7.DEVELOPMENTOFSMALL,MEDIUMANDLARGEINDUSTRIES
7.1Theimportanceofthesmallscalesectorinthecountry'sexporteffort,itsroleinbalancedregionaldevelopmentandin
providingemploymentopportunitiesiswellestablished.ItwillbetheendeavouroftheStateGovernmenttomakethis
sectormoredynamic.Theproblemofsicknesswillbedealtwithonpriority.Taxincentiveschemeswillhelpdevelop
synergisticlinkagesbetweenunitsinthissectorandthoseinthemediumandlargesectorandcontributetowards
developingancillarisationbasedoncloseandsustainedmutualinterest.Suchlinkageswillalsocontributetoemployment
generation.
7.2TheexistingmarketingarrangementsprovidedbytheMadhyaPradeshLaghuUdyogNigamforthesmallscalesector
willbestrengthened.TheLaghuUdyogNigamwillnotpurchasefromoutsidetheState,itemsmanufacturedwithinthe
Stateitself.ItwillbeincumbentupongovernmentDepartmentsandCorporationstostrictlyfollowtheStorePurchase
Rules.Relaxation,ifany,willbegrantedonlybytheCabinet.Thematterofintroducingaratecontractsystemwillbe
examined.
7.3TheroleoftheLaghuUdyogNigamasapromotionalandmarketingagencyforthesmallscalesectorisbeing
modified.
7.4Tofacilitatepurchasesatthelocallevel,powerswillbedelegatedtodistrictlevelofficersoftheLaghuUdyogNigam.
Theprocessofdecentralizationwillhelpstreamlinethemechanismforpurchaseandformakingpaymentstosmallscale
units.
7.5TheLaghuUdyogNigamwilldevelopnewfacilitieswiththehelpoftheprivatesectorformarketingtheproduceof
smallscaleunits.
7.6Provisionsregardingtimelypaymentstosmallscaleunitswillbestrictlyenforced.Acommitteeofofficialsand
representativesofassociationswillmeeteveryquarterintheDirectoratetoreviewcasesofdelayedpayments.If
necessary,suchcaseswillbebroughttothenoticeoftheChiefSecretary.
7.7AsystemwillbeevolvedforjointappraisalbyFinancialInstitutionsandBanksforfixedandworkingcapital
requirementsofsmallscaleunits.Withaviewtoensuringeffectivefinancialarrangementsforthesmallscalesector,the
workingoftheMadhyaPradeshFinancialCorporationwillbereviewedperiodicallybyacommitteeinwhichStatelevel
smallindustriesassociationswillalsoberepresented.
7.8Thereisapotentialforsynergisticlinkagesbetweenthetiny,smallmediumandlargesectors.Mediumandlarge
industriesanactascentresaroundwhichtinyandsmallscaleunitscandevelop.Inturn,thetinyandsmallsectorcan
strengthenthefunctioningoflargeandmediumindustriesbycateringtotheirneedsofrawmaterialsandintermediate
goods.Largeandmediumindustriescanalsobenefitfromtheupgradationofskillsinthetinyandsmallsector.Synergy
fromsuchlinkageswillcontributetoindustrialdevelopmentinameasurefargreater,thanthesumoftheirindividual
efforts.TheStateGovernmentwillencouragethedevelopingandstrengtheningofsuchlinkages.
7.9Governmentwillpayspecialattentiontotheproblemofindustrialsickness.Aspecialschemewillbepreparedtodeal
withthisproblem.
7.10Thereadymadegarmentindustryisnotonlylabourintensive,liketheelectronicsindustry,butalsohasthepotential
ofplacingMadhyaPradeshontheexportmapoftheworld.Atimeboundprogrammewillbechalkedoutforthe
developmentofthisindustry.
7.11Specialattentionwillbepaidtothetechnologicalupgradationofsmallscaleenterprises.Effortswillbemadebythe
StateGovernmenttomakemoderntechnologyaccessibletothem.
7.12Seminarsandworkshopswillbeorganisedondifferentsubjectstoprovidetechnicalinformationtosmallscaleunits
withthehelpofvariousresearchcentresforthesmallscaleindustryestablishedbytheGovernmentofIndia,technology
institutesanduniversities.
7.13Inthecontextofeconomicliberalisation,governmentofIndiahascommissionedaspecialstudy,ontheconditions
ofsmallscaleindustryinMadhyaPradesh.Alleffortswillbemadetodrawfulladvantagefromtheresultsandfindingsof
thisstudy.
7.14AhighpowercommitteeundertheChairmanshipoftheChiefMinisterwillbeconstitutedtoacceleratethepaceof
developmetnofsmallscaleindustries.
7.15Thetargetforestablishingonelakhnewsmallscaleenterprisehasbeensetforthenextfiveyears.
7.16Inordertoattractmediumandlargescaleenterprise,theStateGovernmentwillstrengthenthefacilitatory
mechanism,inadditiontoprovidingexcellentinfrastructurefacilitiesandconcessions.
7.17Subjecttoqualityandpricecompetitiveness,thoseitemsnotreservedforthetinyandsmallscalesectors,willbe
purchasedbythedepartmentsoftheStateGovernmentfrommediumandlargescaleunitslocatedwithintheState.
7.18TheproblemofsicktextilemillswillreceivetheGovernment'scloseattention.TheCabinetSubCommitteeonsick
textilemillswillsubmititsReportshortly.GovernmentwillalsoexaminethepointsmadeinthisReportfortheir
applicabilitytoothersectors.

