Terms of Reference for Topographic Survey Work

1. Objective

The primary objective is to undertake a comprehensive topographic and Setting out


survey for Town Planning Scheme 1 at Dholera Special Investment Region project.
The result being a digital topographic map along with all features of the area.
2. Background

The project shall be undertaken for Delhi Mumbai Industrial Corridor


Development Corporation Limited. The survey will be conducted as a support
for the preliminary design of the Roads and Services/ Utilities for proper
infrastructure of development of Dholera Special Investment region. The data
collected shall be used for design of Road Network, Water supply network,

Recycled water network, Sewerage network, Industrial effluent network,


Storm water drainage network, Electrical, Solid waste management, Gas and
ICT network systems for the area. The consultant shall be reporting to the office
of CEO & Managing Director of Delhi Mumbai Industrial Corridor Development
Corporation Limited.
3. Scope of Work

The Consultant shall conduct a topographic survey of the area and produce a
topographic map of the entire 51 sqkm area earmarked for Town Planning Scheme
1 at Dholera Special Investment Region project, the Consultant will be responsible
to perform the following services:

Reconnaissance survey of the area


Fixing of Horizontal control grid by using Differential Global Positioning System
(DGPS) at every 2 km on a pair of Control Stations.
Collecting existing ground level with a grid interval of 100m.
Collecting all existing features including existing structures, utilities i.e. underground and over ground, trees with girth more than 0.3m, HT lines & poles, oil
and gas lines, telephone lines, cart track, road crossings, railways line, natural &
artificial drains, canals, water bodies, wells, bridge and culvert etc.

4. Duration of Work

As per contract the topographic survey shall take a period of 60 working days.
5. Technical Specification of equipment use

The survey shall be undertaken using survey equipment with the following specification:
High precision Real Time Kinematic (RTK) GPS system using GNSS
Total station with 2/5 second accuracy level with list count of 1second.
6. Methodology

At the starting of survey, base point/station shall be established by static GPS


survey procedure using deferential global positioning system (DGPS) and with
observation of minimum 24hrs.

After establishing base station, Primary station shall be established at the outer
boundary of the projects and also fixing the control grid within the project area
at every 2km by the same procedure using DGPS and with observation of
minimum 2hrs.
Secondary station or control point shall be established at the time of detail
topographic survey if required, using static GPS survey procedure using
deferential global positioning system (DGPS) and with observation of minimum
1hrs.
RCC/brick pillar shall be constructed of size 20cmx20cmx 50cm as benchmark
pillar/ control point pillar at base station and every Primary and secondary
stations. And the GTS value and level shall be painted over the pillar.
Fly level shall be conducted for determining the Z value of the base point from
any nearby permanent bench mark of Survey of India, Indian Railway of
PWD/CPWD. Z value of all primary and secondary control points shall be
determined w.r.t the base point Z value.
After completing the traverse, detailed survey shall be started using Real time
kinematics system. Two separate team shall be deployed for detail survey using
RTK, first team shall be engaged in recording the spot levels and co-ordinate, 2 nd
team shall be engaged in collecting features and foot prints.
Each team having minimum 5nos of rover mounted in two wheeler/ four wheeler
or pedestrian, i.e. 10nos of rover apart from the station shall be used at a time
for detail survey.
Total station shall be used where RTK system shall not able to connect with
satellite.
Existing ground level/ Spot levels shall be collected with a grid of 100m in flat
terrain, and for steep terrain the grid shall be 30 to 50m or less as per the
scenario.
At all road junctions (State highway, national highway, district road, any other
major road) existing ground levels shall be recorded as per recommendation of
MoRT&H specification.
Also in the case of any major bridge, existing ground level shall be collection
500m of each side of approach as per recommendation of MoRT&H specification.
Apart from the ground levels and co-ordinates the Following
features/establishment shall be recorded separately and given in the survey
map/drawing:
Foot prints of all buildings, monuments and structures.
Foot prints of existing villages.
Foot prints of existing canals and water bodies.
All electrical lines and poles location.
Route of existing Gas pipe lines. (If any)
Route of existing water supply line (Trunk main & distribution). (If any)
Route of existing sewerage system (Trunk main & internal collection
network). (If any)

Route of existing storm water drainage line (Trunk main & internal
collection network). (If any)
Route of existing telephone/OFC line. (If any)
Any other underground service line.
Foot print of Solid waste dumping yard. (if any)
All existing road with ROW. (Bituminous and concrete)
All existing Kaccha road. (Cart track).
Bridges and culverts.
Existing Railway line. (if any)
Wells
Natural or artificial drain. (If any)

Separate team shall be deployed for collecting data of population, existing


services within the village areas, if necessary.
After collection of all data shape file (WGS 1984 Coordinate system) and
AutoCAD shall be prepared and submitted to client along with the number and
detail co-ordinate and levels of all benchmarks and control points/stations.
