The aim of our research is to analyze the stage of the public administration reform in
Romania, its evolutions and outlook against the background of globalization, focusing on the
satisfying of the citizens’ needs through ensuring appropriate public services, in the present context,
when both internal and external factors determine the diversification of human needs and the increase
of the degree of commitment and of the citizen’s demands as far as public administration is concerned.
Globalization, defined by literature as „a progress of limits” between which humanity
multiplies itself, is characterized by a process in which the geographic distances has become a
negligible factor in establishing and sustaining the over border connections, the economical, political,
social and cultural relationships.
The opportunities offered by globalization create the premises of a real development on a
global level, the policies of orientation towards global integration inducing a high dynamism and even
prosperity in certain states (East Asia), unlike the home- orientated policies, which created stagnation
in other countries (such as South America and Africa, in 1970 – 1980).
Within this international framework, the East-European countries go through a simultaneous
process of transformation of their economical and social systems, carried out mainly by the initiation
of the reforms in their administration system, with an aim to adjust it to the economical and social
changes that are taking place in this context.
The process of the reform in Romania’s public administration has as a major purpose to
ensure public services for the population that is to motivate the local authorities through allowing
them decisional powers in order to promote the social interests for the benefit of the citizen.
The above-mentioned aspects are briefly approached in our research, through presenting the
specific legislation and mentioning the most important authors, whose remarkable expertise fully
contributes to implementing the principles of the public services management in the practice of the
central and local administration, focusing on the citizen’s participation in the public decision, as a
backbone of European and global democracies.
Taking into consideration that the undersigned carry on my professional activity within the
local public administration system, I describe – as an element of personal contribution – the example
of a successful local public-private partnership, that is The local public-private partnership between
the City Hall of Tîrgu-Mureş and ENERGIECONFORT GMBH – Vienna (an Austrian company),
having as an aim the fitting up, in the summer of 2004, of a new heating station in one of the largest
neighborhoods of Tîrgu-Mureş, concomitant with the modernization of another five heating sub-
stations and the replacement of the distribution network.
