It forms a common understanding of the activities, resources, and constraints in software development. It avoids inconsistencies in the software development. It fosters ownership and accountability among the project members. It avoids the old code-and-fix process, thus speeding up the software development.

All requirements will be known and locked at the end of the requirements phase. Each phase of the development is rigid and frozen before proceeding to the next phase. Product that will be developed will be working. Planning is oriented toward a single delivery date.
