Once again, Western Mindanao State University has demonstrated its prowess in any battle it takes. The fight for strength, test of discipline, determination and camaraderie has been dominated by the university in the recently concluded Mindanao Association of State Colleges and Universities Foundation (MASCUF) Games 2011. Garnering a total of 66 golds, the WMSU delegation prevailed over 23 tertiary schools. Being year 2009's champion of the MASCUF Socio-Cultural Festival held in Dapitan, WMSU has soared not only in the sports arena but also it has proven its prided distinction for being one of the centers of excellence in Minda

The advocacy event was held at the University of Southern Mindanao grounds. The opening ceremony was preceded by the Athletic Parade participated by 1,660 athletes and 265 coaches representing 24 State Colleges and universities in Mindanao. The ceremony was held at the USM grounds and was graced by the 1st District Board Member, Hon. Jun Garcesa representing the Governor of Cotabato P· roVlnce, Hon . Emmylou Talino-Mendoza. The different sports competition followed through on February 1-4. WMSU grabbed the champion titles for Softball (Women), Baseball, Badminton Mix Doubles, Sepak Takraw, Volleyball (Men), Chess (Women) and Table Tennis (Women). They have perfected the art of giving as a badge of commitment and dedication. They are the men and women behind La Hermandad Zamboangueiia Foundation Inc. whose gift of charity has transformed the lives of the student-scholars at the Western Mindanao State University. The admirable devotion the foundation has shown over the years is manifested through the academic scholarships it has provided hundreds of scholars in different schools particularly from the Zamboanga Peninsula. And WMSU is but fortunate to be one of its partners in its unfaltering pursuit of providing accessible education to our less privileged but deserving students. The founders of LHZ were respected and prominent community leaders of the 1960s whose visions for the foundation are now carried out by their children and grandchildren likewise occupying prestigious positions in politics, education, medicine, commerce and trade. The energetic and captivating LHZ current president, Atty Henrietta Silos Mendez used to be the chairman of the MTRCB and is the daughter of one of its founder Josephine Johnston Silos who was a music and phonics teacher at the Zamboanga Normal School now WMSU. Another well-esteemed family whose support of this worthwhile endeavor is unmatched is the Uro clan. Dra. Esperanza Uro-Balcos served as president of the LHZ for five times despite her demanding profession in the medical field. She taught pharmacology at the Far Eastern University, helped set up the medical school of Baguio Central University and became the Dean of the school of medicine. She is now the treasurer of the foundation and keeps track of the incentives given to WMSU scholars. The wife of the late Justice Felisberto C. Gonzales the first dean of the WMSU College of Law, Nitz Uro has been active as officer and board member of the foundation. A valuable figure who "takes an extra mile" in serving the community and believes in the mission of LHZ is Madame Anisa Yacub Romero. As the overall coordinator of the foundation, it is noteworthy to mention her special role in the successful implementation of its objectives over the years in the region. She is a cousin of Prof. Ali T. Yacub, retired WMSU professor, former Public Affairs Director and LHZFI coordinator who was accorded a special award by the foundation in 2008. Some of the scholarships grants handled by the foundation and named after their sponsors are: Rose Lamb Sobrepeiia Grant (one of the founders still alive "LA UNIVERSIDAD

known for her wit, beauty, and craft in painting); Josephine Johnston Silos Grant; Gloria Apolinario Fabian Grant (named after the mother of congressman Erbie Fabian); Justice Roseller T. and Amy S. Lim Grant; Judge Felisberto C. Gonzales Grant; Hadji Jaynuddin Nuiio Foundation-Metro Stonerich Corporation Grant (named after the father of Engr. Bong Nuiio, president of Metro Stonerich Corporation); Leleng Macasil and Nancy Macasil Grant; Fely Salazar Pedrosa Grant; Orendain Family Grant; Justina Marquez Uro Grant; and Prof. Ali T. Yacub Golden Crescent Grant. WMSU had over forty LHZ scholars who graduated and presently has twenty six scholars enrolled in the following courses: BS Computer Science, BS Engineering; BS Mass Communication, BS Elementary and Secondary Education, BS Home Economics, BS Chemistry, BS Accountancy and AB Political Science.

