SERVICE CHARTER
FORWARD
It is my pleasure to present to you this Service Charter for the Ministry of State
for Immigration and Registration of Persons.
This Service Charter has been prepared in tandem with the Government s
reform agenda and in the spirit of being responsive to customer needs,
transparency and accountability.
The Charter spells out the role of this Ministry, highlights the services offered
and the requirements therein, lists the service centers at which our services can
be accessed and the guiding legal instruments.
The development of this Charter signifies our commitment to serve our clientele
with a view to creating a better understanding and enhancing our service
delivery.
1. INTRODUCTION
The Ministry of State for Immigration and Registration of Persons in the Office of the President was
created through Presidential Circular Number 1 of February 2005 on the Organization of Government.
It derives its mandate from this circular and the following legal instruments:
The Ministry is also guided by the 1951 Geneva Convention on Refugees and OAU Convention on
Refugees of 1969.
Immigration Services
The control of entry and residence of foreigners into this country dates back to the introduction of
what was called the Immigration Restriction Ordinance of 1906. The Immigration Ordinances were
revised in 1962 and 1964, when the latter was renamed the Immigration Act. The Immigration Act of
1964 was revised and a new immigration Act of 1967, Cap. 172 Laws of Kenya became operational
on December 1, 1967.
Identification in Kenya is traced from 1915 when the British colonial government passed the Native
Registration Ordinance in which, it was mandatory for all adult male Africans to register and carry
identification papers. The Registration of Persons Ordinance Cap 50 of 1947 made mandatory for all
male persons of 16 years and above to register.
This Ordinance became the Registration of Persons Act Cap 107 of the Laws of Kenya in 1963. This
Act was amended in 1978 to provide for the registration of both male and female and create the
Department of National Registration Bureau. An amendment of the Act in 1980 changed the
registration age to eighteen (18) years.
Registration of births and deaths was introduced for the first time in Kenya in 1904 and applied only
to Europeans and Americans.
In 1928 the current Act CAP. 149 was enacted. This Act only provided for the compulsory registration
of the deaths of Africans but not for their births.
After independence in 1963 compulsory registration of all births and deaths was extended in phases
to other areas beginning with Nairobi and Nyeri on 1st March 1963. On 1st September 1971 it
became compulsory to register all births and deaths occurring in Kenya.
Refugee Services
The influx of refugees into Kenya can be traced back before independence but no formal recognition
or registration was done. After independence, the Government set up a secretariat to handle
refugees’ documentation, registration and settling programme(s). The refugees were spread in
various camps and reception centers across the country but the number soared up to about 500,000
people thereby necessitating the Government to open Dadaab and Kakuma camps.
Since early 1990’s the country has been host to a big population of refugees from the horn of Africa
and the great lakes region. The current population of the refugees is around 610,000 of whom
260,000 reside in major urban centers around the country. The majority of the refugees are from
Somalia, Ethiopia and Sudan. The three constitutes 90% of the refugee’s population in Kenya while
the rest come from Burundi, DRC – Congo, Rwanda and Uganda.

documents

To promote and enhance national security by creating and maintaining a comprehensive population
database for personal legal records, generate timely secure registration, identification and travel
documents
4. CORE FUNCTIONS
The core functions of the Ministry of State for Immigration and Registration of Persons are: -
5. CORE VALUES
In discharging its functions the Ministry is guided by the following core values: -
Applicants who:-
• Are bona fide Kenya Citizens in accordance with the Constitution of Kenya.
• Must demonstrate a genuine reason for travel.
The applicant must appear in person before an Immigration officer with the following
documents: -
• Application form PP1 (PP2 for children 0- 16 years) duly filled and personally signed by
the applicant/legal guardian. Children below below 16 yrs are given their own passports
and require consent letters from parent/guardian.
• Security bond form A 43 duly executed.
• Applicant’s Birth Certificate (original and photocopy). In some instances we may require
applicant’s parent(s) or grandparents’ birth certificate to establish parentage/citizenship
• New generation identity card (original and two photocopies)
• Three coloured passport studio size photographs of applicants with one of them duly
certified as true likeliness of applicant (‘photo me’ not accepted)
• For students, the following additional information are required: a letter of admission to
school (original copy), a clearance letter from Ministry of Education, parent’s/guardian’s
affidavit in support of passport application/ travel, and form 1-20 (for US colleges)
• For employees, an introductory letter from the employer is necessary
• For religious officials, a letter from the local registered religious organization stating the
purpose of the visit is required. A certificate of registration of the religious organization
may also be required
• For business persons, a certificate of business registration from the Registrar of
Companies at Sheria House (original & photocopy)
• Registered or naturalized citizens should submit a Kenyan Citizenship certificate (original
& photocopy), and a Renunciation certificate

