SECTION 'A' - GENERAL

1 Role of the Vessel. These guidelines apply for the construction of a manned selfpropelled Grab Hopper Dredger that shall be able to undertake dredging in naval harbours and port limits and dispose the silt at high seas. The dredger must be able to raise spoil such as mud, silt, gravel, clay, sand or similar substances, general rubbish or ore, minerals etc., from the bed of sea, canals or harbours etc. The dredged material is to be placed in suitably designed holds (hopper) or similar spaces within the ship. The space designed to carry dredged spoil in the vessel must have arrangement such that the spoil may be discharged through doors and valves in the bottom of the ship.

4. Modes of Operation. Provision for following modes of operation is to be explained

(a) The maximum speed of the dredger at fully loaded condition in deep water

shall be 10 knots at 85% MeR.

(b) Prolonged slow speed operation Ahead & Astern as required for dredging

operations.

7. Hull Form. The design is to be based on proven hull form either existing in service or

based on model test reports.

8. Vessel. Description. The dredger shall be built as a twin shaft propulsion system, fitted with diesel engine, reverse reduction gear box and fix pitch propeller per shaft. The propellers are to be out board rotating when the dredger is proceeding ahead.

9. General Features.

(a) The self propelled Grab Hopper Dredger should have capacity to undertake dredging operations round the clock on continuous basis and have adequate storage for the silt collection, drainage of water back to sea and silt disposal at high seas.

(b) The dredger should be self sufficient in dredging, collection and disposal of silt so that adequate storage space is available for keeping intermediate products. Ease of cleaning is to be catered in the design of the Grab Hopper Dredger.

(c) Suitable pumping arrangements are to be provided as per IRSI classification society rules, so as to effect the disposal of collected silt through gravity. Suitable pumps for this purpose are to be provided.

(d) The electrical fittings and fire fighting system shall be in accordance with

classification society rules.

(e) All systems should be automated to the maximum extent so as to operate the

dredger with least possible manpower.

(f) It should have minimum expected life of 20 years.

10. Classification and Regulations. The Grab Hopper Dredger shall be designed, built and outfitted to comply with all the applicable provisions and requirements for this type of vessel as mentioned below:-

(a) Requirements of Indian Registrar of Shipping (IRS)! Equivalent Class specs appropriate for steel vessel in Indian waters and in island territories with additional class notations as applicable to dredger barges. The following is the suggested Class Notations as per IRS:

Machinery (b) The following rules & regulations (additions and amendments thereto being in effect on the date of the offer), as far as applicable to this class of vessel, shall be complied with:-

(i) International Convention for the Prevention of Pollution from Ships, MAR POL 73178 of the IMO with amendment 1993 as applicable under statute in India.

(ii) International Convention for the Prevention of Collision at Sea, 1972.

(iii) International Convention on Load Lines, 1966. 7

(iv) International Convention on Tonnage Measurement of Ships, 1969.

(v) Stability Requirements as per class rules.

(vi) MS (GOI) Rules for Ufe Saving Appliances, Accommodation, and Fire Appliances.

(vii) MARPOL rules as applicable in India under statute and related resolutions of the IMO assembly, The Maritime Safety Committee (MSC), and the Marine Environment Protection Committee (MEPC) of the IMO.

(viii) International Convention for the Safety of Life At Sea (SOLAS).

(c) Additional OWNER's requirements to the extent indicated in this specification. The entire expenses and charges for the above shall be borne by the BUILDER. Any , exemptions desired from the rules and regulations shall be obtained by the BUILDER subject to the approval of OWNER.

11. Environmental Conditions. All equipment, systems and machinery should be marinised

and capable of performing under Indian coastal tropical ambient temperature conditions.

Project Planning.

12. PERT I CPM. A detailed PERT I CPM plan for the project, encompassing construction schedule, trial schedule, resource allocation, supply chain and extent of outsourcing planned, shall be submitted by the BUILDER within 4 weeks of signing of contract.

13. Project Monitoring. The latest techniques of Project Monitoring are to be employed by the BUILDER to ensure phased and planned construction of the vessel. The broad scope is placed at Annexure VIII. The plan and progress of the project including all the correspondence, drawings & documents shall be available online for exchange through a leased line. A comprehensive application for exchange of information with all agencies like IHQ-MoD (N), BUILDER! Shipyard, Overseeing team etc. shall be made available by the BUILDER on this leased line. The BUILDER shall regularly provide to the IHQ-MoD (N), its medium term construction program. A quarterly progress report on construction in the initial stages and as mutually agreed duration later shall be provided by the BUILDER to the IHOMoD (N).

14. Tank Capacities.

(e) All tanks are to be provided with tank level indication system for monitoring of tank

levels at local and suitable remote positions.

15. Exploitation Pattern & Operations-Cum-Refit (OCR) Cycle. The Grab Hopper Dredger shall have capacity to undertake dredging operations round the clock on continuous basis for 24 hrs duty cycle. The vessel shall follow an Ops-Cum-Refit cycle of 03 years operation followed by 03 months refit. The vessel shall follow a 05 year Inter Docking interval and all equipment including underwater equipment, machinery, fittings, shafting, stern gear etc. are to be provided to cater for the same. A table showing the exploitation pattern and hours of operation of all key machinery and key routines on all major machinery, fittings and equipment, mapped against the relevant refit is to be provided along with the Technical Offer. Machinery selection has to be based on the fact that major routines due by time and running hours should fall due only during the Scheduled Maintenance periods.

16. Aooroved Sources of Suoolv. The OWNER's preferred sources of supply for the various

equipment of hull, engineering and electrical are listed at Annexure-I.

17. Approval of Drawings & Documents.

(a) Drawing Schedule - Within two weeks of placement of order, before commencement of work, the builder is to forward to The OWNER, a drawing schedule indicating list of drawings that will be sent to classification society! The OWNER for approval during construction. The list shall contain the drawings required as per classification rules in addition to other drawings required.

(b) Drawings. All drawings which require class approval are to be first approved by classification society and only thereafter forwarded to The OWNER along with observations of Classification Society for final scrutiny! approval. Drawing! layout which require the approval of other statutory authorities are to be approved by them in the first instance before they are sent to The OWNER.

(c) GA Drawings. The preliminary GA drawings with the Build Specs should include Layout of Machinery Compartments indicating the OEM recommended maintenance envelope for all equipment and the shipping! unshipping routes for all equipments duly approved by the Classification Society.

(d) Equipment Drawings. Detail specification of equipment is to be forwarded to the OWNER for approval prior to ordering. Equipment drawings as received from the VENDORs shall be forwarded as and when received. As Built drawings of equipment shall be supplied as part of equipment manual. Approval of system drawings is to be taken from the OWNER prior to procurement of system fittings.

(e) Approval of Drawings. All drawings sent to the OWNER for approval are to be in triplicate. On completion of scrutiny by the OWNER, one copy each will be dispatched to the BUILDER and OVERSEER, and one copy retained by the OWNER for reference and record. A common list of drawing placed at Annexure -II

(f) As Fitted Drawings. The BUILDER shall furnish a list of as fitted drawings of the various compartments structural drawings, ship systems and as made drawings of various equipment proposed to be supplied and obtain the OWNER approval on the same. A detailed list of as fitted! as made drawings is to be submitted to the OWNER in CD (Compact Disk) in required number of hard copies. The BUILDER shall ensure that the tracings and

prints are of best quality and to the satisfaction of the OVERSEER Exploded drawing of machinery/equipment along with part no. of various parts shall also be provided to the extent available from the VENDORs / OEMs. The requirement of sets of as-fitted / as-made drawings, tracings, instruction manuals and other documents to be supplied for distribution to various authorities is as listed in Annexure - III.

(g) As Built Specification. The BUILDER shall supply 6 copies of As-built speciftcation at the time of delivery of the vessel. The same shall incorporate details of all the modifications to the approved build specification that may be carried out during the construction. Equipment test certificate is to be provided.

(h) Photographs. Digital photographs of the vessel at various stages of construction and of the compartments after fitting out shall be taken at different angles and supplied at the time of delivery in six sets in hard copy and two sets in soft copy.

G) Certificates. The following certificates and documents shall be obtained by the -

BUILDER and are to be supplied to the OWNER while finally handing over the dredger:-

(i) Classification certificates issued by IRS.

(ii) International Load Line Certificate issued by IRS.

(iii) Indian Tonnage Measurement Certificate issued by DG Shipping.

(iv) Builder's certificate.

(v) IRS Test certificates for Anchors and Chain cables.

(vi) Stability Booklet along with certificates containing loading conditions for light, average and deep displacement of the vessel, based on InClining Experiment. This would contain intact and damage stability as per SOLAS.

(vii) Makers /IRS (as applicable) test certificates for all machinery and equipment in triplicate. One set of all the above certificates shall be supplied to Naval Overseeing team one month before the date of preliminary trials.

(viii) Sea Trial Records.

(ix) Certificates issued by Regulatory authorities as applicable for this type, size

and class of vessel for Navigation lights, Magnetic compass, Radio Telephone etc.

Documentation.

18. System Documentation. Operational & maintenance documents are required to be generated by the BUILDER I obtained from the Original Equipment Manufacturer (OEM). Equipment and system documentation should be provided separately for engineering, electrical, hull and seamanship/ deck fittings by the BUILDER in the form of comprehensive manuals. Submission of loose sheets of paper is not acceptable. These manuals are to be approved by the OWNERI OVERSEER. Specific details of the documentation have been included in the respective sections of • hull, engineering and electrical of this GLS.

19. Supervision I Inspection During Construction. The entire dredger, its structure, her machinery and equipment will be inspected and overseen by the OVERSEER during construction.

This supervision will be in addition to survey by the Classification Society and any other statutory body. BUILDER will keep the OVERSEER, informed of trials and inspections to be carried out by Classification Society. OWNER, through the OVERSEER, shall have the overriding decision on acceptance.