WMSUHosts Biotechnologv Svmposium


At least 110 participants from the academe, government agencies and private institutions all over Zamboanga City attended the first Biotechnology Symposium held on February 24 at a local hotel and restaurant. The event was spearheaded by the Western Mindanao State University College of Science and Mathematics (WMSU-CSM) headed by Dean Marilou Elago. It was part of the activities of the three-day 4th Breeder Science Celebration which carried the theme, "Expanding the Frontiers of Science and Mathematics Research for Social Relevance". The activity was funded by the Biotechnology Center of the Philippines (BCP), a non-stock, non-profit organization that pursues biotechnology research, regulation, advocacy and other related concerns. Resource persons and their respective topics were: Dr. Antonio Laureana, Research Professor, University of the Philippines, Los Banos (UPLB), "Overview of Modern Agricultural Biotechnology"; Mr. Godfrey Ramon, Science and Technology Specialist, BCP, "Products in the Pipeline and Our Own Pinoy GMOs"; Ms. Merle Palacpac, Chair, Bureau of Plant Industry Biotech Core Team, "Regulation of Biotech Crops in the Philippines: Model for Developing Countries"; Dr. Nina Gloriani, College of Public Health, UP Manila, "Ensuring the Safety of Biotech Foods"; and Mr. Abraham Manolo, Executive Secretary, BCP, "Acceptability and Adoption of Biotech Crops and their Societal Benefits".

Dr. Laureana explained that biotechnology researches help improve the quality of agricultural produce. Products become pest-resistant, high yielding and/or nutritious, among other qualities, he revealed. The technology, he said, is now being used to delay the ripening of papayas for commercial transport purposes. He also gave the example of the golden rice which is beta carotene-enriched and which will be available in the market soon. This product is indeed good news to health buffs, he said. He likewise mentioned the pest-resistant BT corn, also a product of biotechnology, which will certainly improve corn yield and eventually benefit the farmers. Dr. Emmylou B. Yanga, Regional Director of the

Commission on Higher Education , Region IX, aptly put it in her keynote address during the opening program when she said, "Biotechnology provides new tools for improving animal health and welfare, increasing livestock productivity, increasing crop yield, developing farming practices that benefit the environment, increasing agricultural sustainability, and improving the food we consume". Dr. Milabel E. Ho, WMSU Vice President for Research, Extension and Development, was guest of honor during the closing program. The College of Physical Education Recreation and Sports (CPERS) in partnership with the Jambangan Cultural Dance Company presented a highly commendable and spectacular expression of dancing talent-Motus. The event's title stands for a movement, a motion in Latin. Motus was a night of dances, a showcasing of different dance genres. Spellbound, the spectators were in every moment stock-still on their seats during the whole course of the performances. The dance concert started off with the Prelude of all the featured dance numbers. It was then followed by a Praise Dance, featuring a risky and breathtaking aerial dance. The aerial dance incorporated a cloth attached to the stage's ceiling, in which a male dancer executed a fluid's grace choreography. The aerial dance during the show is a rare performance in the city. With a variety of genres, the audience never missed on the show's rich entertainment and quality performances. Swinging from the ethnic Filipino dances to Afrikan-American Hip Hop culture, covering the fusion of Asian dances to a mash-up pop culture. From Broadway adaptations and shifting to dance interpretations of some OPMs (Original Pilipino Music), the show did not run short on how to indulge the restless crowd. Moreover, the show's instrumentalists did a great job with its intricate percussion music sustaining the audience's attention, as if momentarily

transporting them in a distant world of our forefathers. The enthusiasm was across the faces of the young and the old alike, they responded with awe and surprise all the same. Indeed, all performances were engaging and worthy of applause. For the finale, the crowd was mystified by a dance number called Igal Janggay. The latter was a traditional Sama dance. Janggay refers to metal fingernails or claws that the dancers wear on their hands as the sinuous movements of pangalay figures are executed. The dance is the Jambangan's entry for the Sabah International Folklore Festival this July in Malaysia.