NB: Filled up passports will be treated similarly as replacement after ten (10) years
The applicant must appear in person before an Immigration officer with the following
documents: -
• Application form PP1 (PP2 for children 0 - 16 years) duly filled and personally signed by
the applicant.
• Security bond form A 43 duly executed.
• Three coloured passport studio size photographs of applicants with one of them duly
certified as true likeliness of applicant (‘photo me’ not accepted)
• Mutilated passport
• An affidavit detailing the circumstances under which the mutilation occurred.
• Police abstract (for lost passports)

1. All charges are inclusive of Kshs. 40.00 application fee. All payments above

• Temporary Permit
This document is issued to Kenya Citizen wishing to travel to Uganda and Tanzania. It has a
validity of one year. Issued over in Nairobi (Immigration headquarters), Regional offices in
Mombasa and Kisumu and in gazetted border points. The document is issued within a day or
as you wait. The fee is Kshs 800.
It is primarily issued to Kenya Residents who for one reason or another are unable to obtain
travel documents from the authorities of whom they are nationals. The document has a
validity of two years. The processing time is equivalent to a new passport. The fee is Kshs
2040.
The document is issued free of charge to recognized and registered refugees in accordance
with the 1951 Geneva Convention of which Kenya is a signatory. It has a validity of two
years and is renewable. UNCTD are issued at Immigration headquarters in Nairobi.
NB:
1. All customers are advised not to send 3rd parties to follow up on their applications
but to consult directly with the Immigration Officers dealing with the service
being sought

at the following passport issuing offices:-
In addition, passport application forms are available at Malindi Immigration office, Lamu Immigration
office, Kenyan Missions abroad and Internet - Website http//www.immigration.go.ke
The Aliens Restriction Act Cap 173 of the Laws of Kenya requires that all aliens staying in the country
for whatever purpose for a period exceeding 90 days must register. It is an offence for an alien to be
in the country without any valid registration. Upon registration, an alien certificate is issued.
Registration can be done in the following stations: - Nairobi, Mombasa, Kisumu, Eldoret and Malindi.
iii. Fee
Upon application and payment of the required fee an Aliens Card will be issued within 5
weeks
All non-Kenyans wishing to work, engage in business or reside in Kenya must obtain the
appropriate entry permits. It is an offence for any non-Kenyan to work, reside or do business
in the country without a pass or permit or exemption.
Class B A person being the holder of a dependant pass who is offered specific
employment by the Government of Kenya, the East African Community or

any other person or authority under the control of the Government or the
Community, and whose engagement will be of benefit to Kenya.
Class F A Person who intends to engage in the business or agriculture or animal husbandry.
Fee is Kshs. 60,000.00 for two years.
Class G A person who intends to engage in prospecting for minerals or mining in Kenya. Fee
is Kshs. 60,000.00 for two years.
Class H A person who intends to engage in a specific trade, business or profession (other
than prescribed profession). Fee is Kshs. 60,000.00 for two years.
Class I For a person wishing to engage in specific manufacturing. Fee is Kshs. 60,000.00 for
two years.
Class J A member of a prescribed profession. Fee is Kshs. 60,000.00 for two years.
Class K Residence permit for a person who intends to stay in Kenya without working (mainly
as a retiree) Fee is Kshs. 15,000.00 for three years.
Class L A person who is not in employment and has been lawfully present in Kenya (and a
residence certificate issued under repealed Acts) for a period of not less than 10
years.
NB:
i. Application for renewal of entry permit should be done three months prior to
expiry date
The above services and application forms are obtainable from all immigration offices while entry
permits are processed and issued centrally at the Department of Immigration Headquarters, Nyayo
House.
vi. Courtesy Visas- Courtesy, Ordinary or Transit visas maybe issued gratis where
the applicant is not entitled to a diplomatic visa but where it is considered
desirable on grounds of international courtesy.
Note: Diplomats and government officials on private visits to Kenya and who are nationals
of countries that require referred visas, shall have their visa application referred to
the Principal Immigration Officer, Nairobi.

