Dear Mr. Diebolt:

Thank you for your March 20,2011, letter to State Treasurer Andy Dillon. Your letter, which requested a preliminary review of the City of Allen Park pursuant to Public Act 4 of 2011, the Local Govemment and School District Fiscal Accountability Act, was referred to me for reply.

Your request cited the occurrence of a long-term debt rating of BBB or lower as the main indication of a financial problem. Section l2(1) of the Act accords the State Financial Authority (i.e., the State Treasurer for units of local govemment other than school districts) the discretion to conduct, or not to conduct, a preliminary review. It is our assessment of the current circumstances in the City of Allen Park that City management is aware of its financial situation and is taking steps to address it.
Adequate time should be afforded City officials to implement a strategy to complete in a fiscally appropriate manner the current fiscal year, which ends June 30, and to implement a balanced budgit for the 2012 fiscal year which begins July l. Therefore, the Department of Treasury has determined that a preliminary review is not appropriate at this time.
