Oberthur strengthens Smart-Card operations

In a move to place greater emphasis on, and have greater control of, its rapidly-expanding smart-card business, Francois Charles
Oberthur has re-organised its business arrangement with Bull. Oberthur will now have 100% ownership of Bull's smart-card
manufacturing operations in France where, previously, Bull was a minority owner of two subsidiaries. Oberthur claims now to be
the world's largest producer of micro-processor transaction cards, Le. smart cards, through its divisions in both France and the
United States.

The company has won a leading percentage of orders for what will be the largest smart-card project in the world: the Sesame Vitale
project for the French health-care service. The first phase of the contract will involve 15-million chip cards which will be issued to
individuals and families, and nearly 350,000 similar cards being made available to doctors, dentists and pharmacists. The company
expects that, by the end of 1999, an additional 45 million cards will have been issued