Important Notice: It should be noted that the possession of a visa for Kenya is not the
final authority to enter Kenya.
Referred visa cases - Nationals of the following countries will require prior clearance from the
Principal Immigration Officer in Nairobi to enter Kenya:- Afghanistan, Azerbaijan, Armenia,
Cameroon, Iraq, Jordan, Lebanon, Mali, North Korea, Nigeria (Resident out side Nigeria), Senegal,
Somalia, Syria, Tajikistan
(a) Visitor s Pass Issued at ports of entry whose period may vary from time to time
depending with the needs and is renewable on application for a further period of 3
months maximum at a fee of Kshs. 200.00 upon registration as an Alien for anyone
over 18 years.
This pass does not allow the holder to engage in employment whether paid or unpaid.
(b) Special Pass issued to persons who come to the country for a specific assignments
for a period not exceeding 90 days at a fee of Kshs. 12,500.00.
(c) Kenya Pupil s Pass Issued to a foreigner who has been enrolled to take up studies
in registered training institutions at a fee of Kshs. 2,000.00 per year. The applicant is
required to provide the following information/documents: -
(e) PASS EXEMPTIONS - All persons exempted by the Minister for state for Immigration
and Registration of Persons from immigration requirements of section 4, sub section
3(h) of the Immigration Act
• A visitor pass, extensions and re-entry pass will be issued as you wait
• Kenya Pupils pass will be issued within two (2) months
• Renewal Kenya pupils passes will be issued within one (1) month
• Dependant pass to adults will be issued within two (2) months
• Dependant pass to minors will be issued within one (1) month
• Special pass for applicants with referral visa will be issued within one (1) month
• Special pass for applicants with non-referral visa will be issued within one (1) month
This service is offered to foreign nationals who have been lawfully resident in the country and would
like to acquire Kenyan citizenship.
The issuance of Kenya Citizenship is governed by the Constitution of Kenya chapter VI and
the Kenya Citizenship Act Chapter 170. The Constitution also empowers the Minister
responsible for Immigration to grant or refuse citizenship to a person who applies for
registration under section 88, 91, 92 or Naturalization under section 93.
• Strictly in accordance with the Constitution of Kenya and Kenya Citizenship Act
• Applicants above 21 years of age may be subjected to a security clearance from certain
security agents of Government by the Department
VII. Clearance for entry and exit at gazetted Border points, Airports and Seaports
We control entry and exit of persons into and out of the country through:
• Examination of all travel documents presented to us by persons wishing to enter or leave
the country
• Issuance of visitors passes and other kinds of passes, various kinds of visas and
prohibited immigrants passes
• Issuance of travel permits to Kenyans wishing to visit Uganda and Tanzania (only in
certain border controls)
VIII. Offering consular services at Kenyan Missions Abroad
Consular functions are those duties which are connected with the welfare of Kenya Citizens who are
resident, working, visiting or studying in a foreign country. The functions are spelled out under
Article 5 of the Vienna Convention on Consular Regulations, Privilege and Immunities Act Cap 179 of
the laws of Kenya and in Kenya Foreign Service Regulations.
NB: Hours open to the public (Monday Friday excluding public holidays)
Proof in support of age, names and place of birth: (any of the following)
• Birth certificate
• Religious certificates
• School leaving certificate
• Age assessment certificate from a medical officer of Health
• Child health card
• Notification of Birth
• Sworn affidavits (for late registration)

Kenyan citizens who have never been issued with an identity card and are 18 years or above.
• Old ID card
• Incase of loss of an ID card, the applicant shall produce a police abstract or a
letter from an administrative office certifying the loss
• Copy of old ID card or tangible evidence of the same number
• If ID card number is unknown, the department resorts to search using
fingerprints
• Register 136C (Computer application form) duly completed
• Fingerprint Application form for ID duly completed
• A registration officer may require an applicant to furnish his/her own photograph
Note: Services and forms for Initial registration, Issuance of Duplicate ID cards and Replacement of
old ID card are available at all administrative District or Divisional registration centre
A person changing from one civil status to another e.g. changes of name upon marriage,
change of location, additional name, etc.
• Marriage certificate
• Deed poll
• School leaving certificate
• Religious certificates
• Sworn affidavits
• Title deed
• Confirmation letters from administrative office
• Birth certificate or notification of birth
• Copy of parent’s ID card
• Parental consent to marriage
• Reg. 105: Application for change of particulars in an ID card duly completed
• Computer application form duly completed
• Fingerprint Application form for ID duly completed
• Re-registration: All those persons who have applied for replacement of old ID card and are
found to be sharing old ID number.
• Fresh Registration: All those persons who have applied for replacement of old ID card and
their records missing
NB:
1. NPR, Replacement, Duplicate and Change of Particulars will be processed within 90
days (weekends & holidays inclusive)
3. Services and forms for change of particulars, Re-registration of an ID card and Fresh
Registration are available at the District (Headquarters) registration centers and during
mobile registration
For all Civil Servants i.e. newly employed, changing status, require staff badges and have
either mutilated or lost ID card.
(b) Fee
• Initial Civil Servant ID card – Kshs. 50.00
• Replacement – Kshs. 70.00
• Change of status – Kshs. 70.00
(c) Upon application and payment of the required fee, a card will be issued as you wait.
NB:
All services and forms are available from the National Registration Bureau office at the district
and divisions except those for registration of civil servants ID cards which are available only
at Nyayo House 7th floor, Room 6 and/or during mobile registration
Hours open to the public (Monday Friday excluding public holidays)
These services and forms are available at all registered health institutions, all births and
deaths district registries including Nairobi City Hall registry and all assistant chiefs offices
except in Nairobi province
II. Issuance of birth certificates for current registered births to all persons born in
Kenya (upon request)
• Knowledge of date of birth, name of the mother and place of birth by applicant
• Acknowledgement of Birth Notification (ABN)
• Tangible evidence of ABN number from place of birth where ABN is missing
• Form B4 (Application for birth certificates) duly completed
(c) Fee
• Birth Certificate with no amendments - Kshs 50.00
• Birth Certificate with amendments on the child names - Kshs 90.00
• Birth Certificate with amendments on the parents names - Kshs 90.00
• Birth Certificate with amendments on the child & parents names - Kshs 130.00
III. Late registration of a birth (after expiry of six months from the date of birth) and
Issuance of birth certificates
IV. Registration of births of Kenyans occurring abroad and issuance of Kenyan birth
certificates
Parents who marry after the birth of their child and they want the name of the
father inserted in the register of birth.
(c) Fee
• Birth Certificate with no amendments - Kshs 50.00
• Birth Certificate with amendments on either parents or child’s names -
Kshs 90.00
• New Birth Certificate with amendments on the fathers names - Kshs 90.00
Parents who are not married but want the name of the father inserted in the
register of birth of the child.
(c) Fee
• Birth Certificate with no amendments - Kshs 50.00
• New Birth Certificate with amendments on the fathers names - Kshs 90.00
(d) Upon application and payment of the required fee, a birth certificate will be issued
within 14 days
NOTE:
i. Upon application and payment of the required fees, for all categories, a birth
certificate will be issued within 14 days
ii. Forms for issuance of birth certificates for current births to all persons born in
Kenya, late registration, re-registration upon legitimacy/ recognition are available
in all registries in the country
VII. Marking register of birth with word `ADOPTION after court adoption order
VIII. Reporting of current death (registrations done immediately or within three months
after date of death) occurring in Kenya
Relatives, owners of house where the death has occurred or any person with full
information on the occurrence of a death.
(b) Requirements for reporting of current death and issuance of burial permit
• Name, age and occupation of the deceased, cause, place and date of
death
• Residential area and district of the deceased
• Name of informant (person giving the information)
• Register of death form D1/A2 for deaths occurring in health institutions
duly completed, or
• Register of death form D2/A3 for a death that occurs at home duly
completed
• Post mortem report for death from unnatural course
All these forms are available in all registered health institutions, all assistant chiefs
offices except in Nairobi and all births and deaths registries

XI. Registration of death of Kenyans occurring abroad and issuance of Kenyan death
certificates
Next of kin of the deceased, Insurance companies and Employers (e.g. armed
forces)
This service is only available in Nairobi Central Records Registry, Sheria House.
NOTE:
i. Upon application and payment of the required fees, for all categories, a
death certificate will be issued within 14 days

To help us give you the best possible service we ask that if you are not satisfied with our services,
you; advise us of your needs, tell us about the difficulties you may be experiencing, understanding
that most of our services are still manual which impact on our capacity to provide timely service.
You may direct your complaints or queries to the Permanent Secretary, respective Heads of
Departments or directly to Customer Care desks within the departments.
To protect you from possible malpractices we have established a system which enables you to report
to us. Anti-corruption/complaints boxes have been strategically placed within our service centers for
this purpose.
Please feel free to give any information regarding our services. All information received will be
considered and held with strict confidence.
Our staff will wear badges (name tags) which will enable you identify them easily. This will protect
you from conmen, imposter, brokers and/or any unauthorized persons.
8. COMMITMENTS
We are committed towards improving ways in which we deliver our services, in line with improvement
in technology and the changing needs of our customers. To achieve this, we have embarked on an
integration of population registration systems that will provide for linkages of all services within the
Ministry and other agencies.
We have also recently hosted a ministerial website under the Department of Immigration that
provides comprehensive information in order to serve you better while the Ministerial one is coming
soon http//www.immigration.go.ke.
We pledge to serve you with fairness, respect, courtesy and impartiality, ensuring confidentiality
where required.