Western Mindanao State University-College of Science and Mathematics (CSM) in cooperation with Biotechnology Coalition of the Philippines held the 4th Breeders Science Celebration. The 2-day event showcased the Research Output Presentation, Science and Math Fair 2011 and Modern Biotechnology Symposium for Agriculture and Food last February 23 and 24. Day 1 of the event featured the Research Output Presentation. The event was a paper presentation of eight CSM faculty members. It served as a venue for queries and clarifications on the presented researches. The following are the research papers and their authors: "Ethnicity and Epistemological Instructions: Effects on Beliefs, thinking skills and Concept Understanding Chemistry" by Lourdes Filoteo, Ph.D. in Chemistry Education; "Transformational Leadership Behaviors and Total Quality Management Practices of Middle Level Administrators in Higher Education Institutions in Zamboanga City" by Sheeva Saddalani, Ed.D. in Educational Administration; "Change Generating Sets" by Alex Zambales, MS in Teaching Mathematics ; "Septage Management in Zamboanga City" by Susan Montebon; "Alternative Conceptions of Human Cardiovascular System Concepts Among BS Nursing Students in Zamboanga City" by Mario Obra, MS in Teaching Biology; "Infinite Sum Formulas from Efthimiou's Laplace Transform Technique" by Rhudaina Mohammad, MS in Mathematics; "X-Ray Diffraction Analysis of MBE-grown InGaAs/GaAs Superlattices on GaAS (100) Substrates" by Joel Fernando, MS in Physics; and "Some Special Linear Sum of Graphs Resulting from Some Graph Operations" by Vasser Salih, MS in Mathematics candidate. "Pure sciences are the first step but the application will give social relevance as a result of the study," Vice President for Research, Development and Extension, Dr. Milabel E. Ho challenges the crowd. Ho addressed the audience in her message. "It is time that we make a difference in our community. I have been to several universities in the country and their science department, we are not far behind," she asserted. Simultaneously during the first day of the event, the Science and Math Fair 2011 carried on successfully. The latter is an activity initiated by the students of Biology, Chemistry, Physics, Mathematics and Statistics Department. Selling of home-made products, exhibit of experiments, games and information dissemination abounded throughout the activity. Other enticed WMSU students took part in the interesting and fun activity.

Mohammad, a senior high school student of the university was awarded the Chief Girl Scout Medal at the SMX Convention Center, Pasay City. The awarding ceremony was held last February 5,2011. The Chief Girl Scout Medal scheme seeks to recognize Senior and Cadet Girl Scouts who are committed to outstanding service for the country. Together with 416 medalists from Luzon, Visayas and Mindanao, Mohammad was duly commended for her project which is related to conserving and beautification of the environment. It has been recalled that Mohammad, together with her Troop Leader, Sheryl Pangilinan-Ramirez and group were recognized by the local city government and the National Girl Scout of the Philippines (GSP) - Zamboanga Chapter. Their project centered on cleaning, painting and landscaping of the Baliwasan multi-purpose hall facade, "I want to develop more Fharnies. GSP changes the lives of young girls," said Pangilinan-Ramirez who was also a girl scout herself. She said that she's looking forward for more upcoming activities for the girls.

Mohammad also represented the university and the Girl Scout of the Philippines during the International Association of Volunteer Effort (lAVE) World Volunteer Conference last January in Singapore. Being the only high school student among the Philippine delegation, she made a name for WMSU. Antoine de Saint-Exupery wrote--A man's age is something impressive, it sums up his life: maturity reached slowly and against many obstacles, illnesses cured, griefs and despairs overcome, and unconscious risks taken; maturity formed through so many desires, hopes, regrets, forgotten things, loves. A man's age represents a fine cargo of experiences and memories. This will be another article about one of the many people who have become part of the university. He is Augusto "Tuting" Santos Domingo, 74 years old, the university's retired Supply Officer. In his crisp cream-colored long sleeves, one can get the impression that this man is a friend to everybody. Indeed, he is. He studied the room, as if wondering how things changed when he left the university. It was in the April of the year 2001,

