Duties

and
Responsibilities
of
Security
Detachment Commander / Officer – In – Charge

 Is the highest security officer in a detachment trusted by his security


Agency to have a complete command and of control over the Detachment,
in order to comply with the mission entered into contract with the client;
 Serves as the Head of Security of all security personnel. Provides total
Command & Control over the security forces under his leadership;
 Serves as coordinator between guards, client and the agency;
 Attend the monthly Commander’s Meeting;
 Conduct the daily shift guards rank formation & discusses the following
matters;
• Post Duties & Responsibilities
• New & Existing building management policies & procedures
• Agency’s guards concerns
• Problem per post and give possible solutions
• Emergency Procedures
 Imposes disciplinary action to erring guards within the boundaries of his
Authority and commends those showing impressive performance;
 Supervises all security personnel and sees to it that all management
policies are properly implemented;
 Checks the uniform and paraphernalia of all incoming guards. Only those
who have complete, clear and presentable appearance are allowed to
render duty;
 Maintains liaison continuously with the Security Manager and/or
Coordinator and/or Company Officer, local political executives, fire dept.,
police & military authorities, and other law enforcement agencies;
 Submit Daily/Monthly Summary of Events, Incident Reports and other
documentary requirements to the Building Manager, Corporate Security
and in like manner, maintain a copy to serve as Agency reference;
 Sees to it that the Daily Time Records are correct and submitted on time;
 Keeps the guard force oriented in his/her participation about their duties &
responsibilities embodied in the contract and discusses the security plan;
 Conducts continuous assessment of the security situation and makes
recommendation to the management for the improvement of security
system;
 Conduct briefing & orientation on newly assigned guards to make them
aware of the Do’s & Don’ts in the work area;
 Conducts investigations on unusual incidents, complaints and other
matters of concern;
 Observes & implements on guards the 11 General Orders, Code of
Conduct, Code of Ethics, to include established building policies &
procedures of the client/management; and
 Performs other Security–related activities/functions as the client may
require.

Assistant Detachment Commander

 The second highest security officer within the Detachment. Most often, his
work-hour is different from the Detachment Commander to balance the
supervision and control of security sentinel;
 Assist the Detachment Commander in all his functions
 Record lapses and infractions of security personnel such as tardiness,
incomplete uniform and other administrative violations and recommends
appropriate disciplinary sanctions;
 Responds to the call of his subordinates during the conduct of unusual
incidents & emergencies encountered while on duty;
 Record all incidents/events that transpire during his tour of duty and the
action he makes. Such information is forwarded to the Detachment
Commander;
 Gather all security guards’ Daily Accomplishment Reports;
 Reports to police authorities the presence of suspicious looking person/s
within the building premises
 Requests assistance from the police authority during the occurrence of
incidents involving crime and other forms of criminality;
 Accomplish the Guard Attendance Monitoring Sheet;
 Exercise total Customer Quality Service towards Unit Owners/Tenants,
guests, patrons, visitors and clients
 Observes and implements on guards their 11 General Orders, Code of
conduct, Code of Ethics, to include established building policies &
procedures of the Client/Management
 Performs other security-related activities/functions as the
clients/management may require
Patrol Officer

 Is the officer whose status covers all the areas of the detachment and the
building property for the purpose of ensuring that the said areas are
property monitored and manned by guards;
 Exercises upon costumers total Quality Service. This is practiced on Unit
Owners/Tenants, Guests, Patrons, Visitors & Clients
 Displays outmost courtesy and discipline in all his dealings, activities and
functions
 Monitors and observes movement of people, guests, visitors, contractors,
workers and relays concerns needing attention to the Detachment
Commander and the Asst. Det. Commander
 In cases of request, concern, query and complains, the Patrol Officer
addresses the same with kindness and courteously. He will acknowledge
the matter quickly and reports/advises proper authorities, the Front
Desk/Reception, Admin Assistant, Property Engineer and/or the Building
Manager;
 Conducts hourly status report on all parking levels, initiates floor
inspection and relays his findings to his Detachment Commander;
 In case of fire and/or emergency situation, he will provide guidance and
give assistance to persons concerned;
 Assists, relieve guards on posts and give pointers on problems
encountered with the objective of providing solutions;
 Assists co-guards if they are too busy and loaded in their respective works;
 Provides assist at Access Points in connection with the proper screening of
guests, visitors, contractors/workers & employees;
 Acts as reliever to assigned guards who will attend to their personal
necessities;
 Records report on all unusual activities or events that occurred within his
Area of Responsibility (AOR);
 After office hours, he immediately examines all rooms, closets, function
rooms, supply rooms, restricted areas, so as to determine any lost item or
discover hidden bombs or explosives that may cause damage to property
 Switches off all unnecessary lights, equipments, appliances and others left
functioning for energy conservation;
 Observes and implements 11 General Orders, Code of Conduct, Code of
Ethics, to include all building policies & procedures that Client/
Management may require.

Lobby Officer

 Exercise total Customers Quality Service on Units Owners/Tenants, guests


patrons, visitors and other clients;
 Display outmost courtesy and discipline in all of his dealings;
 Responsible in the strict implementation of Access Control Procedure;
 Ensure smooth flow of Lobby pedestrians;
 Screening of visitors shall be done tactfully & discreetly so as not to
embarrass or create undue problems to the concerned person;
 Record all the activities, events, unusual occurrence, guest & visitor
movements, including but not limited to, the unit, time vehicle used and
other matters of concern;
 Report any unusual incident, potential risk and hazard, such as like wet
floors, broken glass, etc;
 See to it that the loading & unloading zones are free from unauthorized
parked vehicles and ensure the smooth flow of vehicular traffic;
 See to it that the Lobby is always well-lighted & clean
 Maintains peace and order within his area of responsibility
 Provides assistance, if the need arises, upon arrival and departure of our
unit owners/tenants, guests, clients, & employees;
 Record the Name and Plate No. of the taxicab used by the guests,
especially the metered taxicabs;
 Monitor suspicious looking characters within the Lobby and the other
areas, especially persons having criminal intent, such as members of
Salisi, pickpockets and other lawless elements;
 Sees to it all luggage, bags, etc. are properly monitored and accounted for;
 In case of emergencies, sees to it that all concerns are properly addressed;
 Observes and implements the 11 General Orders, Code of Conduct, Code
of Ethics and established building policies & procedures;
 Performs other security-related activities/function as the
clients/management may require
Access Parking Security

 Exercise total Customer Quality Service on Unit Owners, guests visitors,


Patron & clients;
 Politely controls/screens the entry of personnel & vehicles;
 Immediately denies the entry of people who may not have any business
with the establishment;
 Ensures that outgoing and non-building properties/ items are properly
covered with gate pass signed by duly authorized signatories;
 Tools, devices and equipment of workers will be properly recorded;
 Checks handbags, packages, boxes being brought in or out of the building.
 Records vehicle ingress/egress and sees to it that establishment sticker, if
any, is displayed on the vehicle’s left front windshield;
 Records the plate nos. of delivery vehicles, name of driver, time of arrival
and time of departure;
 Immediately reports anything unusual or if there is any form of damage on
vehicles to its driver. Assuming there appears to be damage, the Access
Parking Security records the same and makes the driver sign in his
logbook as a manifestation of his acknowledgement
 Submits incident report to the Detachment Commander on major incidents
that transpire within his AOR;
 Performs other security-related activities/functions as the
client/management may require.
Roving Security

 Ensure the security and safety of all unit owners, tenant, guest,
visitors and workers;

 Check/report on any leak discovered upon water meters, busted lights,


uncollected garbage, any presence of unwanted materials at water meter
cabinets or forms of obstruction within fire exit stairways and other
common areas;

 Checks all garbage chutes; ensures that its cover is properly closed and
free from any obstruction and ensures that foul smell of garbage is inhaled
by other occupants;

 Checks, from time to time during the conduct of roving operations, to keep
and maintain service lift elevator with its doors closed;

 Checks, from time to time, in keeping and maintaining the cleanliness and
orderliness of the entire roof deck area and its drainage free from
materials/garbage that may cause clogging;

 Check/report status of fire extinguishers, fire hoses and water hydrants;

 Check all EE rooms and CATV rooms if its doors/lights are properly
locked and closed;

 Assist other security personnel on their duties as situation demands;

 In cases of emergency (i.e. fire), all roving guards are to respond/proceed


immediately to the scene of the fire bringing materials or equipment
deemed necessary to control the situation;

 To follow all lawful and legal instructions of Admin., unit owners and
tenants at all times;

 Conduct security inspection ledger from time to time, from the Basement
to the roof deck, to include the pool area, if any;
 To report all unusual changes and movements, including major and minor
damages, for immediate response and to keep the same from getting
worse;

 To enforce House Rules provided by Building Admin;

 Prohibits loitering at the roof deck if there is no ongoing activity, this


includes children utilizing the same as playground on late evenings;

 Children must be accompanied by an adult at the pool area;

 Ask for documentation, such as working permit for contractors, ID pass


for delivery and visitor’s gate pass from Unit Owners/tenants for any
move-in/out;

 To make sure that the 11 General Order is practiced at all times;

 Must be prepared to act on other tasks as maybe directed;

 Maintains the cleanliness and orderliness of his AOR;

 Assists/monitors unit owners/tenants/visitors during move in/out or


in any activity as it may deem necessary;

 Assists/monitors activities/movements of contract workers at their


respective workplace; and

 Monitors and makes report on all violations of House Rules and


Regulations.
Parking Security

 Reserves the parking space for VIP’s of the building to prevent other
motorist from occupying their parking slots;
 Record the VIP’s name, time of arrival and departure, list down the plate
number of the vehicle utilized;
 Conducts traffic control to facilitate the smooth movement and flow of
vehicle;
 Protects parked vehicles from any acts of thievery and from carnappers;
 Drives away people who have no business in the parking area;
 Records vehicular accident that occurs during his period of official duty;
 Sees to it that drivers found liable in any vehicular accident will not run
away from their victim/s by collecting their driver’s license and thereafter,
giving the same to the traffic policeman called in to investigate;
 Records the name of the motorist, their time of arrival and departure, plate
number of the vehicle used.
