Cease and Desist Contributions to
Kristin Gaspar for Encinitas City Council

Dear Ms. Twining-Blair:

Coast Law Group LLP (CLG) represents numerous citizens within the City of Encinitas
concerned with transparency in local government and enforcement of relevant City and State election
laws. It has come to our attention that as a result of your past contributions on behalf of the Kristin
Gaspar for Encinitas City Council campaign, you are in violation of campaign regulations of the
Encinitas Municipal Code. W hile we understand a State investigation may be pending with respect to
reporting discrepancies of the committee receiving your donation, you are nonetheless hereby
demanded on behalf of those Encinitas taxpayer’s CLG represents to cease and desist your
illegal campaign contribution practices or legal action will be taken to ensure future violations
do not occur.

On or about September 17, 2010 you made a contribution of five-thousand dollars ($5,000) to
California Slate Mailer Organization “Voter Education Group” of Burbank, California. As reported on its
Form 401 (revised), your contribution was made expressly on behalf of candidate Gaspar. As you
should be aware, Encinitas Municipal Code section 2.16.020 prohibits contributions to any such
committee in excess of two-hundred and fifty dollars ($250). Further compounding the matter, it has
been confirmed through various sources that you have personally and actively volunteered on behalf of
candidate Gaspar’s campaign, thus eviscerating any potential claim of independence you might offer in
support of your illegal campaign contribution.

CLG suggests you take this admonition seriously. In the event you or your agent is found to
have made another donation at your direction to any committee on behalf of Kristin Gaspar for Encinitas
City Council, we intend to immediately seek injunctive and declaratory relief to prevent further erosion of
the City’s campaign finance laws.