20. Facilities for Overseeing Team. Necessary furnished air conditioned office space with associated office support arrangements and transport shall be provided to the OVERSEER and representatives of the OWNER.

Inspection & Trials.

21. Standards. Inspection is to be carried out by Classification Society as per stipulated standards. The BUILDER shall be responsible for the preparation and approval of the trial schedules from the Classification SOCiety in the first instance. The Classification Society approved schedules are to be forwarded to the OWNER for perusal and recommend mutually agreeable changes at least one month prior to commencement of harbour trials, to allow both periodic monitoring of the construction and testing of the vessel.

22. Tests & Trials. The BUILDER is to conduct all tests and trials as per the schedule submitted by the BUILDER and approved by the OWNER. The OWNER's representative shall be notified of all the tests and trials which are to be made in his presence. Trials are to be conducted in the presence of and to the satisfaction of OVERSEER. Results of the trials shall be recorded in appropriate forms.

23. Factory Acceptance Trials (FATS). The OWNER reserves the right to depute representatives to witness Factory Acceptance Trials of equipment, machinery and systems including main engines, gearing box & steering gears. The BUILDER is to submit the FATSI equipment trial schedule as approved by the Classification SOCiety regulations for perusal and mutually agreed changes to the schedules I planning and monitoring of various related activities. The FATS schedule has to be approved by the OWNER eight weeks prior to the commencement of FATS. For machinery and engineering systems any type test (to be finalized in SOTRI TNC) undertaken on any of the equipment at Appendix' A', will also be attended by the OWNER's rep.

24. Inclining Experiment. The inclining experiment is to be 'carried out on the vessel in presence of the OVERSEER, prior to delivery, at the BUILDER's cost. The results will be submitted in a standard format (Form 0284) which is to be obtained from the OWNER and to be submitted for approval. Stability booklet for various service conditions and lightship assessment reports as per above shall be prepared thereafter for each barge separately and shall be submitted to the OWNER before delivery of the barge.

25. Sea Trials. When substantially completed, the dredger shall be subjected to the sea trials described below. The sea trials shall be carried out by and at the expense of the BUILDER, who is to provide all necessary materials and services for the operation of the dredger during sea trials:

(a) Preliminary Sea Trials (PST). Prior to the official sea trial, the BUILDER may perform a Preliminary Sea Trial to check before hand that all equipment on board are capable of running satisfactorily at the official sea trials. The Preliminary Sea Trial shall be conducted by the BUILDER according to their usual practice and the OWNER reserves the right to depute its representatives on board the dredger, during trials, if considered necessary.

(b) Contractor's Sea Trials (CST). The official CST shall be carried out in accordance with the sea trials schedule submitted by the BUILDER and approved by the OWNER. The official sea trials of the dredger shall be carried out under the weather conditions Which are

deemed favourable enough by the judgement of the BUILDER, classification society and the OVERSEER. The trials shall consist of the following tests:-

(i) Speed Test The test shall be made under maximum output of the engine and tests shall consist of four runs, two up and two down on the test course. The mean of mean speed as per standard marine practice shall be calculated and will be recorded as the final speed achieved by the dredger.

(ii) Endurance Test. The endurance test shall be carried out at maximum output for four hours. Fuel consumption along with other parameters of the main propulsion system shall be measured for reference during the endurance test.

(iii) Maneuvering Test. The following tests shall be carried out:

(a) Crash stop astern and ahead tests. (b) Astern test

(c) The turning circle to Port & Stbd shall be carried out at maximum rpm and corresponding tactical diameter shall be worked out.

(iv) Other Tests at Sea. The following tests shall also be carried out at an

appropriate time during the official sea trials:

(a) Anchor windlass test

(b) Test of adjustment of navigational equipment and instruments

(c) Starting test of main engines and pumps.

(d) Fire fighting trials

(e) Towing trials

26. Dredaina Performance. The performance trials of the dredging equipment shall be undertaken by the BUILDER at an appropriate time during sea trails as per requirements of the Classification Society rules. The class approved test schedules are to be mutually agreed upon with the OWNER prior to conduct of the trials.

27. Defect Rectification. All defects discovered or developed during any trials and during the construction of the vessel shall be rectified before acceptance and delivery of the vessel to the OWNER.

28. Naval Stores. Separate stowage space for Naval stores I.e. paints store, deck store, boatswain store, engineering store, electrical store etc. are to be provided on board suitably. Separate stores with prefabricated racks are to be provided for storage. The nature and scale of Consumable stores is to be specified by the yard in detail in the Technical Offer. The recommended list of Naval stores is placed at Annexure -IV.

29. Portable Tools Fittings and Equipment. All spare gears as per Classification rules and spares and tools as recommended by the manufacturers for the equipment (OEMs) fitted on the dredger are to be supplied. All the portable fittings and equipment as per MMD rules as applicable to the ship are to be supplied by the BUILDER before the ship is accepted.

Preservation and Care of Machinery & Equipment.

30. Condition on Date of Delivery. Before the date of delivery of any item or machinery to the BUILDER's yard, the BUILDER is to advise the machinery contractor as to when the item is likely to be installed on board. The preservation and packaging of the equipment are to be decided between the

BUILDER and the machinery contractor, so as to ensure that there is no damage in transit and deterioration during the period when the item is in storage, irrespective whether the item is supplied by the Navy or not. The removal of packaging is to be carried out in the presence of the OVERSEER. After both the OVERSE.ER and the BUILDER are satisfied about the condition of the equipment, the item is to become the responsibility of the BUILDER for the further preservation until inducted into service.

31. Preservation Between Delivery and Acceptance. The BUILDER shall be responsible for the preservation, upkeep and maintenance of all equipment, material and systems procured for the vessel. All activities undertaken on machinery! systems based on manufacturers recommendation up to the time of delivery is to be recorded and thereafter handed over to OWNER prior to delivery.

32. Precautions to be Taken While Erecting Machinery. Care is to be taken in erecting the machinery onboard, so that no foreign matter such as metal cuttings, bolts, nuts etc. are left in any place from which they might be displaced and cause damage to or derangement of the machinery.

33. Guarantee. The BUILDER shall guarantee the hull of the dredger and its complete installations, equipment, fittings and all other items, against all defects of design, workmanship and material, and satisfactory operation of the dredger and performance of installed eqUipment, for a period of 12 months after its delivery. All defects that occur within this' period are to be rectified free of cost by the BUILDER, inclusive of supply of spare parts! material wherever required, or cost of employing OEM specialists. Repairs are to be effected at the designated Naval base port, Mumbai. For items like paints whose guarantee is more than 01 year, the BUILDER will stand responsible for the consequential cost and labour costin case of failure during the guarantee period.

34. AMC. The BUILDER shall provide proposals on finalizing the equipment contract wherever possible, from the OEMs of Commercially Off The Shelf (COTS) equipment, with at least five years of AMC from the date of expiry of warranty for equipment fitted on the vessel. The list of COTS equipment will be finalized in consultation with the BUYER.

35. Sub-Contracting. The names of all princjpal sub contractors whom the BUILDER intends to employ should be submitted to the OVERSEER for approval prior to the placement of orders on them.

36. Weight Recording. The BUILDER is to maintain a continuous record of weights of all items used for the construction of vessel in a format which enables calculation of position of centre of gravity at any given time. On completion of construction, the breakdown of weights shall be supplied by the BUILDER to the OWNER.

37. Weight of Machinery. A record of total weight of the main and auxiliary machinery, spare gear etc is to be kept and is to be provided by the BUILDER to the OVERSEER during the CST. This should include the following also:-

(a) Lub oil in various tanks and systems.

(b) Fuel oil in various tanks and systems.

(c) Fresh water in system and tanks

(d) Sea water in system

38. Ergonomics. Ergonomics I functional aspects ! crew comfort that are proposed to be provided for machinery compartments are to be brought out in detail in the Technical offer. This should include the proposed layout of the machinery control station in the machinery compartment.

39. Habitabilitv. The typical features of the yard's design, layout and control of engineering machinery, equipment and the associated systems should ensure aspects of ease of usage, ergonomiCS and habitability.

SECTION B - HULL

Hull Structural

1. General. The hull is to be constructed of steel, in accordance with the requirements of Classification Society (IRS)! equivalent specifications. Use of cast iron fittings is to be minimized to unavoidable fittings only. List of such fittings is to be provided in technical offer. Particular attention must be given during building to the preservation of material and structure. Special measures should be taken where necessary as directed by the overseer to prevent corrosion, deterioration, or damage to the structure or fittings during the building period.

2. Shipyard Care & Stowage. The BUILDER will ensure that machinery; equipment and stores are provided with suitable covered stowage and are mustered. Maintenance required until installation on the ship is to be provided by the BUILDER.

3. Hull Material. The Main hull and superstructure to be of steel conforming to IS 2062-

grade B I Equivalent Class specification.

4. Scantling.

(a) Hull Scantlings, while meeting the Classification Society's strength requirements,

should not be less than 5 mm.

(b) A corrosion allowance of 1mm and 2mm is to be added to the calculated value of the

scantlings for wet compartments and keel plating respectively.

(c) Corrosion allowance specified by Classification Society rules need not be taken into

account if the same is met by Para (b) above.

(d) Corrosion allowance for other areas is to be as per Classification Society rules.

5. Mast. A fixed mast is to carry navigational lights, antenna, flags etc. Ladders should be proyided on the mast for access to all fittings. The mast should be fitted with yard arms. Arrangements should be provided for hoisting flags and navigational lamps.

6. Rudder. The rudder of the vessel is to be single plate rudder of adequate area to give good maneuverability. The rudder is to be operated manually and from wheel house. The size and material of rudder stock and pintle are to be as per classification society rules. Rudder torque to be taken for towing speed is 6 Knots.

7. Funnel. Twin Funnels are to be of MS to be secured to the engine casing cover by studs and nuts to facilitate removal when main engines are lifted out of the ship through the casing. The funnels are to be fitted with rung ladders for access from the top and a watertight door for access to be provided as entrance to the funnel. Funnel is not required if all machinery is water cooled.