when he stepped down from the hustles and bustles of employment and also from the satisfaction and assurance of it. Certainly, people have varied views on retirement and the days and years that trail after it. Mr. Domingo is a father to six daughters and three sons. Tuting have kind eyes, you can imagine him as a robust grandfather playing with his ten grandchildren and five great-grandchildren. But then, he was the university's Supply Officer and that was not an easy job. He began to account on how he was during his stay in WMSU. Having to oversee government properties, university assets and supplies, being a Supply Officer is a tedious task for someone to handle. He began as a clerical aide in the year 1967. From a humble clerical aide, he then rose to office as a Supply Officer III. Tuting recounted merrily that he took pleasure in his job even when the odds of financial accountabilities were high. State Universities and Colleges (SUCs) from regions IX, X, XI and XII in Mindanao formulated concrete plans to pursue a collaborative peace and extension agenda. This was done during an assembly held on January 31 to February 2, 2011 at the University of Southern Mindanao in Kabacan, North Cotabato. Spearheaded by the Western Mindanao State University (WMSU), the meeting was an offshoot of the Mindanao Educators' Peace Summit: Transforming the Conflict in Mindanao Through Peace Education and Quality Higher Education. The summit was held on January 11-15, 2010 in Penang, Malaysia during which the Mindanao Association of State Colleges and Universities Foundation (MASCUF) formulated the MASCUF-PENANG Declaration for Peace 2010. The declaration called for the setting of research and extension peace agenda by MASCUF. This agenda is anchored on the belief that SUCs playa vital role in advancing a culture of peace; in easing conflicts in Mindanao; and in avoiding the pangs of trauma for women, elderly, children and those fighting to liberate themselves from any form of oppression. Giving the inputs to guide SUC representatives in the formulation of the plans were Dr. Milabel E. Ho, WMSU Vice President for Research, Extension and Development, 'Workshop Rationale'; Dr. Grace J. Rebollos, WMSU President, 'Overview of the Peace Situation in Mindanao and the MASCUF-Penang Declaration 2010' ; Prof. Rudy B. Rodil, History Professor, Mindanao State University - lIigan Institute of Technology, 'Peace and Conflict: The Mindanao Experience'; Dr. Herbert Rosana, Executive Director of Bicol Consortium for Peace Education and Development, 'Civil Society Initiatives in Peace Education, Research and Extension'; Dr. Alimen W. Sencil, Director, USM Extension Services, 'USM Initiatives on Peace'; and Prof. Salik Makakena, Director, USM Peace Center, 'Islamic Perspectives on Peace'. Under the proposed program dubbed as Mindanao's Network for Peace and Development (MINPED), MASCUF will pursue the following agenda items: right to self-determination; human rights and justice; humanitarian accountability; good governance; sustainable development; national peace policy; solidarity and people's participation. Furthermore, the following strategies will be employed: create peace education and development centers in all SUCs under the institution's extension office; create a management committee (task force) to oversee implementation; have the MINPED accredited by the Commission on Higher Education (CHED); and create multi-level communities of peace in Mindanao. UD Conducts Literary and Arts Tilt


Western Mindanao State University's official student publication, The University Digest held the Ani ng Sining: Literary and Artistic Competition last February 24 of this month. The event was participated by the different WMSU students at the Moot Court of the College of Law. With the theme "Celebrating the harvest of Culture and Arts", participants joined the different categories which include Essay Writing, Ink on Paper, Digital Art and Photography. The event aims to scout for excellent writers and fine artists and at the same time to celebrate the National Arts Month. Winners of the following contests are as follows: Essay WritingJyedil Fatta Amisali, BSED III (1st place); John Albert Rue Palomar, AB Polsci III (2nd place); and Jessica Jill Wee, BSN I (3rd place). For the Ink on Paper category- Diomel Llenares, BS Arch (1st place); Ernan Natividad, BS Arch (2nd place); and Arlyn Ibrahim, BSN (3rd place). Digital Art CategoryLeonel-Jake de Leon, BSN IV (1st place); Joicy Faith Escorial, BSCS-IT I; (2nd place); and Ray Benedict Casimiro, BSN I (3rd place). USC Holds Student Forum


