HOWARD A. LATTA SCHOLARSHIP


The Howard A. Latta Scholarship Fund awards scholarships exclusively to graduating seniors from Webster
Groves High School. Established by the Class of 1968, the
fund honors Latta, who was high school principal from
1943-1968. A committee of former students, school district
parents, community members and high School faculty and

staff govern the Latta Fund. You can find additional information about the scholarship on the Howard A. Latta

STATEWIDE ASSESSMENTS
The district will implement the components of the
Missouri Assessment Program (MAP) in order to monitor
the progress of all students in meeting the Show-Me
Standards, as set forth by the Missouri State Board of

Administrative Offices Building History:


Located directly adjacent to the high school campus, the Central
Office houses the majority of district administrative offices.
The current building was constructed in 1958, and is connected to the
original school district office building on Selma Avenue. The older building now houses the districts business office.
In the 1980s, the building was expanded again, with the addition of a
board room and the front reception area.

seeking adults to volunteer with the
OASIS tutor/mentor program, which
shares the gift of reading with young
children. The requirements are a love of
children, willingness to commit one hour
a week to read and write with a child and
completion of a training session.
The training sessions run August 25-27
at First Congregational Church of
Webster Groves. The hours are 9 a.m.noon. For further information, please call

PARENTS RIGHT TO KNOW


The Webster Groves School District is required to
inform parents of information they have a right to know,
according to the No Child Left Behind Act of 2001 (Public
Law 107-110).

Upon a parents request, the district must provide, in a
timely manner, the following information:
Whether a teacher has met state qualification and licensing criteria for the grade levels and subject areas in which
the teacher provides instruction.
Whether the teacher is teaching under emergency or
other provisional status through which state qualification
or licensing criteria have been waived.
Whether your child is provided services by paraprofes-

sionals and, if so, their qualifications.


What baccalaureate degree major the teacher has and
any other graduate certification or degree held by the
teacher, and the field of discipline of the certification.

In addition to the information that parents can request,
the district must provide to each parent:
Information on the achievement level of the parents child
in each of the state academic assessments as required
under this part.
Timely notice that the child has been assigned, or has
been taught for four or more consecutive weeks by a
teacher who is not highly qualified.

PARENT RIGHTS ON STUDENT SURVEYS


AND EXAMS
The Protection of Pupil Rights Amendment, a federal
law, affords parents certain rights relative to collecting
and using information for marketing purposes as well as
conducting certain surveys and physical exams of students by the school district. Parents must consent prior to
the district conducting student surveys regarding certain
protected areas if any federal funding is used to conduct
such survey, and parents must receive notice and an
opportunity to opt out of any other such survey, regardless of funding source. Parents must also receive notice

and an opportunity to opt out of any non-emergency,


invasive physical exam or screening, with limited exceptions, or any activities involving collection, disclosure or
use of personal information obtained from students for
marketing, selling or otherwise distributing such information to others. For more information on these parental
rights, please see Policy JHDA which has been adopted by
the Board of Education of the Webster Groves School
District.

SCHOOL ENROLLMENT PROCESS


New elementary students enroll at their home schools.
If you are uncertain which school is your home school,
please call the central office at 314-961-1233 or any elementary school.
Incoming kindergartners should be five years old before
Aug. 1 of the year they are enrolling. Sixth grade students
enroll at Steger Sixth Grade Center, 701 N. Rock Hill Road;
seventh and eighth grade students enroll at Hixson Middle
School, 630 S. Elm Ave. and students in grades 9 - 12 enroll
at Webster Groves High School, 100 Selma Ave.
The documents required for enrolling include two of
the following:
Real estate deed
Lease agreement
Personal property tax receipt

Utility bill
Voter registration card
Drivers license
Occupancy permit
In addition, you must bring a copy of the students birth
certificate, Social Security card and a copy of the students
health information and immunization record, as required
by the state of Missouri. The following immunizations must
be up to date: DPT, DT, oral polio, MMR, measles, mumps,
German measles, hepatitis B, HIB and TBC test.
Parents or guardians of entering students must complete an application for admission, which should be notarized. The district provides a notary at the central office,
400 E. Lockwood Ave.