8. Ladders. Slopping ladders are to be fitted for access to Accommodation, Engine room and wheel house. Vertical steel ladders are to befitted in hold, peak compartment and other places as required. Rungs are to be provided where it is not possible to provide sloped! vertical ladders. Bulkhead rungs may be adopted where required.

9. Side Scuttle and Windows. 230 mm dia scuttles with naval brass frames are to be provided and fitted to the deck house in accordance with classification society rules. Scuttle are also to have dead light. Size of windows should be as per classification society rules or IS/BS. Windows for wheel

house I Bridge are to be provided with straight line window wiper. Window wipers are to be provided with facility for washing with fresh water.

10. Bridge All round visibility through large size toughened glass windows with straight line wind,·w wipers with fresh water washing facility, walkway around the bridge with handrails is to be provided. Navigation radar, echo sounder, log, gyro, magnetic compass display are to be suitably mounted so that they are visible to the operator and (or) master. Suitable clear view screen, are to be fitted on all bridge windows.

11. Water I Air Testing. Watertight bulkheads are not to be pierced below the water line for the purpose of providing access to compartment. Door and hatches of water tight compartments. and hatches of below deck compartments are to be provided with clips operable from both sides. All water tight compartments are to be provided with air indicator plugs. The following points are to be adhered to:

(a) Water and air testing plan is to be prepared defining the watertight compartments and embodying a tabulated statement specifying test (pressure of test, medium and duration of test) for each compartment. This drawing is to be submitted to the OWNER for approval.

(b) All water tight and oil tight compartments such as those in the bottom of the ship, all tank spaces which will contain the liquid in bulk, and the forward and aft peak are to be water pressure tested. Ust of the compartments to be thus tested along with test pressure of each compartment is to be forwarded to the OWNER for approval. Final air pressure testing is to be carried out after completion of all hot work.

(c) All watertight compartments not required to be tested in accordance with Para 11 (b) above are to be given a preliminary air test, when structural work is complete, but before the compartments are fitted out.

(d) A comprehensive survey is to be carried out in conjunction with air test to check

completeness of the structure and the standard of workmanship.

(e) Compartments containing flammable liquids are to be given an air test on completion

of work.

(f) Once the air testing of a compartment has been satisfactorily carried out, the test is nullified if further work which in any way affects water tightness is under taken. Care is to be taken that such circumstances are avoided, or the test will have to be repeated. Indicator test plugs shall be provided for air pressure testing of watertight doors, hatches and manhole covers.

(g) Hose testing is to be carried out on all watertight structure which has not been tested by water or air pressure.

(h) No pennanent defonnation of structural memberS, due to pressure testing shall be permitted. In case the deformation of structural members during testing is so large that by further increasing of pressure permanent defonnation is suspected, the testing shall be continued only after suitable stiffening has been added to the structure.

0) Defects shall be made good and re-tested.

(k) Indicator test plugs of naval standard are required to be fitted to the crown of

compartment for conductance of air pressure testing. Test plugs are to be fitted to FO Tanks.

12. Drain plugs. Drain plugs are to be fitted with suitable pad piece in Hold, fwd and aft peak

compartments.

13. Welding. Welding of structure is to be carried out as per welding scheme as approved by the classification society and a drawing is to be submitted for the entire welding scheme for the approval of classification society and to the OWNER before commencement of work.

14. Non- Destructive Testing (NOT). NOT shall be carried out as per the Classification

Society norms. Rejected welding shall be repaired and X-ray photographs taken if necessary,

15. Stability Criteria. The dredger shall have adequate static and dynamic stability under all normal and expected conditions of loading for intended service. The design must cater for sufficient compartments in the tanks, in order to minimize free surfaces and provide adequate stability. A report is to be submitted to indicate compliance with applicable classification society & (MO norms for stability for dredgers for intact as well as damaged conditions. Final stability particulars based on the inclining experiment shall include at least the following loading conditions:-

(a) Lightship

(b) Loaded departure

(c) Loaded arrival

(d) Ballast flight Departure

(e) Ballast flight arrival

16. Design Calculations. The BUILDER shall submit. preliminary calculations as part of the technical offer to satisfy on Stability, GA Layout, Ventilation, Weight estimation, Fire fighting arrangements etc, which should also comply with the Classification Society requirements, (MO resolutions and MARPOL regulations. The BUILDER is to carryout the following calculations:

(a) Displacement sheet

(b) Hydrostatic curves

(c) Cross curves of stability.

(d) Stability curves corresponding to light, average and deep displacement conditions

would be plotted and supplied using Cross Curves of stability, as part of Trim & Stability Booklet.

(e) Calibration curve for oil and FW tanks.

(f) Wind heeling curves and damaged stability assessment.

(9) Other calculations to satisfy the requirement of Classification Society.

17. Docking. The dredger shall be docked before the shipbuilder's sea trials if more than 3 months have elapsed since launching/last docking. She will be docked once again between final trials and delivery. Docking drawings showing two versions, viz., one plan with centerline dock blocks with shores and the other with shaped side blocks, are to be prepared and sent to the OWNER for approval. The offsets for the side blocks to be shown on the drawing are to be cross checked by actually lifting the offsets at site, and the correct as fitted offsets are to be shown on the Docking plan.

18. Guarantee Docking. The BUILDER is to undertake guarantee docking during GRDD at

their cost on expiry of guarantee period. The modalities of undertaking guarantee repairs/docking - are to be worked out in consultation with the OWNER.

19. Access. The following are to be noted towards access of compartments:

(a) All hatches, manholes are to be provided in accordance with standard drawings.

Drawings may be obtained from the OWNER.

(b) All watertight doors and hatches are to be provided in accordance with Class

specifications. Other doors & openings are to be provided as per class requirements.

(c) No door is to be provided on water tight bulkhead below damage control deck.

(d) Ladders should be so located that they facilitate easy closing of doors and hatches.

(e) The shipping lunshipping routes of all machinery and assemblies should be such that

. they avoid removal of other equipment. Portable openings in the deck overhead are to be

provided for removal of machinery, as necessary. Emergency escape with vertical ladder is to be provided in the engine room.

(f) The access plan is to be in accordance with SaLAS requirement and approved by classification society. Approved drawings are to be submitted to Integrated Headquarters MOD (Navy), for final approval.

20. Anchor Chain Cable Arrangements.

(a) Anchor and Chain Cable. Three bowers Anchors of Admiralty Stockless type are to be provided. Two of these shall be stowed in Hawse pipes and one spare shall be stowed on deck. Hall type anchor may be considered. Anchor chain cable shall conform to Grade-U2. Anchor and cable arrangement is to be in accordance with Classification Society rules, as appropriate.

(b) Hawse Pipe and Anchor Recess. Hull structure in way of hawse pipes and anchor pockets is to be stiffened as necessary and suitable chafing pieces are to be incorporated for protection of hull and deck fore and aft. Suitable housings to protect the anchors under all working conditions are also to be provided. Length of the hawse pipes is to be such that when the anchor is heaved up, the shanks are completely housed.

(c) Anchor Windlass. An electric windlass shall be provided with two cable lifters

suitable for the anchor cables and two warping heads. Lifting capacity of windlass is to be as per Classification Society requirements.

(d) Cable Lockers. The size of lockers is to be sufficient to accommodate all the cables when stowed. Lockers are to have permanent centerline division of sufficient height to segregate Port and Starboard cables. Centerline division to be of adequate thickness and protective plates is to be fitted at the side of the locker. Suitable arrangements for washing cables while heaving in shall be provided.

21. Bollards and Fairleads. Sollards, fair leads & cleats are to be provided as per National! International standards in accordance with the class requirements. Sollards are to be load tested after fitment on board.

22. Bollard Gratings. Sollards are to be provided with rectangular cover gratings made of

GRP. Colour of gratings should be dark maroon or dark grey.

23 Wire Reels. MS fabricated steel drums of adequate capacity to be provided for all

mooring and towing wires.

24. Towing and Berthing Gears. Adequate arrangement for towing forward and aft is to be made. Two sets of polypropylene ropes of appropriate diameter are to be provided for berthing. The ropes should be complete with end eyes, rat guards etc.

25. Heel Indicator. A gravity type pendulum heel indicator is to be provided in the wheel

house and engine room of propelled craft.

26. Tow lines and Mooring Hawsers. These are to be as required by classification rule equipment numeral. The Tow-line & mooring hawsers are to be stowed on M.S. fabricated reels fitted with suitable reduction gearing & stops so that they can be operated by one person.

27. Brow. One portable I collapsible aluminum alloy brow of length10 ft., capable of carrying two men is to be provided. Necessary galvanized stowage brackets are to be provided for horizontal side stowage of the ladder on the port side of the engine casing.

28. Sea Chain Ladder. A portable sea chain ladder of 10 meters is to be provided for use at sea. It is to consist of 16mm dia galvanised rigging chain and strings of teak 125 mm in width 25 mm thick. A hole is to be drilled in the center of each tread and a 50 mm hemp rope passed through and knotted below the lower most tread for hauling up the ladder. Hand holes are to be cut into the tread except the bottom three. The rigging chain when in use is to be shackled to eye plates welded to the ships side at deck level at the gangway position. The sea chain ladder is to be stored in the Boatswain's store when not in use.

29.

Guard Rail Stanchions.

Guard rails and stanchions are to be provided as per class

requirements.

30. Awning and Awning stanchions. Two sets of PVC coated nylon fabric awnings with portable stanchions and stays shall be provided over the wheel house top, foxle deck and aft quarter deck. The awning stanchions and stays shall be galvanised mild steel and numbered as appropriate.

31. Watch Bell. A 230 mm Nickel Silver watch bell having the dredger's name and the year of completion engraved in Black is to be provided and fitted on a bracket 1.5 meters above the main deck.

32. Dredger's name. The dredger's name in Devnagari and English scripts of nickel silver or other suitable materials and of block letters 230 mm in height is to be fitted on a polished Formica Teak Stain Board and mounted on the super structure port and starboard. One electric illuminated stainless steel (GradeAISI 316) name box with the ship's name in Devnagari and English visible from both the sides through glass sides is to be provided and fitted on the top of the wheel house. The dredger's name in Devnagari and English in MS letters of 230 mm high is also to be written (welded) at the aft end (P&S) of the dredger.

33. Ensign and Jack Staff. A portable Ensign and Jack Staff of M.S. with brass sheaves at head, halyard, Inglefield clip are to be provided. Necessary socket supports on the deck and stanchions are to be fitted.

34. Fenders. Fenders are to be provided as per class requirements. One set each of two

portable cylindrical rubber fenders (900 mm x 250 mm) is to be carried on the main deck aft and ~ forward. These are to be suitably stowed on brackets in these areas. Apart from these, six tyre fenders on either side are also to be provided.

35. PVC Coated Nylon Covers. Two sets of PVC coated nylon fabric covers are to be provided for the following equipment I fittings. The list is not exhaustive, and more weather deck 20

fittings requiring protection against weather may be indicated by the BUILDER in the technical proposal. They are to be suitably marked on the inside surface for identification:-

(a) Windlass

(b) Deck pipes to prevent ingress of Rain Water.

(c) Steering wheel on wheel house

(d) All cordage and Wire Reels

(e) All ventilation cowls

(f) Search Light

(g) Whistle

(h) Canvas canopy over Main access hatches on the shade deck.

36. Life Saving Appliances.

(a) LSA are to be provided in conformance with SOLAS regulations.

(b) MMD approved 1x 20 men life rafts with hydrostatic release gear meeting SOLASI

Classification requirements should be provided.

(c) General Service Life Jackets (GSLJ) for crew plus 10 % amounting to 16 should be

provided in consultation with the OWNER.

(d) Lifebuoys are to be provided as per class requirement.

37. Portable Tools Fittings and Equipment. All spare gear as per classification rules and spares and tools as recommended by the manufacturers for the equipment fitted on the ship are to be supplied. All the portable fittings and equipment as per MMD rules as applicable to the ship are to be supplied by the BUILDER before the ship is accepted.

38. Rigging Safety Factor in Design. When determining the safe working load of steel wire

ropes for lifting appliances, the following factors of safety are to be allowed:

(a) Running Rigging & slings 8

(b) Standing Rigging 6

(c) When deck safety regulations/MMD regulations require higher factors of safety, these are to be used.

(d) Lifts and hoists 12

(e) Other purposes 6

39.

Locker.

One wire mesh locker on upper deck for stowage of onions and potatoes.

40. Accommodation. All furniture, cabin fittings, bath room fittings shall be of modular design. Accommodation and office spaces are to be fitted out to satisfy the Merchant Shipping Rules. The layout of accommodation spaces, Galley, Bathrooms and WC should be modern and ergonomically designed to facilitate comfort and utility. Any additional items contributing to comfort may be incorporated in consultation with the OWNER.

41. Scale of Accommodation. The following scale of accommodation is to be provided:

(a) Two cabins with attached WC and bath are to be provided for the Master and the

Engineer.

(b) One four bunk mess for engine room crew.

(c) Two four bunk mess for deck crew.

(d) Two sets of separate WCs and showers for the crew are to be provided.

(e) 500 Us SS overhead tanks for FW and SW systems.

(f) Two sets of curtains for all windows and scuttles are to be provided. Two sets of over cases for an cushioned furniture are to be provided. The material should be procured from approved vendors and be fire retardant. Sample is to be approved by the OWNER.

(g) One Dining cum Recreation Room. The dining is to have an attached scullery, with adequate arrangements to enable washing of utensils. Dining table with Formica top and dining, wall mounted fans, mirrors, notice board, two oil skin lockers, quartz clock, ashtray and life belt stowage to meet MMD requirements are to be provided.

42. Master's & Engineer Cabins.

47. Dining Hall. One dining hall for 15 persons cum recreation is to have an attached scullery with adequate arrangement to enable washing of utensils. Dining table with Formica top and dining chairs as per classification society rules. Wall mounted fans, mirrors, notice boards, two oil skin lockers, quartz clock and life belt stowage to meet MMD requirements are to be provided.

48. Storage Spaces. Store rooms are to be fitted out with MS slotted angle racks and cringle bars. Shipside cargo battens and keep battens for the racks are to be fitted. Awnings and spares gear will be stowed in this compartment. Provision Store is to be fitted with racks, shelves and bins for provision for crew. Following stores are to be provided:

(a) Provision store (with a stainless steel top table with a large cupboard and

metal drawers under).

(b) Deck store.

(c) Paint store.

(d) Electrical spare gear store.

(e) Bosun store.

(f) Engineering store.

(g) Naval store.

49. Sanitary Arrangements.

The arrangements are to be ergonomically designed for

(a) Sanitary facilities consisting of W.C's, and shower (Two sets) urinals, wash basins with mirror above are to be in accordance with class rules for crew accommodation. w.e's are to be of stainless steel. Urinal pan is to be of vitreous China or stainless steel. All flushing arrangements are to be as per MMD rules. All bathroom fittings are to be of good quality and to be selected in consultation with WOT.

(b) The wash basins are to be deep and splash proof made of stainless steel with a single chromium plate brass or nickel silver concussive tap. A stainless steel splash back, toilet rack and hinged plastic coated towel rail ls to be provided for each wash basin. A face mirror in an anodised aluminum I stainless steel/other non-corroding aesthetic material frame is also be provided over each wash basin. This mirror should be mounted on a built-in stainless steel ready use five litres fresh water storage tank of rectangular construction with fresh water supply connection, a sturdy stop cock and a tap. For general cleaning and for ablution purposes, bib cock type salt water and fresh water taps are to be provided in the

wash place, with 150 mm sill all round to avoid splashing. .

(c) A plastic / GRP grating is to be provided in the shower cubicle. A stainless-steel soap

tray and hand hold is also to be fitted in the shower cubicle.

50. Sewage Treatment Plant. One Electro - catalytic or physical chemical type Sewage

Treatment Plant of adequate capacity is to be provided as per class requirements.

51. Curtains and Overcases.

(a) Two sets of fire retardant cloth curtains for all doors, windows and scuttles in the living spaces are to be provided. They are to be suitably marked with Indian Ink on one corner stating the location to which they belong.

(b) Two sets of over cases for all upholstered furniture is to be provided suitably marked

for the space to which they belong. The material and type to be as approved by over-

seers and is to be of fire retardant quality.

52. Clocks. Quartz clocks of reputed make are to be provided in the following compartments:-

(a) Master's Cabin.

(b) Wheelhouse

(c) Engine Room.

(d) Recreation room.

(e) Crew's mess.

(f) Any other location deemed fit by the builder

53. Notice Boards. Lockable notice Board of aluminium alloy I stainless steel frames and

wired glass fronts are to be provided as follows on propelled crafts:-

(a) Articles of Agreement - 865 mrn x 530 mm

(b) Precautions against fire - 600 mm x 450 mm

(c) Crews Lobby Notice Board - 400 mm x 300 mm

(d) Wheel House - 400 mm x 300 mm

54. Keys and Key Board. Locks with triplicate keys are to be provided for all cabins, galley provision room, fresh water filling funnels, hatches, WIT doors, bosun store and entrances to wash places and any other place deemed appropriate by Builder. The keys are to have brass tally plate identifying the compartment. The keys are to be hung on a lockable wire glassed front aluminum alloy I stainless steel framed key board in the Master's Cabin. A Safe should be provided in the master cabin.

55.

Miscellaneous Items.

The BUILDER is to provide following:-

(a) Telescope/Binocular Rack in the wheel House.

(b) Anodized aluminum ash trays in the wheel house Master I Engineer Cabin,

Crew mess and W.C.Compartments,

56. Air Conditioning and Ventilation.

(a) Marinised Package AC is to be provided to ensure that 23.5° C effective temperature is maintained in the accommodation spaces, sick bay, bridge, wheel house and MCR. 100% redundancy in AlC plants is to be catered for.

(b) Adequate forced ventilation in the machinery spaces, wash places and WCs is

to be provided. Number of air changes per hour and capacity of air supply and • exhaust system, as applicable, are to be in accordance with MMD rules.

(c) Adequate forced ventilation should be provided in the engine-room, steering gear compartment & Engine room work area. Forced exhaust ventilation is also to be provided in the engine room. Supply and exhaust non reversible axial flow fans are to be fitted. Ambient conditions in the engine rooms are to be as per Classification Society rules and the same is to be specified in the Build Specifications. Heat load in

respect of the machinery spaces are to be worked out to ensure that the temperatures within the machinery spaces whilst operating at maximum load does not exceed 66 degrees. Document showing balancing of ventilation system for air flow will need to be provided as part of ship documentation.

(d) Bulkhead mounted oscillating electric fans of reputed make are to be provided in accommodation spaces, dining halls and for each bunk. The BUILDER must provide the same in other spaces as deemed necessary.

(e) A detailed drawing showing trunk layout and position of fans is to be forwarded to the OWNER for approval. Natural vent openings, mushroom tops with type of fan/size along with tabulated statement of quantity of air for each compartment! total capacity are also to be provided.

(f) All stores should have natural ventilation and exhaust.

(g) wes, galleys, showers should have forced exhaust and forced supply of air.

Exhaust is to be double the flow of that of the supply.

57. Hull Protection. Steel plates and profiles prior to use shall be grit or shot blasted to SA 2.5 and shop primed. Photographs shall be taken after shot blasting and prior to commencement of painting and shall be submitted to Overseer.

58. Painting Scheme. The paint scheme is to be compatible with the ship's operational cycle. Surface preparation and application of coating shall be performed strictly in accordance with paint manufacture's recommendation unless otherwise specified ~y IHQ-MOD (N). Long life coating requiring minimum maintenance is to be used in congested spaces and machinery compartments. All paint used are to comply with the latest IMO regulations and approved by IHQ-MOD(N). List of approved paint scheme is placed at Appendix - V.

59. Cathodic Protection. Sacrificial anodes of Naval Patterns are to be provided. Scheme for fitment of anodes are to be submitted to THE OWNER for approval. Anodes are to be fitted in bilges, Sea chest and other areas where sea water tends to accumulate. In addition zinc rings are to be fitted at the neck of the sea tubes near the flange and also in the overboard discharges.

60. Insulation. Insulation is to be marine approved type in accordance with classification

society / MMD requirements to the extent applicable.

61. Deck Covering. The OWNER approved deck covering schemes preferably supplied by

MIs Macrotech India, Kolkata or MIs JD Jones & Co Pvt Ltd, Mumbai, may be used.

62. Lagging and Lining. Lagging and lining in accommodation spaces, galley and machinery

spaces is to be as per international aesthetic standards and classification society rules.

63. Tally Plates. Engraved stainless steel I plated brass tally plates are to be fitted to all machinery I electrical items, doors, hatches, manholes and important pipes and ventilation system. The tally plates shall be as approved by the Naval Overseer.

64. Hull. House & Draught markings. Funnel mark shall be arranged on both sides of the funnel. Funnel mark shall be made of fibre glass and shall be fitted with bolt and nut. The ships name shall be marked forward and aft. The port of registry also shall be marked below the ships name aft. The draught mark shall be marked in meters and decimeters, cut from 10 mm thick plates and welded to ship sides. The numbers are to be painted distinctly over. The draft marks are to be fitted perpendicular to base line and will be one on top of other and not to follow the contour of stem

or stern. The size, lettering and system of marking is to be as per naval standard approved by THE OWNER. The draft marks are to be fitted as below:-

(a) At the stem both sides, measured from underside of keel

(b) At the stern both sides measured from underside of keel

(c) At any appendage, if it projects below keel.

The freeboard mark shall be according to the rules of Indian Register of Shipping.

65. Bottom Plugs. Sea Chests and Scuppers. Each tank shall be fitted with one drain plug in the bottom outside the keel strake. Drain plugs shall be of stainless steel. All water tanks to have square head plugs and all oil tanks to have hexagonal head plugs. Suitable keys I spanners shall be supplied with the dredger. Tank numbers and identification names shall be given.

At least two (2) sea chests, one high sea suction and one low sea suction, shall be arranged in engine room. Sea chests shall be covered with hinged bar gratings of stainless steel retained by stainless steel bolts. The clear opening area shall be at least Five times the area of the main sea water pipes. The sea chests plating shall be as per Class requirements. IHQ approved Aluminum Alloy anodes shall be fitted around sea chests.

Scuppers shall be provided in the port and starboard sides of the deck and led to side shell discharge with a non return flap valve which shall be located 300 mm above the load water line.

SECTION-C ENGINEERING

SECTION C - ENGINEERING

1. . Organization of Engineering Section. Details specific to the Engineering section should have the following details along with the details sought in Section A of this GLS in the Technical Offer:

(a) Wherever calculations, data, explanations are required, the same should be placed at serially marked Appendices. All such appendices should be referred to in the main Technical offer.

(b) Copies of Standards (Class specifications), wherever quoted, should be provided by

the BUILDER as part of the Technical offer.

2.

Design Criteria.

Following is to be adhered to and noted:-

(a) The performance guarantee with regard to the propulsion system should extend

over the designated life of the dredger.

(b) Preliminary Data. Preliminary design data, model test reports (including Speed - Resistance curves), are to be included in the Technical offer. In case the data is not available for the present project, design basis for the offer! data on similar tug! hull built by the yard has to be submitted along with the Technical offer.

(c) Engine ExplOitation. A minimum engine exploitation of 2000 hrs per year is to be

provided.

(d) Service ReqUirements. The propulsion system should have indigenous product support. The VENDOR providing the system should have technical expertise with logistic back-up for support within 24 hours at any major port in India. The BUILDER should provide detailed answers with respect to following aspects of Staff Requirements in a separate sub-section in the Technical offer:-

(i) Justification for service life of 20 years.

(ii) How the design has catered for the extended operational cycle of 24 months with a 05 year inter docking interval including routines on underwater systems and measurement of shafting clearances. The equivalent operational hours for 24 months are to be clearly indicated.

(iii) Upgradeability aspects of design.

(iv) Life cycle support for machinery and systems.

(e) Fuel & Lub-Oil Consumption. The endurance of the dredger has been defined to be 100 Nm at a speed of 10 Knots. Detailed calculations with respect to fuel and lub oil capacity based on Endurance and Range are to be provided.

(f) Redundancy Aspects. Redundancy aspects (between machinery I systems! compartments) should be clearly specified. Redundancy for all machinery is to be catered for as per the Classification Society requirements.

(g) Operability Under Power Outage. The design should cater for independent availability and operability of following major equipment under conditions of power outage or

total blackout, and the same should be clearly brought out as an Appendix to the Technical offer:-

(i) Main Engines.

(ii) Reduction Gearbox.

(iii) Stern Gear

(iv) Steering Gear System.

(v) Telegraphs

(vi) Main Propulsion Control System

(h) Standards. The inspection shall be carried out by the Classification society.

(j) Comprehensiveness of Installation. Each equipment that is installed should be provided with all its ancillary equipment, pipes, fittings, flexible connections. instrumentation, protection devices, tanks and control system as per specifications of the respective OEM and the Classification Society. The machinery and its ancillaries are to be suitably integrated for operator and maintainer comfort, as well as to ensure its satisfactory performance. SOTRs for engineering systems will be prepared by the yard keeping the above and other aspects (as per relevant paragraphs below) in mind. The same will be finalized in consultation with the OWNER.

(k) Maintenance Envelope. Maintenance Envelope is to be provided for all machinery as per recommendations of OEM. Working space and clearance in engine rooms and shipping I unshipping routes to be as per Classification society norms and clearly brought out in Build Specifications. Suitable arrangements such as winches, chain block, portable power pulley block, lifting eye plates. rails, etc are to be provided in all machinery compartments for shifting of machinery. Machinery rooms are to be provided with two entry points - one with sloping ladder and another with vertical ladder (emergency escape). Shipping and unshipping routes for all machinery and system fittings are to be clearly defined. All machinery weighing more than 40 kg is to be provided with eyebolts.

Equipment.

3. Brief on recommended equipment-fit is as given in the succeeding paragraphs. Detailed comments are to be made with respect to the equipment mentioned. In case any additional! in-lieu equipment is being proposal detailed description of the same should also be included in the Technical Offer.

4. Main Propulsion. . The dredger is to be propelled by Twin Shaft Propulsion System, with one diesel engine driving each shaft to meet all exploitation requirements including sustained operations & maximum speed. Each shaft is to be fitted with a reverse reduction gearbox and Fixed Pitch Propeller. The gearboxes are to be connected through flexible coupling to the main engine.

5. Main Engine. Two identical marine diesel engines with unrestricted continuous rating to propel the dredger at a speed of 10 knots up to 85% MCR at the defined environmental conditions are to be provided. The main engines should conform to the latest MARPOL standards on engine emission. The engine should be non-reversible and unidirectional. The main engine should be shock mounted suitably connected to the reversible gear box through flexible coupling. Estimation of power required is to be undertaken by BUILDER and submitted along with the Technical offer.

6. Control Panel. Engines should be provided with electrical I electronic control panels, one for each engine, as per OEM's recommendation. The OEM's control panel should be provided in the main machinery compartment, next to each engine. The panel should provide for control,

monitoring of all the main engine's parameters and it should be possible to start! stop and monitor the engine from the panel. The following requirements for main engine are to be ensured:

(a) In order to ensure independent availability of propulsion system, the main-engine driven sea water pump shall supply cooling water requirements of the entire propulsion train (including the gear box).

(b) Motor driven sea-water pump and fresh-water pump of adequate capacities are to be provided for emergency cooling of main engine. It is to be ensured that the sea-water suction valve of the pump is kept below the water line under all conditions of heel and trim. Redundancy (with cross connection and easily replaceable gun metal strainers) should be provided in the sea water suction inlets with weed clearing arrangements and basket type gun metal strainers.

(c) Emergency bilge suction for the main engine sea-water pumps is to be provided through a non-return valve. The suction is to have bell-mouth entry and terminate directly below the emergency bilge suction valve without strainers.

(d) The diesel engine should meet International norms on exhaust emission and personnel safety norms (IMO/MARPOL regulations on exhaust emissions, SOLAS regulation on personnel safety). Extract of relevant regulations should be clearly provided with the Build Specifications.

(e) All tools required for onboard maintenance up to top overhaul routines (6000 hourly routines) should be supplied along with the vessel and stowage facility should be available on board.

(f) All cooling water heat exchangers external to the engine should. have the following

compositions:

(i) Shell & end cover Gunmetal

(ii) Tube Plates & Tubes. Cu Ni

(iii) Zinc protectors shall be provided in the end covers.

(g) The engine shall be provided with a speed control electronic governor, as recommended by the engine OEM, which is interlinked with the "Ahead" and "Astern" clutch control, permitting control from the bridge. -

(h) The main engine should be able to operate when submerged in water up to a level in

line with the bottom of the crankshaft bearings.

0) Speed, Range, Endurance and Mission Duration in respect of the engine are to be clearly specified. The yard should also provide the operating profile (based on safe engine exploltatton) for the vessel in the following format-

7. Control and Monitoring of Machinery. A suitable monitoring and control system for the main engines, gearbox and steering gear is to be provided in the bridge and engine room. During normal operations, the engines, gearbox and steering gear will be controlled from the Bridge. The control station in the bridge and engine room should have provision for starting, stopping, monitoring, control and operation of engines, gearbox and steering gear. In addition instrumentation indicating running status of DG sets, fire pumps, compressors, GSI bilge pumps etc are to be available in the bridge control panel. Separate fault indications (audiovisual) are to be provided on the Bridge control panel for these equipment.

8. Telegraphs (EOTI POT). Electronic, push button type Engine Order Telegraph (EOT)

and Propeller Order Telegraph (POT) from bridge to engine room is to be provided for each engine.

9. Reduction Gear Box. The reduction gearbox should be marinised and rigidly mounted. Thrust bearing are to be incorporated within the gearbox. Motor driven turning gear arrangement with suitable interlock for turning gear box and shaft line independent of engine is to be provided. The turning gear in addition to being used for turning should be capable of being used for shaft locking system, to lock a stationary shaft when the vessel is moving at cruising speed on the other shaft in a single shaft operation. The gearbox is to be complete with its auxiliary equipment, systems, controls and instrumentation. The gearbox should be capable of continuous operation when submerged in sea water up to a depth equal to the bottom of the main engine crankshaft.

10. Stern Gear. Two shaftlines with fixed pitch propellers are to be provided. Each shaft line will consist of a propeller shaft, fixed pitch propeller, shaft revolution transmitter, 'A' bracket I 'P' bracket, shaft locking gear, shaft brake, turning gear etc. The shaft bearings are to be made up of phenolic resin material (Thordon I Railco IFerroform type). A fully split face type seal with inflatable seal (similar t deep sea seal) is to be provided as the stern seal. It should be possible to replace stern tube seals in afloat condition.

11. Steering Gear. Two streamlined rudders driven by Electro-hydraulic steering gear controlled from the bridge is to be supplied with redundant power packs, piping system, power supply and controls. Two electro hydraulic power packs are to be provided. It should be feasible to replace rudder seals in floating condition. The Rudder bearings are to be made up of phenolic resin material (Thordon I Railco IFerroform type). Rudder angle indicators are to be provided in the steering gear compartment I Engine room and the Bridge (multiple positions). Facility should be available for switching on the steering power packs from bridge and engine room I steering gear compartment. The following requirements are to be complied with:-

(a) The rudder should be capable of moving from hard over to hard over (35 Oeg. Port to 35 Deg. Starboard) at full ship's speed, ahead and astern. The time taken for the rudder to travel from 350 on one side to passing 300 on the other side shall be 16 secs or less in normal operation. The time taken for the rudder to travel from 350 on one side to passing 300 on the other side shall be 28 secs or less with half of the normal system resources in operation. The steering gear is to be designed for continuous normal operation. The operating gear on one rudder shall be capable of operating both Rudders together via a suitable link when the opposite operating gear is non-operational.

(b) Remote steering is to be provided from bridge. In emergency, the steering gear should be capable of being operated locally from steering gear compartment with the pump running.

(c) An emergency hand hydraulic steering system is to be provided in steering gear compartment which will permit rudder movement in the event of failure of power supplies to steering motor. The operating effect of the hand steering gear system is to be with in the capacity of one operator.

(d) Facility is to be provided to mechanically and hydraulically lock the rudder. The steering gear is to be complete with auxiliaries. controls. instrumentation and alarms. All alarms should be available on the bridge panel.

12. Diesel Generators. Two identical Diesel Generators providing adequate redundancy (100% reserve capacity). are to be provided. The load chart during four states of operation viz., normal cruising! sailing load, harbour load, action load and towing load of the vessel is to be submitted along with the Technical offer. The DG should be capable of taking the complete sailing load of the vessel without getting loaded more than 80% of its full load capacity. At least two generators are to be provided to cater for redundancy. DAs should not be under-loaded under any condition of operation. The diesel engines should be electrically started and meet international norms on exhaust emission (IMO! MARPOL regulations). The following conditions are to be met-

(a) The diesel engine should meet the latest International norms on exhaust emission and personnel safety (IMO/MARPOL regulations on exhaust emissions, SOLAS regulation on personnel safety).

(b) Battery back up for governor! electrically operated valves/control panels of DAs is to

be provided for 30 min duration. Trickle charging facility for the battery should be available.

(c) All tools required for onboard maintenance upto 6000 hourly routines should be

supplied along with the ship and stowage facility should be available on board.

(d) All cooling water heat exchangers external to the DG's should have the following

compositions:

(i) Shell & end cover Gunmetal

(ii) Tube Plates & Tubes Cu Ni

(iii) Zinc protectors shall be provided in the end covers.

(e) The DA shall be provided with an electronic governor.

(f) The DA should be able to operate when submerged in water upto a level in line with

the bottom of the crankshaft bearings.

(g) The prime mover and alternator of the DA are to be mounted on to a common rail!

skid which in turn is mounted on anti vibration mounts.

(h) The prime mover shall be electricall pneumatic starting type.

0) Arrangements for seawater supply from fire main for emergency cooling of DA.

13. Air Compressors. Two motor driven compressors of adequate capacity and one diesel

driven compressor of adequate capacity with 100% redundancy are to be provided for main engines. + DGs, domestic services etc. Suitable safety and interlocks are to be provided in the systems. Adequate air receivers are to be provided as per classification norms (minimum 6 starts are to be catered for) and redundancy requirements. Adequate safety and filtration provisions are to be provided. Control air compressors are to be provided. if required.

14. Fuel Oil I Lub Oil Centrifuges. One suitably rated fuel oil centrifuge is to be provided. The centrifuge should be capable of taking suction from the storage tanks and drainl settling tanks and deliver oil to the RU tanks. One in number lub oil centrifuge is to be provided. A comprehensive

arrangement for suction and discharge to and from all possible fuel/LO sources/users is to be provided in each case.

15. Pumps. In all machinery compartments centrifugal pumps are to be used for handling water and screw I gear pumps for other fluids. In case of pumps designer for handling sea water, wetted parts are to be made of NAB. Self-priming pumps with 100% redundancy are to be provided in fire-main, fresh-water and all POL lines. A minimum of one Semi-rotary hand pump, of qualitymake is to be provided in each water-tight compartment of above systems additionally.

16. Dirty Oil Transfer pumps. Dirty oil tank of 1 ton capacity and one motor driven screw pump of capacity of at least 1 m3/hr at 20 MWC are to be provided. In addition to the above, two semi rotary hand pumps of 91 LPM capacity for a head of at least 15 MWC are to be provided.

17. Oily Water Separator. Suitably rated Oily water separators with a drain tank meeting latest IMO and MARPOL regulations (to be clearly specified) are to be provided. Arrangements re to be provided for removal or transfer of water through suitably rated pumps (fitted in the machinery compartment) to the OWS for treatment and overboard discharge.

18. Fuel Oil Transfer Pumps and System. Two fuel transfer pumps of at least 02 TPH are to be provided for transfer of fuel from storage tanks to service tanks. The pump should be capable of taking suction from any of the storage tanks and drain tanks and should be capable of delivering to RU tanksl overboard. Fuel reception I discharge deck connections should be provided on either side of the vessel.

19. Lub Oil Transfer Pump. One electric motor driven screw/ gear pump of at least 1 m3/hr at 20 MWC is to be provided. The system pipe lines are to be designed in such a way that both the dirty LO pump and the LO Transfer Pump can be used interchangeably.

20. Bilge I General Service & Fire Main Pump.

(a) Two motor driven self- priming pumps of at least 40 TPH capacity with a discharge head of about 35 metres and about 6 metres suction head capacity are to be provided. The bilge system shall also be used for machinery compartment bilge, all watertight compartments. The fire main system shall also be used for deck washing and supply emergency cooling water for main engines and DG sets.

(b) One portable semi rotary hand pump of at least 91 LPM capacity at 15 MWC is to be provided with necessary flange, stand and hoses for clearing bilge's from fore peak, steering gear compartment etc.

21. Fresh Water Pumps. Two motor driven self priming fresh water pumps of capacity 5 m3/hr at 20 MWC capable of delivering fresh water to meet the requirements as specfled is to be supplied. Fresh water to be provided for drinking and sanitary services, Diesel engines expansion tanks and equipments in machinery spaces, Water for water sealing of FO and LO centrifuge and bridge window wiper. Requisite pressure should be available from the fresh water line at all places in the craft including the bridge window wipers. One semi-rotary hand pump is to be provided for redundancy. Minimum storage capacity of water should be 10 Tons.

Systems

22. Ships Systems.

(a) Redundancy Aspects. The ship systems should be designed keeping aspects of redundancy and independent operability in perspective. It should be feasible to isolate defective equipment and fittings without affecting overall performance. Piping should be arranged in a neat and orderly manner, adequately supported and as short as possible, keeping operational requirement, flexibility and ease of maintenance in mind. Piping should permit free passage in walking areas and should not affect work performance in working areas and in maintenance of ship's structure. Straight length of piping between bulkhead decks or anchor points should be avoided. Piping should also be supported clear of bulkheads.

(b) System Pipe Colour Coding. Colour scheme will be in accordance with

accepted Naval practice and shall be finalized in consultation with the OWNER.

(c) Quantities and CapaCities of Engineering Systems and Main Tanks. All the systems (such as sea / fresh water, exhaust, compressed air, bilge/ballast, fire main, main suction, salvage, etc) and tanks (fuel oil, service, lub oil, Dirty oil, fresh water, drain, overflow, ready-use, etc) with capacities are to be explained/included/justified in detail in the Technical offer. The ship's own requirements of Fresh water and POL should be sufficient to meet endurance and mission requirements. Fresh water capacity should be commensurate with the crew strength (200 litres/ per person/ per day) and lub oil capacity five times equipment (main engines and DAs) carrying capacity is recommended to be provided for the ship's system .

(d) RU Tanks. Separate RU tanks for each main engine, DAs and other equipment are to be provided. RU tanks are to be located in the same compartment as the parent machinery and interconnected (if in the same compartment and meant for same type of equipment). The RU tanks should be standing tanks (and not horizontal bottom tanks).

