Candidate for graduation of class 2011…please rise!

MRS. PRESIDENT, upon the recommendation of the Faculty of the Basic


Education Department and upon verification, I have the honor to present to you
the 11 candidates for graduation in kindergarten level, 30 candidates for
graduation in the Elementary Level, and 73 candidates for graduation in
the Secondary Level. They have satisfactorily complied with the requirements
of their respective curricula as prescribed by the Department of Education. For
your confirmation.

Our beloved president, Mrs. Marguerite Michelle Villanueva Padua - Hornby, the
Chairman and members of the Board of Trustees, Officers of the Administration,
Faculty and Staff, parents, guests, my dear graduates, ladies and gentlemen…
GOOD AFTERNOON!

It is my distinct privilege and honor to be given the task to introduce our


distinguished Guest Speaker in today’s 2011 Commencement Exercises.

Our guest speaker came from a well-known family of educators in Naga City. His
parents were both public schools principal. He is the 4th Son of Dr. Domingo
O. Balares and Mrs. Genara Alvarez-Balares. His brothers and sisters were
also graduates of this institution with flying colors. He celebrates his birthday
every 11th day of the month of November. He is a media practitioner, journalist,
musician, sportsman, and an educator….
He was happily married with Niña Zagada-Balares in 1996. A Father to two
children: Tyrone Yanci, 2nd year High School and Trizia Yvon, 4 years old.

He is one of those graduates of this institution who had kept the torch of his
Alma Mater shining through in his life for not losing momentum in achieving his
goal and in shaping his dreams into reality by making things happen …and is
still gaining momentum for greater heights of achieving successes in the field of
work and professionals…

His achievements in the field of work he had chosen are truly inspiring and
encouraging. He is a true reflection of what an NCean is.… the impact to the
community of his achievements would always speak out the greatness and pride
of his Alma Mater, the Naga College Foundation. His presence in this
afternoon’s 64th Commencement Exercises of the Basic Education Department
has made all the difference…

Bringing back the hands of time, our guest speaker was one of the NCF
Elementary and HS graduates going through the same experience you are
having today. He was also rendering a crowd like this for his valedictory
addresses during his elementary (1985) and high school graduations (1989)…

As student, he was active and energetic. He joins both academic and non-
academic related school activities. His teachers described him as friendly, a
thinker, an achiever, and a principled leader. He worked as student journalist
and served the school publication from being the Assistant News Editor in 1985
to Editor-in-Chief of the Green and Gold in 1988-1999. As student leader, he
held various positions in high school. He was the president of the Naga College
Historical Society and the Supreme Student’s Government. He was a member of
the famous Naga College Foundation Concert Band from 1985-1989.

He was a consistent first honor student from kindergarten and Grades 1 – 6. He


finished his Elementary Education in Naga College Foundation with flying
colors, being the First Honors of Class 1985 and a recipient of the Leadership
and Academic Excellence Awards.

During his high school, he earned three scholarships: academic residence


scholarship, band and school publication scholarships all at the same time in
four years. (libre na, may uli pa!)

He was recognized and awarded by the Naga City Division as Outstanding


Student in 1989.

He consistently made scholastic impressions and achievements for leading the


Naga College Foundation high school graduates of Class 1989 as valedictorian,
achieving more citations, medals, certificates and plaque of recognition for both
academic and non-academic awards.

In 1989, he took up Bachelor in Secondary Education at the University of Nueva


Caceres until he quitted in 1995. Then, he came back to Naga College
Foundation and finished the degree of Bachelor in Secondary Education major
in Physical Education Health and Music in 2002, fortunately he only needs 12
units to earn another major in Mathematics.

After finishing his college degree, he immediately enrolled in the Masters


Degree program in summer of 2002 and earned the Master of Arts in Education
in 2005 with two majors: Administration and supervision and Educational
Management graduating with Academic Excellence and Excellence in Oral
Defense awards conferred upon him.

As musician, he had served as Trainer of the Naga Central School II Drum,


Xylophone and Lyre Corps for three school years. He plays a guitar, trumpet and
bamboo flute.

As youth leader, he had served as President of the Naga City Working Youth
Club (1992 – 1993), and President of the Bicol Regional Federation of Working
Youth Clubs (1992 – 1994); During his term, the BRFWYC was awarded as
Outstanding Youth Organization by President Fidel Ramos in the Malacañan
Palace; He also had served as the Chairman of the Technical Working Group,
Naga City Youth Federation 1991 – 1992; Delegate to the 1st National Youth
Parliament in 1996 representing the Working Youth Sector; and Finished the
Basic Entrepreneurship Development Course conducted by the National Youth
commission and the Metro Naga Chamber of Commerce and Industry, Inc.

