The Confucius and the moral basis of bureaucracy by Frederickson is an article that states how and ideal
government should be in the basis of context of the teaching of Confucius. In this article it stated how the
moral basis of bureaucracy is not found in the west but in the east especially in Confucian countries. The
article furthermore explains what should be the ideal type of society where rule of man is ruling than rule
of law and the proper governance of public official where they must be a moral actor who must possess
exemplified characteristics. These insights in this article is indeed useful as a basis of governance in other
countries especially who are ignorant in Confucian teachings and also eye opening to public official to
improve themselves in doing public service, however I found it very ideal to implement in other countries
especially in the Philippines. Ideal t

Thesis statement: I will show my insights why the established political condition of the Philippines failed
to realize or achieve the moral basis Confucian Bureaucracy by relating it current political events or
situation namely campaigning or advertising of running politicians, the reigning of political dynasty, and
the groupings of politician.
I. The way of campaigning and advertising of politicians in the Philippines clearly violates the one
important characteristic of Confucian ruler which is a moral actor; they must be a good example for the
people.
According to the article, the good official is above all things, a moral actor in the context of moral
actions.(Frederickson, 2002 )
A. Most of the countries like Philippines has a dirty way advertising or campaigning a candidate
which reflects to the perspective of the people towards against them
1. It is normal for a candidate to fight back his or her competitors but in the Philippines it
is manifested by exchange of vulgar words against each other.
2. It is often exaggerated by media towards to the people
a. Common example is the way the presidential candidates fight for the votes of
people.
b. The competing of presidential candidates is raised to the personal extent.
c. Mar Roxas and Rodrigo Duterte exchange for foul words.
3 Through the news showed by media towards the showed values of politicians, it serves
as a disappointed that the running politicians whose aim is a high position or highest position failed to
show good conduct.
a. (hint) Imagine these candidates won and their morals and attitude are highly
watched by the public.
b. In this matter I think that the rule of man instead of rule of law which is the
basic characteristic of the Confucian bureaucracy is not appropriate in the Philippines due to
inappropriate values established in the eyes of people.
c. It just add to the negative political views of the public how bas our political
condition.
B. The votes of the public in the Philippines is highly influenced by the characteristic such as
wealth, social position, charisma since it is more apparent in the eyes of public than characteristic that are
not apparent such as intelligence and educational attainment.
1. An important characteristics of a public officials is they should be well educated
(Frederickson, 2012)
2. Yet this characteristic seemed to be overlooked by the voters.

3. They elect people without this characteristic , instead they vote persons who are
manifested by the characteristics of wealth and charisma such as actors and athletes who have marked or
proven nothing public office.
4. The frightening part of it is some of these persons with charisma uses it to attract
voters to gain position in the government benefit themselves.
4a. Ejercito Estrada who is a corrupt president was an actor before that could
affected the gaining of votes of people since he is well known.
4b. Roderick Paulante, an actor is now a former councilor of Quezon city since
he was proven guilty in hiring ghost employees.( Punongbayan, 2016)
5. People still sticked to politician who has a background of corruption.
a. ERAP is the mayor of manila
b. Imelda Marcos is still the representative of 2 nd district of ilocos norte.
C I emphasize the poor judgement of people why we have politician who did not
qualified to the characteristics of a ideal confucian official.
II. Having the political dynasties in the Philippines violates the confucian notion of bureaucracy
regarding the ruling class which must not be hereditary elite which can cause a corrupt rule.
A. People behind the existence political dynasties use the election process and their influence to
pass down their former position to their hereditary successor which is their relative.
1. It violates the teaching of Confucius that the ruling elite must not be determined by
birth but or wealth but by the abilities. The social elite to moral elite mentioned in the article is not
realized yet the opposite happened
a. It is funny that we are not influence by dynasties or monarchies in yet we
practiced it where only a group of family has the right to rule the country whose influence cannot be
move instantly in a specific place.
b. The danger of political dynasties is if the successor endorse of by a politician
who commonly a relative is has no experience in governance and do not have enough
abilities
B. These public official who engaged are in dynasties manifested greed in the exercise of pwer
c. Maintaining their family in the government in the Philippines has granted the
power to protect their common goods such as their riches instead of serving the people faithfully.

d. Their role as public official whose duty is public service forfeited and we
ordinary people are harvesting the effects of their bad governance
IV. One thing why that Philippine politics never achieved the ideal Confucian Bureaucracy is
because of the existing groupings among politicians which disavows proper and moral interactions among
public officials stated in the article.
. In the article Frederickson stated: Bureaucratic or official moral conventions should include
the proper forms of supervisinon of others, so they will be motivated ; respect for the supervision of
others, so they will be motivated; respect for the supervisor--the correct way to communicate with
subordinate relations; the correct forms of relations with citizens so as to respond to their interest and be
fair and just in administering services to them; and in correct forms of loyalty and responsiveness to those
who rule
A. The existing numerous political parties of politicians can be a hinder to a good
relationship a two public official.
1. It is stated respect for the supervisor and respond to their interest and be fair
and just in administering to them .

2. It means it should be executed without existing bias.


3. It is impossible because politics are influenced by different a parties, either pro
or con in the context if you are in our party you will get more benefits compared if you are not.
4. It can be seen in two officials elected yet with different groupings such as
party and intentions.
a. Showing respect and good interactions to make a good outcome is less
possible thus the welfare of the public they are serving is sacrificed for their misunderstanding
b. Example is the case when the president advertised Mar Roxas instead
of his Vice President Jejomar Binay who is very hopeful in gaining the approval of the president. After
that incident Binay, fire backed about the spots in the administration of Aquino that he is silent before.
We can see that in the Politics in Philippines is greatly influenced by groupings and different sides which
hinder in good relationships among officials
B. One problem that violates the extract in the article is the bias relations of politicians
with the citizens.
1.Projects or distribution of goods are more apparent to the people who are
supporters of the politician.
2. The Padrino system manifested by people to their local barangay official are
still evident.

b.process of papers
3. This result of unequal service towards the public.
4. This cannot be vanquish in my opinion since these are already established in
local government especially in barangays.