(e) Tank Level Indicators I Flow meters. A tank level indication system is to be provided for indicating fuel / lub oil / water capacity at the appropriate position (local and bridge). In addition, calibrated sounding pipes with stainless steel tape for hull tanks and gauge glasses for hanging tanks are to be provided. Remote indications are to be interfaced with the Control system. Flow meters to be provided at fuel supply / reception paints.

(f) Sea-Suction. It is to be ensured that the seawater suction valves of the pumps are kept below the water line under all conditions of heel and trim. Two sea chests are to be provided one each on the port and stbd side with weed clearing arrangements. (from firemain / compressed air) Redundancy (with cross connection and easily replaceable gun-metal strainers and filters) should be provided in the sea-water line. Corrosion Plugs should be provided in the sea chests. Strainers are to be incorporated in the sea water system - one for each sea chest. The material of strainer and filter elements is to be Gunmetal. Sea-water outboard discharge valves should be non-return type.

(g) Valves. Valves are to be selected from NES 360 and designed in accordance .

with NES 375. All sea water valves are to be made of NAB. A system-wise list of valves is

to be provided showing the size, type and material of the valves in each system.

(h)

Intake and Exhaust systems.

As per class rules.

0) Fire~ Main System. Motor driven Fire pump of adequate capacity with 100% redundancy should be provided. The fire main system should be designed in 90:10 Cu-Ni materials. A pressure of 7-8 Kgf/cm2 is to be ensured in the system. The Fire main should supply water to the following services:-

(i) Fire main ring, below deck No.1, to be provided to meet the

requirements of fire fighting.

(il) 65 mm hydrant hose connections in all machinery spaces, stores and other

compartments.

(iii) Fire fighting and deck washing arrangements.

(iv) Domestic services.

(v) Emergency cooling water for machinery.

(vi) Weed clearing of sea chests/tubes.

(vii) Bilge eductors for all machinery spaces and void spaces.

(viii) Connections for anchor chain washing arrangements.

(vii) Shore Connection. Two shore connections on Port & Stbd sides are to be

provided to connect up to a shore firemain or external pumps.

(viii) Necessary standardized hose couplings, isolating valves, deck

pipes, reducers, relief valves, strainers etc. are to be provided. Adequate stowage arrangements are to be provided for proper stowage of accessories and hoses.

(k) Bilge System. Arrangements are to be provided for removal or transfer of water by means of pumps and associated fittings as per classification rules in all machinery spaces, watertight compartment bilges and stores. The suction wells and system should be so designed that bilges can be dried out effectively. Suitable Bilge level alarms are to be provided. Bilges should be easily accessible and well illuminated. Connections for portable lamps are to be provided at suitable locations in machinery compartments. Additionally, a minimum of one Semi-rotary hand pump, of quality-make (to be specified in the Technical offer), is to be provided in each watertight compartment.

(I) Domestic Fresh water System. Minimum storage capacity requirement of water has to be catered at the rate of 200 Itrs per day per Person.

(m) Pipes. Valves, Fittings & Fasteners. Materials for system pipes, valves,

fittings and fasteners shall be as per Appendix -VII.

NeCD Sub-section

23. Portable Fire Fighting Appliances. Essential Fire Fighting, Damage Control and General items are to be provided as per CNAL list place at Annexure -VII. The VENDORs for the items are as recommended in the CNAL. Separate stowage (Lockers) I bracketsl clamps at appropriate locations are to be provided for the above items. The portable fire fighting appliances shall be distributed throughout the ship. Extinguishers provided for compartments containing fire hazards like galley, machinery spaces etc will be stowed inside the compartment. Any additional requirements as per MMD rules/ Class requirements are also to be provided. One locker is to be provided for stowage with the CNAL allowance list (size 4x3x2 feet).

(a) Portable Pumps. Two portable high capacity 37 TPH diesel driven pumps (MakeMody, Model DC8Y-DE 20) and two portable motor driven submersible pumps of 20 TPH capacity (Make - Mody, Model - M120N (M», with all accessories along with suction and discharge hoses of 15 meters length and standard couplings are to be provided.

24. CO2 System. A fixed CO2 system for fire protection of the main and auxiliary machinery compartment is to be provided. The system should be capable of being operated in remote, local and manual modes. The system shall consist of an automatic fire alarm in the bridge and fire detectors located in the Machinery spaces and Galley. Arrangements are to be provided to remotely shut down machinery and ventilation in the compartment prior to operation of the system.

25. NaCO Class Book. An NBCD class book containing comprehensive information on machinery fit, principle dimensions, endurance, intact & damage stability, hydrostatic curves, list of water-tight I gas-tight doors/hatches, services available onboard, (compressed air, fresh water, electric supplies, pumping I flooding arrangements, etc) is to be provided. Information on Fire detection system, its location & type etc. is to be incorporated in the documentation.

26. aASCCA (EEl. BASCCA (EE) sets are to be provided for 110% crew strength (14

personnel).

27. Additional Features. Watertight bulkheads are not to be pierced below the water line for the purpose of providing access to compartment. Door and hatches of water tight compartments and hatches of below deck compartments are to be provided with clips operable from both sides. All water tight compartments are to be provided with air indicator plugs.

Shock, Noise and Vibration

28. Hull Vibration. The vessel and all equipment shall be free from excessive vibration. The hull deSign and details of construction are to be such as to avoid vibrations that tend to cause damage to equipment or hull structure or to interfere with proper functioning of equipment on board. Special care shall be taken to the design of propulsor to minimise propulsor induced hull vibration. Any unsatisfactory condition resulting from the excitation of a resonant frequency in any equipment by propeller or other existing force shall be corrected by local stiffening of structure, installation of suitable mounting, modification of components or other effective means as applicable. All main and auxiliary equipment and systems should be provided with suitable vibration isolation arrangements as per classification society guidelines.

29. Propulsor Induced Vibrations. Torsional and lateral I axial vibration calculation for the propulsion system shall be made in the design stage to demonstrate the acceptability of vibration levels. Maximum vibration for the main equipment is not to exceed levels stipulated vide ISO - 10816. The calculations shall be submitted to the OWNER after approval of the Classification Society.

30. Shock Protection. The design of securing arrangements for main and auxiliary machinery, ship side valves, supports for valves, pipes and fittings are to be carefully considered with a view to minimize damage due to shock and vibration and are to be adopted for good merchant ship practice. Over hanging valve boxes and chests should be reduced to a minimum and are to be supported adequately.

31. Noise. The design construction, workmanship and installation of all machinery and associated equipment shall be such that the noise level and sound frequencies will permit normal conversation at all operating positions under all conditions. Every reasonable and practical effort shall be made to minimize the equipment noise by use of vibration mounts below all machinery. All parts of equipment and accessories are to be designed to ensure resistance to fracture, distortion or misalignment due to forces of vibration. Rotating and reciprocating machinery and equipment in noise critical systems should be mounted on low frequency mounts except as otherwise specified. Selection of all machinery will be carefully considered with a view to minimize airborne noise, structure borne noise and vibration thereby improving habitability. All machinery should be tested for c noise and vibration as part of the Factory Trials and as part of the Harbour and Sea acceptance trials. The following standards are to be adhered to in respect of Noise and Vibration:

(a) Hull Vibration -ISO 6954 (1984)

(c) Airbome Noise -18:13161 (Part 3)

Miscellaneous Sub-section

32. POL. Specifications of LSHSD used on board shall confirm to 18 1460/2000. Lubricating oil OMD-113 of 10C (Issue 4) is to be used in diesel engines and gear box. Any other POL proposed to be used is to be specifically indicated. These should be available indigenously.

33. Work and Stowage Space. A suitable workbench with a 100 mm Parallel Jaw Vice with tools and workmen drawers/ cupboard is to be provided in the engine room. A-full set of Tools is to be provided. Consumables tools are to be adequately provided in the Consumable Naval stores. Suitable provisioning should be made on board for secure custody and easy retrieval of tools, OBS, etc. All inventory and stores are to be stored onboard by shipbuilder prior to delivery of the vessel.

34. Equipment Guards. To be provided as per class rules.

35. Save-ails. Save-ails are to be provided under equipment, oil tanks, filters, strainers, telegraph, gearing, propeller shaft bearings,' fuel tanks, etc as required/approved by the OVERSEER.

36. Tools & Lifting Arrangements. Suitable arrangements such as winches, two 0.5 ton chain block, portable power pulley block, lifting eye plates, tools, special tools, rails, etc are to be provided in machinery compartments for shifting of machinery. All machinery weighing more than 40 kg is to be provided with eyebolts. Suitable lifting rails and eyebolts are to be provided 0 the engine deck head. The tools, special tools for lifting or for maintenance on any equipment are to be provided as per the manufacturer's recommendations for all machinery equipment.

37. Instrumentation I Alarm I Trips. Instrumentation should be as per IS / BS standards. Deviations are to be clearly stated in the BS with adequate justification. Effort is to be made to standardise instrumentation fit across the various systems. A list of the proposed instrumentation (with the different 'types' reduced to the minimum) is to be provided. List of suppliers for sensors/ instrumentation is to be forwarded to IHQ MoD(N)1 DME for approval.

38.

Documentation.

The following are to be provided:

(a) Engineering documentation up to fourth level of maintenance (i.e, dockyard I repair

agency level) is to be provided.

(b) A comprehensive PIL is to be provided for all equipment and engineering systems

along with components in a format approved by the OWNER.

General

1. All the power generation and distribution system, electrical equipment and machinery and

associated systems shall conform to classification rules.

2. Labelling and Tally Plate. Anodised Aluminium tally plate shall be fitted on items of electrical equipment and fittings indicating relevant parameters make, serial number, rpm, voltage, current etc.

:\. Tally Plates. All o8s, NLP, equipments etc shall indicate the nomenclature of the boxes

and the details of incoming and outgoing circuits with the capacity of each fuse and MCB there in.

