Em seguida no prompt digitar:
netsh firewall reset

Caso o sistema informe que o serviço de firewall não está instalado use o seguinte com
ando no Executar do Windows:
rundll32 setupapi,InstallHinfSection Ndi-Steelhead 132 %windir%\inf\netrass.inf
Em seguida reinicie o sistema e então no prompt digite:
netsh firewall reset
netsh winsock reset

Também pode ser tentado o seguinte no prompt:

regsvr32 %windir%\system32\atl.dll
regsvr32 %windir%\system32\hnetcfg.dll
regsvr32 %windir%\system32\netshell.dll
regsvr32 %windir%\system32\netcfgx.dll
regsvr32 %windir%\system32\netman.dll
Em seguida reiniciar o sistema

Outra opção ainda é reinstalar o SP2
