SURREY’S CRACKDOWN on
marijuana grow-ops hasn’t slowed
down a bit since the courts ruled
that warrants are required before
searches are conducted.
Since its inception in 2004, Sur-
rey’s Electrical Fire and Safety Initia-
tive (EFSI) has reduced the number
of marijuana grow operations in this
city from thousands to about 200.
Under the system, municipal
teams – including fire, bylaw officers
and police – visit homes where BC
Hydro reports higher-than-normal
power consumption.
The occupants get a warning
notice that they have 72 hours to
allow an inspection. Most of the
time, grow operators have packed
up and left by the
time inspectors
arrive.
However, in

ON SUNDAY, someone stole a bicycle from Leah
Cleevely’s home.
To do it, they had to sneak into her backyard at
night and remove the bike, along with the wooden
gate it was chained to.
The bike belonged to her 11-year-old son
Anthony. It was donated by a kind-hearted Langley
family a year ago after someone stole his other bike.
A frustrated Anthony banged his head against
the wall after he discovered the latest theft.
“Why do people have to keep stealing my stuff?”
he said.
His mother is wondering whether her son’s next
bike will have to be chained up in her living room.
“You get to the point where you feel nothing is
safe anymore,” Cleevely said.

Another officer was charged for shoplifting from a Burnaby clothing store.
Some were booted for “disrespectful conduct” and one left a shift early and
without permission to catch a hockey game.
Twelve of the 15 sent home were RCMP officers, while the other three were
from municipal or provincial police forces.
A complaint that unknown officers forced sex trade workers to have sex with
them was found to be unsubstantiated.
Another report was of 20 officers drunk in a bar where one tried to pick a
fight. Investigators were unable to pinpoint the culprits.
Several more officers were disciplined for other infractions, including leaving
service pistols in insecure locations.
In one such case, the officer left the gun in a port-a-potty at Whistler Ath-
letes Village. It was found by a security guard.
Other complaints involved officers who used foul language or who made
rude gestures.
One was caught sleeping on duty.
RCMP Assistant Commissioner Bud Mercer noted the troublemakers made
up a tiny fraction of the 6,200 police officers pulled together from across the
country to help secure the Olympics.

and leapt into an inflatable boat he had
been using to travel on the river.
In an attempt to stop him, the
employee grabbed the boat’s docking
line and tied it to the yacht, but Bent-
zen cut his craft free with a knife and
fled west along the river.
Delta Police responded to the 911
call, and requested assistance of Lower
Mainland District RCMP Air 2 heli-
copter.
RCMP Const. Curtis Brassington
was in Air 2 in Surrey at the time of
the call. He spotted the suspect in
the inflatable dingy near the Massey
Tunnel and contacted the Richmond
detachment. Two officers from the
Department of Fisheries and Oceans
who were on hand in Steveston volun-
teered to assist and launched a boat.
Meanwhile, Brassington followed
Bentzen’s boat to Westham Island,
where he saw him beach the boat and
run for the trees.
Knowing patrol units were miles
away, Brassington landed the helicopter
and followed Bentzen into the trees
where he arrested him. Bentzen, from
Qualicum Beach, was arrested for
mischief and held on a Canada-wide
warrant for breach of parole.
Chief Supt. Janice Armstrong, ope-
rations officer for the RCMP’s Lower
Mainland District Regional Police Ser-
vice, said the arrest is a great example
of why it is important for the public to
contact police immediately when they
come across suspicious activity.
“Even when the report is seemingly
minor, we’ll work together with other
police and other agencies to do what
we can to track suspects,” she said.
In a media release, Delta Police Chief
Jim Cessford added, “The introduction
of helicopters to the police arsenal, a
partnership between police, govern-
ment and ICBC, to reduce roadway
injuries and deaths, has had a great
impact on safety on our streets. When
available they are called to assist on
other crimes and removing a repeat
offender like Michael Bentzen from the
street, or in this case, the river, is a huge
side benefit.”

Guilty plea in Internet dating scam SOFA BED SALE

A DELTA MAN who defrauded customers
out of about $1.2 million using more than
200 websites offering “executive dating”
services has pleaded guilty to mail fraud.
Tsawwassen resident Barrie Turner, 65,
entered the plea in U.S. District Court in
Seattle on June 25.