School History:
Webster Groves High School began as a general course
offered to ninth graders in 1889.
At the turn of the century, the school occupied the first
floor of the original Bristol School building; the elementary
school took up the second floor. As enrollment increased,
the high school used hallways and storerooms as
supplementary classrooms.
In 1906, the district built a high school on Selma
Avenue, a two-story brick building with three classrooms
and an auditorium. Front wings were added in 1913.
The Webster Groves Armory, constructed in 1917, was
turned over to the high school following World War I and
housed the lunch room and senior gymnasium.
Webster Groves High School was originally named
Hamsher High School for Frank Hamsher, school
superintendent from 1917 to 1924.
In 1934, portions of the building built in 1906 and 1913
were razed. A large addition, including the Little Theater
and additional classrooms, was completed in 1935.
The district built Roberts Gym, named after coach and
teacher Charles A. Roberts, in 1946.
The high school has received a Silver Award for its use
of Positive Behavioral Interventions and Support.
In 2012, a 106,350-square-foot addition at the north end
of the high school, made possible by a $36 million zerotax-increase bond issue, opened. The new wing includes
space for industrial technology, visual art, music, social
studies and science.

STATESMEN
PRESCHOOL OPEN AT
HIGH SCHOOL
The Statesmen Preschool at Webster Groves High
School is open to children three years up to school age. It
operates Monday through Thursday mornings and children
can attend two, three or four days a week.
The daily charge for the program, which operates in
conjunction with child development classes at the high
school, is $5. Diane Stromberg, who holds a masters
degree in early childhood education, directs the program.
Parents can pick up and turn in applications at the high
schools main office, 100 Selma Ave.

In 2008, the state of Missouri awarded


Hixson Middle School the prestigious
Gold Star honor. The Department of
Elementary and Secondary Education
said that Hixsons student performance
data placed it in the top 15 of more than
1,000 secondary schools in Missouri. In
addition, Hixson was named to the states
Top Ten list in 2008 for eighth grade
mathematics scores and eighth grade science scores on the Missouri Assessment
Program. In 2007, Hixson made the Top
Ten List for seventh grade mathematics
scores on the Missouri Assessment
Program. It made the Top Ten list in 2005

for eighth grade math scores.


Hixson received a Bronze Award for
its use of Positive Behavioral Interventions
and Support.
The middle school, named for James
T. Hixson, long-time Webster Groves
High School principal, opened in
September 1955 with 725 students in
grades seven through nine. The building
sits on 20 acres of land which also
includes Moss Field. The cost of the building was $1.6 million.
Conversion to a middle school began
in 1988. The change was gradual and
extended over a period of years.

Known in its early years as Tuxedo


School, the building was named for
the Avery family in 1916. The Averys
were early settlers in the community
and it is likely that the school sits on
what used to be part of the Avery
farm.
A four-room frame school was built
on the present site in 1890. About
1902, a four-room brick building was

added to the frame structure. This


served as the school until 1915, when
the first six rooms of the present
school were built. From 1916 to 1920,
both the new and old brick buildings
were used.
Avery is noted for its strong
community support, high level of
parent involvement, high quality
reading and writing instruction,

before- and after-school clubs and


variety of learning-style options.
Avery, a Missouri Gold Star School, is
proud of its excellent staff and its
students high level of academic
achievement.

Known originally as the Webster School,


Bristol was organized in 1868.
As the school grew in its early years, it
had to rent space in three other buildings in
town, including the Congregational Church.
The school was named for Dr. Bennet J.
Bristol in 1916, a physician and long-time
member of the Board of Education.
Wings for the original frame building on
Gray Avenue were built in 1909 and 1913.
In 1920, the district moved the frame
building toward the rear of the school
grounds and began constructing the
central part of the building, connecting the
wings. A new multipurpose room was
added in 2008 and the old gymnasium was

renovated for a new library, office and


classroom space.
Bristol Elementary is noted for its strong
staff and programs (both curricular and
extra-curricular), its high level of family
involvement, and a nurturing school
environment that celebrates the uniqueness
of each child. Differentiated instruction and
interventions help all students succeed.
Bristols 2012 PBIS (Positive Behavioral
Interventions and Support) Program was
awarded the Bronze Award for Excellence.