From 1990 – 1999, he had worked as news writer, reporter, talent announcer
and program host of various newscasts and programs of Intercontinental
Broadcasting Corporation (DWNW Radio), Peñafrancia Broadcasting
Corporation (DZLW Radio), and Caceres Broadcasting Corporation (DWAR
Radio).
As journalist, he had worked as staff Writer of the Bikol Daily, the first and only
daily regional newspaper in Bicol from 1996 – 1998; served as Correspondent of
the Philippine Daily Inquirer, 1998 – 1999; Staff member of the Naga City
Journal, the official publication of the city Government of Naga from 1999 –
2001; and was the Coach of the pupil of Naga College Foundation who won 6th
place in the National Schools Press Conference in Mandaue City, Cebu in 2003.

As Teacher, he passed the Licensure Examination for Teachers in 2002. His


baptism of fire in the teaching profession was in this institution as part time
MAPE teacher in the elementary department in SY 2002 – 2003. He Joined the
Department of Education in July 2003 and was assigned at Naga Central School
II. Exactly two years after, he was promoted as Teacher II after holding several
school co-curricular coordinator positions. He ranked #1 in the first Principalship
Test among the school head applicants in 2006. Beating other examinees
including incumbent principals in the Naga City Division.

Three years after joining DepED, he was assigned to be the Teacher-in-charge


of Teodora Moscoso Elementary School in July 2006 and was promoted to a full
pledged school head status of Head Teacher II a year or merely 4 years and 2
months being in the department. He earned the Principal position 2 years after
or barely 6 years from being in the service. He was once appointed as Division
Research Coordinator in 2009 and was tasked to interpret research and tests
results in the division of Naga City.

He was also a holder of the National Coaching Certificate in Football granted by


the Philippine Football Federation in 2003, and a member of the Bicol Arnis
Coaches and Instructors League since 2003.

He was a Grantee of a scholarship on INSTRUCTIONAL AND CURRICULAR


EXCELLENCE IN SCHOOL LEADERSHIP AND MANAGEMENT (ICEXCELS)
at the Southeast Asian Ministers of Education Organization – Regional Center
for Educational Innovation and Technology (SEAMEO-INNOTECH).

To keep himself be upgraded with the trends and concepts of work-related


matters, he actively participated in various division, regional and national
training seminar programs: In 2000, he attended the BASIC
INTERPRENEURSHIP DEVELOPMENT COURSE sponsored by the National
Youth Commission and the Naga City Chamber of Commerce and Industry.

In 2003, he attended the following training-seminar: NATIONAL SCHOOLS


PRESS CONFERENCE; PREPARATION OF ACTION RESEARCH; REGIONAL
SEMINAR-WORKSHOP FOR BAND ORCHESTRA AND RONDALLA
TRAINERS AND CONDUCTORS; DISASTER CONSCIOUSNESS AND
PREPAREDNESS; TEACHERS’S INDUCTION TO THE SCHOOL SYSTEM;
MODIFIED TRAINING IN ARNIS; AND SEMINAR FOR
THESIS/DISSERTATION WRITERS, ADVISERS AND PANEL MEMBERS.

In 2004, he attended the following: FORMULATION OF THEORETICAL AND


CONCEPTUAL FRAMEWORK; THE INTEGRATION OF HIV/AIDS PROGRAM
IN THE BASIC EDUCATION CURRICULUM; BAMBOO FLUTE PLAYING
TRAINING PROGRAM FOR SECOND CONGRESSIONAL DISTRICT,
DIVISION OF CAMARINES SUR; HIGH-IMPACT CLASSROOMLEARNING
ACTIVITIES, STYLES AND STRATEGIES; REGIONAL LIVE-IN TRAINING ON
THE REVISED PHYSICAL FITNESS TEST AND TEACHING ENHANCEMENT
SKILLS ON SCHOOL SPORTS FOR ELEMENTARY AND SECONDARY
TEACHERS; AND CAMPUS JOURNALISM FOR SCHOOL PAPER ADVISERS.

In 2005, he attended the following: REGIONAL SCHOOLS PRESS


CONFERENCE (ELEMENTARY LEVEL); EFFECTIVE PRESENTATION AND
INTERNET LITERACY; NATIONAL SEMINAR-WORKSHOP ON ACTION
RESEARCH WRITING FOR SCIENCE AND MATH TEACHERS; NATIONAL
COACHING CERTIFICATE COURSE IN FOOTBALL; and in 2006, he attended
the REGIONAL SUPERVISORY SKILLS ENHANCEMENT (SSEP) PROGRAM.

At present he is pursuing Doctor of Philosophy program and is presently


enrolled in Naga College Foundation.

Ladies and Gentlemen, Candidates for Graduation of Class 2011, please join
me in giving a warm welcome and loud applause to our Guest of
Honor and Speaker, a Distinguished Naga College Foundation Alumnus, an
achiever in his chosen field of endeavor, the principal of San Isidro Elementary
School, Naga City …… HIS HONOR…MR. NOEL A. BALARES….
