Procedure:
1. Add carbomer to water. Mix until dispersed.
2. Add Phase B ingredients to Phase A.
3. Add NaOH solution. pH should be between 6 - 7
4. Add Phase D. Mix until uniform.
5. Add Phase E. Mix until unform. Discontinue.