Clark School, which was dedicated in


1949, currently has classrooms, a library,
gymnasium, art room, music room and
cafeteria. It has a computer lab in addition

in the 1950s. It opened in 1951, with

History:
Known for over 50 years as Bristol
Primary, the Walter Ambrose Family Center
(WAFC) was renamed in June 2011 to reflect
the programming of the Early Years Education
Programs in the school district. Mr. Ambrose
served on the Board of Education for three
terms including one as president of the board
and was an early supporter of children and
family services.

The Ambrose Family Center offers an
award-winning
preschool
experience,
parenting education services through Family
and Community Engagement Program and
elementary age before- and after-school
care. The provision of a seamless continuum
of services for families in the district makes
our programs a comprehensive model for
early childhood programming that considers
a familys wide-ranging needs.
The preschool is accredited by the
National Association for the Education of

Young Children, is licensed by the State of


Missouri Bureau of Child Care Safety and
Licensure, and was honored as the No. 1 Early
Childhood Program in Missouri (2010-2011)
by the Missouri School Boards Association.
The AFC Preschool works in partnership
with the Special School District to support
the special rights of all children. The preschool
embraces inclusive education. A partnership
with Head Start provides quality preschool
experiences for families who qualify for
financial assistance. Additional financial
support is offered through the Division of
Social Services Child Care Assistance
program and limited scholarships are
provided by the program.

EARTHQUAKE SAFETY FOR MISSOURI SCHOOLS


The New Madrid Seismic Zone (NMSZ) extends 120 miles
southward from the area of Charleston, Mo., and Cairo, Ill.,
through New Madrid and Caruthersville, following Interstate
55 to Blytheville and on down to Marked Tree, Ark. The NMSZ
consists of a series of large, ancient faults that are buried
beneath thick, soft sediments. These faults cross five state
lines and cross the Mississippi River in three places and the
Ohio River in two places.
The New Madrid Seismic Zone and surrounding region is
active, averaging more than 200 measured events per year
(magnitude 1.0 or greater), about 20 per month. Tremors large
enough to be felt (magnitude 2.5 3.0) are noted every year.
The fault releases a shock of 4.0 or more, capable of local
minor damage, about every 18 months. Magnitudes of 5.0 or
greater occur about once per decade. They can cause
significant damage and be felt in several states.
The highest earthquake risk in the United States outside
the West Coast is in the New Madrid Seismic Zone. Damaging
tremblers are not as frequent as in California, but when they
do occur, the destruction covers more than 20 times the area
due to the nature of geologic materials in the region. The 1968
5.5 magnitude Dale, Illinois earthquake toppled chimneys and
caused damage to unreinforced masonry in the St. Louis area,
more than 100 miles from the epicenter. A 5.2 magnitude
earthquake in April 2008 in southeast Illinois did not cause
damage in Missouri, but was felt across much of the state.
A damaging earthquake in this area, which experts say is
about a 6.0 magnitude event, occurs about once every 80
years (the last one in 1895 was centered near Charleston, Mo.).
There is estimated to be a 25-40 percent chance for a
magnitude 6.07.5 or greater earthquake along the New
Madrid Seismic Zone in a 50-year period according to the U.S.
Geological Survey reports. The results would be serious
damage to un-reinforced masonry buildings and other
structures from Memphis to St. Louis. We are certainly overdue
for this type of earthquake!
A major earthquake in this area - the great New Madrid
earthquake of 1811-12 - was actually a series of over 2,000
shocks in five months, with several quakes believed to be a 7.0
magnitude or higher. Eighteen of these rang church bells on
the Eastern seaboard. The very land itself was destroyed in the
Missouri Bootheel, making it unfit even for farming for many
years. It was the largest release of seismic energy east of the
Rocky Mountains in the history of the U.S. and was several
times larger than the San Francisco quake of 1906.
When will another great earthquake the size of those in
1811-12 happen? Several lines of research suggest that the
catastrophic upheavals like those in 1811-12 visit the New
Madrid region every 500-600 years. Hence, emergency
planners, engineers and seismologists do not expect a repeat
of the intensity of the 1811-12 series for at least 100 years or
more. However, even though the chance is remote, experts
estimate the chances for a repeat earthquake of similar
magnitude to the 1811-1812 New Madrid earthquakes over a
50-year period to be a 7-10 percent probability.
What can we do to protect ourselves? Education, planning,
proper building construction, and preparedness are proven
means to minimize earthquake losses, deaths, and injuries.
Prepare a Home Earthquake Plan
Choose a safe place in every room - under a sturdy table
or desk or against an inside wall where nothing can fall on
you.
Practice DROP, COVER AND HOLD ON at least twice a year.
Drop under a sturdy desk or table, hold onto the desk or
table with one hand, and protect the back of the head with
the other hand. If theres no table or desk nearby, kneel on
the floor against an interior wall away from windows,

bookcases, or tall furniture that could fall on you and


protect the back of your head with one hand and your face
with the other arm.
Choose an out-of-town family contact.
Take a first aid class from your local Red Cross chapter.
Keep your training current.
Get training in how to use a fire extinguisher from your
local fire department.
Inform baby sitters and caregivers of your plan.
Eliminate Hazards
Consult a professional to find out additional ways you can
protect your home, such as bolting the house to its
foundation and other structural mitigation techniques.
Bolt bookcases, china cabinets and other tall furniture to
wall studs.
Install strong latches on cupboards.
Strap the water heater to wall studs.
Prepare a Disaster Supplies Kit for Home and Car
First aid kit and essential medications.
Canned food and can opener.
At least three gallons of water per person.
Protective clothing, rain wear, and bedding or sleeping
bags.
Battery-powered radio, flashlight and extra batteries.
Special items for infant, elderly or disabled family
members.
Written instructions for how to turn off gas, electricity, and
water if authorities advise you to do so. (Remember, youll
need a professional to turn natural gas service back on.)
Keeping essentials, such as a flashlight and sturdy shoes,
by your bedside.
Know What to Do When the Shaking BEGINS
DROP, COVER AND HOLD ON! Move only a few steps to a
nearby safe place. Stay indoors until the shaking stops and
youre sure its safe to exit. Stay away from windows.
In a high-rise building, expect the fire alarms and sprinklers
to go off during a quake.
If you are in bed, hold on and stay there, protecting your
head with a pillow.
If you are outdoors, find a clear spot away from buildings,
trees and power lines. Drop to the ground.
If you are in a car, slow down and drive to a clear place (as
described above). Stay in the car until the shaking stops.
Know What to Do AFTER the Shaking Stops
Check yourself for injuries. Protect yourself from further
danger by putting on long pants, a long-sleeved shirt,
sturdy shoes and work gloves.
Check others for injuries. Give first aid for serious injuries.
Look for and extinguish small fires. Eliminate fire hazards.
Turn off the gas if you smell gas or think its leaking.
(Remember, only a professional should turn it back on.)
Listen to the radio for instructions.
Expect aftershocks. Each time you feel one, DROP, COVER,
AND HOLD ON!
Inspect your home for damage. Get everyone out if your
home is unsafe.
Use the telephone only to report life-threatening
emergencies.

SPECIAL EDUCATION RESOURCES


Special education services, including speech,
occupational and physical therapy, are provided by the
Special School District in district schools and in the Early
Childhood Education Center. Students can receive services
from age three through 21. Special School District staff can
be reached by calling their central office at 314-989-8100.
If you think your child needs to be tested to receive
special education services, call your childs school counselor
to request an evaluation. Schools are required to try
several classroom intervention strategies before a child is
referred for testing. Once a packet requesting testing is
complete and the child is accepted for testing, it may take
up to 90 days before the evaluation takes place. If the
school feels your child doesnt need an evaluation, you can
request one by writing to the principal or to Janice Brooks,
director of Diagnostic Related Services, Special School

NINE CHOSEN FOR WGHS WALL OF FAME


Nine alumni of the Webster Groves School District have been
chosen for the Wall of Fame at Webster Groves High School this year.
An alumni committee made the selections based on an individuals
professional accomplishments and/or community service. Those
chosen will be honored on October 10, 2015, at 6:30 p.m. at
Westborough Country Club. Tickets are $50 and can be purchased by
contacting the WGSD Alumni Office, 918-4548.
Laura Altobelli, class of 1970, has pursued a career in
health care and service to others. She holds a doctorate
in public health from Johns Hopkins University. After
graduation from the high school, she worked in Ecuador
with the Peace Corps and later in public health
throughout Central and South America and East Africa.
Since the 1980s, shes lived in Peru and currently is the
country director for Future Generations, a nongovernmental, United States-based non-profit organization concerned
with public health.
George R. Buchanan, class of 1962, is a nationally
recognized authority on pediatric oncology and
hematology. He has been on the faculty of the University
of Texas Southwestern Medical School as a professor of
pediatrics and internal medicine and holds the Childrens
Cancer Fund distinguished chair in pediatric oncology
and hematology. His national honors include the
Distinguished Career Award from the American Society
of Pediatric Hematology-Oncology, the Mentoring Award in Clinical
Research from the American Society of Hematology and the Arnold
Gold Foundation Award for Humanism in Medicine.
Russell Russ David, class of 1931, known as Mr. St.
Louis Music, was a radio pioneer who began his career
with KMOX in 1936. In 1953, the station aired his Pevely
Playhouse Party live from the dairys auditorium. That
program and St. Louis Hop on television made him a
local celebrity. David, whose career spanned more than
50 years, had bookings across the country and played
for four presidents: Lyndon B. Johnson, Dwight D.
Eisenhower, Ronald Reagan and George H. W. Bush. He wrote many
tunes for broadcast commercials including Where Theres Life, Theres
Bud, which won the National Association of Broadcasters award. He
won 12 gold records for commercial jingles.
James McDonald, class of 1966, is president of San
Francisco Theological Seminary. An ordained
Presbyterian minister, he worked for Bread for the
World, a faith-based advocacy organization, where he
managed operations, led fundraising and focused on
strategic efforts to build a movement against hunger
and poverty. He also led efforts to relieve debt for the
worlds poorest countries. McDonald has worked in
pastoral ministry in Bloomington, Ind., and Philadelphia and served as
an adjunct faculty member for American and George Washington
universities.

Demetrios Matsakis, class of 1967, is the chief


scientist for the Time Service Department at the United
States Naval Observatory. He is responsible for every
aspect of the USNO Master Clock, which consists of
more than 100 atomic clocks and hundreds of other
components. Time Services keeps official time for the
country, upon which the Global Positioning System, cell
phones and the Internet depend. The Naval Observatorys
primary mission is to produce positioning, navigation and timing for
the U.S. Navy and the Department of Defense.
Robert A. Roessel, class of 1945, founded the first
modern school with a foundation in Native American
language, history and culture - the Rough Rock
Demonstration School in Arizona - and helped establish
the Navajo Community College, the first college
controlled by a tribe in this country. Since then, the
number of tribal colleges has grown to 35 in the United
States and Canada. Roessel is considered by many to be
the father of the Tribal College movement, which focuses on native
control of education and curriculum that includes elements of Native
American life and culture
Faith Sandler, class of 1978, is executive director of
the Scholarship Foundation of St. Louis. She has
dedicated her career to enhancing educational
opportunities for those whose options are limited. Last
year, the foundation funded 560 students with $3.8
million in interest-free loans and grants. Under her
leadership, the foundation has increased student aid,
developed workshops and provided internships. She is
one of the founders of St. Louis Graduates, whose goal is to increase
the number of low-income students in higher education so that 50
percent of adults here have postsecondary degrees by 2020.
C. David Turner, class of 1978, is a brigadier general
in the United States Army and commander of the Army
Corps of Engineers, South Atlantic Division. Gen. Turner
oversees the planning, design and construction of
projects to support the military, protect American water
resources and restore and enhance the environment
within a 250,000-square-mile area. He has also served
as commanding general in the South Pacific Division of
the Corps of Engineers and chief of staff for the corps headquarters.
He has served in Afghanistan and commanded the Far East District of
the corps in South Korea, where he supervised a $10 billion design and
construction program.
Craig Wrisberg, class of 1963, is professor emeritus
of sport psychology and motor behavior in the
Department of Kinesiology, Recreation and Sport
Studies at the University of Tennessee, Knoxville. He was
the founder of the graduate program in sport psychology
at Tennessee and supervised the programs of 40 Ph.D.
students. During his career, he published more than 100
journal articles and book chapters. He wrote the book
Skill Instruction for Coaches and co-wrote the textbook Motor
Learning and Performance. He holds both masters and doctoral
degrees from the University of Michigan.

During the last school year, the Webster Groves School
District Foundation awarded grants to teachers, staff and
PTOs totaling $50,604. Additionally, scholarships and
awards totaling $31,500 were also presented. The
Foundation is dedicated to a tradition of academic
excellence by expanding dynamic learning opportunities

The Webster Groves School District Board of Education
recognizes that homelessness alone should not be
sufficient reason to separate students from the mainstream
school environment. Therefore, the district, in accordance
with state and federal law and the Missouri state plan for
education of the homeless, will give special attention to
ensure that homeless students in the school district have
access to a free and appropriate public education.

The Webster Groves School District has determined
that the Voluntary Interdistrict Choice Corporation (VICC)
and its officers, employees and agents are school officials
with legitimate educational interests because they act for
and on behalf of the district with respect to transfer
students and the transfer program, and because they seek
to advance the interests of both. A transfer students
attendance records and other educational records
relevant to the students participation in the program or
to the program itself may accordingly be disclosed to
VICC without obtaining written consent from the parent/
guardian or eligible student.

FAMILY AND COMMUNITY ENGAGEMENT PROGRAM


(FORMERLY PARENTS AS TEACHERS)
The Webster Groves School District has been supporting
families with young children for over 30 years. The Family and
Community Engagement Program (FaCE) is an extended
support system to families. Services and programs are offered
in the home or by bringing parents together in child-family
spaces both at the Ambrose Family Center and throughout the
community. FaCE program experiences are led by caring
professionals and provide opportunities for parents/guardians
to learn new insights, gain an understanding of their child,
connect with others, and access information and resources.
The FaCE program helps parents/guardians with young
children (prenatal through age five) enhance their knowledge,
skills and confidence in being the best parent/guardian they
can be. FaCE is committed to creating meaningful relationships

that enrich the quality of life for children, families and the
community at large. Some offerings available include
developmental screenings, personal visits, parent cafs and
resource/referral.
The Ambrose Family Center has a commitment to advocate
for children and parents/guardians, ensuring a range of
consistent, quality services reaching families throughout the
Webster Groves School District community. We continue to
invest in re-visioning parenting education and support
programs and are excited to build a foundation for our families
with young children to thrive in these most important years.

ADVENTURE CLUB
Adventure Club is a self supporting nationally known
school-age program administered by the Webster Groves
School District as a service to residents of the district. The
program is now in its 32nd year of operation, serving 500plus children.
Adventure Club operates year round, services are provided
before and after the regular school day, teacher conference
(early dismissal) and some teacher professional development
days. The school year program is available from 6:30 a.m.
until school starts, and from the time school ends until 6 p.m.
A full day eight-week summer program is offered to district
children in 1st through 6th grade. Opportunities include

swimming, field trips, enrichment class choices, technology


and film, guest speakers, performing art groups, picnics and a
variety of other activities.
Adventure Club provides a wide variety of experiences and
opportunities to the children of the Webster Groves School
District that have a positive and long-lasting influence during

ASBESTOS REGULATIONS
The Asbestos Hazard Emergency Response Act
(AHERA, Public Law 99-5190), enacted in October 1986,
required the Environmental Protection Agency to develop
regulations that provide a comprehensive framework for
addressing asbestos problems in schools. On Oct. 30,
1987, the EPA published the Asbestos-Containing Materials
in Schools Rule (40 CFR Part 763 Subpart E). This rule
required all public and private schools to inspect for
friable and non-friable asbestos, develop asbestos
management plans that address asbestos hazards in
school buildings and implement response actions in a
timely fashion.
The Webster Groves School District recognizes that the
presence of asbestos-containing building materials in
schools constitutes a potential hazard to human health

and the environment. Therefore, the prevention of


exposure to asbestos fibers at any level is a matter of
concern to the district and the school community, requiring
the implementation of a carefully planned and thorough
program to safeguard school children and personnel. This
includes assessment of the potential hazard; application of
precautions designed to prevent exposure to asbestos
fibers and systematic abatement of asbestos-containing
materials.
A reinspection of all district school buildings is
performed periodically to comply with the rules and
regulations of the United States Environmental Protection
Agency. A report on the condition of each building and
the location of asbestos-containing material is available at
each building site.

School lunches are available at all schools. The cost is as
follows:

Milk is $0.50
Breakfast is also available at all schools. The cost is as

Family income criteria are calculated annually by the
National School Lunch and Breakfast programs of the
federal government.

Families with children in district schools who qualify for


reduced-price meals are notified by their schools and
receive applications.
Applications, which are available at all principals offices,
can be made or changed at any time during the school year
if a formerly ineligible family experiences an increase in
family size or reduction in income.