websites, stating they paid up to $997 for a

I
f your wallet feels decidedly lighter now that Canada Day has come and gone,
it’s likely not because you broke the bank on cold beer, steaks for the barbecue or
maple leaf T-shirts.
For B.C. residents, July 1 heralded the launch of a host of new fees to pay.
The mother lode, of course, is the 12-per-cent Harmonized Sales Tax, which
kicked in last Thursday on a range of everyday items that were previously exempt
from the seven-per-cent Provincial Sales Tax – such as newspapers, restaurant meals,
taxi fees, sports lessons, movie tickets, over-the-counter medications and much more.
But the HST isn’t the only added cost forcing folks to dig deeper.
Several park-and-ride lots serving the West Coast Express and SkyTrain raised
their prices effective July 1. Commuters now pay $3 a day – a 50-per-cent increase
from $2 – to park at West Coast Express stations or at the Scott Road SkyTrain sta-
tion park-and-ride in Surrey. Monthly rates at those stations also rose from $40 to
$60.
Want to drive to your destination and pay to park the gas guzzler instead? You’ll
shell out more too because the 12-per-cent HST is now added on top of TransLink’s
recently tripled 21-per-cent tax. Thanks to the magic of compounding, users now pay
a combined tax of 35.52 per cent on pay parking.
And don’t forget to factor in the hike in B.C.’s carbon tax at the fuel pump, which
rose 1.12 cents on Canada Day to 4.45 cents per litre.
Fortunately, if you regularly cross the Golden Ears Bridge, you have another week
before TransLink raises the tolls on that span (July 15), and it will be a few years yet
before travelling over the new Port Mann Bridge will ding you at least $3 each way
(double that amount if you don’t pay up within two days of crossing).
About the only thing that hasn’t gone up is B.C.’s minimum wage, which remains
stagnant at $8 an hour ($6 an hour for those new to the labour force) – the lowest rate
in the country.
While there seems to be no end to the justification for higher fees and taxes, B.C.’s
lowest income earners haven’t had a raise in nearly a decade.
With the financial pinch growing tighter this month, if ever the provincial Liberals
needed a feel-good story, it’s now.
Boosting the bottom line for minimum wage earners would be a fine start.

the bright light, but there seems to be
a wide, disembodied grin hanging over
B.C.’s capital city today.

for Elections B.C. to verify them as registered
voters. Notable by their absence were NDP
MLAs, many of whom signed up to bask in the
reflected glow of Vander Zalm’s tax revolt.
Addressing the gathering from the back of a
rented truck, Vander Zalm seemed to change
his tune just a bit.
“Your job still is not finished yet, because
tax must end. This appears to be a
tacit admission that B.C. is stuck
with the extended version of the
GST, at least for the five years
of the contract signed between
Victoria and Ottawa.
As the deadline for the anti-
HST petition approached, this
populist movement came under
much-needed scrutiny. Former
attorney general Geoff Plant
weighed in with a lawyer’s view
of the petition and its proposed
“HST Extinguishment Act,” apparently drafted
without legal assistance.
It’s a “constitutional impossibility” for a
province to extinguish federal law, Plant
noted. But that’s not the only problem with the
under the HST. Once we add up
the cost of all that, it can be added
to the $1.6 billion transition fund
that B.C. would owe Ottawa.
Plant also pointed out that the
HST Extinguishment Act would
declare B.C.’s seven-per-cent
PST as the “only” provincially
administered sales tax. What then
becomes of B.C.’s Social Services

of the few HST provisions that didn’t incite
protest was the extension of the provincial por-
tion of sales tax to tobacco products, pushing a
pack of coffin nails above $10.

plan was revealed, to the particular horror of
those living near Alberta. So here’s a fun fact.
Over the past year, Alberta has seen an
exodus of 5,000 people to other provinces,
while B.C. has attracted 7,500 new residents
to the HST hellhole.

is long
overdue
ON JULY 1 people across the coun-
try celebrated Canada Day. Other
things happened on July 1. British
Columbians began paying HST.
On the other side of the country,
in Newfoundland, minimum wage
workers got a raise to $10 an hour.
Here in B.C., nothing changed
with our minimum wage, the
same way nothing has happened
to it in the last nine years, fro-
zen at $8 an hour.
We called and found that
McDonald’s restaurants in St.
John’s, Newfoundland and
Labrador are starting workers at
$10.25 an hour.
Here in B.C., many McDon-
alds restau-
rants start
their workers
at $6.75 an
hour. That
is $3.50 an
hour less. By
the way, a Big
Mac in New-
foundland
costs $4.19

the lowest
starting wages in Canada, Brit-
ish Columbians also pay $4.19
for the same burger.
That is pure profit for
McDonalds, hour after hour,
burger after burger, shift after
shift.
Of course other minimum
wage employers are raking it in
too.
Raising the minimum wage to
$10 an hour is the right thing to
do and the vast majority of Brit-
ish Columbians believe it is long
overdue.
On raising the minimum wage,
the question was: If not now,
when? After nine years, the ques-
tion should be: If not now, ever?
So the next time you complain
about paying HST on a burger,
and you have many reasons to
be outraged at the HST, remem-
ber the person serving you.
They are paying HST too, and
they haven’t had a raise since
2001.

Illegal suites ignored by Surrey
I WOULD like to think that as a
community, we are all working
paving their yards, and renting out
countless suites, the neighbour-
they have issued a stop work order
(too little, too late) but that is all

t’s often said that nobody buys a ju-
nior hockey team to make money.
There are, of course, plenty of other
reasons for team ownership – ranging
from a desire to be involved in the com-
munity or to satisfy a competitive urge. Or
perhaps it’s simply for love of the sport.
And while it is for all those reasons
that Chuck Westgard, Gary Nylund and
Scott Bradley bought the Surrey Eagles
last month, they also did it for another:
