Within the criminal justice system, courts are experiencing an overload in cases waiting to go to trial. One effective way to
prevent our justice system from being burdened by such an overload is to allow plea bargaining negotiations. Plea
bargaining negotiation plays a pivotal role in today's judicial system, because today, ninety to ninety-five percent of the cases
inside the justice system are adjudicated by pleas.'