University Student Council (USC) of Western Mindanao State University provided a bridge for the students and the administration to discuss the different issues enclosing the university. The event dubbed as Speak Out: Students Meet the Administration was held at Dr. Juanito Bruno Gymnasium last February 16, 2011. The forum was initiated by University Student Regent, Alvin Rex M. Lucero and partiCipated by the student body. The University President, Dr. Grace J. Rebollos, Prof. Milagros F. Yosores (Dean of Student Affairs), Prof. Ma. Carla A. Ochotorena (Dean of Admissions), Dr. Loyda Bangahan (Vice President for Planning, Finance and Administration), Prof. Aurora O. Manzon (University Registrar), Dr. Ricardo Somblingo (Special Assistant of the Vice President of Academic Affairs for students), Rosalie G. Tan (University Accountant), Dr. Edena C. Fernandez (Scholarship Office Director) and Engr. Antonio Angelo J. Limbaga (Management Information System and Technology Office Director) were present to answer and clarify the students' queries. "Walk your talk", thus Dr. Benedicta Lascano, President of the Philippine Guidance and Counseling Association (PGCA) Incorporated, national chapter and head of the guidance and counseling center, University of the Philippines-Diliman, urged fellow counselors. Lascano gave the keynote address during the 13th Annual Guidance Counselors' Regional Seminar-Workshop held on February 10 to 11 at a local hotel and restaurant, with the theme, "Counselor: Walking The Talk". Lascano, who was also one of the resource persons spoke on the topic, "Ethical Standards in Guidance and Counseling Practice". She challenged the participants to pursue counseling work with passion - make known and offer their counseling services to their clientele instead of simply waiting for the latter to come to them. She underscored the guidance counselors' approachability, a counselor's trait that cannot be overemphasized. She highlighted the imperative for confidentiality in the counseling practice as a sign of respect for clients. Professionally, Lascano reminded the counselors that one needs to be a registered guidance counselor (RGC) in order to be allowed to do counseling work whether in private or public practice. She hailed those who pursue continuing professional education (CPE). "To continuously equip ourselves with the latest counseling methods and techniques is a moral obligation", she stressed. "We owe it to our clients", she added. Lascano also spoke on the topic "Counseling Children with Behavioral Problems". CPERS outreach program benefits abandoned kids

Hermosilla College Information Officer, CPERS The College of Physical Education, Recreation and Sport (CPERS), in consonance with the University's theme "La Universidad para na servicio de Communidad", successfully organized a community outreach program in Barangay Talon-Talon, Zamboanga City last February 12. This years' recipient is the Reception and Study Center for Children (RSCC). The college chose the institution as its beneficiary since the Center also serves as a practicum field for students taking up P.E. 154 (Community Recreation Classes). RSCC is one of the institutions that cater to children, from infancy to 18 years old, who are abandoned or whose parents can no longer give the care and nurture they need. It is also an adoption center under the Department of Social Work and Community Development. It is also being supported by non-government organizations and chaired by Mrs. Josie Reyes, a social work professional. The college faculty and staff together with the energetic young dean, Prof. Elmer M. Labad brought along new sets of clothing and other children care products. They were warmly welcomed by the center nurse Mrs. Jessica Agustin and by the children. A short program was held and games were facilitated for the children through the Community Recreational Class of Prof. Teresita E. Bernardo. Meals was served courtesy of a local fast food store. The outreach program was the culminating activity for the CPERS 22nd Foundation Day celebration which started on December 13, 2010. Other beneficiaries of the annual activity include the indigent families of brangays Tugbungan, Tulungatung, and Baliwasan.
