL COMMAND, Arafjan, Kuwait (2010 for 4 months)

Led a team of 165 personnel responsible for Command, Control, Communications, Computer and
Information Systems (C4IS) requirements, planning and policies in support of Operations Iraqi and Enduring
Freedom while overseeing $420M worth of services.
Funded, procured, and fielded C4IS Mission Essential Equipment List supporting Afghanistan force up-lift in
90 days from flash to bang increasing intelligence, surveillance and reconnaissance capabilities.
COMMANDER, DEFENSE INFORMATION SYSTEMS AGENCY-EUROPE, Stuttgart, Germany (2007-2009)

Led a 440-Joint Signal Brigade comprised of Army, Marine, Navy and Air Force military members, DoD
civilians and contractors with a budget of $15M and oversight of over $55M in contracts supporting DoD
(USEUCOM, USAFRICOM, USCENTCOM), NATO and DoS.
Managed the crisis from the submarine fiber optic cut off the coast of Egypt that caused a loss of long-haul
telecommunications to the USCENTCOM AOR, Southwest Asia (SWA), by providing alternate satellite
connectivity, traffic compression technology alternatives and on-site engineer support to restore capabilities.
PLANS & PROGRAMS AND OPERATIONS OFFICER, 5 T H SIGNAL COMMAND, Mannheim, Germany (2004-2006)

Strategic planner responsible for the programming, implementation, integration and modernization of all
C4IS tactical and operational base requirements throughout the USEUCOM AOR as well as technology insertion
implementation of over $.5B of infrastructure initiatives.
Integrated transmission systems (fiber/cable/satellite/radios) to successfully reduce the physical footprint
throughout Germany saving millions of dollars in maintenance and property lease fees to complete base closures.
Operated, maintained and defended the U.S. Army IT network in Europe to include deployed forces to SWA.