7.19TheMadhyaPradeshAudyogikVikasNigam,willworkasthenodalagencyforthedevelopmentoflargeandmedium
industriesintheState.ThisCorporationwillberesponsibleforreviewingtheperformanceoftheAudyogikKendraVikas
NigamsandforthedevelopmentofinfrastructureintheGrowthCentresanditsexpansionandupkeep.TheMadhya
PradeshAudyogikVikasNigamwillplaytheroleofacoordinatorforencouragingthedevelopmentofindustrial
infrastructureinGrowthCentresinpartnershipwiththeprivatesectorandindustriesassociations.TheMadhyaPradesh
AudyogikVikasNigamwillconsiderproposalsforequityparticipationinlargeandmediumindustrieswithintheframework
oftheassistedandjointsectors.
7.20Atargetforestablishingfourhundrednewlargeandmediumenterpriseshasbeensetforthenextfiveyears.
8.SPECIALFACILITIESFORSELECTEDIMPORTANTINDUSTRIES
8.1Thrustsectorindustrieswillbegivenspecialfacilities.
8.2TheStateGovernmentwillmakespecialeffortsfordevelopinghitechnologyandfrontierareasinelectronics
industries.
8.3TheElectronicsTestingandDevelopmentCentreatIndorewillbecomefullyoperationalinafewmonthtime.
8.4AtechnologyParkforunitsengagedinhitechandfrontierareasofelectronicswillbedeveloped.
8.5Lookingtotheextremelydynamicandfastchangingnatureoftheelectronicsindustry,aWorkingGroupofofficials
andspecialistsinthefieldofelectronicswillbeconstituted.ThisGroupwillmeeteverquarter,shareinformationand
recommendmeasuresforthefuturegrowthoftheelectronicssectorintheState.
8.6Lookingtotheincreasinguseofelectronicitems,trainingfacilitieswillbemadeavailablefortheirmaintenanceand
repair,sothatemploymentopportunitiesarecreatedfortheunemployed.TheywillbegiventrainingunderthePrime
Minister'sRozgarYojnaforEducatedUnemployedYouth,NehruRozgarYojnaandTrysemwithaviewtomaximising
employmentopportunities.
8.7TheCooperativeSectorwillbeencouragedwithaviewtoincreasetheinvolvementoflargernumbersinagrobased
industries.Notonlywillthisincreaseemploymentopportunities,itwillalsoensurebettereconomicreturnstocultivators.
ACabinetSubCommitteewillbeconstitutedtomakeadetailedstudyandgiveitsrecommendationsonthesubject,and
suggest,ifnecessary,changesinrulesandregulations.Specialschemeswillbepreparedforindustriesbasedonminor
forestproduceandhorticulture.
8.8Foodprocessingandagroindustrieswillreceivedthegovernment'scloseattention.Aschemewillbelaunched
wherebyanindustrialunitwillbepermittedtoadoptanentiretehsilandsecureforitselfanuninterruptedrawmaterial
linkage.Subjecttodetailedtermsandconditions,thesupplyofrawmaterialstosuchunitswillbeensuredfromthatone
area.ThedetailsofthisarrangementwillbespeltoutinaMemorandumofUnderstandingtobesignedbetweenthe
industrialunit,thedistrictadministrationandtheindustriesdepartment.Amongothermatters,theMemorandumwill
provideforthemannerinwhichthepriceofrawmaterialswillbedeterminedyeartoyear,aswellasthesocial
infrastructurefacilitiesforcommonusetobedevelopedbytheunit.
8.9TheSoyaProcessingIndustrycontinuestohavetremendouspotential.Soyaprocessingunitswillbegivenfacilities
providedtoindustriesunderthethrustsector.Toencouragevalueaddition,unitsproducingproteinsandoilfromdeoiled
cakeswillbegivenspecialfacilities.Theinventoryholdingrestrictionwillberemoved.AHighLevelCommitteewillbeset
uptolookintothequestionofmultiplicityoflicensesrequiredbySoyaProcessingunitsandsuggestrationalisation.The
questionofrawmaterialgradationwillalsobeexaminedbythisCommittee.
8.10Withaviewtoacceleratethedevelopmentofagrobasedfoodprocessingindustry,privatesectorparticipationin
wastelandcultivationwillbeencouraged.Thequestionofmakingnecessaryprovisionsforsuchunitsundertheland
ceilingactwillbeexamined.
8.11PrivatesectorwillbeencouragedtotakeupCommercialForestry.Itwillalsobeencouragedtogointodedicated
forestryforindustrialuse.
8.12Beinginthethrustsector,mineralbasedindustrieswillenjoyspecialconcessions.Privatesectorparticipationin
miningwillbeencouraged.a"DiamondPark"willbesetup.Thiswillhelpfocusonthefuturepossibilitiesofthediamond
polishingandprocessingindustryintheState.Everyeffortwillbemadetofullyrealisetheemploymentandrevenue
generatingpotentialofmineralbasedindustries.
8.13Garment,leatherandsilkindustryhavebeenplacedinthethrustsectortofullyexploittheirexportandemployment
potential.ThedevelopmentofthereadymadegarmentcomplexatIndorewillbespeededup.Giventhefastchanging
consumertastesandtheneedforthesesectorstokeeppacewithchanges,aWorkingGroup,comprisingofficialsand
representativesofthesesectorswillbeconstituted.TheWorkingGroupwillmeteverythreemonths,formulatestrategies
forthefurtherdevelopmentofthesesectorsandmakeitsrecommendationstotheGovernment.
8.14AplanfordownstreamprojectswillbepreparedbasedontheOilRefinerybeingsetupatBinainSagardistrictby
BharatPetroleum
8.15Unitswhichwillbesetuptoconvertagriculturalwasteandurbanwasteintofertilizerwillbeencouraged.Theseunits,
besideshelpingreducehealthandenvironmentalhazards,arealsoofdirectbenefittocultivators.