4. Diagram Plates. All electrical equipments/switchboards/panels/oB etc shall be provided with Anodised Aluminium diagram plates, clearly showing connections with terminal markings as on the equipment and they shall be secured on the underside of the cover of the equipment.

5. Fuses. Where Fuses are used for circuit over current protection they shall conform to

international standards and shall be approved by Classification Society.

6. Colour scheme of electrical equipment. Bare metal surfaces of electrical equipment shall be painted with rust proof paint and finishing paint, except those specially treated and rendered corrosion free.

7. Marking of Bus-bar and Connections. Bus-bar and connections of major power

equipment shall be clearly marked by means of tapes, paints and equipment name.

8. Caution Board. All equipment connected to working voltage above 150V AC shall have caution board affixed in a prominent position. The caution board shall be red in colour with white letters. Framed notice plates demonstrating method of Classification Society Rule Aid for electric shock shall be filled in the proximity of the switch board.

Classification Society rules are to be used in the dredger:-

(a) Main Supply. 415V, 3 phase, 50Hz, 3 wire.

(b) Lighting. 230V, 50Hz, 3 phase /1 Phase

(c) Supply for Domestic Portable Equipmen!:_ 230V, 50 Hz, 4 wire system.

(d) Emergency Lighting etc. 24 V DC

12. All electrical machineries/systems such as DBs/ Normal & Alternate supplies! lighting system! light fittings/ Navigational lights! protection controls, instruments & indications etc wherever necessary shall be provided as per classification rules.

13. Supply Distribution. All motor driven machinery, Galley equipment etc of 0.5 KW and above ratings shall be preferably arranged to operate from 415 V, 3-phase distribution system. Machines below 0.5 KW rating, lighting, WIT, navigation equipment may be arranged for operation from 230 V, 50 Hz, single phase derived through suitable transformers ..

14. Main Switch Board (MSB). The design, construction and testing 'of the main switchboard shan conform to Classification Society's specifications. MSB (with Bus Bar Coupler between each generator Section), Switchgear and distribution boards to be provided. MSB shall be designed for control and distribution of 415V, 3 Phase, 50Hz and 230V, 1 Phase, 50 Hz AC suppiies with earth fault monitoring! protection indication and alarm, made of sheet steel, totally enclosed, dead front, deck mounted, effectively drip proof for any angle should be supplied. Other requirements of the switchboard are as follows: -

(a) MSB and its associated equipment are to be selected from the approved list of

vendors.

(b) The switch board shall comprise of moulded case circuit breakers, Voltmeter, Frequency meter,' Ammeter, KW meter with necessary fuses, selector switches, control circuits, indicating lamps etc.

(c) One 230V feeder panel with Voltmeter, Ammeter, earth fault indicator and indicating

lamps.

(d) Protections, controls, instruments & indications for DG set shall be provided in main

switch board as per Class Specifications and should include the following also.

(e)

Protections.

The following protections are to be catered in the design:

(i) Over Load protection

Oi) Under Voltage protection

(iii) Short Circuit Protection

(iv) Reverse Power Protection

(f) Controls.

(i)

Main Generators

- Governor control switch

- Synchronizing switch

- MCCBs of suitable rating for manualswitchinq and .

electrical/manual tripping.

(ii) Shore Supply - Manually operated MCCB with electrical! manual tripping

(iii) Feeders - Each feeder will be controlled by an MCB of suitable rating.

(g) Instrumentation.

0) Main Generatorsl Shore supply

- Ammeter with phase selector switch &

current transformers.

- Voltmeter with phase selector switches

- Frequency meter

- KW meter (only for main generators)

- Synchroscope (only for main generators)

(ii) Indications

- "Generator running" lamps

- "Bus-bar alive" lamps

- "Shore supply on" lamps

- Synchronising lamps

- "Earth fault" lamps

(h) The design, construction, testing & other miscellaneous requirements should be as

per the Classification Society rules.

15. Shore Supply Arrangements. Watertight shore supply connection box of 415 V, 3 phase, 50 Hz conforming to classification society regulations shall be fitted on weather deck at an appropriate position on both Port & Stbd side. The shore supply should be connected by permanent cables to the switchboard and should have suitable terminals for connecting flexible cables up to 50 mtrs length. A phase sequence indicator should also be provided. Suitable cable drum be provided to reell unreel the cable. It should be protected from weather. It should be conforming to classification rules, to meet the requirements of the harbour loads. Electrical interlocking main generator breakers and shore connection breaker will be provided in such a way that the shore connection breaker cannot be switched "ON" if anyone of the main generator breakers is "ON" and vice versa.

16. Lighting. Lighting arrangements are to be provided as per class specifications.

Following general lighting and fittings are to be provided:-

(a) Adequate lighting to illuminate various compartments, alleyways, deck fixtures and alarm panels. Emergency lights fitting of 24 V are to be supplied in each compartment and common spaces so as to provide adequate light during power failure. Single core cable is to be used for lighting circuits.

(b) The vessel shall be generally illuminated with 230 Volts CFL fittings except store

rooms, lockers, weather decks etc conforming to classification rule.

(c) NaVigation lights should conform to IRPCS':'72 regulations.

(d) Earth Fault Monitoring System for switchboards & Galley to be provided

17. Batteries Following maintenance free batteries are to be provided, for 08 hours of operation to sustain the navigation aids, communications. internal lighting, main engine and DA controls. This should be augmented with suitable battery charging facilities:-

(a) 4x12V. 180 ampere hours.

(b) 2x12V, 280 Ampere hours.

18. Motors. Starters and Control Panels. The following points merit attention:

(a) Direct on-line motor starters shall be provided for all services below 5HP. including portable pumps and Star-delta Starters for motors of 5HP and above incorporating undervoltage, over-current, short circuit, single phase protection and connection for thermistors in the motor. The starters for Engine room ventilation fans shall be provided with a remote stop push. Thes"e pushes will be fitted outside the engine room near the entrance to the space. The push button shall be recessed type to avoid inadvertent tripping of the starter.

(b) Starter shall be mounted near the equipment and will be locally controlled.

(c) System interlocking where necessary must be provided.

(d) Each starter shall be provided with:

(i) Start/Stop push buttons

(li) On/off indication lamps

(iii) Control potential transformer 415 V/230 V of suitable rating (iv) HRC control fuses

(v) Thermal overload relay with built in single-phase protection

(e) Contactors and overload relays as per approved list of IRS/ equivalent classification

Society will be used.

(f) Starters located outside the engine room will additionally be provided with a main

Switch / isolator with door interlock.

(g) Starters for motors wilt generally be grouped as follows:

(i) Group I (ii) Group II (iii) Group III

Ventilation fans

Engine room auxiliaries Other services

(h) Remote "Stopping" of the group(s) during "Emergency" will be provided at:

(i) Wheel house

(ii) Engine room exit (iii) CO2 room

19. Cables. Low Fire Hazard [Ethylene Propylene Rubber (EPR)] cables conforming to Class requirements, procured from OWNER approved VENDORs shall be used. LFH cables conforming to marine specifications shall be used in main switch board, control panels etc. The following aspects must be considered during installation of cables:

(a) For cables passing through watertight deck or bulkheads, approved deck tubes and

glands of single or multiple type shall be used.

(b) Proximity to pipe joints, hot positions, hatchways and openings which may render the

cables liable to damage shall be avoided.

(c) Avoidance of congestion of cables and awkward bends.

(d) Cables shall be fixed on perforated M.S. galvanised plating mounted on vertical

bulkhead as far as possible, but where this can not be arranged, they shall be fixed to perforated plating on the underside of the beams.

(e) Each and every cable shall be affixed with indelible brass identification tallies at each end before entering equipment. The tally shall indicate circuit code number as shown on relevant drawings.

(f) Cables under floor in engine rooms will be run through metallic rigidlflexible conduits.

All wiring will be in accordance with IRS/ EQUIVALENT Class Specifications.

(g) All the essential services/equipment is to be fed through Auto Change Over Switches

(ACOS). .

20. Search Lights. Two 1000 watt search light without shutters are to be fitted on wheel house top where maximum search area can be covered and shall be remotely controlled from wheel house. The BUILDER may use COTs items for the same.

21. Flood Lights. Adequate quantity of 200 watt flood lights are to be fitted at designated

positions.

22. Battery Charging Rectifiers. Rectifiers with tapings shall be fitted to boost! trickle charge the batteries and provide DC supplies for LP services, navigational lights, external communication etc. Rectifiers are to conform to Classification Society rules. They shall have an input of 415 V, 50 Hz, 3 Phase and output, characteristics shall be maintained to meet equipment requirements with a change over switch facility of charging batteries of different equipment. Drip proof construction and air cooled configuration shall be provided as per marine practice. The rectifiers shall be procured from the OWNER approved list of VENDORs.

23. Transforrilers. The following are to be noted for transformers:

(a) Required number of 415 V / 230 V, 50 Hz, 3 Ph, star connected transformer shall be

provided to supply the 230 V AC loads, housed in drip proof enclosure with packed cable glands and procured from OWNER approved sources.

(b) The transformers will be of Class F insulation or higher. Transformers are to be connected so that incoming and outgoing cable leads do-not cross each other or form inductive loops.and are designed so that primary and secondary cable entries are located at opposite end. It shall be air cooled with separate primary and secondary windings.

(c) Transformers are to conform to Classification Society rules.

24. Portable Hand Lamps. Adequate in number of portable hand lamps fitted with splash proof protective guard and 20 meter long flexible cables are to be provided. Switch sockets shall be fitted and wired for portable hand lamps at appropriate locations.

25. Cabin Fans. Cabin fans of suitable sizes from approved sources operating on 230 V AC to

be provided in accommodation spaces, offices and manned stores/spaces.

26. Clear View Screen (CVS). Clear View Screen conforming to classification rules shall be

provided.

27. Navigation. The following Navaids certified by Classification Society is to be selected from

VENDORs having after sales service support in India and is to be fitted on board:
