Quota for vacancies upto 31-03-2012 in HP Circle to be held on 02-06-2013.

In accordance with the directions contained in BSNL, C.O. New Delhi letter referred above, it has been
decided to hold the Limited Internal Competitive Examination (LICE) for promotion to the grade of JTO(T) under
35% and 15% quota for vacancies arisen upto 31-03-2012 in HP Telecom Circle in compliance of orders of Hon'ble
High Court of Ernakulum dated 14-09-2012 in OP (CAT) No. 3714/2011(Z).

LICE will be held as per scheme and syllabus circulated vide No. 5-11/2009-Pers-IV dated 20-10-2009 and
modified vide No. 5-11/2009-Pers.IV dated 01-11-2011.
As per BSNL order No. 5-11/2009-Pers.IV dated 01-11-2011, the minimum qualifying marks will be as
detailed below :
The minimum qualifying marks in the Examination will be 30% in each part and 37% in aggregate for OC
category candidates and 23% in each part and 30% in aggregate for SC/ST candidates. There would be negative
marking for each wrong answer. 25% of the marks of that question would be deducted.

Year-wise vacancies under 35% and 15% quota are as given below. The unfilled vacancies in any vacancy
year will be carried forward to the subsequent year as per extant rules.

The eligibility, service conditions and other details for appearing in the said examination will be in accordance

with the Recruitment Rules of JTO, 2001 issued vide BSNL C.O. New Delhi letter No. 5-9/2001/Pers. IV dated 10-102001 and amended vide BSNL C.O. Pers. Branch memo No. 5-9/2009-Pers. IV dated 08-05-2009 and 5-28/2009Pers. IV dated 12-10-2009. As regards reckoning age of 50 years, column 12 of schedule of Recruitment rules 2001
dated 10-10-2001 may be referred to which stipulates that employees below 50 years of age as on date of such

examination will be eligible. Further as per RR, the employees eligible to take up competitive examination under
35% LICE quota shall not be eligible for appearing at competitive examination under 15% LICE quota.

Crucial date for determining the qualifying service (i.e. 7 years) will be 1 st July of the respective vacancy year
against which the candidature of the official is being considered. Since single exam will be conducted for 35% and
15% quota for the vacancy year from 2000-2012, the eligibility for qualifying service will be determined as on 1 st July
of the respective vacancy year and result will be declared accordingly year-wise for each quota separately.

Examination paper will be OMR (Optical Mark Reader) answer sheet based. Each question will have four
options for answer. Only one answer which is the most appropriate has to be selected by the candidate.

The Venue of the examination will be at Shimla.

The departmental officials who fulfill the prescribed conditions of eligibility as mentioned in JTO recruitment
rules-2001 for competing against 35% and 15% quota of vacancies are advised to submit their application in the
prescribed proforma (Attached) to the concerned SSA/Units under whose jurisdiction they are working. The last date
of submission of application is fixed on 16th March 2013. Application received after the last date i.e. 16 th March
2013 should not be entertained.
SSA/Unit heads are requested to send the application form of all the eligible candidates complete in all
respects to ADT (HR), O/o CGMT, HP Circle, Shimla latest by 23rd March 2013 positively.

This letter may please be given wide publicity. Application should be carefully scrutinized to satisfy the
correctness of the particulars given by the candidates and thereby the eligibility. The recommendation of the Head of
the unit should be recorded in the application form itself. If candidature of any applicant is not recommended, full
reasons for the same should be specified.
