Pursuantto RepublicAct No. 9679,or the HomeDevelopment
of 2009,otherwiseknownas Pag-lBlGFund,whichtook effecton 27 August2009,the
followingguidelinesare herebyissued:

l. Coverage. All OverseasFilipinoWorkersare coveredby the Pag-lBlG

Fundwhetherlandbasedor seabased.

ill Contribution.Upon registrationand deploymentof an OFW, an initial

membershipcontribution of six hundredpesos(P600.00)representing
six
(6) months contributionshall be paid by the worker. The OFW may,
however,opt to contributea higheramountas providedunderRuleVl of
the same law.

IV Proceduresfor MembershipRegistrationof OFWs at the POEA and

lssuance of POEA exit clearanceiOverseas EmploymentCertificate
(OEC). The followingproceduresfor the membershipregistrationand
issuanceof the POEAexitclearance/OEC shallbe observed:

a.) OFWs processed through the POEA Name Hire Facility, the
GovernmentPlacementBranch and the Balik-Manggagawa Center
shall registerwith the Fund by submittingto POEA a MemberData
Form (MDF)in additionto the existingdocumentary requirements,
as
a requirement for the processingof their documentsand issuanceof
the POEAexitclearance/OEC.

b.) For OFWs hired through POEA-licensed recruitmentagencies,the

hiredOFWs in additionto the existingdocumentary requirements, as
a requirementfor the processingof the workers' documentsand
